The term ‘politics of history’ can be encountered in the narratives created by three distinct types of social practice: (1) the social practice of research (‘politics of history’ is the subject of the research, and not the practice); (2) the social practice of politics (‘politics of history’ is practiced, and may be either an instrument for gaining and retaining power, and/or an instrument for realising the state’s raison d’état); (3) the social practice of memory (where the practice of ‘politics of history’ also has a place, and is synonymous with ‘politics of memory’). The author argues that political raison d’état requires Poland to pursue an active politics of history which should be addressed abroad, and proposes that its guiding ideas should be based on three grand narratives: (1) the fundamental role of ‘Solidarity Poland’ in the peaceful dismantling of the post-Yalta system in Europe, (2) the Europe of the Jagiellonians, and (3) the Europe of the Vasas, as constructs simultaneously geopolitical and civilisational, in which Poland performed an agential function.

This article discusses selected publications which reinterpret Russian history in a spirit of rehabilitating the Soviet past and highlighting the USSR’s role as a vehicle for Russia’s assumed historical role (including Utkin 1993, Utkin 1999a, Utkin 1999b, Solzhenitsyn 1995, Solzhenitsyn 2001–2002, Mel’tyukhov 2001, Narochnitskaya 2005c, Narochnitskaya 2005a, Mitrofanov 2005). In addition to this, it contextualises them with initiatives undertaken by the Russian Federation’s government (including the standardisation of history textbooks’ content and the activities of the Presidential Commission to counteract attempts to falsify history to the detriment of Russian interests). The points of view presented here, which are considered representative for a certain part of the historical discourse in contemporary Russia, integrate Russia’s totalitarian period (the USSR from 1917 to 1991) into the course of its broader history, as the basis of an interpretation which accepts a priori statements regarding the sense of Russia’s history and her role in world history. Among the observed trends, this text highlights the approval of certain features of the communist dictatorship as corresponding to Russian ideology; the adaptation of Soviet ideology to Russia’s policy of memory; the emphasis on ideological, political and military confrontation with the Western world as a permanent feature of Russian history; and the reinterpretation of Russian history in such a way as to continuously justify all the actions of the Russian state over the centuries, both externally (interpreting Russian aggression and imperialism as a means of defence against her enemies, liberation, or the reintegration of the Russian community) and internally (presenting terror as a means of defence against an alleged ‘fifth column’, or as the modernisation of the country).

Respect for the achievements of the USSR was one of the foundations of Belarusian politics of history even before the rule of Alyaksandr Lukashenka; this was also reflected in the identity of most Belarusians, who perceived themselves as “Soviet people”. A special place in the narrative about the Soviet period was occupied by the Great Patriotic War, which was also presented from the perspective of the enormous demographic and material losses that affected the territory of today’s Belarus. The timid attempts undertaken in the early 1990s to demythologise the cult of the war period did not lead to any significant changes in the narrative, especially since Alyaksandr Lukashenka’s rise to power in 1994 effectively blocked any further efforts to revise Belarusian historiography. For President Lukashenka, who has ruled ever since then, the Great Patriotic War was and continues to be one of the key periods defining the history of Belarus and its contemporary domestic and foreign policy. At the same time, in response to Russia’s interference in Ukraine in 2014 and Moscow’s desire to subjugate Minsk fully, the Belarusian president began playing World War II “memory card” that had hitherto been excluded from the current disputes, in order to strengthen his and his country’s own historical narrative as something separate from that of Russia.

This paper focuses on preserving, translating and analyzing pieces of information on the 2015–2018 Ukrainian- Polish Forum of Historians, allowing for knowledge of this event to be spread beyond Ukraine and Poland. Through this article the author wishes to show that to the governments of Central and Eastern Europe, such as Ukraine and the Republic of Poland, history became a consideration in state policy, due to massive shifts of views on how to approach history between the era of totalitarian Soviet domination and the development of current democratic governments. Although it is something that would be considered outside of state purview in the West, possibly even called “undemocratic”, the government’s interest in how history is told to the population must be viewed in the context of both information warfare, and in how the countries of Central and Eastern Europe approach international relations. Because of this, the Ukrainian-Polish Forum of Historians, organized by Polish and Ukrainian Institutes of National Remembrance (differential in their approaches to what can be considered “shared history”) is of interest as an example of how joint discussions of history, attempts to find a common position, or a compromise, were considered relevant and needed for policy makers in Poland and Ukraine. Analyzing the prerequisites of the events, the topics discussed at the Forum (largely concerning mid-20th century history of Poland and Ukraine), and its results we conclude that, although the differences on how Ukrainian and Polish governments viewed their countries’ history eventually led to the Forum stopping, the initiative led to new actions from independent actors trying to support the idea of shared forgiveness and modern Polish-Ukrainian unity despite different views on various historical events. That shows that politics of memory affect Ukrainian and Polish policymaking, allowing an alternative perspective on the theory of international relations, one that considers not simply realist expectations, but emotional attachments to a country’s past and wishes to see that past respected, or at least not actively opposed, by other nations.

