    Opis:
    Due to the coexistence of continuity and discreteness, energy management of a multi-mode power split hybrid electric vehicle (HEV) can be considered a typical hybrid system. Therefore, the hybrid system theory is applied to investigate the optimum energy distribution strategy of a power split multi-mode HEV. In order to obtain a unified description of the continuous/discrete dynamics, including both the steady power distribution process and mode switching behaviors, mixed logical dynamical (MLD) modeling is adopted to build the control-oriented model. Moreover, linear piecewise affine (PWA) technology is applied to deal with nonlinear characteristics in MLD modeling. The MLD model is finally obtained through a high level modeling language, i.e. HYSDEL. Based on the MLD model, hybrid model predictive control (HMPC) strategy is proposed, where a mixed integer quadratic programming (MIQP) problem is constructed for optimum power distribution. Simulation studies under different driving cycles demonstrate that the proposed control strategy can have a superior control effect as compared with the rule-based control strategy.

    W pracy przedstawiono algorytm matematyczny powiązania wektora prędkości wiatru z mocą wiatrową turbiny wiatrowej (silnika wiatrowego) oraz jej sprawnością. Omówiono podział konstrukcyjny silników wiatrowych i przedstawiono ich sprawność. Dokonano również podziału turbin wiatrowych w stosunku do ich mocy i podano zastosowanie dla poszczególnych przedziałów mocy.
    The document presents an algorithm for linking the wind speed vector with the wind turbine’s (wind engine’s) power output and efficiency. Different wind engine structures and their efficiency have been discussed. Wind turbines have also been divided according to their power output, and use cases for individual power ranges presented.

    Podstawowym kryterium dopuszczalności podziału nieruchomości na terenach innych niż rolne i leśne jest zgodność projektowanego podziału z planem miejscowym, a w przypadku braku planu – z ustaleniami decyzji o warunkach zabudowy i zagospodarowania terenu. Niezależnie od wskazanych dokumentów planistycznych, podział może nastąpić na ściśle określone cele. Jednym z nich jest wydzielanie gruntów, których własność lub użytkowanie wieczyste zostały nabyte z mocy prawa. Celem artykułu jest prezentacja i analiza przypadków, w których mamy do czynienia z nabyciem gruntów z mocy prawa, co uzasadnia dokonanie podziału nieruchomości bez względu na kryteria planistyczne. Przykładem są postępowania dotyczące nabycia przez podmioty publicznoprawne własności gruntów zajętych pod drogi publiczne, komunalizacji mienia, nabycia użytkowania wieczystego gruntów przez państwowe i komunalne osoby prawne (tzw. „uwłaszczenie”), uregulowania tytułu prawnego do gruntów przez przedsiębiorstwo PKP. W opracowaniu przedstawiono podstawy nabycia nieruchomości z mocy prawa, ich uwarunkowania, zakres oraz uprawnione podmioty. W praktyce często dokonywane są podziały nieruchomości niezależnie od ustaleń planistycznych, w celu regulacji stanu prawnego gruntów zajętych w przeszłości pod drogi publiczne. .Dlatego zagadnieniom tym poświęcono szczególną uwagę, wskazując zakres dokumentacji, liczbę wydanych decyzji orzekających o nabyciu nieruchomości przez Gminę Kraków i Skarb Państwa w analizowanym okresie, a także kwotę ustalonych odszkodowań dla właścicieli.
    The basic criterion allowing for the subdivision of real estate other than agricultural or forest land is compliance of the planned subdivision with the local plan or, in the absence of a plan, with the provisions of the zoning permit. Regardless of the mentioned planning documents, the subdivision may be carried out for specific purposes. One of them is parceling out of land whose ownership or perpetual usufruct have been acquired by virtue of law. This article aims to present and analyze the cases in which we deal with the acquisition of land by virtue of law, which justifies a subdivision of property, regardless of the planning criteria. The subdivision aimed at parceling out land whose ownership or perpetual usufruct have been acquired by virtue of law applies to such cases in which the legislature has legally parceled out a new property by specifying the entity who has acquired the rights to a part of the property, but there is a need to define boundaries of the acquisition. The examples include proceedings relating to the acquisition of land ownership occupied on 1 January 1999 by public bodies for public roads, municipalization of State property, the purchase of perpetual usufruct of land and ownership of buildings as of 5 December 1990 by state and municipal legal persons having the right of management (the so-called “enfranchisement”), regulating the legal title to land by the PKP (Polish Railroads) company. The paper presents the basis for the acquisition of real estate by virtue of law, the conditions, scope and authorized entities. In practice, subdivisions of real estate are frequently carried out, regardless of the planning decisions, in order to regulate the legal status of land seized in the past for public roads. Therefore, special attention was paid to these issues. Basing on the research, the scope of the documentation for regulating the legal status of the land seized in the past for roads, the number of the issued decisions determining the acquisition of real estate by the Municipality of Krakow and the State Treasury in the analyzed period, and the determined amount of the compensation for the owners, were determined. The research material included the legal provisions, judicial decisions, the study conducted on the property of the Municipality of Krakow.
