    Artykuł przedstawia skrótowo wyniki badań, których celem jest typologia oraz identyfikacja ról uczestników planowania przestrzennego. Metody użyte w badaniach opierają się głównie na krytycznej analizie przepisów konstytuujących system planistyczny oraz na obserwacjach własnych, zgromadzonych w czasie praktyki urbanistycznej. W wyniku badań zidentyfikowano dwie grupy uczestników procesów planistycznych: aktywnych i biernych. Uczestnikami aktywnymi są: podmiot, współpodmioty oraz partycypanci, natomiast uczestnikami biernymi: klienci i konsumenci. Każdy z nich odgrywa określoną rolę w systemie, która wynika z zakresu władztwa planistycznego, kompetencji oraz gotowości do współdziałania. Wyniki badań mogą być przyczynkiem do analizy systemów planistycznych, w których kryterium będzie stanowić stopień współuczestnictwa różnych uczestników.
    The article briefly presents the results of studies aimed at typology and identification of the roles of spatial planning partakers. The methods used in the studies are mainly based on a critical analysis of the provisions, that make up the planning system and on own observations collected during the professional activities. The study identified two groups of partakers in planning processes: active and passive ones. Passive participants are originator, co-originators, and participants, while passive participants are customers and consumers. Each of them has a specific role in the system, which results from the scope of planning power, competence, and willingness to cooperate. The results of the studies may contribute to the analysis of planning systems, in which the criterion will be the degree of complies of different participants.

    This article focuses on the amendments to the Act on Spatial Planning and Development introduced by the amendment of this normative act. The features of the new planning document, which will be a general plan, were indicated, while defining the scope of its regulation. The role of the local spatial development plan resulting from the amendment to the Act and the space regulated by this act of local law were also presented. Changes concerning the decision on setting development conditions were also indicated and transitional provisions were outlined.
    Niniejszy artykuł skupia się na zmianach w ustawie o planowaniu i zagospodarowaniu przestrzennych wprowadzonych przez nowelizację tego aktu normatywnego. Wskazano cechy nowego dokumentu planistycznego, jakim będzie plan ogólny określając jednocześnie zakres jego regulacji. Przedstawiona została także rola miejscowego planu zagospodarowania przestrzennego wynikająca z nowelizacji ustawy oraz przestrzeń regulowana przez ten akt prawa lokalnego. Wskazano także zmiany dotyczące decyzji o ustaleniu warunków zabudowy i nakreślono przepisy przejściowe.

    Opis:
    Spatial planning is a set of complex processes that aim to determine the correct location of objects in the established area subject to planning procedures. Planning documents, executed at all levels of detail, must consider the current state of land development, both in the area subject to land-use planning procedures and adjacent areas. Hence, the creation of such documents must be preceded by multiple analyses. These considerations should lead to the determination of conditions to be met by future land development elements in such a way as to take into account and use the existing ones. Because land use elements such as river network, road networks, buildings or forest areas are considered examples of random fractals, it was considered that the detection of fractal structures in area subject to land-use planning procedures could facilitate decision-making processes during creation of planning documents on a regional scale. This paper checks if it is possible to mathematically describe the clear chaos that prevails in the existing area subject to land-use planning procedures and if the use of fractal analysis in spatial planning is possible. The research was based on data from the Database of General Geographical Objects and the Bank of Local Data. Analyses were conducted within the borders of provinces.

    The article is devoted to strategic planning issues in communes, districts and regions. The author presents his own model procedure standard for the construction of territorial self-government unit development strategy. It was constructed based on Polish self-government experiences, professional literature, as well as research and implementation studies conducted by the author in a few dozen of Polish self-government units during the last fifteen years. The initial part of the article presents conditions to be met by such a plan. The main body describes nineteen stages of territorial self-government unit development strategy construction. The crucial covered issues are: the decision about strategy construction, the choice of its executor, diagnoses, social consultancy, strategic analysis, mission, vision, objectives, strategic tasks, horizontal and vertical compliance, financing, approval and implementation.

    Designing a warehouse layout is an important problem, which plays a role in a life cycle of a company. Generally, two main types of layout decision problems are mentioned in literature. The first problem is usually called facility layout problem while the second one is internal layout designing problem or aisle configuration problem. Merging them both, the procedure for rational searching of optimal warehouse layout is prepared. It was decided to prepare the procedure as an optimisation procedure of functional and spatial areas. The procedure is a part of the logistics facilities designing method because a sketch layout of logistics facility is an important part of the method of logistic facilities designing. The paper briefly describes the location of the procedure in the method. Regarding functional and spatial layouts designing, model was expanded with mathematical formulas of certain geometrical parameters. Particular emphasis on warehouse geometry is important due to the fact that many other issues depend on these parameters in warehouse designing process. The paper consists of a problem definition, mathematical model formulation and precise descriptions adequate to mathematic notations. What is more, the example of procedure application implemented into the software is given. The software is the implementation of the procedure and the whole method itself.

    This paper deals with the problem of selection the most suitable trip-modelling tool (TMT), which is a part of the more complex integrated transport planning system (ITPS) at the regional scale. Since an application of TMT is not autonomous and several different users exist the selection problem is not a trivial. In this paper, an original five-phase selection procedure is presented. The first phase consists in specification of both, detailed expectations of all identified users and technical requirements of ITPS. Second phase deals with research on available TMT while a third one is concentrated on defining a comprehensive set of criteria. In this phase critical criteria as well as selection criteria are defined. First one is utilised to eliminate unacceptable TMTs in phase four and second one to evaluate and select most adequate TMT in phase five. In the paper an exemplary application of this procedure is presented. The authors have defined 2 critical criteria and a set of 19 selection criteria. The last one is divided into 3 main subsets, i.e. functional, technical and financial contexts of selection process. All the selection criteria are characterised by 43 sub-criteria and some of them are more detailed extended. Using this procedure 3 out of 6 alternative TMTs including Emme, Aimsun and Visum have been initially accepted and next evaluated. Finally, Visum has been selected and recommended for application into ITPS.
