Persuasion of theorists of Ukrainian political opinion of Western Ukraine, publications and position papers of socialistic aspiration parties for the purpose the analysis of forms and institutional bases of the state are investigated. The input of the Ukrainian thinkers-socialists in the range of problems of classification of the political regimes and determination of their signs are analysed. The scientific contribution of theorists of Ukrainian political opinion of socialistic aspiration out to research of forms state government, principle of distribution of power and system of inhibitions and counterbalances between its branches, state-political institutions of the country, parliament and government, problems of rights and freedoms of a person, electoral process, and local selfgovernment leaders are found out. Political priorities of scientists and ideologists of Ukrainian organized socialism are investigated, their constructions of process are exposed.

The notion of Kresy Wschodnie till nowadays remains one of the most arguable matter and is not clearly determined among historians and politicians, that's why has a reflection in present and influences public and political life in modern countries. In the article the meaning of this territory is analised as well as its perception in collective conscience, use of Kresy Wschodnie in political plans by Polish parties, also in Polish public and political opinion in times of World War I and at the beginning of formation of independent Poland. Polish socio-political opinion during the World War I and at the beginning of formation of independent Poland, namely Second Polish Republic, reflected main views, concepts, plans of Polish parties and had practical value for determination of Polish borders. Kresy Wschodnie was considered by Poles as ancient Poland and according to them this native land was full of strong-willed, talented people, who glorified Poland. The Poles who lived on eastern lands and belonged to Russia after the division of Poland kept trying to restore the Polish state system. November and January uprisings in XIX century, intense work and formed political parties implied to join these lands to the future state of Poland. World War I gave hope to Poles for gaining autonomy and independence. Authority appeals to the Polish nation in Russia, Germany and Austria-Hungary were referred to Poles to support ruling establishment. Different foreign policy: pro-Russia and pro-Austria-Hungary; different ideological attitudes and directions did not stop Polish political forces from joining for creating their own state after Germany and Austria-Hungary made a Declaration of Independence for Kingdom of Poland in November 5, 1916, as well as Russian Provisional Government Appeal of acknowledgement of independent united Poland in March 1917. The appearence of independent Poland after World War I forced topical issues to be solved: to define eastern borders, status of Kresy Wschodnie, political attitude towards people on these lands. This matter had two main directions. Endecja was pro-Russia and considered Russia to be an ally in future war with Germany. The National Democracy programme meant restoration of Polish lands from 1772. This included western Ukrainian lands (Kiev region, Volyn, Podil, Galicia), some part of Lithuania and Belarus. However, proclamation of new rules of international life by American President Woodrow Wilson, which were supported by Entente countries, the policy of Left governments put conditions that Endecja agreed to the part of eastern territory defined by Treaty of Riga. The policy of land incorporation was aimed at making a country nationally similar and could become an ally to Russia. This explains why Endecja did not suggest maximum territorial programmer at the east and could compromise with Russia. Lots of scientists a political figure explained such position for negotiation at international level. According to Lefts forces regarding Kresy Wschodnie, namely Polish Socialist Party, and thier leader J. Pilsudski, Ukrainians, Belarusians and Lithuanians could form their own independent states, which would become a buffer between Poland and Russia. This would make an utmost interest of Poland. One more acceptable variant would work for Lefts if Poland created a federation with Ukraine, Lithuania and Belarus. Although, in theory it implied work within political parties. In practice first Left government wanted to preserve Polish state interests and provide rights for national minorities on eastern lands. Right forces that came to rule in 1923, changed the policy according to their point of view.

W artykule zaprezentowano badania dotyczące poglądów teoretyków myśli politycznej na Ukrainie Zachodniej, zaprezentowanych w publicystyce i dokumentach programowych socjalistycznych partii politycznych w celu analizy instytucjonalnych form państwa. Przeanalizowano wkład ukraińskich socjalistycznych myślicieli do sklasyfikowania problematyki reżimów politycznych i określenia ich zasadności. Zaakcentowano naukowy wniosek teoretyków ukraińskiej myśli politycznej o socjalistycznej orientacji w badanie form ustroju politycznego, podziału władzy, kontroli i równowagi między organamiwładzy, państwowych i politycznych instytucji prezydenta, parlamentu i rządu, kwestie praw człowieka, procesu wyborczego, samorządu terytorialnego.

