Needless to say that telecommunications’ operators are showing increasing interests toward solving the dilemma of optimizing network resources while offering state-of-the-art quality of service. Recently, operators have shown an increasing interest to investigate solutions for better control on network utilization, service usage and monetization. They also noticed a significant growth in Diameter signaling and more specifically in signaling related to policy management. A massive introduction of Voice over LTE (VoLTE) service will have a significant impact on the systems handling policy signaling, as VoLTE will reshape the landscape of Long Term Evolution (LTE) policies and completely change the way policy management works. However, this massive approach is meant to provide significant competitive advantages for operators offering LTE services and still require circuit-switched network to provide voice service. The biggest challenge for those operators is to find an appropriate solution, scalable enough to handle the unpredictable growth of Diameter signaling. In this paper, a model, based on Network Function Virtualization (NFV) technology is proposed, able to address the challenges of massively introducing VoLTE, without impacting existing services and without jeopardizing current revenues. In presented approach, the standard VoLTE call flows, referenced user’s behavior and latest experiments’ results on NFV technology are used.

The 4G networks are all-IP based heterogeneous networks that allow users to use any system at anytime and anywhere, and support a variety of personalized, multimedia applications such as multimedia conferencing, video phones, video/movie-on-demand, education-on-demand, streaming media, multimedia messaging, etc. Personalized services should be supported by personal mobility capability, which concentrates on the movement of users instead of users’ terminals. As the technology matures, traffic congestion increases, and competitive pressures mount, QoS and policy management will become more and more important. Also the users come with a number of new requirements on connectivity, and D2D networking technology must follow the idea of “Internet of things”. Operators must make sure they are working with vendors that have a strong framework to supply end-to-end QoS and are capable of supporting evolving needs. The paper discusses qualitative and quantitative indicators of telecommunication services. Main challenges that need to be addressed by nowadays and future systems are shown, and within them the massive growth in traffic volume and in the number of connected devices seems to play the most key role.

Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.

Global internationalization of companies is a new challenge in the area of management and brings about changes in communication. Organizational discourse in corporations remains a still unexplored research domain. The multilingual population working within the same corporation organization is creating its own language that becomes a kind of jargon giving rise to misunderstandings outside of the workplace. We want to emphasize mutation of the corporate language in the synchronic approach. Frames are mental models that determine, often subconsciously, how we understand reality. There is little research on the frames in which (performance) audit work is drenched. This article tries, through some case studies, to gain more insight into the frames performance auditors have about social problems and their solutions, about management and policy making, about audit evidence and so on. The research shows that auditors adopt the government’s policy frame on social problems and the solutions pursued, and on the role that the involved actors (government, market, etc.) have in it, although sometimes with subtle comments. Auditors start from a strongly rational frame of how government should behave, sometimes enriched with e.g. elements from systems thinking. They believe that societies and government organizations are, to a large extent, engineerable. Auditors have a realist view of knowledge acquirement; they believe that objective knowledge is possible.

Towards research on management in cultureThe author of the article analyzes the problem of culture management in Poland in the context of research. Studies dealing with this topic lead to but very few conclusions in Poland. They are associated generally with public culture and almost totally disregard other forms of cultural activity. The author considers the advantages and disadvantages of the statistical approach to culture. He stresses that in Poland there is no consistent methodology associated with the collection and processing of statistical data. The author presents various forms of research funding in this area such as for example Culture Observatory NCK. Take the subject approach to research among the people creating a culture – too strong an attachment to statistics, a lack of interestt the level of the administrative, lack of financial resources. The most tangible effects are: poor contact between creators and consumers of culture, lack of strategy development, low competitiveness of public institutions.

The aim of the article is a multi-level analysis of the strategic management system of development policy in Poland, with particular emphasis on the challenges faced, and recommendations concerning its improvement. The article consists of eight parts: an introduction (definition of the development policy management system and the concept of strategy), an historical outline (the formation of development policy in Poland after 1990), the institutional context (an indication of the main actors of development policy in Poland), the legal basis (an overview of the key regulations on which the Polish system of development strategies is based), strategic documents (analysis of the major strategic guidelines and development strategies: national and sectoral), and the implementation instruments (mainly programmes: operational, long-term and provincial). In the penultimate section, I present 10 challenges facing the Polish system of development policy management, together with recommendations, which will allow these challenges to be faced.
Celem artykułu jest wielopoziomowa analiza systemu strategicznego zarządzania polityką rozwoju w Polsce ze szczególnym uwzględnieniem wyzwań, przed którymi stoi, oraz rekomendacji w zakresie jego usprawnienia. Artykuł składa się z ośmiu części: wprowadzenia (zdefiniowanie systemu zarządzania polityką rozwoju i pojęcia strategii), rysu historycznego (formowanie się polityki rozwoju w Polsce po roku 1990), kontekstu instytucjonalnego (wskazanie na głównych aktorów polityki rozwoju w Polsce), podstaw prawnych (omówienie najważniejszych regulacji, na których opiera się polski system strategii rozwoju), dokumentów strategicznych (analiza najważniejszych wytycznych strategicznych oraz właściwych strategii rozwoju: ogólnopolskich i sektorowych) oraz instrumentów wdrożeniowych (głównie programów operacyjnych, wieloletnich i wojewódzkich). W przedostatniej części, poprzedzającej zakończenie, przedstawiono 10 wyzwań, przed jakimi stoi polski system zarządzania polityką rozwoju, wraz z rekomendacjami, które pozwolą na stawienie im czoła.

