Opis:
This study summarizes the achievements of Ukrainian sociolinguistics at the turn of the 21st century in the field of studying the languages of national minorities in Ukraine. The relevance of the study lies in the influence of the new worldview paradigm. Its goal is to preserve and protect humanity’s unique cultural heritage, which is under threat of reduction or destruction. The topicality of sociolinguistic studies of the languages of national minorities is also associated with the changing socio-political context in post-Soviet countries, especially in Ukraine. Consequently, there is a need for sociolinguistic monitoring of the linguistic situation, as well as for studying the conditions and mechanisms of linguistic behavior of minorities in bilingual and multilingual regions. It is also important to develop practical recommendations on the balance of linguistic rights and cultural needs of Ukrainian ethnolinguistic communities. The study is presented as part of the research project entitled “Practices of language protection of the European linguistic and cultural space and the prospects for language policy in Ukraine” (2019–2023). The method of diachronic description allows us to trace the evolution of research ideas and the changes in methodological premises regarding the problems of language evolution in Ukraine from the times of the USSR to the present day.
Niniejsze badanie podsumowuje osiągnięcia ukraińskiej socjolingwistyki przełomu XX i XXI wieku w zakresie studiów nad językami mniejszości narodowych w Ukrainie. Aktualność owego badania wynika z oddziaływania nowego paradygmatu światopoglądowego, którego prymarną funkcją jest świadomość ekologiczna. Jej celem jest zachowanie i ochrona unikalnego dziedzictwa kulturowego ludzkości, któremu zagraża niwelacja lub zagłada. Tak duże zainteresowanie kwestią języków mniejszości narodowych jest związane również ze zmieniającym się kontekstem społeczno-politycznym w krajach postradzieckich, zwłaszcza w Ukrainie. Dlatego też istnieje pilna potrzeba socjolingwistycznego monitorowania sytuacji językowej, a także badania warunków oraz mechanizmów zachowania języków mniejszościowych w regionach dwujęzycznych i wielojęzycznych. Ważne jest również opracowanie praktycznych zaleceń dotyczących równoważenia praw językowych oraz potrzeb kulturowych społeczności etnolingwistycznych Ukrainy. Badanie zostało przeprowadzone w ramach projektu naukowego „Praktyki ochrony językowej europejskiego obszaru językowo-kulturowego oraz perspektywy polityki językowej na Ukrainie” (2019–2023).Stosowana w badaniu metoda opisu diachronicznego pozwala śledzić ewolucję poglądów badawczych,a także zmiany w metodycznych założeniach dotyczących problemów konstrukcji języka w Ukrainie od czasów ZSRR po dziś dzień.

The article has considered the general principles and capabilities of the medical support of NATO troops, confirmed the expediency of further transformation of tasks and functions of the state in terms of medical support of troops (forces) of the security and defense sector of Ukraine in crises through the approximation to the relevant NATO standards, justified the need to implement the Euro-Atlantic experience of rendering medical care, use the general framework of categories and concepts, principles of the evaluation of capabilities (assets) of medical support which will contribute to the development of integrated medical space for medical defense of troops (forces) and elaboration of individual crisis response model taking into account the basic international requirements. The authors have determined the priority tasks of further cooperation between Ukraine and the North Atlantic Treaty Organization in the context of the reforms of medical logistics. It has been substantiated the need to keep reforming military medicine in conformity with NATO standards and recommendations that will promote an active involvement of medical services of troops (forces) in medical support of national and multi-domestic contingents during crises and adaptation of interoperable medical capabilities of joint missions under the auspices of NATO and the UN. The research has analyzed the mechanisms of interdepartmental coordination on medical support of troops (forces) and proved the feasibility of using the experience of NATO member states in the organization and functioning of the system of medical support of the military contingent with the adaptation of NATO doctrinal documents to the realities of modern Ukraine.