This article summarises the concepts behind the direction of Polish politics towards Ukraine, Lithuania, Belarus and Russia in placing Poland’s new international relations in Central and Eastern Europe due to its historical ties with the countries of the region. A significant verbal role was played by the reception in Polish politics of the doctrine of Mieroszewski and Giedroyc—the so-called ULB (Ukraine–Lithuania–Belarus). It assumed the establishment of special relations with these countries, and, at the same time, waiving claims to territories lost by Poland after 1939. The application of this idea was conditioned by the internal political dynamics of Ukraine, Belarus, Russia, and Lithuania, and their mutual relations that determined the effectiveness of this doctrine. A key role in shaping Poland’s policy towards these countries was played by an “historical factor”—the exchange of mutual declarations concerning the past; this sometimes included the transmission of documentation—for instance the Katyn massacre evidence documents were transferred to Poland in 1990 by the Russian authorities. These actions served as tools of political rapprochement, and they sometimes resulted in opening the way to re-examine previous historical interpretations (especially in Polish–Lithuanian and Polish–Ukrainian relations). The question of investigating the crimes of the USSR against Poles, including above all the Katyn massacre (1940), played an important role in the rapprochement in Polish–Russian relations in the early period of President Yeltsin’s rule. One of the repercussions of implementing this concept and its conciliar priorities in Polish foreign policy and in its internal formal discourse was the suppression of some recently recreated areas of collective memory and currents of historical discourse; this especially concerned Polish–Ukrainian relations, in the context of, among others, the massacre in Volhynia in 1942–1943. Another result was transferring possible settlements to the responsibility of the state and the Polish community—a particular example of which was a resolution of the Polish Senate concerning Operation “Vistula” (Akcja “Wisła” in 1947) that was adopted in 1990.

This article is an original attempt to define the main features of the myth of the Great Patriotic War in post-Communist Russian cinema. By combining historical, cultural and film studies, the author defines the reasons for the appearance of the above-mentioned myth and its popularity, and indicates the effects of the ideologisation of an event which has been important for politics of history during the rule of Boris Yeltsin and Vladimir Putin. The article will cite examples of films containing repetitive narrative elements that appear with varying intensity and regularity in the Russian political and public discourse on the Great Patriotic War. The author will also refer to how such films have been received, and will define a potential perspective for the further development of this theme.

The fundamental direction of politics of history in Belarus under the rule of Aleksandr Lukashenko has been to maintain and cultivate the memory of the Great Patriotic War and the Soviet period. Although the Republic of Belarus remains the most faithful heir to the Soviet inheritance, over time its politics of memory has begun to shift towards the establishment and consolidation of its own history of Belarusian statehood. The last several years have more actively revealed the authorities’ new trend in the field of politics of history, which involves the creation of a heroic image for the secret service (NKVD, KGB) and the militia in the history of the Belarusian state. This tendency is characterised by a nonaggressive, but national-level, wide range of commemorative measures which are aimed at creating a myth of the KGB and the militia. Starting from the Great Patriotic War, which remains central to the Belarusian government’s politics of history, new historical heroes have begun to emerge in the form of officers of the security services. The military and intelligence services are still linked to the figure of Felix Dzerzhinsky, and the cultivation of his memory in Belarus still predominates over the commemoration of other historical figures. A number of events (including those at state level) dedicated to the commemoration of the 100th anniversary of the Belarusian militia and the KGB in 2017 gave a particular boost to these commemorative measures. In this article, the author will analyse the Belarusian authorities’ current politics of history in this regard by introducing readers to a variety of commemorative practices (the unveiling of monuments, official speeches, films, historical reconstructions, etc.). Moreover, attention will be drawn to the current policy in Belarus and the place within it for the special services, as well as the lack of any consideration of the Soviet past (the Stalinist repressions, Kurapaty, the NKVD, access to archives), the international aspects of Belarus’s current politics of memory (links to Russia), and the martyrological and sacral character of the memory of the KGB and militia.

This article aims to analyse the transformation of the culture of memory in Lithuania and the most important directions of Lithuanian politics of history in the period from 1989 to 2018. While discussing these questions, special attention is paid to the role of political factors (internal and external) and interstate relations, as well as to changes in the relationship between Lithuania’s culture of memory, and the cultures of memory and identity of the national minorities in Lithuania. The paper emphasises the processes of transformation of the Lithuanian culture of remembrance which started around 2005, when it was most recently updated. The research material presented herein shows that Lithuania’s culture of memory is full of contradictions and conflicts, and that its central figure has changed.

State celebrations, anniversaries of important historical events and their observance are one of the main channels of communication between ruling elite and society that shape the state symbolic space. In addition to establish ing memorial sites, erecting monuments, founding institutions focused on remembrance, they are the most important way to create a narrative of the state’s past. In Poland - regardless of time and political system - special attention was paid to creating a calendar of holidays and anniversaries, and the manner they were celebrated. These festivities were and are still considered to be fundamental tools used in Polish politics of history, both at statewide and local level. Their importance in the regions can - depending on how the local elites exercise their powers - vary from much larger in relation to the central state level to entirely negligible. The aim of this study is to present mechanisms and tools used by local authorities in building an appropriate historical narrative using just those tools.

The aim of this article is to describe and analyse the politics of history in Slovakia after the Velvet Revolution and gaining independence. Although the Slovak authorities do not have a compact vision of the politics of history, in many aspects and fields it is conducted both by central institutions and other players in public life. This study delivers a synthetic analysis of the Slovak debate on identity, changes in symbolics, lustration, “de-communisation” and education. It defines points of fundamental dispute and disagreement on history in Slovak society. The overview presented in the paper shows the complex nature of the politics of history in Slovakia.

Being borrowed from the Soviet historical narrative and successfully adapted to the needs of the Belarusian state, the memory of Victory in the Great Patriotic War has become the ideological basis for the authoritarian regime in Belarus. This article is aimed at addressing the celebration of the Victory Day in Minsk in 2020 and, through the analysis of this particular case, identify the main frames for the ideological image of Victory in the Belarusian authorities’ politics of history as well as the mechanisms for population involvement and ideological mobilisation. The year 2020 has become critical for Belarusian politics as for the first time since 1994, mass democratic protests challenged Aliaksandr Lukashenka’s complete control over Belarusian society.

