Post-communist Albanian legislation (1995-2010) provides the preliminary context for the creation of enabling social niches for the engagement of people with disabilities and the family members representing them in the policy-making processes both at the national and local levels. The goal of this study was to determine the pattern of engagement of people with disabilities and their family members in the policy making process at the national and local level and identify the barriers as perceived by them. Participants were 874 persons with disabilities and their family members. The results indicated a strong interest but a poor engagement pattern of people with disabilities and their family members in the policy making process and various structural and attitudinal barriers. Conscious work needs to be done by the government agencies as well as advocacy organizations to create enabling social niches for people with disabilities that encourage their participation in the policy making process as valuable stakeholders in shared governance.

In today's market economy factors concerning knowledge, new technologies and innovative solutions are essential for economic development. However, the Polish economy, despite its high innovation potential compared to other European Union countries, is characterized by a very low level of innovativeness. Implementing this potential is conditioned with an appropriate economic policy of the state and rational approach to its resources and legal solutions. One of the possibilities of such an action is the use of public procurement instrument through which it is possible to more effectively create demand for innovative products and services. As shown by literature studies, the achievements of the subject literature associated with the creation of demand for innovations by public administration in Poland have been very modest. This gap is recognized the article and it attempts to build a model for assessing the innovativeness of these units. Network thinking methodology was used to build the model. As a result, after the identification of factors affecting the conduct of an innovative public procurement, a network of links was established between them and examined in terms of type, intensity and duration of exposure. Building a model according to the methodology, the opinions of experts have been used along with long-term observations conducted in the course of participation in all kinds of conferences and trainings. The model was also subjected to validation in two selected units.

In Europe and across the world, many countries are turning to deliberative democracy to reform their constitutions, and in many others this question is high on the political agenda. Such transformation also shuffles quite radically the role of the citizenry regarding constitutional changes. Traditionally such changes are the sole responsibility of elected officials in collaboration with experts. With the deliberative turn, many more actors may be involved in the designing of constitutions, from citizens both individually and collectively in the forms of informal associations to various civil society organisations. The main aim of this paper is to analyse potential of deliberative democracy in Slovenian national setting, therefore authors are analysing a) framework of constitution making dynamics and b) most successful deliberative democratic tools and opportunities developed so far on both national and sub-national levels of the Slovenian government. As deliberative democracy is well known political phenomenon, we will start not by yet another theoretical pandemonium, but with less-known Slovenian contribution to the global development of deliberative model.

This paper provides a comparative analysis of current Finnish and Scottish think tanks and reviews how think tanks in these countries have evolved, how think tanks seek to influence decision making and engage with their stakeholders. To address the ways of influence this paper looks how Finnish and Scottish think tanks describe themselves and how they use publications in their advocacy. Conducted content analysis indicates that usually registered association based Finnish think tanks are generally more research-focused organisations, who overall deploy more research publications for advocacy than the company based Scottish think tanks. Findings also reveal that the number of think tanks in both countries has greatly increased in the last two decades due to the political challenges with European Union and national politics. The paper provides a new approach to study think tanks in national contexts.

This article explains the relationship between subsidiarity and legitimacy of policies designed at EU level. Through means of theoretically informed analysis this paper claims that if the principle of subsidiarity is respected and implemented throughout the policy process, EU policy-making can aspire to satisfy the condition of both input and output legitimacy. The empirical part of the paper shows how, through a subsidiarity control mechanism known as the Early Warning System, national parliaments can collectively fulfill representative and deliberative functions in EU policy-making. Conclusions about the changing dynamics in parliamentary modus operandi in the field of EU affairs lead to forming a set of recommendations for further research.

This article explores the differences in the understanding of ‘intergroup relations’ and measures underaken in the area of intercultural policies in four Central and East European (CEE) cities: Budapest, Prague, Wrocław and Tallinn. The analysis is based on interviews and field research carried out in 2008 in these cities in cooperation with local scientific experts, representatives of the ethnic communities and officials of the Municipalities as part of the Eurofound research project CLIP1. It explores the national and local political frameworks for intergroup policy and the target groups for such strategies and policies. The main aim of this article is to carry out a comparative analysis of four cities from the CEE countries in order to indicate the similarities and differences in the understanding of intergroup relations. It investigates the type of actors involved in this process and whether their actions are catalysed from the top-down or bottom–up.

