Introduction. The deteriorating health of persons of advanced age necessitates that essential health care services are provided not only by networks of health care institutions but by informal caregivers as well. Aim. The aim of this study was to assess select aspects of care provision for persons requiring long-term care on the basis of opinions shared by their direct informal caregivers. Materials and methods. Surveys were administered to 982 individuals providing informal care for chronically ill persons or for those with disabilities. The survey was conducted in 2017. The questionnaire contained questions concerning the dysfunctions of chronically ill or disabled persons in their daily functioning and addressed related care problems. Results. Over half of the informal caretakers in the study were over 50 years of age (52.5%), had completed secondary educations (45.8%), and lived mainly in cities with populations under 50 thousand (63.4%). Reconciling care-related duties with one’s own professional work or studies was a problem for 43.2% of caregivers. The care tasks which entailed the greatest difficulties for caregivers were washing intimate areas after urination (57.4%) and bowel movements (55.6%) as well as total body bathing. Conclusions. In the opinion of over half of the surveyed caregivers, the activity posing the greatest difficulty for those providing care for persons partially or completely immobilized and possessing physiological dysfunctions (urinary or fecal incontinence) was the washing of intimate areas of the body.

Human dignity is composing the main theme for the interaction with mentally ill people, which requires certain competence and a certain sensitivity. The action in the psychiatric daily routine in dealing with mentally ill people is always an enforcement and must always remain questionable. Child and adolescent psychiatry is arranged in between pedagogical responsibility and psychopathological understanding. Here the emotional structure of the young man has not been sufficiently constituted yet. For this reason the conception of human being by people working in psychiatric departments has to be affected by the valuable singularity of each other. Human dignity is jeoparding in psychiatry frequently by compulsory measures and stigma. Therefore it is more important that action in psychiatry is taking place among social dignity. In the consorting with mentally ill people, people working in the field of psychiatry have the obligation to support them actively in the protection of their identity. This obligation has an indispensable, existential significance in psychiatry.

Disability is one of the features that diferentiate individuals and groups in modern societies. People with reduced physical, cognitive and psychological effciency are particularly exposed to discrimination and social, economic and political exclusion. What is important social issue of people with disabilities in the early 21st century changes by entering into a relationship with the ageing of the population. Te article aims to introduce some theoretical concepts eforts to improve the image of disability and reduce the barriers faced by persons with disabilities in access to diferent kinds of resources, spaces and opportunities. A critical analysis of the literature includes: description of the concept of activation policy as well as principles and objectives of social policy in a holistic paradigm of normalization. Tis summary contains possible future directions of research and analysis.

The main directions of Ukraine’s social policy towards the disabled are presented in the article. Topical issues of integration of persons with disabilities into society are covered. The meaning of the concept of “social stigmatization” is revealed. The authors analyze and define the tools of social stigma in the legislation of Ukraine on issues of social integration of persons with disabilities. It has been proven that stigma in some cases deprives a person of full status, becomes a source of prejudice, discrimination, social isolation of the stigmatized, causes low self-esteem and feelings of depression, forms a negative social identity, and complicates psychosocial adaptation. Certain steps have already been taken to ensure the protection of persons with disabilities by creating appropriate conditions for them in society and equal opportunities for the realization of vital needs, abilities, and creative potential. The article defines a system of measures aimed at improving the lives of persons with disabilities, restoring their social status, achieving material independence, and comprehensive integration into society. The authors also propose measures to remove obstacles caused by stigmatization in the way of integration of persons with disabilities into society.

Inclusive education is a practical and transformative endeavor that must be the way of the future for the education of persons with disabilities. This is the view of an individual who has had a lived experience of inclusive education. In this chapter, I seek to chronicle my experiences as a blind person who developed glaucoma whilst attending high school and was unable to successfully complete school due to the inadequacies of the system for a student with disability. Upon becoming totally blind, I went to one of the institutions catering to the needs of persons who are blind and received rehabilitation and re-entered the education system to complete my education. With the rehabilitation that I received coupled with greater understanding and support for a blind student, I was able to successfully complete final exams that caused me to meet the matriculation requirements for university. I successfully completed university with a Bachelor of Arts, Master of Philosophy and a Doctor of Philosophy. All of these were done in regular education institutions and is a clear indication that inclusive education works. I compared this experiential knowledge with established epistemology on the subject of inclusive education and conclude the chapter with some recommendations as how educational institutions should become more inclusive and accessible for persons with disabilities.