Organizacja przestrzeni publicznej jest jedną z najstarszych i najskuteczniejszych metod komunikowania w procesie zarządzania przeszłością przez państwo. Pamięć o ważnych dla wspólnoty wydarzeniach sygnalizowana jest przez swoiste etykietowanie, związanych z nimi miejsc. Tym samym przestrzeń stanowi zapis kolejnych toczących się w jej ramach wydarzeń. Jest także miejscem – areną – na której odbywają się konkretne rytuały pamięci np. obchody kolejnych historycznych rocznic. W ten sposób przestrzeń publiczna może doskonale służyć promowaniu określonych wartości i postaw społecznych. Celem studium jest analiza nietradycyjnych i nieoczywistych sposobów aktywizacji pamięci w przestrzeni publicznej, ukazanej w trzech wymiarach. Pierwszym z nich jest stawianie pomników, obelisków, sadzenie drzew, oznaczanie tablicami istotnych historycznie miejsc. Kolejnym jest opieka i odpowiednie zagospodarowanie takich miejsc jak cmentarze, zbiorowe mogiły, miejsca kaźni lub pola walk. Trzecim sposobem jest wreszcie nazywanie obiektów, ulic, parków, placów, skwerów, mostów, instytucji publicznych na cześć historycznych wydarzeń oraz ich uczestników.
Arrangement of public space is one of the oldest and most effective methods a state can use to communicate its message in the process of managing its past. Memory of events important for the community is signaled by particular “labeling” of locations associated with them. Thus a given space becomes in fact a record of consecutive events taking place within it. It is also a place – an arena – where specific rituals of remembrance take place, such as celebrations of historical anniversaries. In this way, public space can serve to promote specific values and social attitudes. The aim of this paper is to analyze the non-traditional and non-obvious ways in which memory can be activated in the public space, across three dimensions. The first such dimension consists in putting up monuments or obelisks, planting trees, placing commemorative plaques in historically significant locations. The second is the care shown for and appropriate spatial development of sites such as cemeteries, collective graves, places of execution, or battlefields. Finally, the third dimension is the naming of objects, streets, parks, squares, plazas, bridges, or public institutions to honor certain historical events and their participants.

The aim of this article is to analyse the political thought of the contemporary National Movement in terms of politics of history. The main research hypothesis assumes that the National Movement promotes its own vision of politics of history. The properly shaped politics of history is primarily intended to shape national identity and facilitate the definition of boundaries of the national community. The actions taken by other political entities operating in Poland were assessed from this perspective. They were often accused of conducting anti-national activities. Liberals were criticised for ignoring history and accepting its critical form, while conservatives were accused of lacking organisational capacity and being submissive to competing models of the politics of history shaped by other nations. Hence the offensive character and the justification for using the language of disfavour or even hostility and hatred. The national interest, remaining the main category of political thought, often became an argument that made polemic or discussion impossible. Attempts to pass over uncomfortable historical events or to shift meanings were not avoided either. The differentiation of national groups facilitated discussion within the milieu, but it practically did not play an independent role within Polish political thought, reinforcing the message associated with the conservative model of politics of history and, in the political sphere, often supporting the activities of Law and Justice. Recognising the usefulness of politics of history, however, it was emphasised that it is not a short-term political event-type activity but a long-term political work.
Celem artykułu jest analiza myśli politycznej współczesnego ruchu narodowego w zakresie polityki historycznej. Główna hipoteza badawcza zakłada, iż ruch narodowy propaguje własną wizję polityki historycznej. Odpowiednio modelowana polityka historyczna ma przede wszystkim kształtować tożsamość narodową oraz ułatwić określenie granic wspólnoty narodowej. Z tej perspektywy oceniano przedsięwzięcia podejmowane przez inne podmioty polityczne działające w Polsce. Zarzucano im często prowadzenie antynarodowych działań. Liberałów krytykowano za pomijanie historii i akceptowanie jej krytycznej postaci, natomiast konserwatystom zarzucono brak zdolności organizacyjnych oraz uległość wobec konkurencyjnych modeli polityki historycznej kształtowanych przez inne narody. Stąd wynikał ofensywny charakter dyskursu i usprawiedliwianie dla posługiwania się językiem defaworyzacji czy wręcz wrogości i nienawiści. Interes narodowy, pozostający główną kategorią myśli politycznej, często stawał się argumentem uniemożliwiającym polemikę lub dyskusję. Nie unikano też prób przemilczania niewygodnych wydarzeń historycznych czy też zmiany ich sensu. Dyferencjacja ugrupowań narodowych ułatwiała dyskusję wewnątrz samego środowiska, natomiast w obrębie polskiej myśli politycznej praktycznie nie odegrało ono samodzielnej roli, wzmacniając przekaz związany z konserwatywnym modelem polityki historycznej, a w sferze politycznej wspomagając niejednokrotnie działania Prawa i Sprawiedliwości. Dostrzegając jednak użyteczność polityki historycznej, podkreślano, iż nie stanowi ona działania typu doraźnego politycznego eventu, ale oznacza długofalową pracę polityczną.

This essay outlines the sources of the myth of the Great Patriotic War that was used by the Soviet propaganda to legitimize the power of the authorities. It aims to discuss briefly the components of the myth, namely, emotions, the sacred element or sacrum, and the Great Russian nationalism. The German-Soviet 1941–1945 war has been described as a Manichaean confrontation between good and evil, sacrum and profanum, civilisation and barbarism. The significance of the myth is manifested to this day. On the one hand, Russian authorities still use it to validate the socio-political order. On the other, the memory of the victorious war is an important element of historical policy pursued by the countries that are part of the ‘Russkiy Mir’.