Recently, many local governments have tried to improve their efficiency and effectiveness by establishing partnerships with stakeholders such as citizens and third sector organizations, and not only with private companies as it was the case in the 1980s. Nevertheless, to foster productive partner relations between the local government and the local community some conditions must be fulfilled. The article focuses on citizen activity, as well as its forms and dimensions, as one of the most important prerequisites for an effective partnership. The analysis is based on the preliminary findings from the Self-Government Activity Project (Pol. Projekt Aktywności Samorządowej – PAS) that has been realised by seven local governments since February 2011. The article concludes that with regard to Poland citizens’ indifference might be one of the most significant obstacles towards any close cooperation with local authorities. The analysis proves, however, that attempts at establishing partner relations also face other obstacles, inter alia, a  poor awareness of local issues, lack of trust in local authorities, different perspective on local problems and objections raised by the elected representatives.

Investment in human capital is a key strategic concept for the economy and for future development of a country. Therefore, public expenditure on education determines a major point in countries like Moldova, where the education is financed from public funds predominantly. Theories show that the link between expenditures and revenues is inevitable in most of the cases. This study attempts to approach two angles of spending in education: the first is to study and analyse public expenditures in education and in what budget proportions they are spent, and the second is to find out whether there exists a relationship between expenditures in education and government revenues; if yes, to what extent the revenues would have an impact on the expenditures in education. The Autoregressive Distributed Lag model was used in order to find the impact of revenues on expenditures in education. The model was tested for stability, heteroskedasticity, correlation, and normality. The results of the study show that the expenditures on education in the Republic of Moldova lack stability in relation to the economy and that the significant impact from government revenues determines the expenditures in the short and long run. The research is a contribution to the enhancement of public expenditure policy in education taking into consideration the limits imposed from the revenues side, and it may guide governments for better decision-making policies.

Purpose: This study is dealing with the application of evidence-based policy-making in Croatian public administration and the general role of applied policy analysis in the Croatian system of governance. Methodology: This development is illustrated by the peculiarities of introducing regulatory impact assessment (RIA) tools in Croatian public administrative structures. Findings: The author is pointing out various limitations in the usage of policy analysis tools in formulating, implementing and evaluating public policies in Croatia. The crucial role of RIA for enhancing executive capacity of governance structures is particularly stressed in the study. The final part of the article is devoted to the prospects of further development of RIA as an applied policy analysis tool within the Croatian system of governance.

RESEARCH OBJECTIVE: The aim of the article below is an examination of the discrepancy between notions of sovereignty and a sovereign in a modern state, revealed by the question of statecraft (state leadership). THE RESEARCH PROBLEM AND METHODS: The consequent research problem is to determine who indeed decides on state policy. The research problem refers to the sphere of policy making as a practical implementation of the reason of a state’s imperatives. The author uses the descriptive and analyticalmethods, carrying out a critical comparative overview of theories and research findings presented in the current source literature. THE PROCESS OF ARGUMENTATION: At the beginning the authordefines policy making and exposes its relation to the notions of sovereignty and ration of state. In the next step he identifies actors who decide on policy making. He underlines the key role of a “political disposition core” – a small group of leaders placed at the head of public institutions. He then considers the conditionsof effective planning and making of policy. He indicates the inconsistency between the decisive role of a “political disposition core” and official status of a constitutional sovereign. He finally shows the fictitious character of a people as a sovereign. RESEARCH RESULTS: The author concludes that a traditionally comprehended sovereign is neither the source nor an implementer of state sovereignty because it is not a subject capable of policy making. CONCLUSIONS, INNOVATION AND RECOMMENDATIONS:The author finally recommends either a redefinition of the traditional notion of the sovereign, based on a theoretical proposition given by Carl Schmitt, or else its renunciation and invention of a new category, designating a subject which implements state sovereignty, to be used in the vocabulary of political science.
Cel naukowy: Celem poniższego artykułu jest zbadanie rozbieżności pomiędzy pojęciami suwerenności i suwerena w nowoczesnym państwie, uwidocznionych przez zagadnienie przywództwa państwowego. Problem i metody badawcze: Wynikającym z powyższego problemem badawczym jest ustalenie, kto w istocie rozstrzyga o polityce państwa. Problem badawczy dotyczy więc sfery prowadzenia polityki jako praktycznej realizacji nakazów racji stanu. Autor posługuje się metodą opisowo-analityczną, dokonując krytycznego przeglądu porównawczego ujęć i ustaleń pojawiających się w dotychczasowej literaturze przedmiotu. Proces wywodu: Na początku autor definiuje prowadzenie polityki i odsłania jego związek z pojęciami suwerenności i racji stanu. W dalszej kolejności identyfikuje podmioty, które decydują o prowadzeniu polityki. Podkreśla kluczową rolę „ośrodka dyspozycji politycznej” – wąskiego zespołu przywódców uplasowanych w czołowych instytucjach państwowych. Następnie rozważa warunki skutecznego planowania i prowadzenia polityki. Wskazuje na sprzeczność między decyzyjną rolą „ośrodka dyspozycji politycznej” a oficjalnym statusem konstytucyjnego suwerena. Na koniec ukazuje fikcyjny charakter ludu jako suwerena. Wyniki analizy naukowej: W wyniku przeprowadzonej analizy autor dochodzi do wniosku, iż tradycyjnie pojmowany suweren nie jest ani źródłem, ani realizatorem suwerenności państwowej, ponieważ nie jest podmiotem zdolnym do prowadzenia polityki . Wnioski, innowacje, rekomendacje: W zakończeniu autor postuluje redefinicję tradycyjnego pojęcia suwerena w oparciu o propozycję teoretyczną autorstwa Carla Schmitta bądź zarzucenie tego pojęcia i wprowadzenie nowej kategorii określającej podmiot wykonujący suwerenność państwa na użytek terminologii nauk politycznych.

