Opis:
Background. The paper deals with the possibilities for implementation of professional competences of physical therapists working in different systems of education and health protection with regard to the holistic health concept, psychophysical education and interdisciplinary collaboration inside rehabilitation teams. Objectives. The main objective of the study was to compare the possibilities for implementation of professional competences of physical therapists working in rehabilitation teams of education and health protection systems. Material and methods. The survey encompassed 200 physical therapists working in the education (n = 98) and health protection (n = 102) systems of Lithuania. A questionnaire-based method employing closed-type questions was used, which was aimed at revealing whether implementation of professional competences of physical therapists working in different systems differed. Results. The competences of communication and collaboration, i.e. interdisciplinary activities inside rehabilitation teams, were more developed by physical therapists working in the education system (t = 23.483, df = 2, p = 0.001). In the process of physical diagnosis, physical therapists of the health system make a diagnosis of physical therapy independently. The same statistically significant difference was also noticed in the aspect of communication of groups of these specialists when psychosocial problems occur, specifically: t = 14.768, df = 3, p = 0.002. Physical therapists of the education system more actively participate in qualification development, delivery of talks at conferences and organising health promotion programmes, even though no statistically significant difference was found (t = 4.830, df = 3, p = 0.185). Conclusions. The competences of interdisciplinary collaboration are more developed by physical therapists working in the education system; whereas physical therapists working in the health system are more concerned with the making of a physical therapy diagnosis, design of a programme and application of more diverse methods

Politykę administracyjną resortu spraw wewnętrznych w zakresie spraw wojskowych w latach 1926–1939 realizowali ministrowie spraw wewnętrznych i wybrane komórki organizacyjne Ministerstwa Spraw Wewnętrznych (Samodzielny Wydział Wojskowy, Biuro Wojskowe), a w terenie wojewodowie (wydziały wojskowe urzędów wojewódzkich) i starostowie (referaty wojskowe w urzędach starościńskich). W pierwszym okresie rządów Józefa Piłsudskiego (1926–1930) szefostwo administracji spraw wewnętrznych koncentrowało się na usprawnieniach organizacyjnych dotyczących organów centralnych i struktur terenowych, tj. administracji ogólnej i samorządu terytorialnego. Ich główne zadania to: usprawnienie poboru rekruta do armii, wypłacanie zasiłków wojskowych, przygotowanie struktur administracji publicznej do mobilizacji wojennej i do jej osłony. Intensywnie wdrażano nowe formy w zakresie przysposobienia wojskowego, rozbudowując je o sprawy wychowania fizycznego oraz inicjując społeczne komitety wychowania fizycznego i przysposobienia fizycznego. W mniejszym zakresie zajmowano się kwestiami obrony przeciwlotniczej i przeciwgazowej kraju. W latach 1930–1935 do głównych zainteresowań resortu w dziedzinie spraw wojskowych należy zaliczyć usprawnianie form i metod poboru wojskowego, kwestie zasiłków wojskowych, mobilizacji i osłony, nadzoru nad współpracą administracji ogólnej z dowództwami jednostek wojskowych podczas ćwiczeń oraz zagadnienia wychowania fizycznego i przysposobienia wojskowego. W tym czasie wiele uwagi poświęcono obronie przeciwlotniczej i przeciwgazowej Rzeczypospolitej. W ostatnich latach przed II wojną światową (1935–1939) na plan pierwszy wybijały się problemy szeroko rozumianych przygotowań do wojny. Poza tym wciąż ważne miejsce zajmowały: pobór wojskowy, zwłaszcza po ogłoszeniu 23 marca 1939 r. mobilizacji alarmowej systemem niejawnym, zagadnienia mobilizacji i osłony (np. unieruchomienie „elementów niepożądanych w państwie”), rozwój wychowania fizycznego i przysposobienia wojskowego, rozbudowa struktur obrony przeciwlotniczej i przeciwgazowej kraju, w którą zaangażowano administrację ogólną, samorząd terytorialny, stowarzyszenia społeczne, takie jak: Liga Obrony Powietrznej i Przeciwgazowej, Polski Czerwony Krzyż i Związek Straży Pożarnych.
T he administration policy of the Ministry of the Interior concerning military affairs in the years 1926–1939 was implemented by ministers of the interior and by selected organizational units of the Ministry of the Interior (Independent Military Department, Military Office), and by voivodes (military departments of voivodeship offices) and mayors locally (military units of municipality offices). During the first period of the government of Józef Piłsudski (1926–1930), the management of the Ministry of the Interior focused on organizational improvements in central and territorial bodies, i.e. in the general and territorial local government administration. Their main tasks involved: facilitating the conscription of recruits to the army, paying out military allo- wances, preparing a public administration structure for war mobilization and protec- tion. Military training was supplemented radically by including physical education and by initiating social committees for physical education and physical training. Less attention was devoted to national anti-air and anti-gas defence. In the years 1930–1935, the Ministry of Military Affairs focused on improving current forms and methods of military conscription, military allowances, mobilization and protection, supervision over the cooperation of the general administration with commands of military units during training along with physical education and physical training. Much attention was concurrently devoted to the Republic’s anti-air and anti-gas defence. During the final years before the Second World War (1935–1939), war preparations were the priority. Of importance remained: military conscription, particularly after the announcement of 23 March 1939 about emergency military conscription via a secret system, mobiliza- tion and protection (e.g. immobilizing “undesirable elements in the state”), developing physical education and physical training, extending the structure of the nation’s anti-air and anti-gas defence, which involved the cooperation of the general administration, the local government, social associations, e.g. the League of Anti-air and Anti-gas Defence, the Polish Red Cross and the Association of Fire Brigades.

