Opis:
Electronic passports combine classical passport booklets with the smartcard technology, biometrics and cryptography. The communication with the electronic passports is based on contactless ISO 14443 technology, designed for the communication distance of 0-10 cm. This paper is focused on the privacy aspects of the electronic passports. Weaknesses of the basic access control and extended access control are discussed. Significant emphasis is put on passport fingerprinting which may allow guessing the issuing country. Aspects of biometric data formats, skimming, eavesdropping and active authentication challenge semantics are also covered. The conclusions sum up recommendations for passport holders and issuers.

W artykule zaprezentowano mechatroniczny system badawczy umożliwiający badania trwałości i niezawodności wysoko zabezpieczonych dokumentów specjalnego przeznaczenia w postaci książeczek paszportowych z zaimplementowanymi układami RFID. Prezentowany system w szczególności jest przeznaczony do badania trwałości nowych rozwiązań konstrukcyjnych i materiałowych stosowanych w zaawansowanych, hybrydowych generacjach dokumentów podróży zawierających układy RFID. Procedury badawcze i wykonana modelowa aparatura pozwalają na realizację badań testowych dotyczących określania: odporności książeczki paszportowej na wielokrotne udarowe obciążenia stemplem, odporności na wielokrotne dokonywanie napisów długopisem, odporności na ścieranie napisów kompatybilnych ze standardem ICAO.
The article presents the mechatronic test system for testing the durability and reliability of the highly-protected special purpose documents with implemented RFID chips. The presented system is particularly intended for testing the durability of new construction and material solutions used in production of advanced hybrid generations of the travel documents containing the RFID chips. The test procedures and the fabricated model apparatus allow performance of the tests for determination of the: durability of the passport booklet against multiple impact load with use of the seal, durability against multiple marking with the ball-pen and resistance the rubbing off the texts compatible with the ICAO standard.

Opis:
Design and implementation of tasks PRL religious policy required many specific actions and supporting the work of the Office for Religious Affairs, the security apparatus and specialized agencies of the PZPR. ~e article discusses the work of the Passport Office of the Ministry of Internal Affairs, as an institution supporting centers of power system operations. Presented source material relates to the observation of behavior West “religious tourists” coming to Polish in the mid-70s of the last century. Conclusions formulated by the Passport Office led to increased surveillance Polish religious organizations and individuals representing them if there were any signs of their interaction with the citizens of Germany. ~ey also led to a negative perception of the People’s Republic of total foreign makers of religious organizations. In these circumstances, lasting ended a period of nearly 20 years of government policy to support the expansion of Polish actors confessional contacts with their foreign partners.

The paper analyzes methodological approaches to evaluation of the quality of land in Ukraine. It was determined that, depending on the purpose and methods of assessment there are several types of land evaluation in Ukraine: soil rating (bonitet), economic and pecuniary evaluation, where the quality of the land affects the results of evaluation. There are many methodological approaches to qualitative assessment of the land. It was highlighted both many individual and integrated indicators, but there is no uniform system of their evaluation. Works on soil rating of agricultural lands in Ukraine have been carried out in accordance with "Methods of soil rating in Ukraine." Under the present conditions of the regulation of land relations, the question as for more precise specification of limits of agro-industrial groups of soils has arisen. On the basis of experimental researches, it was found that using a variety of methodological approaches to qualitative assessment of soil, there is inexactitude in the formation of soil maps, and hence in soil rating. Thus, it is necessary to adopt and uphold a single methodology for the qualitative assessment of land.

In the article the modern scientific approaches to the definition of agricultural tourism is presented. Article deals with meaning and prospects of development of agro-tourism activities as a component of sustainable development of rural areas of Ukraine. The normative concepts of rural and agrotourism, the necessity and actuality of ecological certification of touristic objects and rural farmstead are examined in this article. Thus we have determined that promotion on the market of rural tourism (green) and agro-tourism is impossible without complying with relevant standards, norms and ecological passportization and certification of tourist objects and rural (agro) estates. The environmental certification issues have to play leading role in governmental and regional target programs and to provide the sustainable development of rural residential territories and certain touristic regions.

According to current law, diplomatic passports may be used as identification only in the course of a official visits or in connection with the performance of official duties abroad. The use of a diplomatic passport during a foreign visit not related to the performance of official duties would lead to violations of the Passports Act. The author also points out that foreign visits carried out for private purposes, as well as the those undertaken for the purposes of public activity that does not fit the sphere of their mandate and are not related to the exercise of separate public functions, have no official character.

Wprowadzenie stanu wojennego w Polsce w 1981 r. miało poważne konsekwencje polityczne, społeczne i gospodarcze. Jest to okres, w którym znacząco wzrósł potencjał emigracyjny wśród Polaków. Znalazło to swoje odzwierciedlenie także wśród środowisk twórczych. Artykuł ukazuje losy artystów, którzy zdecydowali się na wyjazd z kraju lub też na trwałe pozostanie poza Polską. Korzystając z opowieści biograficznych twórców mieszkających w Paryżu, Berlinie, Londynie i Nowym Jorku, wyodrębniono te fragmenty narracji, które dotyczyły właśnie tego okresu. Ukazano roz¬maite okoliczności wyjazdów w kontekście czynników osobistych, środowiskowych oraz historycznych. Mimo że losy poszczególnych artystów mają za każdym razem indywidualny rys, możliwe jest zrekonstruowanie społecznych mechanizmów wpływających na podejmowane przez nich decyzje oraz ukazanie wspólnych doświadczeń emigrantów. Istotnym elementem tekstu jest też zwrócenie uwagi na system represji stosowanych przez ówczesne władze, np. na tzw. politykę paszportową. Tekst obok prezentacji losów polskich twórców podejmuje problem emigracji w kategorii kulturowej straty, którą ponosi nie tylko jednostka opuszczająca swój kraj, lecz także pozostawiane przez nią społeczeństwo.
The introduction of martial law in Poland in 1981 had serious political, social and economic consequences. It is a period in which significantly increased the migration potential among Poles. This was reflected also among artistic environment. The article shows the fate of artists who have decided to leave the country or remain permanently outside Poland. From biographical stories of artists living in Paris, Berlin, London and New York fragments of narrations relating to this period ware separated and analyzed, due to show various migration circumstances in the context of personal, environmental and historical factors. Although the fate of individual artists had each time an individual shape, it is possible to reconstruct the social mechanisms commonly shared by most of immigrants. An important element of the text is describing the system of repression used by the authorities, such as the so-called passport policy. The text next to the presentation of the fate of Polish émigré artists, deals with the problem of emigration in the category of cultural loss which is bear not only by the individuals but also by whole society.

