The paper tries to carry on a philosophical analysis of some antinomies of the process we describe as globalization. We point out the disagreement between the expert and post-modern definition of globalization, the trend to drive out the post-modern conception of globalization from the public area. The globalization process is set in a broader context of social and political changes the liberal democracies went through in the second half of the 20th century. The examples presented by the author put emphasis on some negative externalities.

Na podstawie wskazań Jana Pawła II skierowanych do polskich parlamentarzystów można stwierdzić, że wyzwaniem współczesnej cywilizacji jest urzeczywistnianie uniwersalnych wartości: pokoju, solidarności, sprawiedliwości i wolności. W ich realizacji szczególne miejsce zajmuje jednostka ludzka osadzona w szerokiej panoramie człowieczeństwa. W budowie nowej rzeczywistości cywilizacyjnej ważnym nakazem kulturowym jest pielęgnowanie dziedzictwa przeszłości oraz odnoszenie się do wyzwań przyszłości z nadzieją i ufnością. Ludzi życia publicznego, w tym polityków oraz naukowców, czyni się podmiotami odpowiedzialnymi za budowę „dobra wspólnego”, za urzeczywistnianie wartości: wolności, sprawiedliwości, świata bardziej ludzkiego.
It can be stated on the basis of John Paul’s II indications directed to Polish members of parliament that the challenge of contemporary civilization is realizing universal values: peace, solidarity, justice and freedom. A human being placed in the broad panorama of the society takes a special place in its realization. An important cultural dictate in building the new reality is caring for the heritage of the past and relating to the challenges of the future with hope and trust. People of public life, including politicians and scientists are made responsible subjects for building the ”common good”, for making real the values: freedom, justice, more human world.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

Opis:
In the 20th century many territorial reforms were introduced. The reforms in 1918 were problematic due to the re-creation of Polish independent state after more than a century of partitions by Austria-Hungary, the German, and the Russian Empires. After 1945 the estab-lishment of new administrative units was still a difficult issue since again the government had to take new Polish borders into consideration before making a decision. The adminis-trative changes between 1945 and 1946 were soon followed by another set of reforms. The major ones were introduced in 1950, early 1970s and 1998. There were also many reforms between the mentioned periods, however, those changes dealt with single cities, villages and other small administrative units. Quite frequently, especially between 1952 and 1989 (The Polish People's Republic) the reforms served political rather than social needs. The present administrative division has been valid since 1999.

The article presents the contemporary debate about political and suffrage transfor-mation in Bulgaria. Bulgarian political and electoral system evolved between 1990–2009. It is worth noting that it is still characterized by minimal political and party stabil-ity. The swing of the electoral preferences is large, which results in changes in the run-ning of the cabinet. It means that the political system is unconsolidated. By contrast, the Bulgarian electoral system is multimandate and underwent a number of reforms. A great deal of attention in legislation is given to the financial support for election campaigns and to complement it with the d’ Hondt method.

The paper outlines Cornelius Castoriadis’ philosophical view on a theory of democracy. The French thinker offers an original and, well, controversial definition of democracy, obviously divergent from its common understanding. His writings allow for an interpretation of democracy as not just a way of a government or a form of social organization but first of all as a form of consciousness or (generally) a state of mind.

Między modernizacją a peryferiami Unii Europejskiej, z odniesieniem do sytuacji politycznej w Polsce po wyborach w 2015 r. Wyjaśnia przyczyny zastosowania perspektywy różnorodności kapitalizmu do transformacji ustrojowej w krajach posocjalistycznych, teoretyczny punkt wyjścia pracy oraz neoliberalny wariant kapitalizmu zależnego, a także populistyczno-konserwatywny zwrot polityczny w Europie Środkowej i jego następstwa w Polsce.
The article refers to the results of the research presented in the book Capitalism in Polish. Between modernization and the periphery of the European Union with reference to the political situation in Poland after elections in 2015. It explains the reasons for using the perspective of diversity of capitalism to political transformation in postsocialist countries, the theoretical starting point and neoliberal variant of dependent capitalism, as well as the populist-conservative political turn in Central Europe and its aftermath in Poland.

Financial, political, ideological, sociological, cultural and existential transitions in Poland are experienced as a far more complex process than what it seemed in the beginning. The challenges Poles are facing in a new, democratic society, in some ways, are more demanding than those in a socialist one. In this article, the author presents sociological data, gathered by the Public Opinion Research Centre in Poland, showing the public opinion about the change in the system since 1989. The evaluation of the social consequences of transformation is not unequivocal. 37 % believe that the post-1989 changes brought more benefits than losses to the people. On the negative side, Poles note the increase in individualism and weakening of interpersonal ties. Negative public sentiment grew in Poland especially after 2009, five years after Polish accession to the European Union when the average salary of Poles accounted for about 25-30% of earnings in Western Europe, many people could not find employment in Poland and so they had to migrate to Western Europe.

The process of political and economic transition reveal trends to getting acquainted with foreign designs (Anglo-Saxon) of a cultural life; in this situation, localism becomes a particular value. The level of development of a local government is a measure of the socio-political life, including its democracy.

