Problematyka apolityczności stanowi interesujące zagadnienie dotyczące przepisów prawnych regulujących pracę funkcjonariuszy Policji. W artykule poddano analizie pojęcie apolityczności w ujęciu prawnym, zwłaszcza jego funkcjonowanie w prawie policyjnym. Wyodrębniono w nim istotę apolityczności, zestawiając ją z zagadnieniem apartyjności, jak również dokonano jej egzemplifikacji w kontekście funkcjonowania praw człowieka.
Police political neutrality can be interpreted in many areas of science as it is an interdisciplinary issue in the literature. On the basis of the science of safety, the issue should be positioned primarily in the legal and functional field. In the legal sense police political neutrality is a principle – a legal rule which obliges particular professional groups of police officers not to demonstrate the natural need to participate in political life, especially in a country with a democratic political system which enables the principle of freedom of expression. Police political neutrality is expressed mainly in non-partisanship – a lack of affiliation with a political party, which in this case is the statutory ban on the involvement of police officers in political parties. The international nature of the rule and its practical application emphasize the legitimacy of the restriction of freedom of expression and association in the name of fair and neutral performance of police officers’ duties, which is mostly reflected in the opinion forming title issue.

Opis:
Organising football matches in Poland is currently a very important issue for the institutions and services responsible for security. The author, on the basis of his professional and scientific experience, has presented a concept of safety in this area. The article analyses in detail the organisational and legal solutions in force in Poland and selected European countries and assesses their effectiveness. The proposed concept provides for the development of organisational and functional requirements that would increase the level of safety during this type of sports events. Implementing the proposed solutions into the current law would enable a harmonised security system to be organised.

Law enforcement is a unique, clearly delineated area of state involvement. Enhancing security is an important aim of state involvement, which affects diverse areas. Research thereon relate the interdisciplinary concept of security to conflicts and socio-economic crises. As a consequence, setting up a framework of policies for the topic demands a plurality of methods. The Good State and Governance report, published in 2015, names security and trust as defining spheres of influence. More specifically, the following 5 indicators presented as dimensions of public security and catastrophe management (citizens’ sense of security in public places of their residential area; citizens’ trust in the police; the number of registered wilful murders, intentional bodily injuries, and robberies; government expenditure on public order, civil protection, fire and catastrophe management per 1000 citizens; and the human resources of law enforcement) show well the importance of the common mindset associated with the Good State and Government special report. It is acknowledged that public security is a measurable social phenomenon; the objective state of private security is shown by criminal statistics; and public opinion concerning public security informs us about subjective security.

They were the object of theoretical deliberations several times. Talking about the causes and circumstances concerning the objective protection it is necessary, first of all, to pay attention to the totality of issues connected with numerous road events occurring in road traffic. The above analysis concerning the legal issues of administrative acts concerning the protection of road traffic safety and road traffic order issued by the police has had mainly a character signalling the significance of the raised problem because in literature this aspect is characterized, but not too often.

Organizacja i funkcjonowanie Policji w Krakowie czasów stanisławowskich stanowi podstawowe zagadnienie artykułu. Na początku scharakteryzowano naukowe traktaty dotyczące tej instytucji. Teoretyczna wiedza została wsparta krótką charakterystyką prawa, organizacji i działalności władzy policyjnej w Rzeczypospolitej XVIII w. W głównej części pracy przedstawiono ustrój miasta oraz najważniejsze na jego obszarze kierunki działań Policji. Zaliczyć do nich należy ochronę zdrowia, kontrolę zjawiska żebractwa, bezpieczeństwo publiczne, a także zagadnienia gospodarcze. Analizę wspomnianych problemów autor oparł na źródłach drukowanych Volumina Legum oraz źródłach archiwalnych Archiwum Państwowego w Krakowie. Postawiona w artykule teza o wypełnianiu przez władze policyjne teoretycznych założeń potwierdzono licznymi przykładami działań policji w zakresie walki z żebrakami, z przestępstwami dotyczącymi miar i wag czy jakości wykonywanych usług.
Organisation and work of The Police in Cracow a time of King Stanislaus August Poniatowski constitute main subject of article. At the beginning characterized eighteens century scientific books that concern power of police. Theoretical knowledge were supported through characteristic law, organisations and work of commonwealths police in XVIII century. In main part of work presented city system and most important Police facilities operations. These include health protection, control of phenomenon of begging, public security and economical topics. Analyze these problems author base on printed source Volumina Legum and archival source from National Archive in Cracow. The thesis in article about realisation by police authority theoretical assumptions has been confirmed many examples police work in fight against beggars, measure and weight crimes or quality of service performers.