Opis:
Polling of the general public opinions and behaviors in politics permanently entered mass media and also became a serious source of political commentaries and analysis. The author of this paper considers possible risks and possibilities due to exploiting results of public surveys done by research institutions and then used for scientific analysis and commenting current political processes. Research question which the author poses, pertains to credibility conditions of political surveys as the sources of data used for political analyses. This author puts forward a hypothesis that credibility of data gained from research providers depends essentially on many factors, such as methodology used, technical approach to research, realization, and familiarity with both as well as evaluative competence of scientists. The author points out good and bad points of particular research procedures and shows basic criteria used as the basis on which a political scientist may be able to assess the quality of survey’s data or compare results of various surveys. In a situation where voters’ and politicians’ communication reality is constantly changing and mass media influence the voting process, opinion polls become an important player on the political scene, and this is why they are evaluated on their credibility. It often happens that opinion pollsters are accused of deliberate lies. The following aspects were analyzed in this text: specifis of the method used in researching public opinions, surveys used in political science, detailed considerations pertaining to research character, research sample, realization indices, tools and techniques, and fially, conclusions concerning the credibility evaluation of survey’s opinion.

The text focuses on the analysis of the programme, which is categorised by the editorial team as “political journalism”. The author is trying to show her doubts regarding the lack of connection between the definition of the word ‘politics’ and anything that appears in media’s offer in such category. She points out how the broadcasters nurture in the audience the belief that the viewed programme deals with political problems and the issues of public area which are important for conscious citizens. Among the set of tools and means used throughout the programme, she highlights the following: usage of concealing type indicators, activation of keywords included in semantic fields derived from the noun ‘politics’; moving the focus from the public area to the private one; staging antagonistic scenes and critical situations. The presented tendencies to stage the reality fit into the mechanism of ‘seducing with politics’, using the citizen sphere as a pretext for focusing first and foremost on emotions, assumptions and controversies.

The objective of this paper is to determine the scale of influence of the media (both traditional and social) on party preferences. The complicated contemporary media ecosystem, in which the boundaries between traditional and internet media are blurred (internet versions of newspapers), news coverage is increasingly de-professionalized (emergence of civic journalism), verification of information becomes increasingly problematic (fake news) leads to a number of theoretical and methodological challenges. Theoretically, the paper uses the model in which mass media act as a factor triggering the emergence of latent views. Empirically, the effort is undertaken to cover the whole universe of information sources, including both print and electronic media, both traditional and internet sources. The analysis determines citizens’ sources of information, tracks consistencies in selecting particular categories of sources (thus outlining ‘information bubbles’), correlates sources with party preferences and measures generalized attitudes to media categories. The study is undertaken on a sample representative for adult Polish population, fielded with CAWI methodology.

Today the mass media plays a more and more important role as a source of infor-mation about different aspects of social life. Thus, it has become the main source of political knowledge as well. The more information citizens obtain from mass media, the bigger power the media has over its audience. Therefore, various players – journalists, publicists and politicians (using this feature of contemporary media) want to influence the state of social consciousness. One of the methods of such influence is the instrumen-tal use of survey results in political and media discourses. In their article the authors describe different examples of these argumentations.

Politics is a particular field of social activity where accusing an opponent of mental incapacitation occurs as a frequent element of the conducted narrative. Moreover, public opinion discrediting a profession of a politician is very eager to question the mental health of political actors. Vocabulary used in the public is a vital testimony of societies attitude towards people with mental disorders. However, we refer paranoia to personality traits of individuals while political paranoia refers to reaction to events, facts or to the way it is seen by individuals or groups. The authors do not have any ambition to carry out a psychological analysis of politicians. What is intriguing is the issue of using political paranoia (searching for enemies, tracking plots, fighting in defence of ideals, irrational justification of failures) in the group spectrum for elections. What is also intriguing is the answer to the question whether politicians are paranoid, or it is a well-planned election strategy which aims to identify an opponent to consolidate a group of voters around the leader.

Th is article empirically measures the role of “contextual intelligence” (Nye, 2008) to evaluate eff ective political leadership based on intuitive factors dealing with political situations over time. Th is study includes a case study that analyzes the importance of the use of contextual intelligence related to the leadership of the president of the Murcia region (Spain), Ramón Luis Valcárcel, one of the most popular presidents who served as a Spanish regional leader for the longest amount of time. Data were gathered from three representative surveys conducted in three consecutive regional election campaigns (2003, 2007, 2011) to measure the extent to which Valcarcel’s leadership public perceptions were associated with his strategic link to specifi c issues and attributes. Results showed correlations between his public image and perceptions about public prioritized issues each time and attributes connected with citizen expectations demonstrating the eff ectiveness of the contextual factors for constructing political leadership along time.

