The text is concerned with the history of police education in 1919–1939. The reconstruction of Polish statehood after World War I involved the establishment of a service responsible for security and order in the country in 1919. Parallel to the organisation of the State Police, work on the creation of a modern system of police education continued. Throughout the period of this force’s existence, many reorganisations were made in order to create a system that would ensure the professional preparation of police offi cers for service. The article presents only an outline of the changes related to police education in the interwar period, and does not fully exhaust this subject matter.

In the modern world, the term ‘security’ is so widely used that adjectives must be used to describe the type of scientific considerations, e.g. ‘public security’. Safety is an indispensable element affecting the functioning of every human being. The number of threats in the modern world is so large that it is necessary to introduce new educational solutions for a wide range of entities in order to effectively oppose any behaviour that causes discomfort to citizens. The activity of police education for most readers is associated with the preparation of an officer for service on our streets. Nevertheless, the scope of activity of this type of facilities is much wider. The following article attempts to present several levels of activity that indirectly translate into public security. The training offer of police schools is addressed not only to police officers, but also to external entities that carry out tasks related to ensuring security and public order.

2020 is another special year in the history of the Police College in Szczytno. The fourth decade of its existence begins in this year. At the same time, it is a good time to take a retrospective look at the past 30 years of functioning of this university. This is all the more valuable because its author has actively participated in its life for almost all of these years, as a listener and then as an employee (policeman) at the executive and management levels. The perspective of thirty years of functioning of the Police College presented in the article concerns primarily its evolution, which is a consequence of the expectations of the police management and the interior ministry. At the same time, it presents its development as an academic centre, providing education at an increasingly higher level. The real dimension of this direction of development is the University’s ability to award further, increasingly higher titles and degrees. This is the result of the involvement of the academic and teaching staff of the university, but also of its management. This article shows the path taken by the Police College in Szczytno from the university, being the resultant of the socio-political changes of the late 1980s and early 1990s of the last century, to the university being the leading academic centre in the Republic of Poland which educates in the field of social sciences and conducts research showing the relationships between the disciplines included in this one field of science. It not only allows the professional staff of the department’s services to be trained, but also to discover new opportunities for providing safety.

The subject of this Article is the offi cial position of the commandant of the Police Academy in Szczytno. In contrast, the author’s aim is to present the process of shaping the special attributes of this position, which is the status of an academic teacher. The article presents the se quence of organisational and legal changes to which the academic institution in Szczytno has been subject since 1972, as well as their impact on combining the status of academic teacher with the position of commandant of the Police Academy in Szczytno. The author comes to the conclusion that the process, which led to combining the status of an academic teacher with the position of the commandant rector of the Police Academy in Szczytno, was extremely tedious. This outcome was achieved only in 2018, i.e. almost fifty years after the unit in Szczytno obtained the status of a higher school. In the author’s opinion, it is an appropriate solution, because it fulfi lls the postulate of uniformity and systemic cohesion. Thanks to this, the legal situation of the rector of a higher education institution subordinate to the minister responsible for internal affairs was equated in the discussed scope to the situation of rectors of military higher education institutions and other rectors of public higher education institutions. In the opinion of the author, linking the position of the rector of a government service higher education institution with the status of academic teacher is also benefi cial for the institution itself and the person holding this offi ce. The author emphasises that the officers appointed to the position of commandant rector will be able to carry out scientifi c research activities and educate scientifi c staff in the institution they manage as academic teachers. A higher education institution may, in turn, list them and include their scientifi c output in the lists and reports required to be prepared as part of the procedures for the assessment of the quality of education provided by the institution and for the evaluation and categorisation of its scientific activities.

In 2015, the police management decided that the current training system is not able to meet the enormous training needs. The prospect of the inevitable departure from the service of experienced teaching teachers – police teachers will aggravate this problem. At the same time, many former police officers – although they probably would like to – do not have the opportunity to work for the state, despite the fact that the need for changes and the lack of systemic solutions in this matter has been spoken about for years. The use of retired officers in police education requires the creation of solutions enabling them to be employed as police and academic teachers. The article outlines the concept of proposed solutions, their effects and anticipated threats.

The Police Academy in Szczytno has a long and very variable history. Over the years, in place of existing militia schools of a military nature, new ones have been created, which were to meet the didactic needs of the then Civic Militia. Political changes from the early 1990s brought a wave of reforms in various areas of social and political life in The Republic of Poland. Serious reforms also concerned the security and public order authorities, including the newly appointed Police. A number of major changes were introduced to the level of police education, and in particular in the newly established Police Academy in Szczytno. These were not only formal changes, but ones that actually diametrically changed the profile and functioning of the academy. It was on the wave of these changes that the academy boldly started, and in the following years intensively developed, cooperation with Polish security and public order formations, to an extent that had not been done here until then. In this article, the author wishes to demonstrate, in a synthetic way, the participation of the academy in the process of improving the staff of the Polish security and public order system through intensively conducted cooperation in this field, not only in the didactic dimension, but also in scientific research

In 2020, it has been thirty years since the Police Academy in Szczytno was established. The article discusses how, over these years, forensic techniques have been taught through the prism of individuals, types of training courses, number of teaching hours, conferences, symposia, publications, research projects and coursebooks. The text has been prepared based on an analysis of the available printed and online publications as well as on interviews with former and current employees of the Police Academy in Szczytno. The research question to be answered is whether the process of teaching forensic techniques has changed over the last 30 years.

Przebieg interwencji jest różny w zależności od charakteru zdarzenia. Przekazanie informacji – edukacja, osób biorących udział w interwencji może zdominować przebieg działań policyjnych. Zapewnienie odpowiedniej wiedzy na temat np. praw i obowiązków powinny być realizowane najpełniej w społecznościach lokalnych, gdzie policjant-dzielnicowy – zobowiązany jest do wychodzenia poza ramy swoich zadań w celu jak najpełniejszej ich realizacji. W artykule wskazano aspekty edukacyjne towarzyszące przeprowadzanym interwencjom policyjnym. Treści te zostały opracowane na podstawie merytorycznej analizy tekstów i materiałów źródłowych.
The course of intervention varies depending on the nature of the event. Providing information – educating people involved in an intervention, may dominate the course of policing. Providing adequate knowledge on, for example, rights and obligations should be fully implemented in local communities where a police officer – a district police officer – is obliged to go beyond his/her tasks in order to fulfill his/her tasks as fully as possible. The article indicates the educational aspects accompanying the conducted police interventions. These contents were developed on the basis of a substantive analysis of the texts and source materials.

The article describes the system of police education in the Czech Republic on the basis of the mandatory obligations that regulate it. Most importantly, it is act No. 361/2003 Coll. on Service Relationship of Members of the Security Corps, whose section 45 contains the obligation of the Security Corps’ members to educate themselves. Having described the specificity of the Czech Police in the light of the abovementioned regulations, and having depicted the educational system that prepares Czech policemen to their service, the authors follow on to the assessment of the current state of police education in Czech Republic backed up by statistic data. Finally, fact-based scenarios are presented on how the contemporary Czech police education system may be improved in the future.

It seems necessary that the police surroundings should get known about the natural environmental protection which sozology is. During the research that I carried out among the policemen I’ve done the questionnare about information and ecological consciousness of the police. I’ve examined 500 policemen. Just 2 % of the surveyed brought the environmental protection to their mind, 98% wrongly thought just about ecology. This situation forces wider defining teh sozology and presenting its episthemological and methodological aspects. What is more it demands wider participation in police teaching programmes.