The term ‘wars of memory’ refers to the Russian specificity of the issues described in the West as ‘politics of history’ or the ‘politics of memory’. The historical arguments which are employed in the Russian Federation in the context of information and cultural warfare, and are identified with the war over the interpretation of history, are being used to achieve the Kremlin’s political objectives in both its domestic and external arenas: any visions which conflict with the official one are discredited as anti-Russian and falsifications of the history of Russia. This text consists of three parts. The first discusses the evolution of the problem in Russian public discourse since the collapse of the USSR; the second describes the historical-cultural standard currently operative in Russia (its pattern of assessments and historical interpretations); and the third, outlines the manifestations of the state’s involvement in implementing its specifically understood politics of memory, with particular emphasis on the role of the Russian Historical Society and Rosarkhiv. The ‘wars’ discussed in this article have become one of the systemic mechanisms for Russia’s confrontation with both the external environment and its internal opposition. The memory and historical-cultural identity as disseminated now are leading to a secondary Sovietisation of society and the mobilisation of imperial and nationalist (ethnocentric, ethnically Russian) resentments within the Russian Federation.

Self-actualization is often touted but rarely achieved. The Liberal frame that champions autonomy requires strict conformity: conformity to laws assured by state force, conformity to market transaction assured by privileging private property, conformity to limited collective action assured by the social atomization which comes from the construction of negative rights. This paper explores the many impediments to autonomous self-actualization within the rubric of liberalism, including the superegoistic internalizations of mores and taboos elucidated by Western-oriented psychoanalysis. It further explores the possibility that self-actualization may be more readily achieved through what Gramsci referred to as “heteronomy:” selfconsciously engaged collective social action. By examining the mechanisms of self-limitation through the dynamics of superego development, the paper posits that self-actualization may best be realized through collective articulation of ethics and morality which are constantly situational. In this, the paper takes up the Deleuzian and Guattarian propositions of simultaneous, multiplicitious identities, deterritorialized and evaluated only within the multitude of a given moment in time and space. The dynamic and contextual quality of this discursive engagement is not one of relativity, but characterized by the intersubjectivity of the participants. ! is specificity – specificity of interlocutors, specificity of locality, and specificity of time – provides for unique self-actualization, which neither reifies nor objectifies selves, but suggests that individuals are not essences, but subjective beings which are as dynamic as the social situations they create. Thus self-actualization cannot be achieved alone, but only within a collective discursive context. This context must be characterized as a social forum of praxis, for instrumentality or technical motivations disrupt the contributions not only of the actor guided by techne, but the contributions of the whole for disingenuousness makes intersubjectivity impossible. Collectively articulated ethics and morals cannot be adjudicated by a discursive forum which is tainted by motives of self-gain. Instrumentality of one impedes the ability of all others to self-actualize. Thus, self-actualization only comes within the context of heteronymous action. ! is paper will thus interrogate the consequences of inverting the age-old problem of public action – autonomous self-actualization is threatened by free-loading – and suggests that collective self-actualization is impeded by self-oriented, atomistic, instrumentality.

The present state historiography in Poland is dominated by the chronicling of events. But its politicization (even particization), mythologization and tabloidization neglecting methodological rules of the scientific research, implicate the misconception of the history and the incomprehension of the past, revealing in the different public contexts. Regarding current cultural processes, the effects for the contemporary historiography are massively destructive and no change for better is observed in this moment.

‘Optimism against all odds’: Polish National Identity in War Films of Jerzy PassendorferUsing archival sources, movie reviews, secondary sources and films, this article examines the cinema of Jerzy Passendorfer, the founding father of action movies genre in People’s Poland, but also the staunch supporter of Władysław Gomułka’s ‘Polish road to Socialism’ and General Mieczysław Moczar’s ultranationalist faction of the Partisans in the Polish United Workers’ Party. It demonstrates how Passendorfer’s blend of mainstream cinema and propaganda legitimized the party state and contributed to the construction of a new ethos, identity, and politics of history that enforced historical amnesia and syncretized past and present. It also argues that Passendorfer’s promotion of nationalist and authoritarian state ideology, militaristic patriotism and Polish-Soviet alliance, commissioned by the regime, sat well with mass audiences, precisely because of the use of popular genres adopted from the West and the quench for optimistic visions of nationhood. Although Passendorfer’s patriotic actions flicks faded away with the fall of Gomułka’s regime, they constitute a model, which can be still emulated. “Trudny optymizm”: polska tożsamość narodowa w filmach wojennych Jerzego PassendorferaOpierając się na źródłach archiwalnych, publikacjach naukowych i analizie filmów, niniejszy artykuł bada twórczość filmową Jerzego Passendorfera, ojca chrzestnego filmu akcji w PRL, zwolennika ‘polskiej drogi do socjalizmu’ Władysława Gomułki oraz sympatyka nacjonalistycznej frakcji generała Mieczysława Moczara w Polskiej Zjednoczonej Partii Robotniczej. Passendorfer łączył w swoich filmach popularne kino gatunkowe z propagandową legitymizacją władzy partii. Współtworzył nowy etos i świadomość narodową oraz uprawiał politykę historyczną, która zsynchronizowała przeszłość z teraźniejszością, doprowadzając do swoistego rodzaju amnezji. Artykuł stawia tezę, że zaproponowana przez Passendorfera synteza nacjonalizmu, autorytaryzmu i militaryzmu cieszyła się sporą popularnością wśród masowego widza z powodu zapożyczeń z zachodniego kina gatunkowego oraz potrzeby optymistycznej wizji wspólnoty narodowej. Patriotyczne filmy akcji Passendorfera uległy zapomnieniu po upadku Gomułki, jednak w dalszym ciągu stanowią kulturowy model, który może być wykorzystywany na potrzeby polityki historycznej.

The article focuses on the background of the pamphlet ‘Falsifiers of History. An Historical Note’ issued by the Soviet Information Bureau in 1948. The book was personally edited and largely hand-written by Joseph Stalin. His involvement was not fully known until now. In this paper, the authors deciphered, translated and compared the text of the published pamphlet. It shows Stalin’s guidelines in the official interpretation of the causes of World War II and the reasons for the signing of the Molotov-Ribbentrop Pact. Throughout the post-war period the official Soviet narrative regarding the origins of the of World War II were largely based on a set of guidelines contained in a pamphlet ‘Falsifiers of History’. Currently, the neo-Stalinist historical narrative concerning the origins of World War II is promoted by the Russian officials. Nevertheless, not all Russian historians share these views, and many assess the Hitler-Stalin Pact in a much more critical way.