Opis:
This article deals with development of tasks, content, forms and methods of students physical education in Ukrainian vocational schools as the pedagogical process of mastering the values of physical culture. The historical and pedagogical experience of formation of the concept of the skilled workers physical training in 50-90s of XX century and its development as the modern pedagogical system was analyzed, systematized and generalized. The little-known facts and important archival legal documents and regulations on organization and development of the system of the vocational schools students physical education in Ukraine during the investigated period were introduces in to scientific literature. Purpose. The use of historical and pedagogical experience to create a modern model of compulsory physical education of future skilled workers requires the study of the main tendencies of the development of physical education as a pedagogical process in educational institutions for the training of skilled workers in Ukraine in 1950-1990 and the search for ways of revival in the educational field of today sports and recreational innovations that were realized in the process of mastering the values of physical culture of that time. Methods. General scientific: analysis, synthesis, comparison, generalization, systematization that contributed to study of historical and educational phenomena, facts, creative works of scientists in the sphere of theory and practice of the vocational schools student’s’ physical education during the investigated period. Special historical and pedagogical: search-bibliographic (for studying, analysis, systematization of archival documents, library materials, printed sources concerning the research problem), historical and structural (for study of historical and educational phenomena chronology), historical-comparative (to identify tendencies in development of Ukrainian vocational schools students’ physical education during the investigated period) and the methods of theoretical generalization (for formulation and justification of conclusions of carried out research, identification of the ways of scientific work usage in modern conditions). Results. It was proved that educational system of physical education in 50-90s of the XX century included directions of general, professional-oriented and sport-oriented physical education, which were united only purpose, objectives and principles. The practical significance of the obtained results is that analyzed and generalized experience of physical education development as the pedagogical process in Ukrainian vocational schools during the investigated period may be used for future historical and pedagogical research; introduction it into the modern concept of the vocational students physical training, which will facilitate formation of their physical qualities necessary for successful mastering the future profession and achievement of high professional experience; increase of professional competence of teachers of physical education.

John B. Lacson Foundation Maritime University (Arevalo), Inc. is mandated to offer aquatic-sports courses such as paddling, rowing, sailing, and swimming to equip students with needed skills essential for survival in case of emergencies. Since, there is a dearth of instructional materials in Physical Education 2 (Advanced Swimming and Life-saving Techniques), the JBLFMU-Arevalo was given a research grant by the CHED (Commission on Higher Education) known as DARE TO (Discovery Applied Research and Extension Trans/Inter-Disciplinary Opportunities) to address the problem. This DARE TO grant aimed to develop instructional materials in PE 2 that will enhance the swimming performance and life-saving techniques of students. That is why the researchers would like to test for the effectiveness of this instructional material in the form of modules over the traditional approach which is lecture in improving the students’ swimming performance and life-saving techniques in terms of their knowledge and skills. This non-equivalent control group under quasi-experimental study was utilized among the BSMT (Bachelor of Science in Marine Transportation) students. A pretest was used to determine swimming performance of the experimental and control groups. An intervention through the use of instructional materials was employed in the experimental group for the whole semester (five months) while the control group was exposed to lecture as a traditional method of instruction. After a semester, the posttest was administered. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-signed ranks test. The findings of the study revealed that the instructional material is effective in enhancing the swimming performance and life-saving techniques of students both in the aspects of knowledge and skills. Both the experimental and control groups were “Fair” in their knowledge pretest scores but during the posttest, the experimental group was “Good” and the control group was “Fair”. On the other hand, both the experimental and control groups were “Fair” in their skills’ pretest scores but during their posttest, the control group was “Good” while the experimental group was “Excellent”. The experimental group who used the module showed significantly better performance during the posttest both for knowledge and skills compared to the control group who did not use the module (lecture only). The study further showed significant differences in the mean gains between the experimental and control groups after the conduct of pretest and posttest in favor of the experimental group. It can be gleaned from the results that the module can enhance the knowledge and skills in swimming performance and life-saving techniques of the experimental group. It is highly recommended that this module be utilized among maritime schools offering swimming and life-saving courses.

