In 2018, a mandatory funded pension model (second pillar) was introduced in Georgia. At present, the Georgian pension system has three pillars, but the reform does not apply to current pensioners. If society does not trust all three pillars, the chances of reversing the pension reform will rise for two reasons. First, the replacement rate from the first pillar (state redistributive pension) is much lower than in any of the OECD member states. Second, for the majority of participants of the second pillar, pension payments will start in 20-25 years’ time. Such a long period creates uncertainty for many about whether long-term economic growth will be achieved, which in turn would make possible an adequate level of retirement income. This paper attempts to identify means of increasing replacement rates for the state redistributive pension and coverage of the voluntary funded third pillar. The research provides recommendations to enhance the Georgian pension system.

Following Chilean experiences as well as the World Bank suggestions post‑communist Poland and post-collectivist Israel—underwent deep reforms which led to the privatization of old age security. The aim of the article is to compare the Polish and Israeli paths of pension privatization in the last thirty years. The main conclusions are: (1) the economic, demographic and political environments at the moment of the design and implementation of the pension reform were quite similar in both countries; however (2) the scope and scale of the privatization was different: in Poland there was only partial shift towards private pension system while in Israel full privatization of the system was implemented; (3) the decisive factors were: the inertia of the already existing pension systems and the power of foreign influencers; (4) the retreat from privatization in Poland and the increase in Israel took place due to the different mix of disadvantages of the new pension arrangements, short-term political aims and international pressure.

The purpose of this article is to analyze the trust in Open Pension Funds (OPF) as entities operating in the Polish pension system. The task of OPFs is to collect and manage the funds accumulated by Poles in order to secure their capital after retirement. Poles often ignore the need to save money for old age, despite the fact that the Polish pension system provides for individual pension schemes. This article indicates the factors for building the trust in OPFs as institutions operating within the second pillar of the pension system. The trust in the pension system can be built through the trust in the individual institutions operating in the given system. Separating trust factors related to OPFs can indicate the methods of building the trust in the entire pension system.

Public discussions on the Polish pension system clearly indicate the need for further reforms. Numerous studies show that the majority of Poles negatively assess the entire pension system and the activities of individual entities associated with it. With a low level of acceptance of the rules of the pension system and a lack of trust in it, it is difficult to count on the tendency to save citizens for the post-production period, which in the case of the ubiquitous demographic crisis seems to be a priority task for the authorities of all European Union countries. Changes to the pension system should be implemented in conditions of strengthening trust, which can be achieved, inter alia, by building trust in individual institutions, products and the entire system. The aim of the article was to analyse the levels of trust in the Polish pension system. An attempt was made to systematise the determinants shaping trust based on the analysis of Polish conditions. The article was prepared on the basis of a literature review on trust and the pension system.

Demographic Reserve Fund (FRD) has been created in Poland in 2002 to offer additional source of financing for old-age pension system in case it faces significant deficit resulting from demographic reasons. This buffer fund aims mainly at balancing the incomes and expenditures of pension system in times when baby boomers will be offered old-age pension benefits. The main sources of its financing were defined as pension contributions and revenues from privatization of state owned companies. But after several years of its activity it has turned out that the operations of the fund came in contradiction with its main goals, mainly due to early usage of its assets. The article presents main characteristics of Polish Demographic Reserve Fund, basic principles of its functioning, portfolio structure and rates of return. Moreover, it tries to give some opinion in hot debate about the purposes and effects of accumulating assets in pension reserve funds in times of budget shortages.

The aim of the article is to discuss the importance of formal and informal sources of retirement security of Poles in the face of current economic, social and demographic changes. Formal sources are understood as the institutional pension security (regulated by law), while the informal source will be primarily considered to be family support (the so-called natural pension security). Following the introduction, the first section shows demographic trends in Poland and refers to pension security from the public pension system. The second section presents data sources and research methods used in the article. The third section shows the results of research on planned protection in old age. The fourth part discusses and concludes the results of the study. The research shows that not many Poles save for old age, counting on the support of the state and children.