The study indicates that the regionalism of the Baltic Sea states is a vision and a political declaration, established by the institutions of the European Union. The strengthening of regionalism is not a foreign policy priority of the Baltic Sea states. The trends towards fulfilling the political formula "Dominium MarisBaltici" are not revealed, but they are in favour of strengthening security and cooperation in the world space. Cultural and civilizing identity of 10 states of the Baltic Sea is very diverse. In the process of its integration, the creation of syncretic order, an important role is played by a scientific and technical progress, international legal solutions and education oriented towards awareness of the directions of development of modern civilization. The pace of today's civilisation changes, including a focus on generating a participating unit, as an entity that generates the image of the cultural life causes weakening of the value of local, regional, state, and at the same time causes the unification of human life; an important force shaping this reality is a scientific and technical progress, the all-powerful technifi-cation of a cultural life.

The study indicates that Central and Eastern Europe reveals cultural and civilizational distinct as a borderline space. This borderland shaped largely by the division of Europe into Roman Catholic and Orthodox. In the space, cultural values and patterns overlap: Western Europe, Orthodox and some Oriental. Today, the space is often identified with the periphery of Western Europe. In this space, the specific, long-term culture face formed, which is inter alia a consequence of a favour attitude of Middle-Eastern Europe communities towards the immigrant population. It is followed by the revealed phenomena of ideological and political manipulation. It is noted that the cultural identity of this space is an integral part of Europe as a whole.

It is indicated in the lecture that science, as human activity that aims at the objective recognition of a person and his universe, is nowadays perceived as a fundamental power that generates the cultural and civilizational nature of mankind and the world around it. The widening horizon of cultural life has been changing and still changes the scientific and research challenges, including the way, in which science is defined. At present, scientific and technological progress, legal solutions, educational requirements, constantly generate new challenges for science and make it a productive force. The role of social and political sciences that until recently strived to make their ways to achieve the title of science that is a methodologically structured knowledge about human, society and the world, has been changing.At present, the place of social and political reality in the sphere of scientific cognition is perceived as dichotomous – on the one hand, due to the methodology of researches, including attempts to compare them with exact sciences, their scientific separateness is assessed critically; however, on the other hand, taking into account the worked out methods and ways of defining cultural and civilizational reality, explantation of occurrences, processes, humanistic and social values, they are set in the classical science studies, as a whole.

This lecture includes an attempt to answer the question: what the connection of Mao Zedong, Zhou Enlai and Zhu De was, and what conditions contributed to the fact that both Zhou Enlai and Zhu De did not share the fate of the political opponents of Mao Zedong, inter alia Liu Shaoqi, Wang Ming, Gao Gang and others. Recognizing the political reality of China of the period from the creation of the CPC to the death of the heroes, the synthetic approach shows their resumes, and an attempt was taken to involve the most important facts to answer the questions, inter alia about civil, war of national liberation, domestic and foreign policy of China implemented in accordance with the provisions of the Communist Party of China and the role of the heroes in shaping the cultural and civilisation order after the declaration of the establishment of the People’s Republic of China.

Badanie przedstawia samorząd lokalny jako rzeczywistość decentralizującą, przeciwną procesom globalizacji. W realizacji samorządu lokalnego istotną rolę odgrywają procesy polityczne oraz budowanie obywatelstwa. W kształtowaniu samorządu lokalnego w Polsce ścierają się siły tradycji oraz wartości postmodernizacyjne (w tym negowanie dziedzictwa przeszłości i autorytetów osób życia kulturalnego). Proces politycznej i gospodarczej transformacji ujawnia tendencje do adaptowania zagranicznych wzorców (anglosaskich) życia kulturalnego; w tej sytuacji lokalizm staje się szczególną wartością. Poziom rozwoju samorządu lokalnego jest miarą życia społeczno-politycznego, w tym jego demokracji.

Przedmiotem niniejszego artykułu jest analiza polityki zagranicznej Meksyku wobec państw Ameryki Łacińskiej i Karaibów. Pozwala ona dostrzec rzeczywisty zasięg i ograniczenia projektów Meksyku wobec regionu w kontekście jego relacji z USA, jak również wysiłki na rzecz utrzymania delikatnej równowagi pomiędzy polityką wewnętrzną a zewnętrzną państwa. Stosunki Meksyku z państwami latynoamerykańskimi służą również zilustrowaniu, w jaki sposób usiłuje on przezwyciężyć skomplikowane położenie geopolityczne i sąsiedztwo z USA, regionalnym liderem. The article analyses Mexico's foreign policy toward the countries of Latin America and the Caribbean. What emerges is a picture of the real scope and limitations of Mexico's projects in the region in the context of its relations with the US, as well as various efforts to maintain the delicate balance between the country's internal and external policies. Mexico's relations with Latin American countries also serve as an illustration of the way in which it tries to overcome its complex geopolitical situation as a neighbour of the United States, the regional leader. To highlight the evolution of Mexican policy toward Latin America, the first part of the article discusses its specifics, the re-evaluation it was subjected to as the country gradually embraced democracy, and then - using examples from different governments - new elements and directions in the country's engagement.(original abstract)
