The assessment of the Round Table was extraordinarily stable. The political environments accepting the Polish Third Republic, taking part in ruling the country, are generally positive about the talks between the government of the Polish Third Republic and the opposition. In 2014, even the representatives of “Prawo i Sprawiedliwość” (Law and Justice) party maintained the opinion from the previous years, formulated by Jarosław Kaczyński and Lech Kaczyński, that the Round Table, as a tactical action, was a necessary undertaking at that time in history. The negative assessment of the event were characteristic of non-parliament parties and ones with small social support. The following anniversaries of the start of the debate were a good opportunity to mark one’s difference from the establishment by negation. Change of the assessment was a result of the evolution of the situation in Poland. Hard political fight in the Polish Third Republic caused a change of positions e.g. with regard to former political opponents or even enemies. The verbal change of position of W. Frasyniuk towards gen. Jaruzelski can only be explained with the attack of the Jarosław Kaczyński establishment on the politicians of the Democratic Union and Freedom Union. The environments reluctant to PiS for the same reasons forgot that the government led by Tadeusz Mazowiecki could only take place because of the activity of Jarosław Kaczyński. Many of the evaluations, both on the side of the Round Table architects and its opponents had no connection to the subject of the proceedings.

The changes in political life in Poland in the period 2005–2011, which restructured the existing balance of power (dominance of post-Solidarity parties at the expense of the post-communist party) force us to consider whether the party system evolution involves changes in the sphere of ideological divisions. But there also arises another question about the crisis of the left, which could mean the end of the previous model, intergroup rivalry. But there is no doubt that it occurred after 2005 events. Initiated processes took a completely different direction than those in the 90s. The purpose of the article is to explain the ongoing political disputes, and also attempt to answer the question: what factors shape the profile of program-ideological political formations in Poland.

In the literature of the subject matter the king was presented as the only administrator of landed offices in Poland. Thanks to it, he could win the support of people, conciliate enemies and truly rule the country. Noblemen strove to get the titles since they raised the prestige and somehow substituted aristocratic titles, reserved for the small group of princes of the blood (descendants of the Rurik dynasty and Gediminas dynasty) and the Radziwiłłs [Radvilas] family. From the 16th century onwards more and more often there took place cases of double appointments for the same office. Usually such appointments occurred when the former bearer of the office had been sentenced to infamy or when noblemen at the dietine had recognized him not to be indigenous. The latter case shows the scrutinizing role of dietines in relation to landed offices. It was usually dietines that resolved the issue which appointee held the office “legally,” and which “illegally.” The collapse of the significance of dietines in the second half of the 17th century and the first half of the 18th century entailed numerous “illegal” and “titular” appointments. The latter were granted from the lands which permanently (Livonia, Chernihiv, Smolensk) or temporarily (Bratslav) had ceased to be part of Poland. However, it must be underlined once again that dietines were in a position to control the legality of holding the offices. In the second half of the 18th century official registers of people holding landed offices were published; they emphasized the “legitimizing” role of dietines.

Artykuł przedstawia kształtowanie się systemu rządów w Polsce po odzyskaniu niepodległości w 1918 r., w tym pierwsze akty prawne o znaczeniu ustrojowym – dekret z 22 listopada 1918 r. o najwyższej władzy reprezentacyjnej Republiki Polskiej oraz uchwałę Sejmu Ustawodawczego z 20 lutego 1919 r. o powierzeniu Józefowi Piłsudskiemu dalszego sprawowania urzędu Naczelnika Państwa. Stały się one podstawą funkcjonowania odrodzonego państwa polskiego, umożliwiając w trudnym okresie historycznym odbudowę państwowości. Zdaniem Autorki doświadczenia pierwszych lat niepodległości wpłynęły ostatecznie na rozwiązania, które przyjęto w tzw. Konstytucji marcowej z 1921.
The article presents the way that governance has formed in Poland after winning the independence in 1918. It also includes the discussion on first legal acts with institutional meaning such as decree law dated on 22nd November 1918 about the supreme representative authority of the Republic of Poland and the act of Parliament's ordinance of 20th February 1919 entrusting Józef Piłsudski with further execution of the office of Chief of state. These documents became the basis for reborn country and enabled to rebuild institutions in historically difficult period. In the opinion of author, the experiences of first years of  independence had ultimatelly influenced the solutions that were adapted in so called March Constitution from the year of 1921.

