    Opis:
    Political demography links demographic findings with public policies aimed at achieving state goals. Current challenge of population aging causes threat to internal financial stability and well-being of the elderly. Aging also questions countries’ international position due to possibly reduced financial capability to maintain geopolitical power, and in extreme situation of lowest low fertility also due to continuous, unstoppable decline in the population size. In case of Poland, aging alone would result in almost doubling expenditure on pensions and healthcare. To respond to social and geopolitical challenges, the government should primarily focus on policies aimed at stimulating births. To foster pronatalist policies, factors affecting fertility may be grouped into five categories: economic, cultural, psychological, infrastructural and unplanned. All these factors influence childbearing behaviour simultaneously. Some of them constitute barriers to fertility (which need to be eliminated) and the others facilitate fertility (and they need to be strengthened). The barriers include financial constraints, individualistic values, financial insecurity, union instability, insufficient support network and lack of family-friendly employment. Identified facilitators in turn include pension system linking benefits with number of children (family pension system) and family-oriented aspirations and values with religion as a vital ingredient. Father commitment to family life impacts both as facilitator and by eliminating barriers.

    Procesy demograficznego starzenia się i depopulacji zapowiadają spadek znaczenia gospodarczego i politycznego Europy, oraz zmiany układu sił w obrębie regionu. Celem artykułu jest dokonanie analizy wpływu spodziewanych zmian demograficznych na ewolucję układu sił w Europie w XXI wieku i identyfikacja nowej konfiguracji układu sił pod koniec stulecia. Zaprezentowane są scenariusze zmian w liczebności i strukturze wieku populacji krajów europejskich oraz kluczowych uczestników systemu międzynarodowego. Na tej podstawie artykuł zarysowuje scenariusze zmiany regionalnego układu sił do końca XXI wieku. Przyjmując podejście niedeterministyczne artykuł zarysowuje perspektywy działań politycznych dla zapewnienia bezpieczeństwa demograficznego z punktu widzenia najbardziej zagrożonych krajów Europy Wschodniej i Południowej
    Population size and structure belong to essential factors impacting power of a country. The expected decline in population size and aging suggest that the marginalisation of the influence of Europe on world affairs may continue, and the unevenness of demographic change among European countries may lead to the new balance of power on the continent itself. The goal of the article is the analysis of impact of the projected demographic changes on the evolution of the balance of power in Europe in the 21st century and the identification of the new balance of power by the end of the century. The article provides overview of methodology of development of demographic projections, based on an approach of the United Nations Population Division. The article presents different scenarios for changes in population size of the World and Europe in 2100, based on different assumptions of the UN Population Division’s population projections. Further the article provides scenarios for changes in population size and age structure of European countries and major powers in the international system. Based on that the article outlines scenarios of change in the regional balance of power by the end of the 21st century and identifies countries with rising power status, that include United Kingdom and France, and countries with declining status, including Germany and Poland. Adopting nondeterministic approach the article finally outlines framework for policy action to provide demographic security, from the perspective of the countries of Eastern and Southern Europe, which are expected to be affected most by demographic change.

    The article concentrates on defining of the civilization creature of the state Israel on the Middle East scene and on conditionings belongings of Israel both to the western system as and the eastern oriental world The author gets to the bottom of the dynamics of the evolution of the demographic matter states as and into his scene of party-political which determines the external strategy and the policy Finds, with foundations of State created by David Ben Gurion, evidenced the double character of Israel: on one hand on the lay structure created by the Ashkenazic party Mapai and later Labor Party, and on the other hand on the strong presence of the religion and the synagogue to which one gave back civil cases The promotion of Sephardim from the half of years 70 , the height of the meaning of rightist Likud and small orthodox formations, caused that Israel more and more modern and technologically modernized, so western, had simultaneously stood up an oriental state, in compliance with a membership the regional and unstable authority which demanded religious coalition members that to rank The work composition focus on facts concerning both the internal situation as and subregional, mostly in the collation context with Iran and his regional allies The author is convinced, with the civilization visage of regional actors, he most put on weight manifests itself within a period of crises and wars Because many places devoted to the Lebanese war with Hezbollah in 2006 as and later with Hamas organization ( so called three-week) war In them came to light opportunism political elites of Israel and minimalized strategic thinking The work avoids prognoses even on nearest future The author denies prognosing as the indispensable condition of the scientific correctness of the text.
