Opis:: The author undertakes to discuss the problem of rivalry strategies of political parties in elections to the Citizens’ Assembly of the Free and Hanseatic City of Hamburg. The broadness and multidimensional character of the subject area requires moving beyond the limits of political science and entering other related domains, like broadly-conceived historical sciences, also reaching for a number of establishments within legal-historical domains. Firmly grounded historical, legal, polity-related and political aspects of the unification of Germany in the context of German federalism, encouraged and obligated the author, to attempt to bring the above problem up to date. I think that thanks to a broader analysis of elections to the Hamburg Citizens’ Assembly over the last 50 years, the real state of the problem area can acquire a fuller context, with an emphasis on the foundations of local government functioning. To prepare this paper I made use of Polish and German sources published by Polish, American and German researchers. Polish and German literature offered a valuable source to become acquainted with the history and the foreseeable future of Hamburg’s local government, in particular – the assumptions behind territorial and functional reforms, the evolution of which we have been able to follow in the Federal Republic of Germany since the 1970s.

Opis:: The Belgrade Waterfront real estate development project has attracted a considerable amount of interest among scholars from various disciplines in a short period of time. Nevertheless, these works are limited in scope. This paper draws upon existing literature on nation building by first contextualizing it before adding insights from party strategies and cultural studies (with a particular focus on identity issues) research streams. It thus aims to contribute to the nascent debate about how the new ruling elite of Serbia uses such urban projects to emancipate from the nationalist rhetoric and supporting symbols of the 1990s. The main argument of this paper is that state narratives, media coverage and branded icons of Belgrade Waterfront illustrate political regime’s switch to the global to contain the national in order to build and publicize its own ‘revitalized’ idea of the nation and legitimize its take on power. The underlying strategy consists in manipulating individuals’ preferences by marginalizing opposition parties. The research design relies on a multi-method approach crossing participant and ethnographic observation over a period of 7 years, as well as a critical analysis of the Serbian regime’s discursive strategies and project’s branding efforts using an original visual material.

Opis:: This article identifies the factors which determine the electoral strategies of political parties in multi-level systems and describes how they can influence these strategies. It particularly focuses on the two aspects: regionalisation and “nationalisation” (centralisation) of the strategies. In the first case, state-wide parties allow their regional branches to develop their own strategies, in the second one – the regional strategies are dominated by the strategies of statewide parties. The article shows the features of political systems that foster each of these cases, especially the way in which a multi-layered system is created (bottom-up, top-down), the relations between the state authorities at central and regional levels (connected, separated), electoral systems and cycles.

Opis:: The aim of the article was to present the electoral strategy of the Freedom Union and The Democratic Party demokraci.pl. Strategies that were used during the parliamentary and the government elections were analyzed. In the first case a way of expressing major purposes that both the UW and the PD wanted to achieve by gaining parliamentary representation was discussed. In the second case the way of conducting self-government campaign, which was carried out usin slightly different electoral strategies was discussed. It involved the possibility of joining electoral coalition and gaining seats in local provinces, districts councils, municipal councils and offices of mayors and presidents of cities. The thing that was characteristic of the UW and the PD in the electoral strategies was inefficiency in terms of activities.
Celem artykułu było przedstawienie strategii wyborczych Unii Wolności oraz Partii Demokratycznej demokraci pl. Analizie poddano te strategie, które wykorzystywano w trakcie wyborów parlamentarnych oraz samorządowych. W pierwszym przypadku mieliśmy do czynienia z przedstawieniem sposobów artykułowania głównych celów, które zarówno UW i PD chciały osiągnąć poprzez zdobycie parlamentarnej reprezentacji. Natomiast w drugim omówiono sposoby prowadzenia kampanii samorządowych, za pomocą których realizowano nieco odmienne strategie wyborcze. Złożyły się na nie możliwość zawarcia koalicji wyborczej i zdobycia mandatów w sejmikach województw, radach powiatów, radach gmin oraz urzędów wójtów, burmistrzów i prezydentów miast. To, co charakteryzowało UW i PD w zakresie realizowanych strategii wyborczych była nieefektywność w zakresie prowadzonych działań.
