    Artykuł podejmuje zagadnienie roli Policji w państwie prawa. Skupia się na jednej z najbardziej kontrowersyjnych kwestii, jaką jest stosowanie środków przymusu bezpośredniego przez policjantów. Autor poprzez analizę przepisów prawa regulujących stosowanie środków przymusu i zestawienie ich z ogólnymi normami moralnymi płynącymi z prawa naturalnego stara się znaleźć etyczne usprawiedliwienie stosowania przymusu przez legalną władzę w państwie. Próbował także zbadać, jak owo prawo wpłynęło na sformułowanie etyki zawodowej policjanta, czyli zasad, którymi ma się kierować funkcjonariusz w służbie społeczeństwu.
    The article addresses the issue of the role of the Police in a state governed by the rule of law. It focuses on one of the most controversial issues, namely, the use of measures of direct coercion by police officers. By analyzing legal regulations governing the use of coercive measures and comparing them with general moral norms based on the natural law, the author attempts to find ethical justification for the powers of constraint exercised by legal, state authorities. An attempt has also been made to investigate how this law influenced the professional ethics of the police, i.e. the rules that officers should follow in their service to the public.

Celem artykułu jest przedstawienie Policji jako formacji posiadającej rozległe uprawnienia, co składa się na jej wielowymiarowy charakter. Artykuł zawiera zarys systemu doboru kandydatów do służby w Policji. Ukazano również problematykę etycznych aspektów zawodu policjanta.
    The article is devoted to general characteristics of the Police as a formation of armed and uniformed. The design of this study shows the many aspects of the Police in the context of its overall analysis of the structure and explanation of the tasks performed by it. The aim of the article is to present the Police as an formation with extensive powers which consists of its multidimensional nature. The article contains the outline of the system of selection of candidates to serve in the police. It shows also the issue of the ethical aspects of the profession of police officer.

    The values and patterns of behavior of officers of the pre-war State Police find their reference in today’s rules of professional ethics for both policemen and officers in charge of public security and order. It is not without significance for today’s Police that the duty of an officer of the State Police to take control, both in the service and in private life, with the commandments that confirmed him in need to help those in need. Appealing to the values that are the foundation of the service is combined with the knowledge of the basic terms used in ethics. Determining whether the values raised in today’s service are not alien to police officers justifies the scientific exploration of the problem area in the title of the study. The article presents partial results of a survey carried out at the Police Academy in Szczytno on a group of policemen studying or undertaking vocational training, which refer to the issue discussed. Their goal was to determine, among others knowledge of the principles of professional ethics in force in the Police and the sources of their knowledge about these principles. In addition, the article attempts to diagnose standards that Polish policemen are guided by, among others by indicating the state of their knowledge in terms of attitudes and values that they should follow in their daily service.

    The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

Problematyka ta została ujęta w wymiarze historycznym, a także współczesnym z wyraźnym uwzględnieniem nowej filozofia działania – Community Policing.
    The professional ethics of a policeman constitutes a certain set of moral principles, covering both, those generally applicable in a particular era and society, and those arising from the character of the profession. According to police officer’s code of ethics, whose main objective is to respect human dignity in every situation and in relation to everyone, ethics should be an expression of a police officer’s responsibility towards and for people. The aim of the article is to show the ethical aspects of the Police in Poland, the process of shaping the principles of ethics and the knowledge of the rules of conduct among police officers and au-thorities. These issues have been presented in the historical as well as contemporary dimen-sion with reference to the new operating philosophy - Community Policing.

    Etyka zawodowa policjanta stanowi pewien zbiór zasad moralnych, obejmujących zarówno powszechnie obowiązujące w określonej epoce i społeczeństwie, jak i wynikające ze specyfiki wykonywanego zawodu. Na bazie problemów teorii przedstawionych w pierwszej części artykułu (Zagadnienia Społeczne 2(12) 2019) przeprowadzono badania ankietowe policjantów koncentrując je na pytaniu: jaką wiedzę i jakie poglądy w kwestii zagadnień etyki zawodowej prezentują policjanci?

The aim of the article is to show the ethical aspects of the Police in Poland, the process of shaping the principles of ethics and the knowledge of the professional conduct rules among police officers and authorities. These issues have been presented in the historical as well as contemporary dimension with reference to the new operating philosophy – Community Policing. Based on the problems of theories presented in the first part of the article (Social Issues 2(12) 2019), a survey among policemen was conducted, focusing on the question: what knowledge and views on issues of professional ethics are presented by police officers?

    Policjantów, jak i funkcjonariuszy innych służb mundurowych oraz żołnierzy zawodowych, dotyczą szczególne uprawnienia, ale również szczególne obowiązki oraz ograniczenia. Niektóre z tych ostatnich wkraczają także w życie prywatne policjantów. W artykule poddano analizie postać i zakres tych obowiązków oraz ograniczeń, odnosząc się zarówno do ustawy pragmatycznej, jak i aktów wykonawczych oraz orzecznictwa sądowego. Wyjaśniona została także istota stosunku służbowego w formacjach zmilitaryzowanych, dyspozycyjności oraz podległości służbowej i ich wpływu na kształt i zakres obowiązków oraz ograniczeń, którym podlegają policjanci nie tylko w związku ze sprawowaniem służby, ale i w życiu prywatnym.
    The obligations and prohibitions laid down in the pragmatic act and implementing rules influence not only the way police officers behave when on duty but also their private life after service. The aim of this article is to present how far these acts enter into police officers’ private lives and where the border between duty and private life lies. The author of the article also explains the essence of the work relationship in militarized formations, the availability, the subordination and the submissions. In the article the author analyzes the obligations and restrictions included in The Police Act of 1990 as well as the influence of professional ethics on the way police officers behave in their private lives. On the basis of juridical decisions, the author of the article tries to prove that police officers are reported for breaches in professional ethics not only whilst on duty but also in their private lives.