Purpose: In this article we apply the age perspective to assess the quality of life (QoL) of persons with disabilities. Using a single measurement tool, we compare age profiles in the quality of life of persons with disabilities to the population without disabilities. By doing so, we examine whether the general patterns (such as U-shaped profile) are observed also among the population with disabilities, hence assessing how heterogenous this group is. Methods: We have constructed a multidimensional measurement model identifying overall and nine dimensions of the quality of life using structural equation modelling. The model conceptually is based on the Eurostat guidelines. All analyses are based on EU-SILC survey data, carried out in Poland in 2015. Results: The quality of life for both groups has inverse, right-skewed U-shape. The maximum value is achieved for the age group of 30–34 and after this threshold a constant decline is observed. The QoL scores for the population with disabilities are obviously significantly lower. Additionally, they are more heterogenous, and with greater variation between men and women. In a majority of the domains we also observe lower scores for persons with disabilities. However, people with disabilities are similarly diversified by age as persons without disabilities. Conclusion: Our study suggests that people with disabilities are similarly diversified by age as persons without disabilities. Therefore, disability means something different for younger and older persons and this difference is reflected in their quality of life. It means that public policy for persons with disabilities should also be diversified, avoiding ‘one-for-all’ policy.

Niniejsze opracowanie porusza problematykę konkurencyjności osób niepełnosprawnych na rynku pracy. Osoby niepełnosprawne, wskutek swoich ułomności psychofizycznych, bez odpowiedniego wsparcia finansowego i instytucjonalnego nie są w stanie skutecznie konkurować z osobami pełnosprawnymi na rynku pracy. Jak pokazują wyniki badań, sytuacja osób niepełnosprawnych na rynku pracy jest ciągle zdecydowanie gorsza niż osób pełnosprawnych i to pomimo udzielanej pomocy finansowej. W przypadku Polski finansowanie z Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych osobom niepełnosprawnym samozatrudnienia, pracodawcom zaś kosztów tworzenia stanowisk pracy i dofinansowania płac ciągle nie jest wystarczającym wsparciem, aby sytuacja osób niepełnosprawnych na rynku pracy uległa znaczącej poprawie.
This study raises issues of competitiveness of persons with disabilities on the labour market. People with disabilities due to their mental and physical handicaps without adequate financial and institutional support are not able to effectively compete with non-disabled people. Studies show the situation of people with disabilities in the labour market is still worse than the non-disabled in spite of the financial assistance provided.

Artykuł 33 ratyfikowanej w 2012 r. przez Polskę Konwencji ONZ o prawach osób niepełnosprawnych (KPON) wskazuje konieczność prowadzenia działań monitorujących jej wdrażanie przez społeczeństwo obywatelskie, w tym w szczególności organizacje zrzeszające osoby z niepełnosprawnościami. Faktyczna reprezentacja i wpływ środowiska osób z niepełnosprawnościami w myśl zasady „nic o nas bez nas” jest przedmiotem szczególnego zainteresowania Komitetu ONZ o prawach osób niepełnosprawnych, który przygotował komentarz generalny do art. 33 poświęcony tej sprawie. W artykule przeanalizowany został sposób prowadzenia monitoringu KPON w Polsce i włączenie w ten proces osób z różnymi niepełnosprawnościami w kontekście wymagań określonych przez Komitet ONZ. W Polsce monitoring KPON prowadzony jest w dużej mierze przez duże organizacje pozarządowe i grono ekspertów, co ma swoje konsekwencje. Z działań monitoringowych i rzeczniczych praktycznie wykluczone są grupy osób z niepełnosprawnościami narażonych na wielokrotne wykluczenie i dyskryminację, a więc w szczególnie trudnej sytuacji.
Article 33 of the UN Convention on the Rights of Persons with Disabilities (ratified by Poland in 2012) establishes that civil society, in particular persons with disabilities and their representative organizations, shall be involved and participate fully in the monitoring process. Their real representation and power were a subject to scrutiny by the UN Committee on the Convention on the Rights of Persons with Disabilities (CRPD), which prepared a general comment to article 33. In this paper, I analyse the monitoring of the Convention in Poland and ways in which persons with disabilities and their representative organizations have been involved in the process. In Poland the Convention is monitored mainly by experts and big NGOs, not without reasons and consequences. Persons with disabilities who are subject to discrimination and multiple exclusion, and therefore are in a particularly bad situation, are rarely involved in the monitoring and advocacy.