Opis:
Parliamentary elections produce winners and losers. For understandable reasons, winners become the government (coalition) and losers – the opposition. The article presents a framework for comparing the rights in policy-making of the parliamentary opposition in parliamentary Central and Eastern European democracies (Czechia, Hungary, Lithuania, Poland, Ukraine). In 2022, democracy demands an opposition party with a future (reinversion) in parliament. The right of the parliamentary opposition to oppose the government formed by the governing majority is a fundamental feature of liberal democracy. Application of constitutional values (democracy, the rule of law, etc.) in Central and Eastern European states demonstrates the actual level of opposition fragmentation, polarization, and even cartelization. Rule of Law Index 2021 explicitly shows that among researched Central and Eastern European countries, Lithuania is in 18 place, Czechia – 22, Poland – 36, Hungary – 69, and Ukraine – 74. The Rule of Law Index is about constraints of government powers, absence of corruption, open government, and other issues related to the mission of the parliamentary opposition. Distance (not only ideological) between governing majority and parliamentary opposition is based on the capacity for government formation, participation in policy-making, scrutinizing governmental (populistic) strategy and policy.
Wybory demokratyczne wyłaniają zwycięzców i przegranych. Co zrozumiałe, zwycięzcy tworzą rząd (koalicję rządzącą), a przegrani – opozycję. W artykule przedstawiono ramy do porównywania uprawnień do kształtowania polityki przez opozycję parlamentarną w demokracjach parlamentarnych Europy Środkowo-Wschodniej (Czechy, Węgry, Litwa, Polska, Ukraina). W 2022 r. demokracja wymaga partii opozycyjnej z perspektywą (odzyskania większości) w parlamencie. Uprawnienie opozycji parlamentarnej do przeciwstawiania się rządowi utworzonemu przez rządzącą większość jest fundamentalną cechą demokracji liberalnej. Realizacja wartości konstytucyjnych (demokracji, rządów prawa itp.) w państwach Europy Środkowo-Wschodniej pokazuje rzeczywisty poziom rozczłonkowania, polaryzacji, a nawet kartelizacji opozycji. Lista Rule of Law Index 2021 wyraźnie wskazuje, że wśród badanych państw Europy Środkowo-Wschodniej Litwa zajmuje 18. miejsce, Czechy – 22., Polska – 36., Węgry – 69., a Ukraina – 74. Wskaźnik praworządności dotyczy ograniczeń władzy rządu, braku korupcji, przejrzystości działań władzy oraz innych spraw związanych z misją opozycji parlamentarnej. Dystans (nie tylko ideologiczny) pomiędzy rządzącą większością a opozycją parlamentarną polega na zdolności do utworzenia rządu, uczestnictwie w kreowaniu polityki, kontrolowaniu strategii czy polityki rządowej (populistycznej).

