На основе вторичного анализа эмпирических данных информационно-аналитического центра при Администрации Президента Республики Беларусь и Института социологии НАН Беларуси, а также ЦИСПИ БГУ и Социологической лабораторией ГГТУ им. П.О. Сухого автором рассматриваются мониторинги и зондажи политического намерения участия населения в политике страны 2017-2020 гг., а также отношения населения к важнейшим политическими событиям 2017-2020 гг. Отмечен быстрый уровень политизации населения и роста политического сознания и культуры.
The actualization of this problem is due to the rapid socio-political changes in public opinion in 2017-2020. Based on secondary analysis of empirical data of the information analytical center at the presidential Administration of the Republic of Belarus and the Institute of sociology of NAS of Belarus, BSU CISPI and the Sociological Laboratory of the University conducted monitoring and probing of the political intention of the population's participation in the political life of the country in 2017-2020, as well as the attitude of the population to the most important political events in 2017-2020. The rapid level of politicization of the population and the growth of political consciousness and culture is noted.

The notion of Kresy Wschodnie till nowadays remains one of the most arguable matter and is not clearly determined among historians and politicians, that's why has a reflection in present and influences public and political life in modern countries. In the article the meaning of this territory is analised as well as its perception in collective conscience, use of Kresy Wschodnie in political plans by Polish parties, also in Polish public and political opinion in times of World War I and at the beginning of formation of independent Poland. Polish socio-political opinion during the World War I and at the beginning of formation of independent Poland, namely Second Polish Republic, reflected main views, concepts, plans of Polish parties and had practical value for determination of Polish borders. Kresy Wschodnie was considered by Poles as ancient Poland and according to them this native land was full of strong-willed, talented people, who glorified Poland. The Poles who lived on eastern lands and belonged to Russia after the division of Poland kept trying to restore the Polish state system. November and January uprisings in XIX century, intense work and formed political parties implied to join these lands to the future state of Poland. World War I gave hope to Poles for gaining autonomy and independence. Authority appeals to the Polish nation in Russia, Germany and Austria-Hungary were referred to Poles to support ruling establishment. Different foreign policy: pro-Russia and pro-Austria-Hungary; different ideological attitudes and directions did not stop Polish political forces from joining for creating their own state after Germany and Austria-Hungary made a Declaration of Independence for Kingdom of Poland in November 5, 1916, as well as Russian Provisional Government Appeal of acknowledgement of independent united Poland in March 1917. The appearence of independent Poland after World War I forced topical issues to be solved: to define eastern borders, status of Kresy Wschodnie, political attitude towards people on these lands. This matter had two main directions. Endecja was pro-Russia and considered Russia to be an ally in future war with Germany. The National Democracy programme meant restoration of Polish lands from 1772. This included western Ukrainian lands (Kiev region, Volyn, Podil, Galicia), some part of Lithuania and Belarus. However, proclamation of new rules of international life by American President Woodrow Wilson, which were supported by Entente countries, the policy of Left governments put conditions that Endecja agreed to the part of eastern territory defined by Treaty of Riga. The policy of land incorporation was aimed at making a country nationally similar and could become an ally to Russia. This explains why Endecja did not suggest maximum territorial programmer at the east and could compromise with Russia. Lots of scientists a political figure explained such position for negotiation at international level. According to Lefts forces regarding Kresy Wschodnie, namely Polish Socialist Party, and thier leader J. Pilsudski, Ukrainians, Belarusians and Lithuanians could form their own independent states, which would become a buffer between Poland and Russia. This would make an utmost interest of Poland. One more acceptable variant would work for Lefts if Poland created a federation with Ukraine, Lithuania and Belarus. Although, in theory it implied work within political parties. In practice first Left government wanted to preserve Polish state interests and provide rights for national minorities on eastern lands. Right forces that came to rule in 1923, changed the policy according to their point of view.

We consider the issues of interaction between government and civil society in modern Ukraine in terms of system calls through the prism kratological and management analysis and anthropological discourses. These discourses are concentrated in the kratological domain of research, because the issues of power in the domestic space forever are key in the theoretical and practical plane. Nowadays, the kratological discourse is complemented by the problem of studying the network of civil society and the E-state, which causes a qualitatively different view of political power - as a disperse phenomenon, a set of political alternatives known and equal to all rules. The author draws attention to the importance of lighting latent internal mechanisms for the implementation of political and / or power state for a deeper understanding of trends, implications and possible prospects of implementation of the strategy of systemic transformation of the Ukrainian state and society. At the same time, special attention is paid to the formation of a de facto semi-political confrontation between political and social actors of two types - representatives of the establishment and "opinion leaders" of the traditional and networked civil society. If the former are mainly representatives of the domestic political class of the post-Soviet period, then the latter are activists, intellectuals, artists, public, and eventually also potential statesmen (say, the young generation of people's deputies of the Verkhovna Rada of Ukraine of the VIII convocation), who came to the political and social advance during or after the revolutionary events of autumn 2013 - the winter of 2014. It is proved that in the conditions of those splits that occur now in Ukraine, the key social and political actors of socio-political shifts should be updated representatives of the ruling class, on the one hand, and «opinion leaders» from among the traditional and the network of civil society, on the other hand. Substantiates the view that the expression of an effective and truly democratic interaction of the state and civil society should be to ensure transparent competitive environment and creating a realm where it becomes possible political dialogue between the government and citizens, which the state is ready to negotiate with its citizens about the important issues of social development. After all, the main problems of the national state building in Ukraine in the last two and a half decades are related precisely to the fact that the domestic ruling class has not managed to conduct a permanent public dialogue with citizens, and those attempts to formulate and put forward relevant projects of social agreements that were carried out by social actors from the civil society, did not find an adequate response from the political actors on the part of the state. Thus, it can be argued that while the attempts to "conventionalisation" Ukrainian political life are a model of "one-gates", when only one side of a potential public-public dialogue and the conclusion of a social contract on its basis is interested in such a process. Moreover, the representatives of the establishment of various ideological and ideological and geopolitical directions, from the conventionally "pro-Moscow" to the conditionally "pro-American" and "pro-European" ones, have shown their disinterest. The basis of such a political dialogue should be symbolic of the conclusion convene social contract between senior representatives of the state and civil society on the basis of a political and social compromise. The importance of achieving a political and social compromise is due not only to the fact that without its achievement it is impossible to speak about the further political and socio-economic progress of our state in the conditions of a long Russian-Ukrainian military conflict and the unsolved numerous splits (intergenerational, value, structural-institutional, geopolitical And others) within the domestic society, but also because in recent decades, under the influence of the deployment and deepening of the processes of informatization and globalization in a substantial way the understanding of political and / or state power has changed - its essence, purpose, features of interaction with society and citizens. A true "conventionalisation" of domestic political life is possible only on condition of recognition of the equality of both subjects in the conclusion of such a symbolic pact - and the leading figures of the political class and civil society actors, with their circle to be expanded as much as possible, including through the involvement of representatives of the network civil society, various communities of so-called "grassroots" public initiatives.

The main purpose of this article is to present the role of public opinion polls and political consulting on Polish political scene. The article contains results of surveys made in most Polish regions in 2013 and 2014 years. Firstly, there is described theory of public opinion poll before elections and after them based on the literature of public opinion polls. In this part reader either can find some information about how the public opinion polls are perceived from Polish citizens’ perspective. Secondly, there is presented the role of political consulting on Polish political scene. The conclusion confirms that Polish citizens have perceived considerable influence of public opinion polls and political consulting in Polish public policy.

Th is article empirically measures the role of “contextual intelligence” (Nye, 2008) to evaluate eff ective political leadership based on intuitive factors dealing with political situations over time. Th is study includes a case study that analyzes the importance of the use of contextual intelligence related to the leadership of the president of the Murcia region (Spain), Ramón Luis Valcárcel, one of the most popular presidents who served as a Spanish regional leader for the longest amount of time. Data were gathered from three representative surveys conducted in three consecutive regional election campaigns (2003, 2007, 2011) to measure the extent to which Valcarcel’s leadership public perceptions were associated with his strategic link to specifi c issues and attributes. Results showed correlations between his public image and perceptions about public prioritized issues each time and attributes connected with citizen expectations demonstrating the eff ectiveness of the contextual factors for constructing political leadership along time.

W artykule ukazane zostały opinie panujące wśród społeczeństwa Kanady i Australii na temat monarchii, rodziny królewskiej oraz zmiany głowy rządzącej. Przedstawiono konkretne argumenty republikanów z obydwóch państw, jak również sympatie obywateli do poszczególnych członków brytyjskiej rodziny królewskiej. W obydwóch państwach występuje spory ruch antymonarchistyczny, który może się pogłębić po śmierci królowej Elżbiety II i objęciu tronu przez księcia Karola.
The number of states with the monarchy system is decreasing today. Currently, there are about 50 of them in the world, including the 16 Commonwealth Realms. Canada and Australia are the countries with the longest Commonwealth Realm status and belong to the Commonwealth of Nations, an international organization associating 53 member states. Currently, Queen Elizabeth II is the sovereign of both countries and she will probably be succeeded by her eldest son, Prince Charles. Due to the fact that the monarch lives in the UK on a daily basis, her duties are performed by the governor general. The purpose of this article is a comparative analysis of Canada and Australia, aiming at presenting the moods prevailing in these countries in the context of a possible change of the state system from a monarchy to a republic.

In the ancient Greek Aesopic fables political matters were an important part of their contents and message. Voicing popular ideas, the fables were most often critical towards the authorities and the usual methods of government. The fables show political mechanisms, condemn violence and lies in public life. However, they were used also as an instrument of the ruling class propaganda, but even the fables that praise rulers unmask them indirectly. Although they remain highly realistic in their description of life, they promote values important for public life in the times of war and peace, such as finding good allies, honesty and freedom.