The glorification of the Soviet victory over Nazism is the focal point of Russia’s politics of history and an element of the ideological offensive that aims to legitimise Russian great-power ambitions. The narrative centred on the victory has a strong religious, not to say, messianic dimension. It aims to whitewash the dark chapters of Soviet history and legitimise the wars Moscow waged after 1945. According to the contemporary neo-Soviet interpretations, these wars were always defensive and justified by external circumstances. At the same time, distinctly anti-Western rhetoric is becoming more and more perceptible in Russian propaganda. The repeated accusations of “eternal” attempts by the West to destroy Russia and destabilise the global order are intensifying. The official discourse is marked by the nostalgia for the lost empire and the “concert of powers” that was established at the Yalta conference; it also seeks to justify violence as a tool of foreign policy. Its overriding aim is to legitimise the authoritarian regime and Moscow’s contemporary strategic goals, such as the hegemony in the post-Soviet area and the reshaping of the European security architecture. The official narrative is promoted by the state institutions, the educational system, the Kremlin-controlled media outlets and a network of social organisations subsidised by the state. It is also safeguarded by the administrative and criminal law and the apparatus of repression.

The politics of history is an object of viral studies, and researches about this phe-nomenon of political life is constantly deepen. In relations to the international space there are plenty of studies about individual states politic of history, but there are no such studies about local politics, and local societies in relation to the centres of political life. Author highlighted some phenomenon of politics of history of the III Polish Republic’s self-government in the perspective of the theory of centre-periphery. Some conclusions after research make it possible to show some phenomenon of political life such as: political fight between local and national political elites on politics of history; tensions between centre and periphery; shredded collective memory which is dependent of different spaces of local life; collective memory is overcomed by “privatisation and individualisation”.

The sixtieth anniversary of entering into diplomatic relations between Republic of Poland and Democratic People’s Republic of Korea inclines to draw up a balance sheet. Korea is located far away from Poland, in a very different civilization circle, the neo-Confucian one. It has 5 thousand years of history; the legendary Tangun in a year 2333 B.C. has founded the first Korean state Kodzoson. The history is generally difficult, numerous invasions of grand neighbors (China, Japan). The Korean chronicle compared Korea to a prawn swimming in between of two whales. Such difficult history is also the attribute of Poland. Poland was also a subject of partitions, numerous invasions of the neighbors. Polish and Koreans have common national features: pride, inexorability and independence.

This paper is not an attempt to present the process of political changes that occurred in Poland after the end of the Second World War. Its aim is to indicate and explain the characteristics of the process of political change which after 1945 turned Poland into a totalitarian socialist state, and from 1989 led to the construction of the democratic state. The fate of Poland and other Eastern European countries was decided by the strategic interests of the great powers. The memory of the victims of war and democratic axiology gave way to the calculations and domination of force. Many nations were deprived of subjectivity and the possibility of sovereign choice in their future development. In Poland the place of the sovereign nation had been taken by a small group of politicians who became the plenipotentiaries of the Soviet leadership. The creation of the totalitarian system was an essential precondition for the implementation of the Stalinist model of society entirely dominated by the Communist Party, the state described as socialist, and its apparatus of repression. The rule over the nation, although it was called the dictatorship of the proletariat, was a dictatorship over the enslaved society. Only the gradual erosion and finally the collapse of the centre of communist world, created in this part of Europe the possibility to choose freely the model of collective life. The victory of the Polish Solidarity and the fall of Berlin Wall alike symbolize the overcoming the post-Yalta order and the return of these nations to the European, democratic idea of social order. After 1989 the political solutions in which power is protecting the needs, interests and aspirations of each individual as well as the common good, considered the summum bonnum, were chosen. This power is by its very nature decentralised.

The following article provides an insight into Lithuanian public holidays and days of remembrance in the period 1990–2018, established on the basis of national legislative acts, including legal acts and stenographic records drafted up during the sittings of the Seimas of the Republic of Lithuania. Both the Seimas and the president of Lithuania have made subsequent decisions on drafting the list of public holidays and days of remembrance, enabling to determine the most important dates and events that have laid the groundwork for Lithuania’s historical memory. The list of public holidays displays a clear pro-state and religious tendency while that of days of remembrance seems to be marked by clear anti-Soviet sentiment, tilting towards promoting a pro-Western system of values. Before adopting the relevant legal acts, members of the Lithuanian parliament held a discussion, under which two additional holidays commemorating the Constitution of May 3, 1791 and the Mutual Pledge of the Two Nations of October 20, 1791 were officially put on the list. Also, attention should be drawn both to the relevance and consistency of the list of public holidays and days of remembrance as the document is subject to constant updates. Endeavours to adopt legislation to commemorate the nation’s historical memory appeared unsuccessful while, given the 100th anniversary of Lithuania’s independence on February 16, 2018, all related efforts were forwarded to the relevant institutions; in consequence, a parliamentary committee was eventually convened on June 20, 2017. Nonetheless, too little time has passed since then to properly evaluate the works performed by the aforementioned body and the validity of all its decisions taken so far.

