Opis:: Human trafficking is one of the modern forms of slavery and the most dangerous crime against freedom and human dignity. This practice is often associated with the phenomenon of illegal migration and smuggling of migrants, which are particularly intensified in the period of various types of conflicts (armed, ethnic, etc.). The international scale of the problem forces the cooperation of authorities and services responsible for security and public order in many countries. The article presents activities undertaken by the SELEC organization in combating this type of international organized crime in South-Eastern Europe. The source of the data are annual reports on the organization’s activities, published on its official website.

Opis:: The article presents the essence and operational potential of the information and analysis system supporting the decision making process within the framework of security-related policing operations. This system is being developed by a scientific consortium led by the Police Academy, Szczytno. The project finance is provided by the National Centre for Research and Development. The main element to ensure the effectiveness of the system in question will be an application with a planning and decision mechanism and prediction algorithms. The above mentioned algorithms are designed to provide information on the probability of success of police operations and on the necessary costs which must be incurred in a given crisis situation in order to implement their individual, expected variants. Using historical data and algorithms developed on its basis, the system is supposed to indicate the relevant forces and resources required, the methods and tactics for operations and characteristics of the security infrastructure. Moreover, the publication presents the fundamental mechanisms of the police command and control process during emergency situations and general remarks regarding the professional development of those who manage these types of policing operations. In the author’s opinion, of particular importance in this respect is the course addressed to commissioned police officers trained to be commanders or deputy commanders of security-related policing operations, where classes are conducted using a simulator for police operations in emergency situations. It is a form of advanced command staff training with the use of a virtual computer simulation system. The simulator makes it possible to develop algorithms for dealing with crisis incidents and to improve the command process during emergencies. One of the practical goals of developing the information and analysis system is its integration with the simulator for police operations in emergency situations. In this respect, it is supposed to be a tool used in multimedia decision-making training. The author comes to the conclusion that the expected functionalities of the information and analysis system will have a positive effect both on the educational process of improving professional qualifications of commanders of security-related policing operations and on the real planning, implementation and assessment of the operations themselves.

Opis:: The article presents the characteristics of the service of a press officer of the Armed Forces and the Police. The article discusses the role of press spokesmen as a media liaison in the field of information, responsible for creating an image and shaping the relations of the uniformed formation represented with the media. The role of the Military Public Communication Service in shaping the information policy and the image of the Armed Forces is also presented. Furthermore, the role of police spokesmen, who play a particular role in shaping a positive image of the police force and overall public security, is presented.
Artykuł przedstawia charakterystykę służby oficera prasowego Sił Zbrojnych i Policji. Poruszono w nim rolę rzeczników prasowych jako podmiotu odpowiedzialnego za współpracę z przedstawicielami mediów w zakresie informacyjnym jak również tworzącego wizerunek oraz kształtującej relacje reprezentowanej formacji mundurowej z mediami. Przedstawiono również rolę Wojskowej Służby Komunikacji Społecznej w kształtowaniu polityki informacyjnej i wizerunku Sił Zbrojnych. Ponadto zaprezentowano rolę rzeczników prasowych policji, którzy odgrywają szczególną rolę w kształtowaniu pozytywnego wizerunku służby policyjnej i formowaniu bezpieczeństwa publicznego.

Opis:: The article presents two models of journalism, i.e. concerning the presentation of operations carried out by the Armed Forces and the activities carried out by the Police. The author presents a way of re-porting information by the media representatives from the so called “horse’s mouth” and the conditions of functioning of journalists, informing about military operations, as well as media representatives publishing information about police activities. He also notes how journalists should behave so as not to lose their integrity and credibility in the conditions under which they are required to comply with the rules governing military operations and investigations and, in particular, the information policy related to these areas of activity.
Artykuł prezentuje dwa modele dziennikarstwa, tj. takiego, który dotyczy przedstawiania operacji realizowanych przez Siły Zbrojne, a także dotyczącego działań prowadzonych przez Policję. Autor prezentuje sposób przekazywania informacji przez przedstawicieli mediów z tzw. „pierwszej linii” oraz uwarunkowania funkcjonowania dziennikarzy informujących o operacjach wojskowych, jak również przedstawicieli mediów publikujących informacje o działaniach policyjnych. Zauważa także, w jaki sposób dziennikarze powinni się zachowywać, aby nie stracić rzetelności ani wiarygodności w warunkach, w których są zobowiązani do poszanowania unormowań operacji wojskowych, śledztw i dochodzeń, a zwłaszcza – związanej z tymi obszarami działań – polityki informacyjnej.

Opis:: Przedmiotem niniejszego artykułu jest konflikt niemiędzynarodowy opisany na przykładzie konfliktu w Republice Środkowoafrykańskiej, ukazanie metod prowadzenia walki przez strony konfliktu oraz zasady użycia Wojska Polskiego w operacjach policyjnych. W artykule wykorzystano dostępne materiały źródłowe, w tym m.in.: przekazy organizacji międzynarodowych opisujących konflikt w Republice Środkowoafrykańskiej, wytyczne specjalistyczne w sprawie sformowania i przygotowania Polskiego Kontyngentu Wojskowego, dokumenty normujące użycie pododdziałów policji wojskowych (ang. Integrated Police Unit). Informacje dotyczące zakazanych metod walki pochodzą z analizy raportów międzynarodowych agencji zajmujących się ochroną praw człowieka – Human Rights Watch, Amnesty International – opracowanych w celu udokumentowania zbrodni na ludności cywilnej. Charakterystyczne dla tego konfliktu było właśnie skierowanie głównych działań zbrojnych przeciwko cywilom.
The Central African Republic (CAR), a country that is often overlooked in the international arena, has suffered a series of military coups and political unrest since independence from France in 1960. That article briefly shows the road to conflict, describes serious violations of international human rights law and international humanitarian law committed within the territory of CAR between January 2003 and December 2015, and explains the legal frame of the process of using international security forces in law-enforcement type of military operations. The Central African Republic needs a conflict-solving effort and a peace process that solves the problem of violence between the Séléka and groups of armed fighters that opposed ex-Séléka forces, called “anti-Balaka”. Several organizations, principally the United Nations, are working in the country in order to end the conflict. However, the conflict is still ongoing, creating a wave of violence that has resulted in thousands of refugees, interim displaced people, deaths and political uncertainty.