Market still delivers too few applications that would assist people with disabilities in the hardships of daily commuting in the urban space. An additional challenge is also to find solutions in a range of existing applications. Existing solutions, in turn, are often still far from perfect, both in terms of available features and size possessing the database. The most common defects are: instability of offered applications, too small font that cannot be enlarged, the lack of both control and voice messages issued by applications, the inability of planning routes or track changes in real time (eg. traffic, weather conditions, technical difficulties, etc.), small number of users involved in creating applications, the lack of Polish language in the application, or even the availability of applications on particular platform on mobile devices. Because of the multitude of not-quite perfection of existing applications and the constantly growing demand for such services, the authors of this article conducted a preliminary analysis of mobile applications for people with disabilities of the locomotor system, in an attempt to define the basic requirements to create a certain standard. The article is also an introduction to the study of designing applications on the mobile for a provincial city in Poland.

The subject addressed in the present paper is important for the current social and educational policy regarding persons with disabilities. The development of the accessible education concept should be based on the geographical model of disability, whose main principle is to focus on the varied social needs and adjust the conditions of the geographical environment accordingly rather than to concentrate on the disability itself. The main aim of the study was to recognise the opinions of students with disabilities about studying at Polish higher education institutions (HEI). The study was based on the results of online interviews including standardised questions (open- and close-ended). The time scope of the study covers the years 2019 and 2021. The research has shown that some students hide their disability until it is visible. As a result, they do not receive adequate support and limit the achievement of goals that were the main motivation for studying. Measures taken to support students with different needs at HEIs must have a systemic nature and be addressed to the entire academic community, as well as to the society.

The trends of tourism for all, including persons with disabilities, are visible both in the Czech Republic and in Poland, being reflected in the literature. However, publications presenting evidence-based research are still missing. In the paper, the authors refer to the issue, focusing on the explanation of principles, planning to deepen the focus in the forthcoming research. The United Nations Charter of Human Rights, issued in 1948, is mentioned as the first official modern document in which rights, freedom and obligations of ‘different people’ were defined with regard to political, social, and economic domains. The next important initiative was the Decade of People with Disabilities (1981–1991). The issue of physical activity and sport of persons with disabilities was stressed in the European Charter of Sports for All: Handicapped People (1987). All types and forms of physical activities are possible to be realized in the separate, parallel, and inclusive environments. Tourism and its accessibility for persons with disabilities should be accepted as the recent and future trend. Adaptation of communication, attitudes, methods, content of programs and technique conditions is important and has to respect the limits and abilities of the participants, but personal determinants are crucial.

This article deals with the issues of creativity of people with disabilities and their social values. The starting point is the category of Another as saturated with pejorative meanings – in a social but positive context in the study of creativity. The combination of these contradictory approaches is reflected in the art brut, represented by artists with mental incompetence. Their creativity dictated by internal compulsion is presented as the work of marginalized people. The social context, as well as the type of disability that determines the way in which this art is treated: from the rejection of, for example, the early time of Nikifor's works, to the complete recognition of, for example, F. Kahlo's painting. The basic question, however, comes down to the question of the value of this art for man. Referring to the philosophy of E. Levinas, the author seeks to show that despite the assumption of the unknowability of another human being, the greatest value of the Other art is the ability to experience, to see though a fragment of the world of artists determined by the disability.