The aim of the paper is to analyze features of the air transport enterprises’ human capital management (HCM) policies in Poland and Ukraine and work out the appropriate conclu‑ sions. This paper presents a concept of IP Differentiated Services (DiffServ) architecture in conjunction with bandwidth brokerage and policy based network management, all aimed at efficient and flexible provision of the military oriented Quality of Service (M-QoS) features in the Australian Defence (strategic) wide area network and its satellite trunk interconnections with the tactical domain. Typical DiffServ functions are analysed in the paper with regard to their roles in offering M-QoS. Some preliminary simulation results of applying these mechanisms to achieve traffic policing and differentiation for (UDP) video traffic streams, are also presented. Finally, the paper proposes the use of bandwidth brokerage in each DiffiServ domain to facilitate automatic Service Level Specification (SLS) arrangements with end-user applications, and policy based network management to support the flexible implementation of bandwidth brokerage.

The subject of the article is the best management practices (j. polski: NPZ) implemented in medical entities around the world. The implementation of NPZ was presented on the example of Virginia Mason Hospital in Washington State in the United States. The aim of the article is to show the advantages and benefits resulting from the implementation of NPZ in medical entities. During the considerations, answers were sought to the research questions: 1) how can NPZ be used in medical entities?; 2) how can the practice and experience of Virginia Mason Hospital be used in implementing NPZ in other healthcare entities? The article uses the system analysis method to study the United States health system and the NPZ implementation system at Virginia Mason Hospital, which required the use of a qualitative method. The comparative method was used to study differences in the implementation of NPZ. The research results were presented using a descriptive method.
Przedmiotem artykułu są najlepsze praktyki zarządzania (NPZ) wprowadzane w podmiotach leczniczych na świecie. Wdrażanie NPZ przedstawiono na przykładzie Virginia Mason Hospital w stanie Waszyngton w Stanach Zjednoczonych. Celem artykułu jest ukazanie zalet i korzyści wynikających z wdrożenia NPZ w podmiotach leczniczych. W trakcie rozważań poszukiwano odpowiedzi na pytania badawcze: 1) w jaki sposób można stosować NPZ w podmiotach leczniczych?; 2) jak można wykorzystać praktykę i doświadczenia Virginia Mason Hospital we wdrażaniu NPZ w innych podmiotach leczniczych? W artykule wykorzystano metodę analizy systemowej do badania systemu zdrowotnego Stanów Zjednoczonych oraz systemu wdrażania NPZ w Virginia Mason Hospital, co wiązało się koniecznością zastosowania metody jakościowej. W badaniu różnic we wdrażaniu NPZ wykorzystano metodę komparatystyczną. Wyniki badań zostały przedstawione metodą opisową.

The rising levels of greenhouse gases (GHGs) in the Earth‟s atmosphere have the potential to cause changes in our climate. Some of these emission increases can be traced directly to solid waste. Landfills are among the largest emitters of carbon dioxide and methane, the key GHGs. Thus, effective mitigation of these emissions through formalization of waste reduction into the waste management system to reduce land filling could provide environmental benefits of reducing the adverse impacts of climate change. This paper therefore proposes waste prevention and recycling-jointly referred to as waste reduction as better and most potent strategies for the management of solid waste and for reducing greenhouse gases and calls on both the government and private agencies to check or control the increasing pollution or abuse of the environment by enforcing compliance with the laid out Policies, Pronouncements, Regulations and enacted Legislation especially in the developing countries. The study concludes that by choosing to prevent waste and recycle, less waste will be generated, the need for landfill will be minimal, energy demand will decrease, fewer fossil fuels will be burned and less methane and carbon dioxide will be emitted to the atmosphere which helps to curb climate change.

Ramy to często podświadome modele myślenia, które wpływają na postrzeganie świata. Determinują sposób, w jaki wybieramy i interpretujemy fakty oraz nadajemy im znaczenie. To sprawia, że niektóre są dla nas oczywiste, a innych nie dostrzegamy, bywa też, że doszukujemy się czegoś, co nie istnieje. Każda z tych perspektyw rzuca pewne światło na rzeczywistość, ale żadna z nich nie jest kompletna. Uzyskanie pełniejszego obrazu wymaga więcej niż jednej perspektywy, co autorzy – wieloletni pracownicy Trybunału Obrachunkowego Belgii – uczynili tematem artykułu. Pierwszą część poświęconą przeglądowi literatury dotyczącej ram myślenia w naukach społecznych, filozofii, nauce o organizacji oraz kontroli wykonania zadań zamieściliśmy w nr. 5/2023 „Kontroli Państwowej”. W części drugiej, korzystając z raportów z kontroli Trybunału na temat edukacji i systemu więziennictwa oraz programów zarządzania, dokonano próby szerszego spojrzenia na ramy, którymi kierują się kontrolerzy prowadzący kontrole wykonania zadań.
Frames are mental models that govern our information processing: they determine how we select facts (what we look at), how we interpret them and how much importance we attach to some of them. This makes certain frames visible, but also blinds us to other facts, it can even make us see things that are not there. Each of these perspectives can shed light on reality, but none is complete. To get a broader picture of what is going on, you need more than one lens. That is the subject of this article written by the experts from the Belgian Court of Audit. The first part of the article, dedicated to reviewing the literature on frames in social sciences, philosophy and performance auditing, was published in No 5/2023 of “Kontrola Państwowa”. Information policy is an instrument of governance in the modern administration, which enables the achievement of public and strategic objectives. First stem of forming this policy would be considering the public information as a strategic resource, owned not only the local authorities, but mainly the local community. The scope of information policy should be compliant to the main purpose of the development strategy of local government units. Conscious of information policy is the foundation of the smooth and effective functioning of such units. In the longer term may signifi cantly increase the development potential of individuals and thus improve the quality of life of local communities.