In the early years of Communist rule in Poland sport was not crucial for the emerging communist government. Legal reformation of that significant to an average citizen issue was not in the area of interest of either Polish Workers' Party, or of Polish Socialist Party. It was only after the latter party started to prevail that a breakthrough was finally made. Political wrangling of two parties' leaders - manifested in gross negligence and lack of consistency in action - caused further deterioration of the situation. Appointment of successive temporary posts, whose responsibilities - though seemingly clear - were not fulfilled, caused new problems. It would seem that the overriding goal of the authorities (apart from internal struggle) was to please the Soviet Union at all costs. Due to that, the situation of sport in Poland was not improved until 1948, despite several attempts.

Abstract. This article presents the results of scientific-pedagogical research, which consisted in identifying the ways of professional training of future sports managers in different countries all over the world. With support in the pedagogic-comparative study, the author has found out that effective management in the field of physical culture and sports requires highly qualified staff. The research was performed under the critical-dialectical approach. Research methods of analysis, synthesis, comparison, and generalization were used to study the professional training of future sports managers. The educational process of training future managers in sport in higher educational establishments of such countries as The United Kingdom, Germany, and Australia was researched by the author. The study revealed the best higher educational establishments, training programs, and educational system when training future sports managers in highly developed countries. The author pointed out the main disciplines that were taught to future sports managers in different universities. The present article mentions that it is possible to qualify as a manager in sports activities in two levels of education: the first level (bachelor`s degree) and the second level (master`s degree). The author of the article substantialized the importance and the necessity of professional training of future sports managers. Thus, having the necessary professional knowledge, sports managers help athletes and sports organizations to plan, coordinate, control certain processes related to their professional activities, prepare for competitions of various levels, and achieve high sports results. It was also mentioned that during the process of professional training of sports managers, students gain important skills, tools, and techniques needed in the future in their professional activities.
W artykule przedstawiono wyniki badań naukowo-pedagogicznych, które polegały na identyfikacji sposobów doskonalenia zawodowego przyszłych menedżerów sportowych w różnych krajach świata. Przy wsparciu w badaniu pedagogicznoporównawczym autorka stwierdziła, że efektywne zarządzanie w zakresie kultury fizycznej i sportu wymaga wysoko wykwalifikowanej kadry. Badania przeprowadzono w podejściu krytyczno-dialektycznym. Metody badawcze analizy, syntezy, porównania i uogólnienia zostały wykorzystane do zbadania przygotowania zawodowego przyszłych menedżerów sportowych. Autorka badała proces edukacyjny kształcenia przyszłych menedżerów sportowych w szkołach wyższych takich krajów jak Wielka Brytania, Niemcy i Australia. Badanie ujawniło najlepsze uczelnie wyższe, programy szkoleniowe i system edukacyjny do szkolenia przyszłych menedżerów sportowych w krajach wysoko rozwiniętych. Autorka wskazała na główne dyscypliny, których uczono przyszłych menedżerów sportowych na różnych uczelniach. W artykule wspomniano, że istnieje możliwość uzyskania kwalifikacji kierownika zajęć sportowych na dwóch poziomach kształcenia: I (licencjat) i II (magister). Autorka artykułu zmaterializowała wagę i konieczność profesjonalnego przygotowania przyszłych menedżerów sportowych. Dzięki temu, mając niezbędną wiedzę zawodową, menedżerowie sportowi pomagają sportowcom i organizacjom sportowym planować, koordynować, kontrolować niektóre procesy związane z ich działalnością zawodową, przygotowywać się do zawodów na różnych poziomach i osiągać wysokie wyniki sportowe. Wspomniano również, że w procesie doskonalenia zawodowego menedżerów sportowych studenci zdobywają ważne umiejętności, narzędzia i techniki potrzebne w przyszłości w ich aktywności zawodowej.
