Celem artykułu jest ukazanie na przykładzie Lubelszczyzny, w jaki sposób rozwój peryferyjnych regionów Europy może być wspierany przez współpracujące klastry, rozumiane jako luźne organizacje gospodarcze, w których jednoczesna kooperacja i konkurencja uczestniczących firm daje efekt synergii. Takie sieci powiązanych firm, zlokalizowanych w geograficznym sąsiedztwie, wspierane są przez lokalne władze, organizacje i instytucje, a także jednostki naukowe i badawczo-rozwojowe. Klastry są motorem innowacji i postępu technicznego, sprawiając, że regiony, w których funkcjonują, stają się atrakcyjnym, silnym partnerem w globalnej gospodarce. Europa powinna dzięki nim uzyskać szybsze tempo wdrażania innowacji i podnoszenia standardu życia, aby zmniejszyć dystans, jaki dzieli ją od Stanów Zjednoczonych i wiodących krajów azjatyckich. Funkcjonowanie klastrów w europejskich regionach peryferyjnych może rozwiązać wiele problemów, takich jak bezrobocie lub konieczność restrukturyzacji regionalnej gospodarki. Rozwijające się klastry tworzą atrakcyjne miejsca pracy, dzięki czemu mogą być siłą sprawczą powstrzymującą wykształconą młodzież od migracji zarobkowej do dużych ośrodków miejskich lub za granicę. Partnerstwo klastrów może ponadto podwyższyć poziom konkurencyjności ich oferty dzięki wytworzeniu wzajemnego popytu: dany klaster stanowi grono lokalnych, wymagających klientów, którzy zmuszają partnerskie klastry do ciągłego doskonalenia swojej oferty.
The objective of this paper is to demonstrate how the development of European peripheries can be strengthened by cooperative clusters, viewed as loose business organizations where cooperation of partners results in a synergy effect. The existence of clusters in peripheral areas may give efficient solutions to many problems, such as unemployment or the need of restructuring regional economy. Partnership of clusters may add up to their competitiveness thanks to the home demand. The present paper presents an example of the Lubelskie Region, the most neglected region in Poland. It is argued here that cooperation among local clusters provides a chance for an increase in the region’s social activity and for its economic growth.

Thanks to the work of Pascale Casanova, Franco Moretti, David Damrosch and many others, over the past two decades, the concept of world literature has once again become the subject of thorough examination within the field of literary studies, especially in relation to cosmopolitanism and globalization. When it comes to the study of individual national literatures and specific regional contexts, as well as to the definition of comparative literature as a discipline, debates regarding its background, its reach and limitations could not be ignored. World literature thus appears as a heterogenous entity – always manifesting in different contexts in different forms – consistently in dialogical exchange with specificities of a particular literature and culture. Instead of discussing the problematic relation between centre and periphery or criticizing the idea of global literary and cultural canon, the avant-garde as an international and global phenomenon that appears even more radically on the so-called periphery is what is of primary interest to me. Therefore, the purpose of this paper is to demonstrate that avant-garde (in its various forms and radical expressions) simultaneously challenges art as an institution and introduces the idea of a decentred geography of world literature.

The essay is a review of Michael Hardt’s and Antonio Negri’s Assembly and it aims at a critical evaluation of its empirical relevance and political usefulness. It focuses on two issues. The first one is general and as such relates to the global context of struggles against capital: the notion of social factory and its implications for political action. The essay argues that the concept of social factory grasped an important development within twentieth century capitalism. It is, however, becoming more and more irrelevant as living labour is being systematically replaced by automation. Unlike the social media or other similar forms of “digital capitalism” analysed in Assembly, a very large part of automation does not depend on any kind of continuous, multitudinous human input. It rather aims at uploading the general intellect into the system of autonomous machines, making them independent from the human element. The second issue this essay examines is the recent populist-conservative turn and the situation of peripheral countries that had no part in the recent progressive cycle of struggles (Arab Spring, Occupy, Indignados). The essay points to a bias in the post-Operaist project – its focus on particular geographical and socio-cultural areas – that ignores the different social and political situations of some peripheral countries, especially those of Central-Eastern Europe.

