Karachay-Circassia, is very small both in the territorial and demographic aspect and is widely considered as one of the most politically unstable state-subjects of the Russian Federation. This instability is implied by a combination of many factors occurring against a relatively stable historical and cultural background. This background consists of: multiethnicity, colonization and sovietization, deportations, migrations, ethnic segmentation of the society, ethno-clanishness, ethnic and territorial conflicts and the geopolitical situation. The latter has often decomposed the natural development of nation-creating and state-creating processes. Moreover, it has also been the main cause of numerous tragedies of the local populace which sometimes has put its very biological existence under threat.

The author of the article argues that constitutions are written in a well-thought-out manner, in view of the scope of matters to be considered, their subjective content, particular sequence and internal composition. Constitutional issues mostly reflect general experiences of a number of countries, but also unique solutions of the country’s own historical experience. The Constitution of the Republic of Poland of 1997 is an act founded, in principle, on liberal-democratic philosophy which takes into account experiences from systemic transformation since 1989, and reflecting political and axiological compromises made during the preparation thereof. In the conclusion, the author finds, above all, that the Constitution meets the current standards of European constitutional law. Apart from some deficiencies mentioned in the article, the author does not find need for any considerable modification or supplement, unless a substantial change is to be made in the philosophy of political system on which it is framed.

The changes in political life in Poland in the period 2005–2011, which restructured the existing balance of power (dominance of post-Solidarity parties at the expense of the post-communist party) force us to consider whether the party system evolution involves changes in the sphere of ideological divisions. But there also arises another question about the crisis of the left, which could mean the end of the previous model, intergroup rivalry. But there is no doubt that it occurred after 2005 events. Initiated processes took a completely different direction than those in the 90s. The purpose of the article is to explain the ongoing political disputes, and also attempt to answer the question: what factors shape the profile of program-ideological political formations in Poland.

The main object of analyses provided in the paper is one of the key problems of contemporary Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at discrediting a rival in direct “confrontation” proves more beneficial than long-term planning resulting in realization of positive reform plan. As a result political elites cater to their own political needs forgetting about their social role in regard to citizens. As a consequence the gap between the society and politics grows even bigger. The society becomes more and more depoliticized. Indicators of associating oneself with political parties are the lowest in the whole of European Union. Most of the citizens admit they have no-one to vote for, they do not associate themselves even with the party they are voting for the general perception of politicians is extremely critical. It seems that it is important to put clearer emphasis on the fact that the whole of the political stage is responsible for said negative phenomenon.

At the turn of the 21st century, under the influence of “quick transformation” undergone by the international relations, we have rather to do with “a carnival” of theoretical approaches competing with each other. Undoubtedly, it hampers the discourse about the research area within the scope of what is usually de" ned as international relations, and about epistemological condition of the discipline with over 100 years of tradition. In this theoretical chaos there are being posed questions if the international relations are “clearly de" ned domain of intellectual reflection, if they have specific features distinguishing” them against other social sciences, or if it is possible to create universal mega-theory in the international, dynamic, diverse and energetic environment, and if yes, then further questions are appearing. They concern two issues: ontological beings around which the international relations, seen as “autonomous,” scientifically clear discipline, would consolidate, and methods of acquiring knowledge about it. Those who doubt, especially philosophers and sociologists, pose also questions if and how much it is possible to get objective knowledge, that is not burdened with the reflex of subjective system of values, ideas and experiences of a researcher.

In the case of Armenia the armed conflict concerning territorial claims to Nagorno-Karabakh constitutes the key issue. Developing strong executive authority stemmed from the belief that a strong President will handle the difficult period of political and economic transformation. Recent attempts to increase the parliamentarization of Armenia’s political system represent an effort to shape an officially parliamentary, but actually barely changed system preserving the strong position of the chief of state or another decision-making center.

Kirdi - acephalic peoples of north Cameroon, joined together in the history, mainly by contacts and fights with the large state organisms, based on the Islam. Their main characteristic feature was acephalic social structure based on the blood relationship. To those structures there was linked the whole system of law, social life, economy, religion and morality. Crucial period in the history of Kirdi people was time of pressure of the Islam from the northern Cameroon through Fulbhe (Fula, Fulani). The permanent danger from the Fulbhe people created two strategies among those Kirdi, which didn't surrender to their total dominance. One strategy was to withdraw to more inaccessible lands and the second was the attempts of organizing the military resistance in political unities - chief commands formed at the resemblance of the Fulbhe structures. Also those groups which chose to escape to inaccessible lands (mountains, bogs) changed their organizational structure moving the accent from the importance of blood ties to territorial bonds. Introduction by the colonial and postcolonial state of the institution of "traditional leader" weakened even more traditional Kirdi structures, giving advantage to feudal Fulbhe structures. A tendency of weakening this traditional structures of Kirdi people is deepening also in our times through introduction of the new cultivations, by using money, through the phenomenon of the urbanization and by the system of education. Traditional bonds of acephalic communities based on the self-sufficiency and family life have problems in new reality, since they also do not have a basis in traditional religious structures which are undergoing severe crisis. Communities which developed system of the chief command do better. It is more adapted to new administrative reality.

This article provides an exhaustive analysis of American and Russian political discourse through the examination of the linguistic techniques employed by President Joe Biden and President Putin in their speeches. The aim of this research is to examine the linguistic approaches employed in referencing social and political traditions in the United States and Russia, investigate disparities in linguistic strategies within both political discourses, and assess variations in semantic outcomes. The analysis has been conducted to answer the following research questions: (1) What are the linguistic methods of referring to social and political traditions in America and Russia? (2) Do the linguistic strategies differ depending on the political discourse? (3) Is the semantic output different depending on the political discourse? The findings reveal marked differences between the two discourses, reflecting the social and political discrepancies between the political systems of the United States and Russia.

The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.

The article presents an analysis of the Orange Revolution and its influence on the political system of Ukraine. Generally, the events of 2004 are perceived as a democratic breakthrough in the modern political history of this country. In reality it turned out to be a revolution only by name. Behind a democratic façade the socalled revolution turned into an act of disobedience of disappointed clannish and oligarchic structures to the former president, Leonid Kuchma. The international observers had an impression, that Ukrainian events were a continuation of the democratization processes started by the fall of the Soviet Union. The article seeks answers to the questions concerning the true nature of the events of 2004 in Kiev, how were they influenced by the post-soviet experiences of the Ukrainian state and society, and finally was the Orange Revolution truly a step toward democratization of the post-soviet space?

Applying systems analysis in political science research is still one of the important dimensions of political science methodology. Reconstruction of the functional model of the social system seems to be an attractive proposition for policy researchers. Signed by the name of Jeffrey Charles Alexander, the American version of neofunctionalism is one of the responses to the crisis of traditional forms of structural functionalism. The main purpose of the reconstruction of T. Parsons’s theory was its revitalization consisting in restoring the possibility of its application in contemporary social research. The reinterpretation of the classical approach was to a large extent “forced” by harsh criticism of the current approach and focused especially on attempts to overcome the limitations contained therein, which manifested in the impossibility of correlation of functional theorems with newly developing research currents Jeffrey Alexander restored relevance and emphasizes suitability for interpreting and explaining political processes and phenomena. Understanding the concept of functions and functional relations in the political environment allows for effective application in the analysis of contemporary political systems. Therefore, changing the method of functional analysis is a useful methodological tool in developing a political theory.

From this short, synthetic review of participation of Presidents in cabinet formation in 1989 – 1995 results that W. Jaruzelski was fully loyal towards processes of democratic changes in Poland. The position of the first, in the history of third RP, head of state was weakened by fiasco of C. Kiszczak mission of government formation; the politician indicated by the President appeared ineffective. But W. Jaruzelski accepted C. Kiszczak failure with dignity and he engaged himself in the process of formation of T. Mazowiecki cabinet although he had constitutional instruments to block it. “President Jaruzelski, Siwicki (Ministry of Defence) and I spread a protective umbrella over this Cabinet against »hardliners« in Poland and abroad.”. L. Wałęsa, benefiting from social consent, very actively took part in the process of formation of solidarity cabinets both before and after he became the head of state. He, with the substantive help of his closest and most trusted associate – prof Lech Falandysz – forced through a favourable for himself interpretation of art 61 of Small Constitution. Because of this, ministers from MoD, MIA, MFA in Pawlak and Oleksy’s Cabinets were appointed by the head of state. It should be stressed that L. Wałęsa helped to promote two prominent politicians: J.K Bielecki and W. Pawlak.

According to the Constitution or laws, individuals today have extensive political rights closely associated with the right to vote. Here is meant the active and passive right of voting. Membership in a party is not only because of the desire, but also for the fact that the party gives individuals the possibility of career progress, further realization of their political rights. The purpose of this paper is to present the development of political parties and individual rights, not only in Albania, but also combined with the European experience. In this paper we will focus on how political parties have evolved as well as the political rights of individuals after the independence in 1912. The development of political parties in Albania has passed in two stages in the communist system where only one party was known and in the democratic system where was recognized political pluralism. Highlighting the role of political parties, as an important promoter of the functioning of state and of the coverage of the political rights of individuals, makes this study important.

This article presents the course that passed the political system of USSR going from the old soviet structure to the modern form of the state. Total economic and political crisis forced the last General Secretary of the Communist Party Mikhail Gorbatchev to seek the new political institutions and were helpful in the process of maintaining socialist character of the state and social relations and, simultaneously, to carry out the changes of the political system which became necessary. These efforts were a failure because of strong resistance, on the one hand, communist nomenklatura and the other hand, the new democratic movement in the Russian Federation conducted by Boris Yeltsin and independent movements in Soviet Republics. After the trial to stop the process of reforming of the state undertaken by communist leaders of USSR during coupé d'etat in August 1991 the initiative passed to the democratic forces in Russia. The fall of the USSR and foundation of the CIS as the platform of the reintegration of Post-Soviet area started the new stage of the political conflict in the Russian Federation. The objective needs occurred in the process of reforming of the economic structures, growing of the protest attitudes, necessity to relief the mood of the local authorities in order to attain their support for the course of modernization, pushed President Yeltsin to concentrate enormous power. The old Soviet Constitution was more comfortable for such political conditions than modern solutions based on the power's division in three branches - Parliament, Government and independent jurisdiction. Contradictions of the Post-Soviet period brought to the deep conflict between President Yeltsin and Supreme Soviet in October 1993. The defeat of the conservative forces in this confrontation meant the end of Soviet system in Russia, however political system that was created on such ground had authoritarian features, which was used all Yeltsin's presidential decade bringing, as a result, the system very far to the principles of the democracy.