The tragic years of World War II, followed by the unfriendly communist policy in Poland towards the Jewish community, changed the country from a multicultural into the most homogeneous state in the European Union nowadays. At the same time, Israel, as a meeting place for various cultures, enjoys the influence of inhabitants from nearly all over the world. The dissimilar experiences and problems faced by the governing bodies should influence different approaches to dual citizenship in Poland and Israel. In view of the above, in the presented work the author would like to analyze the issue of the legal approach to dual citizenship both in Poland and in Israel. The main goal of the paper, beyond comparison of the effectiveness of the legislation, is finding the answer to the question: what is the state’s attitude towards the issue of the dual citizenship of their citizens? The hypothesis that the article will verify states, that due to the small number of people with dual citizenship in Poland, Polish legislation devoted to this topic is not extensive and has dissimilarities to the law in Israel, which, in contrast, is more complex and better response to the needs of society. The reason for comparing Poland and Israel is the fact that Polish citizenship has been very popular among the citizens of the Jewish state, especially since 2004 when Poland became a member of the European Union. This issue, in the long run, may be one of the key determinants of Polish-Israeli and Polish-Jewish relations.

The article looks at the evolution of regulatory framework and size of investment fund market in the EU. The authors describe the three-stage evolution of the EU regulations determining the growth of the size of this market: (1) investor protection, (2) creation and strengthening the single financial market in the EU, and (3) protecting stability and integrity of the market. Particular attention is given to the last stage, as they claim that the post-crisis regulations allowed the EU single investment fund market to gain the trust of investors, which has resulted in its expansion and improved competitiveness.

The article introduces the idea of ban-opticon by Didier Bigo. The French sociologist has defined various mechanisms of power whose purpose is to stop the bodies, which are on the move. A biometric passport is a key technology that enables to identify individuals crossing borders in a quick and credible way. This article explores the formal impact of various citizenships and travel documents held by Palestinians on their freedom to engage in international travel. Based on a theoretical analysis of passports and the global visa regime, it claims that international recognition is not only pre-requisite of statehood but also affects the scope of mobility in cases of citizens of de facto states, including the Palestinian Authority. The research is focused on the following themes: the status of the population holding a Palestinian Authority Passport in the West Bank and the Gaza Strip in comparison to Palestinians who are citizens of Israel and carry passports of this state, the exceptional situation of East Jerusalemites as well as the case of Palestinians with Jordanian passports. Visa availability and other formal barriers for international travel are also examined. The argumentation is supported by the analysis of visa restriction indexes referring to the Palestinian Authority and to Israel. The article concludes that the mobility of Palestinians varies to a large extent depending on travel documents held and the recognition of a citizenship and the passport that comes with it is strictly dependent of the recognition of state sovereignty. Although in some cases citizenship can be divorced from the international recognition, the scope of visa-free mobility related to passports is always impaired.

The purpose of the article is to examine selected examples of types of security education in Poland. At the beginning of the 20th century, national security was centered on military and political aspects, but recent decades have seen the successive shifting of the focus from the military-political plane of security to other areas. It seems that educational concepts adapt to emerging challenges. This thesis is confirmed by the concept of global education, the idea of military classes, as well as the military training of pro-defensive organisations within the framework of the Passport Program. All of these educational concepts were covered in the study. One of the most important conclusions of the article will be to emphasise the correlation between the evolution of the understanding of security, the transformation of threats and changes in the field of educational concepts.

Научно-технические достижения привели к широкому быстрому распространению достижений в различных сферах среди населения планеты. Глобальная сеть Интернет стала источником оперативной информации, а ее относительная неподконтрольность государственным органам привела к распространению демократических идей в странах с тоталитарным режимом. Однако вместе с позитивными достижениями в сфере распространения информационных технологий, негативная составляющая заключается в использовании информационного пространства различными деструктивными силами с целью информационного воздействия на население тех или иных стран. Особую озабоченность вызывают потенциальные жертвы информационных атак, имеющие слабый социальный и образовательный опыт – молодежь. Тем актуальнее становятся исследования по методикам противодействия и нейтрализации негативных информационных атак.
Scientific and technological achievements have led to a wide rapid spread of achievements in various spheres among the world's population. The global Internet network has become a source of operational information, and its relative lack of control over government agencies has led to the spread of democratic ideas in countries with a totalitarian regime. At the same time, along with positive achievements in the field of information exchange and information technology, there are examples of the negative use of information space by particular destructive forces in order to have an informational impact on the population of particular countries. Particular concern is caused by young people who are potential victims of information attacks as they have a weak social and educational experience. That is the reason why the research into the methods of counteraction and neutralizing negative information attacks is becoming more relevant.