The focus of this article is the study of centre–periphery intraregional development disparities using Poland’s largest and most diversified Mazovia Province (Mazowieckie Voivodeship) as an example. The economic downfall of the Radom subregion, in comparison with the booming Warsaw agglomeration, clearly illustrates the polarisation of this province. A research question was if the location of the Radom subregion in Mazovia Province is a significant factor of its relative regression. In order to answer this question, selected development indicators of Mazovian subregions have been compared with their counterparts from surrounding provinces. Research results have shown that a subregion’s location in a big and diversified province is a significant factor of intraregional centre-periphery development discrepancies.

One of the main characteristics of translation is that it can be called everything but stable; multiple cultural, social, political, and economic processes are reflected in translation. Postcolonial studies in translation deal with, among others, cultural and linguistic hegemonies as well as strong and weak – or central and peripheral – cultures and the relations between them. Many of the theories (Even-Zohar, 1979; Tymoczko, 1999) state that strong cultures set an example whereas weak cultures attempt at following this example, even at the cost of their own values and culture (so-called foreignization in translation). It is significant to ask oneself why such processes take place. The investigation of the pre-conceptual image schemata of CENTRE-PERIPHERY and PLUS-MINUS polarity of the SCALE sheds some light on the nature of these interactions (Krzeszowski, 1997).

Opis:
The existence of many field estates, despite their apparent order, from the landscape point of view is chaotic, incoherent and inefficient in terms of communication. The article attempts to create a typology of the most characteristic layouts of housing estates and to indicate the main factors influencing the formation of building complexes. The subject of the study is the analysis of the specificity of the spatial development of suburban zones in three cities: Rzeszów, Poznań and Warsaw. The aim of the analysis is to show the similarities and differences in selected areas. The implementation effect is the recognition of the nature of the buildings spreading outside the city’s territory. Determining the typology of buildings that can be located in specific areas may also help in practice of issuing decisions on development conditions. The catalogue of possible solutions, together with the analysis of the produced communication systems, will allow to forecast the spatial shape of future investments and, consequently, to optimize the provisions limiting pathological solutions.

In 1185, after a successful revolt against the Byzantine empire, the so-called second Bulgarian kingdom was established on the territory of the former province of Paradounavon/Paristrion, that had been the first area of settlement of the Bulgars who had crossed the Danube and established their state in 681, and had become a peripheral region of the Byzantine empire after the conquests of Tzimiskes and Basil II. Even before the 1185 revolt, however, Paristrion had already begun to develop an embryonal degree of self-consciousness, although not in a ‘national’ way, owing to its peculiar history and ethnic composition. During the course of the 9th–12th century it had experienced a constant influx of invaders from the north, many of whom had in the end settled, either forcibly or after reaching an agreement with the imperial authorities. Those mixobarbaroi, half-civilized barbarians (according to the Byzantine point of view) had gradually integrated with the local population, made of Bulgarians, Vlachs, and Byzantine soldiers, settlers and administrators coming from the various provinces of the empire. When the military presence on the Danube was strong the region prospered economically, and became integrated in a vast trade network managed by Cuman and Rus’ traders and raiders; but during the 12th century the empire gradually withdrew its troops and its interest in Paristion, and this relative prosperity began to diminish. Coupled with the remembrance, in popular traditions, of the past glory and abundance of the first Bulgarian empire, and with the increasing fiscal burden that oppressed the local traders, the Paristrians gradually became convinced that their future prosperity, much like at the time of the first Bulgarian kingdom, was in their independence from the empire. Once again, this peripheral region began the centre of an independent polity that traced its roots in the past Bulgarian kingdom, but exhibited also some radically different traits.

The text starts with a supportive opinion on the concept of the Global East, evaluating it as a convincing and useful tool for the development of critical studies on the so-called post-communist or the second world in a wider global perspective. In the remaining comments, several reasons for possible problems with the broader implementation of the proposed concept are discussed. They include both the resistance which it could encounter in Central and Eastern Europe, and broader, structural reasons why introducing it as a frame parallel to the Global South paradigm may be problematic. Among the examples of similar issues with new theoretical projects, the experience of the complex and not always enthusiastic reception of the post-colonial theory in Poland is briefly discussed.