Konsorcjum naukowo-przemysłowe, którego liderem jest Wyższa Szkoła Policji w Szczytnie, realizuje projekt pn. „Zestaw opatrunkowy zabezpieczający urazy powstałe w trakcie pełnienia obowiązków służbowych przez służby mundurowe (PLEMODS)” Nr DOB-BIO6/19/98/2014, współfinansowany ze środków finansowych Narodowego Centrum Badań i Rozwoju. W ramach projektu zostanie wykonany zestaw opatrunkowy zabezpieczający urazy powstałe w trakcie pełnienia obowiązków służbowych przez funkcjonariuszy formacji mundurowych, w tym propozycja systemu szkolenia zapewniająca nabycie umiejętności zastosowania zestawu opatrunkowego, a także jego płynnego wdrożenia do codziennej służby. Celem artykułu jest prezentacja wyników badań, które uwzględniają analizę istniejących systemów kształcenia w formacjach bezpieczeństwa i porządku publicznego, wraz z propozycją zmian, które będą warunkowały skuteczne zastosowanie omawianego zestawu opatrunkowego w służbie.
The scientific-industrial consortium, the leader of which is Police Academy in Szczytno (Poland), has been implementing the project ”Protective dressing kit for injuries sustained by the uniformed services during duty” No. DOB-BIO6/19/98/2014. The project is co-financed by The National Centre for Research and Development. The grant for project’s realization was obtained within call for proposals No. 6/2014 for execution of projects in the scope of research and development for national defence and security. Within the project, the dressing kit protecting injuries sustained during the performance of official duties by uniformed services will be developed. It will also include prototype of the training system providing the skills acquisition of the dressing kit application and its smooth implementation into the daily service. The purpose of the article is to present the research results which take into account analysis of training systems in security formations and public order with proposition about the changes which will determine effective application of this dressing kit into duty.

Ethical traditions of the Polish police are directly related to the history of this uniformed service. Starting from the interwar period until the present day, with the exception of the communist times when the State Police was replaced by the Citizen’s Militia, ethics has played an important role in the work of law enforcers. It provides basic principles, resulting from universal moral values, without which it is impossible to serve society and the homeland responsibly. The specificity of the professional ethics of this uniformed agency is directly related to its service-oriented character, based on intensive and often difficult interpersonal contacts. The present times witness the emergence of new challenges in the area of good standards of police ethics. In order to better recognize the ethical standards and see their importance in the work of the Polish police, it is worth referring to the standards of the State Police. They were a kind of quintessence of police officers’ moral and professional duties. They were based on such values as: God, Homeland, honour, truth, conscientiousness, responsibility, justice, reticence in speech, friendliness and obedience to the orders of superiors. These values are timeless and still topical, even in our modern times. Resignation from the above mentioned values may result in police officers pretending to respect ethical principles in their work, which was evident in the activities of the Citizen’s Militia. Therefore, the above fully justifies police efforts undertaken after 1990, which are expressed not only as concern for reliably developed legal regulations and operational directives to be followed while performing official duties, but also as compliance with the principles of police ethics, which are based on universal values (including the protection of human life and health, respect for human dignity, truth, responsibility and patriotism). This goal is to be achieved both through education on basic training and specialist courses, as well as thanks to police priests’ work.

This article presents the material scope of public safety and public order in the context of the Polish police jurisdiction. The considerations are based on the assumption that safety, as one of the social rights, is an inalienable human right while human rights are the product of moral and political agreements between people. When attempting to define the material scope of the notions of "public safety" and "public order", it should be noted that both in the process of making and applying the law and in the legal literature, the use of the term "public safety and order" has been accepted. Nevertheless, the concepts of public safety and public order are not unequivocal. The relevant literature presented in this article is dominated by approaches that define both public safety and public order as a desirable state. Most often, public safety is related to the functioning of the state and its citizens, while public order refers to a narrower sphere of complying with norms and maintaining the efficiency of public institutions . Both concepts are of an administrative nature, i.e. they are concerned with issues related to the implementation and observance of regulations in force in a given country. Public order, just like public safety, is also a certain internal condition of a state, as no organised community can allow its members to exercise their will without any restrictions. Rules governing the conduct and coexistence of community members are defined by appropriate norms, such as customs, moral and religious principles or legal norms, all of which are subject to permanent changes, which in turn makes it necessary for the institutions established to protect public order and safety to adapt by systematic improvement of their organisation in the functional dimension.

The article features the crucial issues regarding the crime of abuse of power stipulated in Article 231 of the Polish Penal Code, based on cases that could be perpetrated by police offi cers. The author briefl y describes the basic elements of the structure of this crime, as seen through the eyes of the doctrine of criminal law and the judicatory. The author presents his own assessments, which shed new light on the questionable meanings of certain features of the crime in question. The key part of the work focuses on selected, thoroughly analysed, hypothetical cases of criminal abuse of power by police offi cers, and in this sense is a kind of case study.