The non-aggression pact and secret additional protocol from 23 August 1939 is among the historical events of the twentieth century that had the furthest-reaching consequences in terms of politics, ideology and the culture of remembrance. No other bilateral treaty so deeply influenced the fate of more states, nations and minority groups in Europe, primar¬ily in East Central Europe, than the Hitler–Stalin Pact. The date 23 August 1939, when Europe was divided into one National Socialist and one Soviet half in the state politics of history and in the culture of remembrance of the public and civil society, is virtually absent in Western Europe and the US. In East Central Europe, particularly in those states which were directly affected by the Pact and which found themselves on the eastern side of the Iron Curtain after 1945, the liberation from Nazi Germany is often interpreted as a replacement of the brown dictatorship by the red. The text starts with an overview of trends and topics in the international historiography on the Hitler–Stalin Pact, continues with a reflection on the spatially differentiated naming of the pact, which leads to a discussion of the pact’s different role as a lieux de mémoire in the US and Western Europe, in East Central and Eastern Europe. The international law dimension of the pact is discussed in the context of recent events, like the annexation of the Crimea.

Abstract: The Presidential Commission of the Russian Federation to Counter Attempts to Falsify History to the Detriment of Russia’s Interests (Комиссия при президенте Российской Федерации по противодействию попыткам фальсификации истории в ущерб интересам России), established in 2009, was intended to serve as Russia’s response to similar attempts at institutionalisation in the Central and Eastern Europe region (such as the historical commissions in the Baltic states, and the Institutes of National Remembrance in Poland and Ukraine). At the same time, its activities showed a multidimensional approach, combining elements of security policy with education, culture and media, public and non-public memory policy, and formal and informal activities. Although the official emphasis was mainly on the external (foreign) determinants of the Commission’s genesis, it also became an important element of domestic policy. The Commission only operated for three years (2009–2012), but its importance as a tool of Kremlin policy cannot be overestimated. It turned difficult historical issues into “historical weapons”; introduced international public discourse to the Russian narrative, which was constructed in a spirit of confrontation with the memories of its neighbours; coordinated the activities of formal state organisations, as well as those which operated as nominally non-state bodies but were financed by the state; expanded the community of expert research which argued the Russian narrative while undermining others from abroad; and examined the options for transmitting the desired attitudes and opinions to wider audiences, creating systemic mechanisms of what has been called “counteracting the falsification of history.” The aim of this article is to show the institutional and organisational aspect of this phenomenon.

Prince Leon Sapieha was one of the most prominent Polish politicians and socio-economic activists of the period of national subjugation. Given that Sapieha was involved in taking most political and economic decisions in Eastern Galicia in the years 1836–1875, his views, beliefs and ideas were of utmost importance for shaping the opinion of the Galician society. The experience of the November uprising brought about Sapieha’s fi rm rejection of an uprising as a means of regaining independence by Poland. Neither did he count on the intervention of the European powers in the Polish interest. He believed that independence could be achieved either as a result of a European war in which the invaders would fi ght on opposite sides, or, alternatively, owing to international treaties. A supporter of organic work, Leon Sapieha held that the main task of the Polish society was to build the political, cultural and economic power of the nation, with the help of the peasants, won over for the national cause. An advocator of public education regardless of sex and state, Sapieha perceived education as the only means of the national awakening of the peasantry and attached fundamental importance to improving the situation of the peasants and other social groups. In the Prince’s view, religious and moral values should be inherent in the socio-economic and political life. Sapieha believed in the distinctiveness of the national identity of Poles and Ruthenians. Both nations were supposed to cooperate closely. His socio-political and economic ideas put Sapieha close to the right, his program almost identical to those of other positivists. Leon Sapieha’s opinions were largely shaped by his social standing, his own experience, education and upbringing he received in the family home. His ideas were to some extent infl uenced by the then political thought, including that of Edmund Burke, Samuel Taylor Coleridge and Thomas Macaulay. Of great importance were the opinions of Adam Jerzy Czartoryski, Andrzej Zamoyski and Franciszek Ksawery Drucki-Lubecki. Leon Sapieha’s major goal was sovereign Poland.

In this article, the author continues to discuss the topic with which he first dealt in an essay entitled Joachim Lelewel i Józef Szujski: wizje konfederacji barskiej. The article provides a detailed analysis of the views of the Bar Confederation as advanced by M. Bobrzyński and A. Lewicki in their interpretations of Polish history. In addition to showing both differences and similarities existing between the two accounts of the political movement in question. The author also aims to establish how the analysed views related to those held by J. Szujski and how they connected to the politics of history pursued by the Kraków conservatives.

The following paper reviews the schemes of memory behind the shaping of the contemporary vision of the Czech’s own history and the forms they take while materialising in the contemporary Czech Republic. Among the “great narratives” to have built up the picture of Czech history, a leading role was assumed by a traditional model, that sees the Czechs as a nation on the border of Slavic and Germanic superethnoses. Simultaneously, attention was drawn to its reformation and modernisation potential and Slavic character, the latter of which intensified after having confronted the Germanic world. The Czech post-1989 settlement with its communist past has only slightly impaired this idiom of memory; Soviet domination, especially the Warsaw Pact intervention in 1968, has to a great extent depreciated the value of “Slavicness” as an element of identification of the Czechs. Also, a Czech sense of nationality has faded to the benefit of a sense of “citizenship”—with the latter understood in a broad sense. Czech state institutions have only to a limited extent been committed to researching some details of the politics of history. Among these organisations have been, for example, the Institute for the Study of Totalitarian Regimes (Ústav pro studium totalitních režimů, ÚSTR), the Military History Institute (Vojenský historický ústav, VHÚ) and some other bodies, including the Czech National Museum (Národní muzeum). When analysing the responsibilities shouldered by the above institutions, one may observe an influential yet financially inadequate role of some NGOs, such as Pamět národa (The Memory of Nation) whereas a typical narrative pattern of Czechness has found its place in the educational system. As for the legal perspective, the Czech Republic managed to settle accounts with its communist past by passing both the Lustration Act and the Act on the Period of Lack of Freedom.

