Opis:
The article presents a general description of the safety problem in Polish road transport in the years 2002-2019. The number of road accidents was analyzed in detail, taking into account the division into side, front and rear collisions and the dynamics of their changes. The article contains information on the dynamics of changes registered in passenger vehicles and trucks in Poland in the years 2000-2018. Moreover, the number of fatalities in road accidents in the years 2002-2019 was presented, taking into account the type of collision. The forecasts of changes in the number of road accidents and rear collisions presented in the article show the downward trend for the years 2020-2030 of frontal collisions. An inconspicuous rear collision by not braking a speeding vehicle carries a high risk of damage to the upper cervical spine. As a result of such a collision, even at a low speed of 20 km/h, they can cause irreversible health effects, which lead to permanent disability.

Opis:
This paper considers a method for indirect measuring the vertical displacement of wheels resulting from the road profile, using an inverse parametric data-driven model. Wheel movement is required in variable damping suspension systems, which use an onboard electronic control system that improves ride quality and vehicle handling in typical maneuvres. This paper presents a feasibility study of such an approach which was performed in laboratory conditions. Experimental validation tests were conducted on a setup consisting of a servo-hydraulic test rig equipped with displacement, force and acceleration transducers and a data-acquisition system. The fidelity and adequacy of various parametric SISO model structures were evaluated in the time domain based on correlation coefficient, FPE and AIC criteria. The experimental test results showed that inverse models provide accuracy of inversion, ranging from more than 70% for the ARX model structure to over 90% for the OE model structure.

Na wielkość nakładów energetycznych oraz poziom emisji występujących w fazie użytkowania pojazdu osobowego, niezwykle znaczący wpływ ma sposób eksploatacji pojazdów samochodowych oraz rodzaj systemu napędowego i związany z tym łańcuch sprawności cząstkowych przetwarzania energii chemicznej paliwa lub innego nośnika energii w jednostce napędowej. Ważnym elementem występującym w fazie eksploatacji pojazdu samochodowego są ponoszone nakłady materiałowe i energetyczne. Biorąc pod uwagę zakładaną przez producenta żywotność pojazdu, niezbędne wymiany podzespołów i części mogą stanowić znaczącą pozycję w bilansie masy i energii a także mieć znaczący wpływ na poziom emisyjności dla fazy eksploatacji. W artykule przedstawiono wybrane aspekty energetyczno-ekologicznego modelowania fazy eksploatacji pojazdu osobowego.
The method of motor vehicles operation as well as the type of the drive system and the associated with that the chain of partial efficiency of the fuel chemical energy conversion or other energy carrier in the drive unit have an extremely significant impact on energy inputs and emissions level occurring in the operation phase of the passenger vehicle. An important element occurring in the operation phase of the motor vehicle shall be the charged material and energy costs. Considering the assumed by the manufacturer life of the vehicle, the necessary replacement of the components and parts may provide a significant position in the mass and energy balance and have a significant impact on the level of emissivity for the operation phase. The article presents the selected aspects of the energy and environmental modeling of the passenger vehicle operation phase.

The paper presents the results of investigations of the fuel consumption of two vehicles performed for non-stabilized engine temperature in the start and warm up phases. The measurements were performed in a wide range of ambient temperatures from –18°C to +25°C. In order to obtain such conditions the tests were carried out in a climate chamber.

Artykuł zawiera projekt 3D jednokołowego pojazdu osobowego, zasilanego z akumulatora, który autonomicznie zachowuje równowagę w kierunku ruchu pojazdu oraz w kierunku poprzecznym do ruchu. Cały proces zachodzi dzięki opracowanemu rozwiązaniu przesuwu mas za pomocą układów balansu. Nadawanie prędkości realizowane jest za pomocą manetki zamontowanej do kierownicy pojazdu. Modelowanie przeprowadzono wykorzystując program Solid Edge ST5.
The article includes 3D design 1-wheel passenger vehicle, powered by a battery that autonomously creates a balance in the direction of the vehicle and in the direction transverse to the movement. The whole process takes time thanks to mass displacement termination agreements with the balance. Transmission speed is achieved by means of shift paddles mounted to the steering wheel. Modeling was performed using Solid Edge ST5.

Charakter procesów wytwórczych oraz sposób eksploatacji pojazdów samochodowych powodują, że niezależnie od rodzaju systemu napędowego (klasyczny, elektryczny lub hybrydowy) oraz sprawności przetwarzania energii chemicznej paliwa lub innego nośnika energii w jednostce napędowej, niezwykle ważne okazują się nakłady energetyczne i obciążenia środowiskowe występujące w fazie eksploatacji pojazdu samochodowego. W artykule przedstawiono wybrane aspekty ekologicznej oceny pojazdu w warunkach eksploatacji.
The proposed article refers to current issues of material and energy and environmental life cycle assessment of motor vehicles. The nature of manufacturing processes and the manner of operation of motor vehicle causing that regardless of the type of propulsion system (classical, electric, or hybrid) and chemical energy conversion efficiency of fuel or other energy carrier in the drive unit, turn out to be extremely important energy inputs and environmental loads occurring in the operation phase automotive vehicle. The article presents selected aspects of the environmental assessment of vehicle operating conditions.