Aim/purpose – Occupational pension schemes are products which seem to create the opportunity for better retirement provision. In Poland, they have not gained a great popularity so far, but now, Polish pension system stands at the threshold of change as the draft law on occupational capital plans has been presented by government and delivered for public consultation. Therefore, the main goal of the study is to answer the question if this new form of occupational pension schemes is a chance for a stimulation of voluntary pension savings. Design/methodology/approach – The aim of the study has been realised by a critical analysis of current solutions applied in Poland as well as a comparative analysis of solutions applied in European countries, where occupational pension programmes have already succeeded. The paper is mainly of a theoretical and review nature. Findings – The identified opportunities and threats related to the draft law support the view that occupational capital plans can become a stimulus for a development of supplementary pension system, nevertheless, they still need some amendments. Therefore, some recommendations have been indicated in the work. Research implications/limitations – Chosen European countries are all characterised by a different social security model and they represent different pension welfare worlds, therefore, they cannot be treated as models which could be blindly copied (differing conditions of each country should be taken into account). Originality/value/contribution – Among many discussions on occupational capital plans based on political views, the work provides the reader with a content-related evaluation based on facts (previous Polish and foreign experience). It can contribute to the discussion on the development of voluntary pension schemes in Poland and other countries.

The paper discusses mandatory funded pensions seen as a novelty of the first wave of "paradigmatic" pension reforms in emerging market economies and as an institutional device in the very centre of the recent post-2008 change. Evidence from Poland is examined in the context of the pension reform engineering. The central question is for whose welfare or benefit the open pension funds (OFEs) were introduced and why they have been scaled down recently. The perspective taken here is to explain the processes through reconstruction of major interests involved. Under the assumption that the state is the main force at play, the eco-nomic and political interests of this party are reconstructed and discussed. The proposition that rising deficits and debts within general government sector provided stimuli for both rise and decline of the OFEs is the very start of the diagnosis. The paper argues that apart from the undesirable outcome of current debt accounting there were fundamental reasons of strategic nature for which government lost its positive interest in the OFEs as an institutional (that is long-run) device.

Projections for replacement rate achievable from two mandatory pillars of the pension system indicate a significant reduction in retirement income compared to regular professional activity. The designers of the new philosophy of retirement have made an assumption that all three pillars will play equivalent role in providing retirement income. They have also assumed that the participants of the pension system will be kept informed about the height of the expected benefits derived from the first pillar and the amount of funds raised in the second pillar. Forecast of low (unsatisfactory) benefits from a compulsory part of the system is supposed to persuade people to make informed decisions aimed at increasing retirement income.

The activities of pension funds are subject to regulation and supervision by the state because of the compulsory nature of participation in these institutions of persons subject to compulsory pension insurance. Open pension funds are not additional, voluntary part of the institutional structure, allowing the allocation of income in the life cycle. They are part of the pension system as important as the Social Insurance Fund. Sector pension funds are an important part of the legal and financial structure of the basic pension insurance system, which services are covered by the State guarantee of payment. Two pillars (PAYG and capital) are strongly related and not compete with each other. The importance of pension funds for the development of financial markets highlights the nature of investment. Their role is gradually increasing as the inflow of funds. Open pension funds are important for investors who make a stable and long-term investment on the market, thereby contributing to their sustainable development.

Poland’s reformed pension system has been under construction since the late 1990s. The originally introduced model, based on the Social Insurance Institution (ZUS), open pension funds, employee pension funds and employee pension plans, was supplemented by individual retirement accounts, individual retirement security accounts and employee capital plans. Poland’s accession to the European Union did not significantly change this structure, but the implementation of the Directive on the Activities of Institutions for Occupational Retirement Provision and Supervision of Such Institutions introduced foreign employers and foreign managers into the system of occupational retirement programs and occupational pension funds. The regulation on the pan-European individual pension product will supplement this system with a third individual product, the pan- European individual pension product. This will introduce an additional complication to the Polish pension system, but will not constitute a fundamental change to it, nor to the Polish capital market.