Increasingly, the use of different means of investigation is enabling the authorities to clarify the facts and to arrest the perpetrator of the crime more quickly and effectively, within the different means of investigation available to police authorities, one of which and the most common in all countries is the police informer, being a person of particular importance during the police investigation, as he or she provides confidential and essential information in order to learn important facts about the crime and its perpetrators. The problem with this research tool is that it is not uniform in its treatment, in different countries, the informant is treated differently, and as a result of this, the product or the investigation that is offered to the judges, as a result of these confidences, is different. Likewise, when working with police informants, it is very important to take into account a series of precautions so as not to violate any human rights, as well as not to being manipulated by the informer. As an example of the above, this article studies the treatment of police informants in different countries, considering the legislation of each one, sentences and documents that establish the guidelines for the use of police informants.

The police forces performance is demanding on well-timed and quick reaction. Single reaction time and choice reaction time are crucial when the jeopardy appears. Performing under stress in life-threatening situations needs a good level of stress tolerance. In our study, we used two nonspecific, and two specific (shooting) tests to analyse the reactivity of police officer under different conditions. Material and methods: The research sample consisted of n=18 male Czech police training instructors. The group is unique as these police officers are specialised in the professional self-defence with focus on the coercive means use and shooting skills. Two standardized non-specific tests administrated with the Vienna Test System (VTS) by Schuhfried GmbH were used for data gathering. Single reaction time (SRT) was measured by the Reaction test, stress tolerance and choice reaction time (CRT) was measured by the Determination test. Two practical non-standardized shooting tests were used for the reactivity analysis in the goal oriented environment (shooting range). Results: The single reaction time among police training instructors was M=261.56±33.60 ms, which corresponds to the 66.28 percentile of age norm. Performance in the stress tolerance test also matches the average performance in population (M=45.56 percentile of correct reactions, M=61.67 percentile of incorrect reactions, M=51.44 percentile of skipped signals). According to the Pearson correlation coefficient, there is no correlation between single reaction time in the Reaction test and choice reaction time in the Determination test (r=-0.03). There is no correlation between single reaction time in the nonspecific Reaction test and performance in the specific Shooting test 1 (r=0.06) and Shooting test 2 (r=-0.01). Conclusions: There is no relation between the results in the specific and non-specific reaction tests. Nonspecific tests of single reaction time and choice reaction time are suitable for a general assessment of motor abilities. Specific tasks need specific training and specific evaluation methods.

Full assurance of safety during mass events is a complex process, subject to provisions of generally applicable law. These provisions regulate in detail all basic obligations and requirements provided for this particular kind of events. However, in the course of time some of the regulations provided for in the Polish legal system gave rise to doubts about their specificity. In this paper the authors discuss and clarify the areas which are necessary to ensure the highest level of safety of sports events i.e. the circulation of information during the preparation, organization and execution phase of the event, organization of evacuation as well as cooperation of organizers with entities designated for protection. The study is of utilitarian character and it encourages extensive discussion related to the field of provision of safety during sports events.

The ‘civil law’ fi eld, which is part of the curricula of university courses of law and administration, as well as of other courses of many higher education institutions (at both master’s and bachelor’s levels), has also found its place in the curriculum of the Police Academy in Szczytno. The basis of such a solution is the assumption that the knowledge of civil law issues, although it does not belong to the basic ‘tools of work’ of police offi cers and other law enforcers, appears to be useful in some of the positions in the service. Moreover, many civil law concepts occur in the structure of criminal law institutions, and show links with legal regulations relating directly to the tasks of the Police (other services) and the official status of officers. For this reason, they are an inspiring subject matter to be researched and published on, which is done, among others, in the periodicals of the Police Academy in Szczytno.

Background: Coronavirus (COVID-19) outbreak was a sudden unknown stressor that could cause fear among people. Police officers were in the front lines, often unknowingly in direct contact with infected individuals, thus fear of getting infected (i.e., fear of COVID-19) could be higher in this population. Police students are preparing for the job of police officers and how they cope with a sudden unknown situation could be of importance for job performance and their mental health if such a situation occurs. This study aimed to investigate the association of perceived stress and coping strategies with fear of COVID-19 in police students. Material and Methods: Perceived stress scale-10, Brief COPE, and Fear of COVID-19 (FSV-19) were administered to 340 police students (female = 183 [53.82%] and male = 157 [46.18%]). Correlation analysis was applied to test the association between perceived stress, all dimension of coping and fear of COVID-19. Multivariate analysis of variance was used to investigate between-gender differences. For mediating and moderating effect of coping primary coping style were used. Results: MANOVA reviled that significant differences occurred in perceived stress, 3 primary coping styles and fear of COVID-19 based on a gender. Stepwise regression analysis extracted the most significant predictors of fear of COVID-19. Perceived stress was the strongest predictor in general and in both genders. Denial and self-distancing were significant coping subscales in males, while humour and denial were significant in females. Conclusions: Perceived stress and coping strategies that students used to deal with the situation moderately defined their fear of COVID-19 outbreak, with perceived stress being the strongest predictor.