The effects of additional cavities and air-gaps in the acoustic response of a passenger vehicle are investigated. It is observed that the cabin cavity and the trunk cavity of the passenger vehicle are connected through an aperture in the rear seat. In the trunk cavity of the vehicle, there are two more air-gaps which are designed as countermeasures to trunk lid slam noise. It is established that acoustic modes and acoustic eigenfrequencies of the vehicle are altered through the trunk cavity and its air-gaps. To develop an analytical solution, the actual acoustic cavity is simplified into a rectangular shape. In the analytical solution, the coupling of trunk and cabin cavities is considered. It is shown that the computational analysis results match well with the results of the analytical solution proposed. Further, the resonator effect of air-gaps present in the trunk cavity is examined.

The portfolio of the automotive market appears more and more low-emission and zero-emission propulsions in vehicles. This is the result of measures taken to limit or even eliminate the emission of harmful substances into the atmosphere generated by vehicles. The article covers issues related to energy conversion in automotive drive systems currently offered by automotive manufacturers. Standard, hybrid, hybrid plug-in, electric and fuel cells drive system were analyzed. Attention was drawn to the chain of energy transformations related to each of the analyzed drive systems. The efficiency of the presented vehicle drive systems was analyzed. General conclusions were formulated regarding the method of analyzing energy changes related to the operation of automotive propulsion systems. The article reviewed selected author's own works on hybrid and hydrogen propulsion.

Omówiono dofinansowanie zakupu samochodu i jego oprzyrządowania.
The paper discusses issues related to the adaptation of passenger vehicles and the capabilities of drivers with a motor disability. The paper proposes a team of experts, consulting specialists, who participate in the decision-making process. Guidelines are created that will aid a person with a disability to select a passenger vehicle. Finally, subsidies for the purchase of a vehicle and the required equipment are discussed.

The noise is the one of negative elements influencing human health. This article aims at the measurement of noise emitted by road vehicle and its parts during the operation. The measurement was done with a digital sound meter in the interior of common passenger cars. The results compare the noise value in different cars with different body shape, which influences the drivers health.

The paper presents a significant problem related to reasonable use of electric power by the Polish railway. A general principle serving for developing an energy balance is presented, particularly with reference to the traction vehicles. The use of specific energy consumption is emphasized, that enables comparing similar types of railway vehicles. The factors affecting the energy efficiency of the rail system are specified. In conclusion, the future measures allowing to improve this efficiency are itemized.
W artykule przedstawiony został istotny problem związany z racjonalnym wykorzystaniem energii elektrycznej przez polską kolej. Przedstawiona została ogólna zasada tworzenia bilansu energetycznego, a także jej odniesienie do pojazdów trakcyjnych. Podkreślono stosowanie jednostkowego zużycia energii jako narzędzia do porównania podobnego rodzaju pojazdów kolejowych. Zestawione zostały czynniki wpływające na efektywność energetyczną systemu kolei. Na zakończenie artykułu podano kierunki działań mających poprawić tę efektywność.

Problematyka prezentowanego artykułu dotyka praktycznego zagadnienia związanego z nabyciem wewnątrzwspólnotowym pojazdu i jego kwalifikacji do właściwej pozycji Scalonej Nomenklatury. Poruszane w artykule kwestie są o tyle istotne, że bardzo często dochodzi do wydawania przez organy celne i sądy administracyjne odmiennych decyzji i orzeczeń na bazie takich samym stanów faktycznych i prawnych. Z tego też względu Autorka podjęła próbę opisu działań tak organów i sądów, jak i podatników zobowiązanych do uiszczenia podatku akcyzowego, w razie zaliczenia pojazdu do pozycji CN 8703, mimo istnienia uzasadnionych podstaw zaliczenia pojazdu do pozycji CN 8704, co powoduje niebagatelne skutki prawne dla podatnika, tj. nie rodzi zobowiązania podatkowego.
The problem of the presented article concerns practical issues related to the intra-Community acquisition of a vehicle and its eligibility for the correct position of the Combined Nomenclature. The issues discussed in the article are of such importance that it often comes to the situation, in which the customs authorities and administrative courts take different decisions and judgments based on the same facts and law. Regarding the fact, the author has made an attempt to describe actions of such authorities and courts, as well as taxpayers liable to pay excise duty if the vehicle calls for CN heading 8703, although there are reasonable grounds for the vehicle to call for CN heading 8704, resulting in considerable legal consequences for the taxpayer, i.e. it does not bear the tax liability.

The article discusses the development of the world EV fleet in years 2010-2017. Estimates of fleet of plug-in hybrid electric vehicles (PHEV) and BEV in the world are presented. The total number of PHEVs registered in the world in 2016 was roughly 800 thousand (650 thousand in EU). Despite the fact that the sale of electric vehicles has increased considerably in recent years, in particular over 1.1 million in 2017, and also hybrid electric vehicles (PHEV) to approx. 760 thousand in 2017. The article also discusses the development of the electric vehicles market and annual new registrations of vehicles in a breakdown into respective countries. China is the definite leader in this area. In 2017 there were almost twice more BEVs registered in China than in the US and EU together. While the increase in the sale of BEVs in years 2016-2017 in the EU and the US accounted for approx. 50%, it came to over 90% in China. Among eight top worldwide BEV producers, there are four Chinese manufacturers. In the analysed 2017, there were slightly more than 7 thousand of hydrogen-fuelled passenger cars (FCEV) in use, with over 3,500 in the US, 2,300 in Japan and approx. 1,200 in Europe, and several hundred hydrogen-fuelled buses and several dozen hydrogen-fuelled trucks. The article also addresses the development of hydrogen refuelling stations (HRS) in recent years in different countries in the world, bearing in mind that the quantitative development of the hydrogen-fuelled car fleet is strongly associated with the number of hydrogen refuelling stations.