Logika stosowności to perspektywa badawcza, zgodnie z którą człowiek podejmuje działania w oparciu o zorganizowane w instytucje reguły dyktujące stosowne lub wzorcowe zachowania. Reguły stosuje się w praktyce, ponieważ są one postrzegane jako naturalne, uprawnione, oczekiwane i usprawiedliwione. Aktorzy starają się wypełniać obowiązki przynależne konkretnym rolom, tożsamościom, wspólnotom politycznym lub grupom, a także urzeczywistniać etos, praktyki i oczekiwania tych instytucji. Ludzie osadzeni w zbiorowości społecznej postępują tak, jak dyktuje im to poczucie stosowności w określonych sytuacjach. Niniejszy artykuł składa się z pięciu części. W pierwszej z nich szkicujemy podstawowe idee działania opartego na regułach, by w drugiej przejść do opisu niektórych cech współczesnych kontekstów demokratycznych. Następnie analizujemy wzajemne relacje między regułami i działaniami, zwracając uwagę na elementy poślizgu (slippage elements) podczas stosowania reguł w praktyce. W części czwartej przyglądamy się bliżej dynamice reguł i standardom stosowności. Na koniec omawiamy możliwość pogodzenia różnych logik działania w ramach przyszłego programu badawczego proponowanego studentom zainteresowanym demokratycznym procesem uprawiania polityki.
The logic of appropriateness is a perspective that sees human action as driven by rules of appropriate or exemplary behavior, organized into institutions. Rules are followed because they are seen as natural, rightful, expected, and legitimate. Actors seek to fulfill the obligations encapsulated in a role, an identity, a membership in a political community or group, and the ethos, practices and expectations of its institutions. Embedded in a social collectivity, they do what they see as appropriate for themselves in a specific type of situation. The paper is divided into five parts. First, we sketch the basic ideas of rule-based action. Second, we describe some characteristics of contemporary democratic settings. Third, we attend to the relations between rules and action, the elements of slippage in executing rules. Fourth, we examine the dynamics of rules and standards of appropriateness. And, fifth, we discuss a possible reconciliation of different logics of action, as part of a future research agenda for students of democratic politics and policy making.

Having no internal borders, what is a border for the European Union (EU)? Which cri-teria does this powerful organization pursue in its decision-making on further expansion: geographical, political, cultural, economic or all of these? What is the profi t of the Union in advancing its external borders to the east? And why to the east and not the south or west across the Atlantic? Does it still mean that there is the reason for enlarging eastward based on the geographical belonging to Europe?1.This paper discusses the expansion of the European Union to the east with the main focus on its political and economic aspects of integration. The fi rst part includes intro-duction to the concept of Europe, historic background about the formation of the united Europe in terms of geography, culture, politics and economy, juxtaposing opinions and viewpoints of different experts and political scientists on “what is Europe?” and what are the core issues of its enlargement. The second and third parts are dedicated to the advan-tages and disadvantages of European Integration for both parties concerned – the EU and the candidate/member state, in the case of the former having its own “demarcation policy” towards certain regions of the continent when it comes to unifi cation. And the fourth part is about the communication and miscommunication of the informative bodies of the Euro-pean Union that are responsible for public awareness on any process that goes on within the European family. The lack of information results in the ignorance of citizens of Euro-pean and partner countries, which, of course, refl ects on the further processes of expansion on the political level and cultural perception and mentality on the social level.The conclusion sums up the research, and the bibliography lists the books, articles, monographs and Internet sources used in the course of the study.

Opis:
This paper’s aim is to approach the issue of European citizenship by showing the dynamics of the related policies. While recognising the importance of the legal assessment of the Union citizenship as defined by the Treaties, much attention is paid to the socio-cultural meaning of the European citizenship, which stimulates the emergence of a supranational loyalty and a sense of belonging to the European Union. After an analysis of the historical development of the concept of European citizenship, it is empirically demonstrated that the success of the European citizenship policy depends critically on the capacity of the Union to meet the mainly pragmatic expectations of the citizens. Accordingly, the lack of a harmonised welfare system at the European level, which causes restrictions of the free movement of the Union citizens within the member states, proves to be the major disincentive of the European identification.