The objective of this paper is to determine the scale of influence of the media (both traditional and social) on party preferences. The complicated contemporary media ecosystem, in which the boundaries between traditional and internet media are blurred (internet versions of newspapers), news coverage is increasingly de-professionalized (emergence of civic journalism), verification of information becomes increasingly problematic (fake news) leads to a number of theoretical and methodological challenges. Theoretically, the paper uses the model in which mass media act as a factor triggering the emergence of latent views. Empirically, the effort is undertaken to cover the whole universe of information sources, including both print and electronic media, both traditional and internet sources. The analysis determines citizens’ sources of information, tracks consistencies in selecting particular categories of sources (thus outlining ‘information bubbles’), correlates sources with party preferences and measures generalized attitudes to media categories. The study is undertaken on a sample representative for adult Polish population, fielded with CAWI methodology.

Financial, political, ideological, sociological, cultural and existential transitions in Poland are experienced as a far more complex process than what it seemed in the beginning. The challenges Poles are facing in a new, democratic society, in some ways, are more demanding than those in a socialist one. In this article, the author presents sociological data, gathered by the Public Opinion Research Centre in Poland, showing the public opinion about the change in the system since 1989. The evaluation of the social consequences of transformation is not unequivocal. 37 % believe that the post-1989 changes brought more benefits than losses to the people. On the negative side, Poles note the increase in individualism and weakening of interpersonal ties. Negative public sentiment grew in Poland especially after 2009, five years after Polish accession to the European Union when the average salary of Poles accounted for about 25-30% of earnings in Western Europe, many people could not find employment in Poland and so they had to migrate to Western Europe.

Japan 311 earthquake/tsunami and the following nuclear disaster in Fukushima create a strong anti-nuclear public opinion in Taiwan. Thus, the government was forced to seal Taiwan's fourth nuclear power plant at Dragon Gate, wavering its final decision. Nonetheless, the immediate damage caused by the nuclear disaster is far less than earthquake/tsunami. Why should people be scared by the nuclear disaster rather than the huge destructiveness of earthquake/tsunami? Indeed, the real danger after a nuclear disaster is the long-term health risks caused by radiation, but the health risks of unhealthy diet and lifestyle are actually far greater than those from radiation. Since people can accept unhealthy diet and lifestyle, why can't they accept nuclear power plant? Moreover, the climax of anti-nuclear public opinion in Taiwan was not reached at the immediate aftermath of 2011 3/11 earthquake/tsunami but three years later in 2014. Why was it? This article addresses all these puzzles and argues that, anti-nuclear public opinion in Taiwan is the product of lack of knowledge and political manipulation. With more information and without political ideology, the anti-nuclear public opinion in Taiwan will be changed. This argument is later confirmed by the internet questionnaire survey of article.

The paper deals with different forms of political impact on the constitutional justice. The main subject of presentation is the analysis of recent Polish experiences which can help to identify better the threats to the independence of the constitutional justice in democratic space. The first part takes the effort to describe the specific phenomenon of political pressure exerted on the constitutional justice through indirect influence (so called “political mobbing”). The argumentation developed in the paper proves that even such indirect and sometimes subtle interferences from the political elite create the very danger for accountability of constitutional justice and have a negative impact on constitutional awareness of the society. The second part deals with typical reasons (ongoing in all constitutional courts) of inevitable “politization” of the constitutional review, first of all the political procedure of appointments of the judges and the political nature of constitutional cases. The thesis is defended through the analysis of Polish experiences which indicate that the presence of politics, inherent element of the constitutional justice, cannot be automatically identified with lack of the objective and independent judgments issued by the judges. Internal independence and formal external guarantees of it allow us to avoid the pathological impact of politics. Two factors have a particularly great impact on the attitudes of judges and support them in fulfilling their responsibility: the continuity of jurisprudential lines, accumulation of constitutional experience (acquis constitutionnel) and the permanent dialogue between the constitutional courts and the international courts or among the constitutional courts in the European space.

Opis:
An analysis of its content and illustrations indicates that wSieci occupies a middle ground between serious opinion-shaping press and a political tabloid. Its taste for scandal is signalled first and foremost by its characteristic cover cartoons, a mix of crude simplification, brazen partisanship and unashamed xenophobia. Like other magazines with upmarket ambitions wSieci has followed the vogue for writing focused on sharply-drawn individuals. Its defiant conservatism that doesn’t mince words is both a political stance and a marketing strategy. The magazine started with a big splash, but now that its price has climbed up and the novelty effect has faded, its sales have peaked.
Analiza zawartości i szaty graficznej „wSieci” wykazała, że formuła tygodnika zawiera się pomiędzy prasą opinii a politycznym tabloidem. Uproszczenia, a nawet prowincjonalizm i ksenofobia uwidaczniały się zwłaszcza na okładkach pisma. Dotknęła je też, tak jak inne tygodniki opinii, personifikacja przekazu. Redakcja chętnie sięgała po tematykę społeczną podawaną poprzez pryzmat jednostkowych losów. Dosłowność i jednoznaczność konserwatywnego pisma miała nie tylko podłoże ideowo-polityczne, ale i ekonomiczne. Gdy urealniano jego cenę i przeminął efekt nowości, zainteresowanie nim znacznie zmalało.