The effective and efficient organisation of the pension protection system belongs nowadays to the most difficult and important social issues. A dispute around the Polish pension system goes on. It also concerns the rules for functioning of Individual Pension Accounts (IPA). They are a sort of pension plan in the 3rd pillar – a way of saving money for additional pension. They were introduced by the Act of Parliament of 20th April 2004 about individual pension accounts (Journal of Laws of 2004 No 116 pos. 1205). To create a second, next to the Occupational Pensions Authority (PPE), institutional solution (IPA) was currently working to encourage additional private savings collection that will keep people passing into retirement satisfactory standard of living for them. Since the introduction of the Act more than 800 thousand people set up Individual Pension Accounts which means that the interest in this form of saving is insignificant. This article appears to evaluate the rules for functioning of IPA along with underlining its weaknesses with potential directions of changes that would ensure pension security.

Pensions reserve funds are permanent elements of social security systems in many countries. In others they play important role of a useful solution that helps to alleviate temporary deficits in social security. One of the few countries that gath‑ ered very large pensions reserves is Norway. It is an excellent example of a country that uses oil revenues to fulfil the long ‑term liabilities of the social security system and promote solidarity between generations. The article analyses the sources of fundraising and methods of asset management used in Norwegian public reserve funds. The collection of large reserves was possible only due to permanent sur‑ plus in state budget resulting from oil revenues. Assets collected in the fund were then invested in highly diversified and long ‑term portfolio that proved to be very effective. Norwegian pension reserve fund Global showed that the right strategies of asset allocation and broad geographical diversifications may result in rates of return much higher than constructed benchmarks. Moreover, it can also meet the expectations of ethical and socially ‑responsible investments.

In 1999, Poland implemented significant pension system reform in response to rising public pension expenditures and the threat of an unsustainable system. Th e  reform has totally changed both the financing and pension formula. A generously  defined benefit formula has been replaced with a multi -pillared defined contribution  system. The reform was positively assessed by the public opinion, although  replacement rates have been seriously cut. This acceptance was made possible  mainly by introducing individual funded pension accounts convincing the participants  that they owe their pension capital. Changes to the pension formula and  diversified methods of financing reduced income redistribution within the system  and the redistributive tools adopted in the pension mechanism. Lower replacement  rates and benefits promised by the new system may cause huge demand for  minimum pension guarantee payments in the future.  This article describes the influence of pension reform on income transfers  between different groups of its participants. It considers the direction and the  degree of pension redistribution within both the old and the new mandatory  pension system in Poland. It consists of four parts: The first is devoted to pension  formula before and aft er the reform; the second presents and describes in detail redistributive elements used in Polish statutory pension system. Thirdly,  various measures of income redistribution used for social security are enumerated.  The final part examines the income redistribution between different groups  of pensioners using the pension benefits, replacements rates and internal rates  of return.

In 1996 Latvia became one of the first countries in the world to adopt the notional defined-contribution (NDC) pension system. The authors have been studying the distribution of old-age pension benefits in Latvia and its dynamics over recent years. They conclude that the Latvian pension formula practically lacks any redistribution mechanism, pension benefits do not have any upper limits, and the minimum level is set as inadequately low. Pure NDC systems are not adequate for countries with a relatively large gap between the rich and the poor (as is the case of Latvia); material stratification is not evened out in old age, and combined with low replacement rates it leads to massive poverty among the elderly. Latvian authorities have recently recognized the need for NDC pension system improvement, and elaboration of the basic pension concept in Latvia should start in 2015. The authors provide a brief comparison with the situation in neighbouring Estonia, where the distribution of pension benefits is much more even.