Poland is preparing for the development of marine plans. In accordance with the demands stated in the MSP Directive on planning, a lot of attention is paid to the two-sided interactions between onshore and offshore areas. Coastal areas are very sensitive to various impacts, as well as the difficult subject of planning, yet it is of great significance to the development of marine areas with sustainable use and long-term benefits for the society. Therefore, plenty of issues must be taken into consideration during the course of the planning process. The main objective of this article is an attempt to present, on the basis of experiences gained in the Polish territories, which information may be useful in planning the land — sea relations within the scope of marine spatial planning. The resulting analysis of local plans for spatial development of coastal municipalities (lsdp) allows identification of vital factors stimulating or hampering development of the marine areas adjacent to these municipalities. It also provides background material to state whether it is possible or not to couple development of the municipalities with the marine resources. The Polish coast is covered with 190 local plans, related to a coastal zone or its closest vicinity. Particular municipalities show a different level of advancement in the preparation of their plans. There are numerous general records of very general nature, which do not precisely refer to a specific policy, but rather provide for certain investments or functions.
Polska podąża w kierunku rozwoju morskiego planowania przestrzennego. Zgodnie z wymogami dyrektywy MSP w planowaniu dużą wagę przywiązuje się do interakcji ląd morze. Bardzo wrażliwą i trudną przestrzenią do planowania jest obszar przybrzeżny, mający duży wpływ na obszar morski. Dlatego istnieje wiele zagadnień, które należy wziąć pod uwagę w ramach procesu planistycznego. Głównym celem artykułu jest próba wykazania, na przykładzie polskich doświadczeń jakie informacje mogą być przydatne aby planować relację ląd-morze w ramach planowania przestrzennego morza. Idąca za tym analiza miejscowych planów zagospodarowania przestrzennego gmin nadmorskich (mpzp), pozwalających rozpoznanie istotnych czynników stymulujących lub hamujących rozwój obszarów morskich przyległych do tych gmin. Umożliwiła także wskazania czy możliwe jest powiązanie rozwoju gmin z zasobami morskimi. Polskie wybrzeże pokryte jest 190 planami miejscowymi położonymi w pasie nadbrzeżnym bądź w jego bezpośrednim sąsiedztwie. Stopień pokrycia obszarów gmin planami miejscowymi jest bardzo zróżnicowany. Wiele zapisów jest bardzo ogólnych, nie precyzujących konkretnych zamierzeń a raczej umożliwiających pewne inwestycje czy funkcje.

Najważniejszy dokument planistyczny jest sporządzany na szczeblu gminnym i jest nim miejscowy plan zagospodarowania przestrzennego. Dokument ten zawiera zapisy fundamentalne dla obywateli, jego treść wpływa bezpośrednio na zmiany zachodzące w gminie, prowadzoną politykę, gospodarkę oraz przeciwdziałanie zagrożeniom środowiska. Ze względu na wysoką rangę tego dokumentu w artykule zwrócono uwagę na działania planistyczne prowadzone w celu uchwalenia planu miejscowego, a także oceniono, jak samorządy gminne wywiązują się ze swoich zadań. Analizie poddano prace planistyczne prowadzone na terenie gminy Krzeszowice. Podkreślono czasochłonność działań planistycznych oraz zaakcentowano prawdopodobne przyczyny tego zjawiska. W artykule zwrócono uwagę na warunki wprowadzone ustawą o planowaniu i zagospodarowaniu przestrzennym, szczególnie podkreślając wpływ jej zapisów dotyczących określonej procedury oraz terminów przewidzianych na poszczególnych etapach prac planistycznych.
The document that has the greatest impact on the development of a municipality in terms of spatial planning is the local land use plan. The document determines the development of the municipality and has a direct impact on its policy, people, economy and the environment. In this article the attention was drawn to the planning works which are carried out in order to accept the local plan. It also has been estimated, how the local governments fulfill their obligation associated with the local land use plan. The procedures of creating such planning and the contents of them as well as subsequential phases of the spatial planning has been analysed on the example of Krzeszowice municipality. It was emphasized, that the procedure is very long and the probable reasons of this phenomenon was emphasized too. In the article was emphasized the considerations, which must be induced in a local plan, which was introduced by the Planning and Spatial Development Act. In accordance with the act, the order of the procedures and time limits for the various stages of planning are particularly important.

Integrating the ecosystem services (ES) concept into land-use planning has been the focus of researchers in recent years. Forwarding this objective in order to foster human well-being, urban and regional planning became the focus of research efforts. Furthermore, governance research has been beneficial in studying the coupling of ecosystem services and planning processes. Thus, in this explorative case study we have analysed the governance of urban and regional planning in two case studies – Rostock and Munich – in order to gain insights about the role and value of ecosystem services among planning actors. We conducted semi-structured interviews to identify relevant parameters to facilitate integrational approaches of ecosystem services into decision-making in the context of cross-sectoral urban and regional planning. Based on our results, we argue for a change of the perspective of ES within planning practice. Instead of ecological or economic endeavours, the contribution of ES to human well-being should be in the centre of attention. Human well-being as an overarching aspiration may have the potential to shift ecosystem services from sectoral to cross-sectoral planning.