Focusing on a 24-episode TV drama series Borderline on Fire, the presented text offers an analysis of the long-lasting discussion of both the series and the Second Republic of Poland with which the series is bound up. The main goal I set myself in writing the article was to show the significance of the inter-war era – which is inseparably associated with the person of Józef Piłsudski and which has been the subject of much mythologization – in public discourse. The article supports the conclusion that the inter-war period still attracts much interest, especially among history-lovers, and that the series dealt with in it can be considered to be one of the factors to which the epoch owes this interest.
Prezentowany tekst, którego kanwą jest dwudziestocztero odcinkowy serial historyczny pt. ‘Pogranicze w ogniu’ to analiza dyskusji, jaka do dnia dzisiejszego toczy się na temat tego serialu, ale i obrazu Drugiej Rzeczpospolitej. Naczelną przesłanką było pokazanie miejsca i znaczenia w dyskursie publicznym dwudziestolecia międzywojennego – epoki, która nieodłącznie kojarzy się z Józefem Piłsudskim, a która współcześnie uległa znacznej mitologizacji. Wynikiem tych rozważań jest konstatacja, że, przynajmniej dla entuzjastów, historia międzywojnia nadal cieszy się zainteresowaniem, a jednym z elementów je podtrzymującym był, i jest, analizowany serial.

In the article the author attempts to outline theoretical and methodological framework used in analyzing the phenomenon of specific history politics in cities divided by state borders – places where sometimes radically different history narrations meet or even clash. The article is composed of three parts. The first one specifies the concept of history politics in nationwide dimension (“history politics”). The second part analyzes history politics in local dimension (“local politics of memory”). With reference to these two concepts – levels of history politics and politics of memory – the author indicates: goals, subjects, methods and tools of history politics/politics of memory. The final section of the paper aims at capturing the specificity of history politics in cities divided by state borders and indicating models of relations between different kinds of politics of memory in cities divided by state borders.

Recent studies of culture and cultural participation in Poland are marked by a turn towards heritage and collective memory. As regards science and its distinctive status, certain trends may be observed that are parallel to general changes occurring in culture and social life. Cultural studies includes research on politics of memory and historical culture. Regardless of changing cultural practices, studies of cultural participation and of memory and heritage are usually treated as autonomous. Works which describe dimensions of cultural participation in terms of frequency of engaging in socially sanctioned practices, typically reduce historical culture to a museum activity. The article reflects on the phenomenon of the time of memory, discussing how it affects the interpretation of cultural participation and its dimensions, along with the respective empirical research. It is based on the assumption that the actor-network theory, applied by Marek Krajewski to research on cultural participation, is a good starting point for studying participation in historical culture understood here as an area of cultural activities that include collective memory and heritage.

Gruomota: the influence of politics and nationalism on the development of written Latgalian in the long nineteenth century (1772–1918)Latgale, the southeast region of Latvia, has a distinct ethnoregional identity largely due to the wide- spread use of the Latgalian language/dialect. The status of Latgalian as a language/dialect is highly politicised in Latvia today, yet this is not only a twenty-first century phenomenon. Since its inception as a written language in the mid-eighteenth century, the development of written Latgalian has been strongly influenced by politics and nationalism. This is an exploratory paper, which traces the impact of politics and nationalism on the development of written Latgalian throughout the long nineteenth century, a period in which the region was administered by three political regimes (Polish-Lithuanian Commonwealth, Russian Empire, First Republic of Latvia). Transnational perspectives are used to contextualise the development of written Latgalian with the development of other written languages in the vicinity (Belarusian, Latvian, Lithuanian, and Samogitian), and to open up the field for further comparative studies on the development of non-national written languages/dialect. Latgale is a borderland region often neglected in mainstream Latvian scholarship, and by extension, even more so outside Latvia. Status łatgalskiego jako języka/dialektu stanowi w dzisiejszej Litwie w dużej mierze kwestię o wymiarze politycznym, aczkolwiek nie jest to zjawisko, które pojawiło się dopiero w XX stuleciu. Łatgalski już od czasu swych narodzin jako język literacki w połowie XVIII wieku pozostawał pod silną presją polityki oraz nacjonalizmów. Niniejszy artykuł ma na celu prześledzenie oddziaływania polityki i nacjonalizmu na kształtowanie się literackiej odmiany języka łatgalskiego w ciągu „długiego wieku XIX” – okresu, w którym region ten podlegał administracji rządowej sprawowanej przez trzy systemy polityczne (Rzeczpospolita Obojga Narodów, Imperium Rosyjskie, Pierwsza Republika Litewska). Spojrzenie na omawiane zagadnienie z perspektywy ponadnarodowej pozwala stworzyć kontekst rozwoju łatgalskiego języka literackiego w odniesieniu do innych języków literackich formujących się w bliskim jego sąsiedztwie (białoruskiego, łotewskiego, litewskiego i semigalskiego), jak też otworzyć pole dla kolejnych studiów porównawczych nad kształtowaniem się nienarodowych języków/dialektów literackich. Łatgalia stanowi region pograniczny, zwykle zaniedbywany przez główny nurt nauki łotewskiej, a tym bardziej w dociekaniach naukowych poza granicami Łotwy. Niniejszy artykuł ma za zadanie choć w pewnej mierze stan ten naprawić.

The article discusses the current practices of commemorating the 1905 revolution in Łódź. The changes taking place in the city’s memory policy are conditioned both by the loss of memory of the events from a century ago and by changing political factors in the post-transformation period. The city is a paradigmatic example of a post-industrial city in Central and Eastern Europe facing an identity crisis. Narratives formulated ‘from above’ compete with those created ‘from below’. While the former are based on the construction of a utopian, capitalist city of success, the latter claim the history of the people of Łódź. Revitalising the memory of the Revolution of 1905 plays a key role in these negotiations, contributing to a revision of the post-transformation amnesia about the city’s working-class past.