The main purpose of this article is to present the role of public opinion polls and political consulting on Polish political scene. The article contains results of surveys made in most Polish regions in 2013 and 2014 years. Firstly, there is described theory of public opinion poll before elections and after them based on the literature of public opinion polls. In this part reader either can find some information about how the public opinion polls are perceived from Polish citizens’ perspective. Secondly, there is presented the role of political consulting on Polish political scene. The conclusion confirms that Polish citizens have perceived considerable influence of public opinion polls and political consulting in Polish public policy.

Japan 311 earthquake/tsunami and the following nuclear disaster in Fukushima create a strong anti-nuclear public opinion in Taiwan. Thus, the government was forced to seal Taiwan's fourth nuclear power plant at Dragon Gate, wavering its final decision. Nonetheless, the immediate damage caused by the nuclear disaster is far less than earthquake/tsunami. Why should people be scared by the nuclear disaster rather than the huge destructiveness of earthquake/tsunami? Indeed, the real danger after a nuclear disaster is the long-term health risks caused by radiation, but the health risks of unhealthy diet and lifestyle are actually far greater than those from radiation. Since people can accept unhealthy diet and lifestyle, why can't they accept nuclear power plant? Moreover, the climax of anti-nuclear public opinion in Taiwan was not reached at the immediate aftermath of 2011 3/11 earthquake/tsunami but three years later in 2014. Why was it? This article addresses all these puzzles and argues that, anti-nuclear public opinion in Taiwan is the product of lack of knowledge and political manipulation. With more information and without political ideology, the anti-nuclear public opinion in Taiwan will be changed. This argument is later confirmed by the internet questionnaire survey of article.

Although Poland is not yet a country where immigration plays a major role, the opening of Polish borders in 1989 opened up the country to immigrants. In the 20 years after Poland's political transformation, the number of immigrants, even if still insignificant by other EU countries' standards, has grown steadily, so that in 1998 Łodziński wrote "the foreigner-migrant ceased to be the marginal and exotic person which he used to be. Hę has become so prominent and permanent a phenomenon that determination of his legal status and legal arrangements governing his situation in the various fields of social life has become an important issue" (Łodziński 1998). Yet, the number of immigrants, after all, continues to be at such a low level that Iglicka's declaration of 2003 stating that "Poland does not have a comprehensive migration policy, but mere foundations thereof. Neither is there is a doctrine of migration in the political consciousness which could constitute the foundation of coherent migration policies" (Iglicka 2003) is as valid as ever. Based on analysis of the government's ad hoc actions, press releases, experts' statements and data from public opinion polis, certain trends can be noted that may be used as an indicator of the direction which, if not the political discourse itself, then definitely the public discourse around the issue of immigration, is taking. If, as Zapata-Barrero maintains, we assume that the "discourse provides a reference framework and the main source of arguments for both the legitimacy of policies and for the legitimacy of public perceptions/ actions" (Zapata-Barrero, 2009: 50) and, as the author points out, "the design of discourse as a voluntary and intentional act, is aimed at achieving a specific effect, is a political act and transforms itself into a certain policy" (Zapata-Barrero, 2009: 46), then the discourse on immigration becomes crucial because it defines the process of government's handling of multiculturalism, which democracies must, sooner or later, face. This paper presents the result of analysis of public opinion polis and the political discourse on immigration in Poland and simultaneously attempts to explain the direction it takes assessing its possible consequences.

Financial, political, ideological, sociological, cultural and existential transitions in Poland are experienced as a far more complex process than what it seemed in the beginning. The challenges Poles are facing in a new, democratic society, in some ways, are more demanding than those in a socialist one. In this article, the author presents sociological data, gathered by the Public Opinion Research Centre in Poland, showing the public opinion about the change in the system since 1989. The evaluation of the social consequences of transformation is not unequivocal. 37 % believe that the post-1989 changes brought more benefits than losses to the people. On the negative side, Poles note the increase in individualism and weakening of interpersonal ties. Negative public sentiment grew in Poland especially after 2009, five years after Polish accession to the European Union when the average salary of Poles accounted for about 25-30% of earnings in Western Europe, many people could not find employment in Poland and so they had to migrate to Western Europe.