The paper deals with the plain language movement in Sweden from the Polish perspective. Plain Swedish is endorsed by law as an objective of state policy and there is a state body responsible for the quality of public language. The concept of plain language belongs to speech and language planning and is considered to be a central part of Swedish language policy. Polish law only provides protection for the Polish language. As a result, there is neither Polish speech and language planning to promote simple and comprehensible use of official language nor any state body dealing with these issues.
Artykuł jest poświęcony działalności na rzecz kultury języka urzędowego w Szwecji na tle sytuacji językowej w Polsce. W Szwecji już od ponad 30 lat dąży się w usystematyzowany sposób do stworzenia prostszego i bardziej zrozumiałego języka urzędowego. Podstawowym pojęciem w tym zakresie jest klarspråk, w dosłownym tłumaczeniu „jasny język”. Dążenie do stworzenie zrozumiałego języka organów administracji wynika z głęboko w społeczeństwie szwedzkim zakorzenionych zasad demokracji. Uznaje się, że zarówno akty prawne wyższego rzędu jak i dokumenty urzędowe niższej rangi powinny być zrozumiałe i dostępne dla możliwie szerokiej grupy odbiorców, co prowadzi do usprawnienia współpracy między urzędami a obywatelami i przyczynia się do lepszego korzystania obywateli z ich praw.

The essential aim of the article is the theoretical analysis of the normative basis of the Polish state policy in the field of energy security. The analysis begins with the presen-tation of the state policy and energy policy concepts. The author argues that in the Polish legal order the concept of energy policy is concentrated around the premise of energy security. The next part of the analysis deals with the issues of categories of the norms shaping and implementing of the energy security policy in the Polish legal order. This part of the considerations shows that the normative basis for the determination, implementation and verification of political actions taken by the public authorities in the field of energy security requires the use of specific normative structures. The analysis refers to the conception of ‘goal-oriented norms’. The norms of this kind set binding goals, directions and conditions for the actions of state authorities as well in the field of energy policy. The types of the acts which concretize the goal-oriented norms (e.g. task-oriented norms; directional and determinative norms; planning norms) in the discussed field of state policy are also discussed.

Objectives: The objective of this article is to identify the reasons for the emergence of urban sprawl in Poland, with particular reference to selected medium-sized cities in the Małopolska voivodeship, located at different distances from Kraków. The second objective of this article is to indicate the awareness of the authorities of these cities of the influence of the core city (Kraków) and their efforts to use this phenomenon for their own developmental goals. Research Design & Methods: Documents defining the socio-economic development policies of Limanowa, Niepołomic and Nowy Targ were used for the analysis, as well as selected quantitative data indicating the direction and strength of the urban sprawl. An important element of this article is an indication of the consequences of this phenomenon and remedies for public administration of various levels in Poland. The model of gravitational potential was utilised as the research basis. Contribution / Value Added: As an added value, an attempt should be made to indicate the relation between the values of indicators and the policy of local development (actions of local authorities to eliminate negative effects of the urban sprawl phenomenon). Implications / Recommendations: Although the urban sprawl phenomenon is involuntary (and ubiquitous), it can be controlled, and the lack of actions to control consequences will make them even more acute. Solutions should be systemic in nature and implemented at the level of central administration in Poland, but the attitude of local authorities is also important. In addition, the influence of Kraków on its functional surroundings has a different strength and character. From the point of view of local authorities, it is important to diagnose strength and character (positive or negative) in order to properly choose the direction of the given city’s development policy.

Urban regeneration is extremely important process for Russian cities, which faced to the challenges of post-industrial economy. In an attempt, to explain needs of urban regeneration in Russian megacities author analyzed the social and economic trends and some historic features of Russian cities development. The article identified the key areas for regeneration such as the regeneration of historic core, the regeneration of the urban environment due to the massive constructions of sport facilities and associated infrastructure and the complex regeneration through the implementation of key spatial strategies and several projects. In conclusions author summarizes the main task of regeneration projects carried out in Russia and offers some recommendations to improve the implementation process.

Objective: In this article Urban Functional Areas (UFAs) and their essence of matter and leading qualities are considered through the prism of theoretical concepts such as transaction costs, the concept of territorial capital and the space of flows with connection to the network economy. Research Design & Methods: Each theoretical concept prompts its own group of intervention instruments in the processes of territorial development. On this basis the authors focus on explanation of the possibility of public intervention in the functioning and development of urban functional areas. Contribution / Value Added: This article has a theoretical character but formulates general basis for elaboration of integrated development policy on the level of local self-government co-operation”. Finding and recommendations: The authors show that the territorial authorities and enterprises in Urban Functional Areas should integrate their development policies around the “new quality resource” in the form of territorial capital. The territorial capital in UFAs of modern economies becomes the most important source of building long-lasting competitive advantages for businesses.

Opis:
The paper examines the way and the extent to which language policies have affected the development of the Polish language especially in recent times, since the so-called end of the communist era. The discussion revolves round the Polish Language Act of 1999 which set the rules appropriate to ‘protecting’ Polish from ‘foreign influences’ (English in particular). Subject to examination is the Act’s origins, the government’s motives for it, as well as amendments the Act has undergone since it was first promulgated in 1999 and the justifications for them. Finally, the paper addresses various practical implications stemming from the Act and manifested in a number of more or less spectacular actions taken by the competent bodies and authorities in order to protect the Polish language.

Opis:
Former industrial suburbs, which are now the object of economic and functional transformations almost everywhere in Europe, are suitable testing grounds for implementing a more sustainable urban development. The case of the northern suburbs of Paris, which we will look at here, shows that there is no lack of political will or regulatory tools for imagining and planning this sustainable city. However, the social problems that affect these suburbs are a definite impediment to its realization.

Opis:
One of the main tasks of the community (affecting, i.a, establishment of the areas’ purpose and determination of the areas’ development) covers shaping and conducting spatial policy. The indicated task until the entry into force of the Act of 05th July 2018 on facilitating the preparation and implementation of housing and associated investments (i.e. Ustawa z dnia 05 lipca 2018 r. o ułatwieniach w przygotowaniu i realizacji inwestycji mieszkaniowych oraz inwestycji towarzyszących, hereinafter u.p.r.i.m.i.t.) was implemented by institutions specified in the Act of 27th March 2003 on spatial planning and development (Ustawa z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym, hereinafter u.p.p.), i.e.: study of the conditions and directions of spatial development of the commune and a local spatial development plan. The provisions of the u.p.r.i.m.i.t. introduced new legal institutions into the legal order with aim to fulfil aforementioned task. The indicated institutions were to (in the assumption of the legislator) simplify and improve the administrative procedures related to the preparation and implementation of investments, however the legislator covered with u.p.r.i.m.i.t. only regulations regarding housing and accompanying investments. This article presents issues related to the preparation and implementation of housing investments, comparing legal solutions included in u.p.p. with solutions provided in u.p.r.i.m.i.t.
Jednym z głównych zadań gminy (mających wpływ m.in. na ustalenie przeznaczenia terenów oraz określenie sposobów jego zagospodarowania) jest kształtowanie i prowadzenie polityki przestrzennej. Wskazane zadanie do dnia wejścia w życie ustawy z dnia 5 lipca 2018 r. o ułatwieniach w przygotowaniu i realizacji inwestycji mieszkaniowych oraz inwestycji towarzyszących (u.p.r.i.m.i.t.) realizowane było poprzez instytucje określone w ustawie z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym (u.p.p.), a mianowicie: studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy oraz miejscowy plan zagospodarowania przestrzennego. Przepisy u.p.r.i.m.i.t. wprowadziły do porządku prawnego nowe instytucje prawa, mające służyć wypełnieniu tego zadania. W założeniu ustawodawcy instytucje te miały uprościć i usprawnić procedury administracyjne związane z przygotowaniem i realizacją inwestycji, przy czym przedmiotową ustawą ustawodawca objął jedynie regulacje dotyczące inwestycji mieszkaniowych i inwestycji towarzyszących. W artykule przedstawiono problematykę związaną z przygotowaniem i realizacją inwestycji mieszkaniowych, porównując rozwiązania prawne zawarte w u.p.p. z rozwiązaniami określonymi w u.p.r.i.m.i.t.