In advancing process of democratization of the political system in Poland, there are more and more recent efforts to its slowdown. Such a course of action is to replace the roles of NGOs in the example of associations in the political and electoral base. This is one-sided direction caused by commercial approach to obtain the position and power. We can recognize that this kind of behavior is dominated by the local environment. Social groups, which often behave like junta play an local important role. Unstable political system in Poland and getting worse and worse ratings in evaluation public opinion for political parties, causes a need to hide their own worldview. Including as member affluent individuals, authorities and popular person, creates a false image and obtains an impact on political-election decisions, not participating in selfless work for the community, which is characterized by non-profit organizations.

The aim of the article is to classify interest groups divide the postulates of the Catholic Church in Poland. Accordingly, the Church was defined in terms of political science, the forms of the Church’s influence on the political system were defined, the concept of interest groups was defined in relation to the analyzed subject, and then based on specific criteria they were typified. The proposed typology may be the starting point for further research in this field.
Celem artykułu jest dokonanie klasyfikacji grup interesu artykułujących postulaty Kościoła katolickiego w Polsce. W związku z tym zdefiniowano Kościół w ujęciu politologicznym, określono formy oddziaływania Kościoła na system polityczny, określono pojęcie grup interesu w odniesieniu do analizowanej problematyki, następnie w oparciu o określone kryteria dokonano ich typizacji. Zaproponowana typologia może stanowić punkt wyjścia do dalszych badań w tym zakresie.

This part of our report describes the reasons of unequal women’s representation in Polish parliament and changes that have been introduced by new Electoral Code. According to our researches, voters of right-wing parties are against the introducing of gender quotas, whereas electorate of centre and left-wing parties believes more frequently in effectiveness of legal regulations that guarantees equal women’s representation in parliament. After the passing of the Electoral Code that implemented 35% gender quotas, the number of women in Polish parliament have not increased significantly. It seems that changes of public awareness, fighting with stereotypes and patriarchal social system are better methods of improvement of women’s participation in parliament than new regulations in Polish electoral system.

The party system and the parties within it were ones of the relevant elements of system transformation in Poland. We can identify several significant determinants of the process with regard to this area. The first of them is formal standards and their influence on the course of political competition. The second is the functions attributed to political parties in the political and party system. The third one is connected with the significance of social structure’s specificity and its influence on voting behaviors. The fourth determinant is the models of competition at the cabinet level. The paper presents these four determinants of development of political parties and the party system in Poland in the perspective of democratization processes.

Tytułowy okres postalinowskiej „odwilży” i polskiego roku 1956 był w historii PRL czasem istotnych przewartościowań, które, choć nie naruszyły podstaw dyktatury PZPR, trwale i w sposób odczuwalny dla każdego obywatela zmieniły realia społeczno-polityczne nadwiślańskiego reżimu. W skali ogólnopolskiej impulsy do zmian wychodziły z samego centrum władzy w Warszawie. Warszawscy decydenci działali z kolei pod wpływem wydarzeń w Związku Radzieckim i, dopiero od pewnego momentu, pod presją polskiego społeczeństwa. Szkic przedstawia, jak procesy związane z „odwilżą” przebiegały w lokalnym centrum władzy na Pomorzu Zachodnim. Analizując lokalną recepcję kluczowych wydarzeń politycznych w Polsce latach 1953–1956, uwzględnia miejscową specyfikę rzeczonych procesów.
The text provides an analysis of the activities of the Voivodeship Committee of the Polish United Workers’ Party in Szczecin in the context of the so-called Post-Stalin “Thaw” and the year 1956 in Poland. It was a period in the history of the Polish People’s Republic which featured at times significant paradigm shifts which, although they did not undermine the foundations of the Polish United Workers’ Party’s dictatorship, changed the socio-political reality of the regime permanently and noticeably for every citizen. On the national scale, the impulses for change stemmed from the very centre of power in Warsaw. The decision-makers in Warsaw acted under the influence of the events taking place in the Soviet Union and, from a certain moment, under the pressure from the Polish society. The outline demonstrates the way the processes associated with the “Thaw” were conducted in the local centre of power in the West Pomerania. Analysing the local reception of the key political events in Poland in 1953–1956, it considers the local peculiarity of these processes.