Der Artikel enthält einige Bemerkungen über den Einfluss des Ersten Weltkrieges auf die russische Revolution und das Nachkriegsleben in der Sowjetunion. Meines Erachtens beleuchten die Ideen, die Nikolai Bierdiajew während des Krieges und der Revolution formulierte, den grundsätzlichen Aspekt der Politik und des Soziallebens im 20. Jahrhundert sowohl in Russland als auch in anderen Ländern. Ich meine hier den Krieg als das Wesen moderner Politik. Die Überlegungen Bierdiajews zum Großen Krieg und zur bolschewistischen Revolution sind seiner Zeit voraus und bestätigen die Ansichten solcher Denker wie Jan Patočka, Alain Finkielkraut oder Pierre Hassner. Sie meinten, dass im 20. Jahrhundert die berühmteste Maxime des Generals Clausewitz umgekehrt wurde: Nach dem Ersten Weltkrieg wird die Politik zur Fortsetzung des Krieges mithilfe anderer Mittel.Bierdiajew denkt über die Revolution als „Zerfall des Krieges“ nach und betrachtet den russischen Kommunismus als „Kriegswirklichkeit“, für die solche Erscheinungen wie Dehumanisierung, Herrschaft der Massen, Totalitarismus, allgemeine Mobilmachung, Militarisierung der Zivilsphäre, Macht der Technik und das Erscheinen eines „neuen Menschen“ charakteristisch sind. Seiner Meinung nach haben der Krieg und der Nachkriegsmilitarismus Ideologie, kulturelle Leitbilder und die Art der Machtausübung in Russland, aber auch im Westen bestimmt.
This paper presents some remarks on the influence of the First World War on Russian Revolution and post-war life in Soviet Russia. In my opinion, the ideas formulated at the time of war and revolution by Nikolay Berdyaev (1874-1948) shed light on the fundamental aspects of 20th century politics and social life both in Russia and other countries. Here, I understand war as the essence of modern politics. Berdyaev’s reflections on WWI and Bolshevik revolution prefigure and confirm the belief shared by such thinkers as Jan Patočka, Alain Finkielkraut or Pierre Hassner, that the 20th century brings the inversion of the most famous Clausewitz’s maxim: after WWI, politics becomes the continuation of war conducted by other means. Berdyaev thinks about revolution as the “decay of the war” and analyses Russian communism as a “war reality” which is characterized by such phenomena as dehumanization, mob rule, totalitarianism, total mobilization, militarization of civil sphere, the rule of technology and, last but not least, the appearance of the “new man”. In his opinion, war and post-war militarism have determined the ideology, cultural patterns, and the means of wielding political power both in Russia and in the West.
Artykuł zawiera kilka uwag na temat wpływu pierwszej wojny światowej na rewolucję rosyjską i powojenne życie w Związku Sowieckim. W moim przekonaniu idee, które sformułował w czasie wojny i rewolucji Mikołąj Bierdiajew (1874–1948) naświetlają zasadniczy aspekt dwudziestowiecznej polityki i życia społecznego zarówno w Rosji, jak i innych krajach. Mam tutaj na myślę wojnę jako istotę nowoczesnej polityki. Rozważania Bierdiajewa o Wielkiej Wojnie i rewolucji bolszewickiej wyprzedzają i potwierdzają przekonania podzielane przez takich myślicieli, jak Jan Patočka, Alain Finkielkraut czy Pierre Hassner, według których wiek XX przynosi odwrócenie najsłynniejszej maksymy generała Clausewitza: po pierwszej wojnie światowej to polityka staje się kontynuacją wojny prowadzoną za pomocą innych środków.Bierdiajew myśli o rewolucji jako o „rozkładzie wojny” i analizuje komunizm rosyjski jako „rzeczywistość wojenną”, którą charakteryzują takie zjawiska jak dehumanizacja, rządy mas, totalitaryzm, powszechna mobilizacja, militaryzacja sfery cywilnej, władztwo techniki oraz pojawienie się „nowego człowieka”. W jego przekonaniu, wojna i powojenny militaryzm określiły ideologię, wzorce kulturalne i sposób sprawowania władzy w Rosji, ale także na Zachodzie.

The article analyzes the historical-political determinants of statehood crises in Guinea-Bissau. In the post-independence history of this country, there is a tendency to take political power by military coups, and the continual attempts to exert influence by high-ranking commanders of the armed forces on, an anyhow unstable, domestic political scene. Since the introduction of the multi-party system in 1994, none of Guinea-Bissauan presidents has succeeded in reaching the end of his mandate. This phenomenon is recognised as the fundamental and systemic cause of the statehood crises plaguing Guinea-Bissau. By presenting the turning points in its recent history and the international context, especially in the regional dimension, the author seeks to diagnose the causes of the continually unstable and fragile political situation in Guinea-Bissau.

The article discusses the transformation of Ukraine from a peripheral colony to a European nation-state. It examines changes in the interpretation of UkrainianRussian relations in historiography, public perceptions, and museum exhibitions related to the ongoing war. It demonstrates that since 24 February 2022, Ukraine’s politics of memory has exclusively followed a continuously expanding anti-colonial perspective. The article highlights a shift in Ukrainian society’s view of its past, with growing interest in the country’s history and a move away from the Soviet perspective. Museums are crucial in shaping these narrative changes and fostering Ukrainian national identity. The article also explores societal transformations since 1991, showing an increased identification with the state and a gradual distancing from Russia. This is accompanied by a westward turn in geopolitical orientation and a desire to join the European Union. The National Museum of History of Ukraine in the Second World War in Kyiv serves as an example of these processes, reflecting a nuanced portrayal of the war and of its human dimension. The museum’s commitment can be seen as a pillar of a nation-state building project, with symbolic identification shifting from the East to the West, towards the EU and NATO.
