The objective here is to examine the movements in the structural position of the Latin American states and the level of economic and social development achieved by them in recent decades. In order to achieve this, the authors review critically an essay written in 1969 by Johan Galtung, Manuel Moral and Simon Schwartzman. Then, in an effort to overcome the limitations found in this work, a theoretical proposal for the study of national power is formulated here with the use of a technique for its measurement. On this basis, the article finally assesses changes in the structural position of Latin America in terms of achievements (ascents), disappointments (stalemates) and frustration (setbacks). While the study period is 1975–2013, some special considerations for the post-cold-war period (1990–2013) will also be presented.
El objetivo aquí perseguido es examinar los movimientos en la posición estructural de los Estados latinoamericanos y el nivel de desarrollo económico-social alcanzado por ellos en las últimas décadas. Para esto, se retoma críticamente un ensayo realizado por Johan Galtung, Manuel Moral y Simón Schwartzman en 1969. Luego, en un esfuerzo por superar las limitaciones encontradas en dicho trabajo, se formula aquí una propuesta teórica para el estudio del poder nacional y se emplea una técnica para su medición. Con base en ello, se procede finalmente a la evolución de la posición estructural de los países de América Latina en términos de logros (ascensos), desencantos (estancamientos) y frustraciones (retrocesos). Si bien el período estudiado es de 1975 a 2013, se presentarán también algunas consideraciones especiales para la etapa de posguerra fría (1990–2013). - Źródło:
