The aim of the article is to present how European integration influences nationalistic, regional, and ethnoregional parties (top-down Europeanization) and how these types of national parties influence Europe and what structures they form to influence the decisionmaking process of the European Union (bottom-down Europeanization). The article is divided into three parts. The first part characterizes the phenomenon of Europeanization of political parties. It also attempts at defining nationalistic, regional, and ethnoregional parties. The second part presents the attitude of such parties towards European integration and factors that influence it. The parties were divided into nationalistic parties that represent the domineering nation, and parties of preferential nationalism. The third part of the article discusses institutionalisation of the cooperation of parties of preferential nationalism on the European level, taking into consideration cooperation in the European Parliament (Greens/ EFA fraction) and non-Parliamentarian organization – European Free Alliance (EFA).

In the last twenty years we have been able to observe an increase in the significance of regional and ethnic identities (“reethnification”), and a resultant proliferation of ethnoregional and regional groupings. But although ethnoregionalist parties (ERP) are widespread in both Western and Central and Eastern Europe, there remains surprisingly little literature differentiating between the various kinds of ethnoregionalist parties and dealing with the lack of common definition of this kind of political actors. Some scholars even propose using a broader term – ethnic party. Moreover, over the years many scholars have believed (and some continue to) that their emergence in multicultural societies conjures up the politicisation of ethnic division and – practically inevitably – leads to “ethnic outbidding”, threatening to the stability of democracy. In the first part of the paper, the author deals with the conceptualisation of ethnoregionalist parties, examining the diversifications of their demands and strategies and showing that to gain voters they can invoke a much broader repertoire of strategies than the ethnic outbidding model suggested. The second part of the article is devoted to the problem of operation of selected ERPs in Serbia and Croatia. The analysis covers Hungarian parties in Serbia and Serbian ones in Croatia. In the concluding remarks, the author tries to point out the main reasons for the changes in their strategy (as well as demands) over time.
Na przestrzeni ostatnich dwóch dekad możemy obserwować wyraźny wzrost znaczenia regionalnych i etnicznych tożsamości, prowadzący do powstawania coraz większej liczby ugrupowań etnoregionalnych i regionalnych. Mimo to – podobnie jak w przypadku wielu innych, istotnych i aktualnych współcześnie zjawisk społecznych – zdania badaczy w kwestii przyczyn reetnicyzacji systemów partyjnych, funkcjonowania partii etnoregionalnych, ich typów czy relacji z demokracją pozostają podzielone. Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji.

This article is an attempt to describe the social reception of United Poland (Solidarna Polska) – the new party on Polish political scene founded by former Minister of Justice Zbigniew Ziobro. The authors have tried to answer the question whether this new political initiative can reach the relevant position in Polish party system. The first part of article includes the most popular theoretical models referring to emergence of new political parties and their impact on party system. The other part presents the main issues connected with United Poland: the genesis of this party, the political program and the marketing strategy. It has been an introduction to show the results of our research on the social reception of United Poland. According to the research, only a small number of voters believe in success this new party. The most of Polish electorate think that United Poland cannot develop the coherent marketing strategy and their political program cannot be distinguished from parties with parliamentary representation.

This paper conducts a semantic network analysis of Scottish political party manifestos from the 1999, 2003, 2007 and 2011 elections to predict coalition formation. A manifesto is a tool of political communication that represents a party’s ideology and discusses issues considered crucial for each election. Semantic analysis of party manifestos represents an innovative method for examining the relations among political parties. Parties that are closer in the semantic network have a greater potential to form political coalitions. Semantic distances and two-mode semantic network analysis also proved to be a viable method for describing a country’s political climate and power structure, without requiring prior knowledge of country’s political makeup, and without pre-conceived notions. The results indicate that a semantic analysis of political party manifestos can be used to predict coalitions, but factors other than semantic similarity must be considered. Semantic network analysis provides an accurate picture of the distribution of power and centrality of issues for any given election.

Last decades of the past century, as well as the current one, may be characterized by the increase of political role of the movements that are called “the protest parties.” Scholars, journalists and politicians put a lot of attention to that phenomenon. However, it is focused just on selected elements of the problem. Beginning from the 1980s European public opinion may observe the rise and development of groups of ecologists. The unexpected electoral success of the new type of party is called “the New Populism.” Back in the 1990s it caused many concerns, opinions and discussions on the issue whether such parties are harmful for modern and stabilized western European democracies. At the turn of the century the political scene has been dominated by new forms of activity, which are the anti-globalization and alternative globalization movements.

In recent years, the issue of the relationships between the state and the Catholic Church has been increasingly present in public discourse in Poland. New political parties have become embroiled in the debate, taking diverse stances. The paper discusses the attitude of new political parties in Poland towards religion and the Catholic Church, using three groupings as examples: the Palikot Movement [Ruch Palikota], Robert Biedroń’s Spring [Wiosna Roberta Biedronia] and the Together Party [Partia Razem]. The authors, using content analysis as the research method, reviewed the party policies and media statements made by politicians on the topic. The aim of the article is to investigate the positions taken by selected political parties towards religion and the Catholic Church and to verify the hypothesis that the new left-wing parties advocate a strict separation of church and state.

Economic crisis together with the overall crisis of liberal democracy have caused social discontent and disappointment with existing mainstream parties, which have been blamed for not being able to cope with emerging problems. At the same time new parties, which have presented themselves as an alternative, have appeared and entered parliaments. Some of them can be regarded as entrepreneurial ones. In the case of Poland this is the Palikot Movement, which managed to overcome the electoral threshold in 2011, and Kukiz’15, which did the same four years later. Both organizations have criticized the mainstream parties (especially limiting competition to PO and PiS) and political elites and have also proposed some alternatives. The aim of the paper is to address the questions of what the “new quality” proposed within the programmes of these entities is and of whether these parties really practise what they have preached, particularly whether they use innovations related to alternative forms of democracy in their own structures and after entering parliament try to put their postulates on the state agenda.
Kryzys gospodarczy wraz z ogólnym kryzysem liberalnej demokracji wywołały niezadowolenie społeczne i rozczarowanie istniejącymi partiami głównego nurtu, które obwinia się o to, że nie są w stanie poradzić sobie z pojawiającymi się problemami. W tym samym czasie powstały i zdołały wejść do parlamentów nowe ugrupowania, które przedstawiają się jako alternatywa wobec istniejących partii. Niektóre z nich można uznać za partie politycznych przedsiębiorców. W przypadku Polski należy wymienić Ruch Palikota, któremu udało się pokonać próg wyborczy w 2011 roku, i Kukiz’15, który zrobił to samo cztery lata później. Obie organizacje krytykowały partie głównego nurtu (zwłaszcza ograniczenie rywalizacji do PO i PiS) oraz elity polityczne, a także wysuwały alternatywne rozwiązania. Celem artykułu jest odpowiedź na pytania, na czym polega „nowa jakość” proponowana w programach tych podmiotów oraz czy głoszone przez nie postulaty są realizowane w praktyce, w szczególności czy wykorzystują innowacje związane z alternatywnymi formami demokracji we własnych strukturach oraz czy po wejściu do parlamentu starają się uczynić swoje postulaty częścią agendy państwowej.

The article focuses on contemporary Communist Party of Poland - its goals and courses of action, and above all the way CPP refers to the past, how it treats legacy of the Communist Worker’s Party of Poland and Communist Party of Poland of interwar period, as well as how it addresses contemporary problems, reaching to the past seen as source of political inspira tions.The aim of the author of this paper is to describe how historical connection between CPP and former polish communist parties is created and how it affects courses of political action of contemporary CPP; to describe specific sense of “CPP’s mission”, as well as reactions of polish public opinion to the fact that there is a party which refers to communist ideology, programme and past. On such a basis it is adequate and possible to characterize in theoretical manner the marginal party. The analysis is based on theoretical criteria concerning small, niche and marginal parties. From this theoretical perspective it is possible to identify and explain characteristic, substantial features of contemporary Communist Party of Poland as a marginal party, and to evaluate political potential of this party within electoral and political competition. It is claimed, and this is the main thesis of this paper, that since the radicalism of CPP, it’s archaic programme, balancing on the brink of banning, as well as other political circumstances, Communist Party of Poland will remain just so called fringe party, which ideological and political message seem to be incomprehensible in the context of norms and dominating beliefs falling within political horizon of contemporary Poland.
Artykuł poświęcony jest współczesnej Komunistycznej Partii Polski - jej celom i kierunkom działania, a nade wszystko temu, w jaki sposób nawiązuje do przeszłości, jak traktuje spuściznę organizacji, do których się odwołuje, tj. przede wszystkim KPRP i KPP okresu międzywojennego, i w końcu jakich udziela odpowiedzi na wyzwania współczesności sięgając do przeszłości jako źródła politycznych inspiracji. Celem autora opracowania jest przybliżenie, jak rysuje się poczucie związku historycznego KPP z dawniejszymi polskimi partiami komunistycznymi i co z tego wynika, jeśli chodzi o kierunki działania politycznego, przedstawienie charakterystycznego poczucia „posłannictwa” KPP oraz reakcji opinii publicznej na fakt działania w Polce partii odwołującej się do komunistycznej ideologii, programu i przeszłości. Na tej kanwie możliwa i adekwatna jest teoretyczna charakterystyka partii marginalnej. Analizę oparto na kryteriach teoretycznych dotyczących partii małych, niszowych i marginalnych. Z tej perspektywy możliwe było określenie i objaśnienie charakterystycznych cech współczesnej Komunistycznej Partii Polski właśnie jako partii marginalnej oraz dokonanie oceny potencjału politycznego KPP w rywalizacji politycznej i wyborczej. Wydaje się przy tym - i jest to główna teza artykułu, iż w związku m.in. z radykalizmem KPP, archaicznym programem tej partii, balansowaniem na granicy delegalizacji i innymi uwarunkowaniami politycznymi oraz tymi przewidzianymi teorią, Komunistyczna Partia Polski pozostanie jedynie tzw. fringe party, której przekaz jest niezrozumiały w kontekście norm i przekonań politycznych mieszczących się w obecnym horyzoncie politycznym współczesnej Polski.

The immigration is recently the most important issue influencing the fates of European Union member states. Presented article diagnoses the attitudes to immigrants arriving to EU among Polish citizens and examines how the migration crisis can affect the Polish party system according to emerging of new parties approaches. The conducted empirical research shows that majority of Polish voters are against hosting immigrants in their country. However, in contrast to the West European party systems, there is also plenty of relevant Polish parties with negative stance to immigration. Therefore, the immigration cannot be considered as a factor of party system change.

The aim of presented article is to examine regularities in the geographical distribution of support for the new political parties in Poland, Czech Republic and Slovakia. At the beginning of the study, nationwide results of analyzed parties were compared with results achieved in territorial units. On this basis, the author created an indicator showing the average profit (or loss) of a new grouping in relation to the share of votes at the national level. Subsequently, the author calculated the Pearson's correlation coefficients to evaluate the relationship between results of new political parties in the first elections they gained parliamentary seats. The results of the analysis show that only in case of Czech Republic, it is possible to distinct the territorial units where citizens are more likely to vote for new parties. Nevertheless, most of differences in the geographical distribution of support for new parties in analyzed countries arise from three interrelated factors: the specificity of the territorial unit, ideological autoidentification of population inhabiting a particular territorial unit and popularity of party leaders.

During the quarter-century of democracy in Poland, most of the parliamentary par-ties had a post-communist or post-Solidarity origin. Only three formations without links to the two sides of the Round Table agreement – League of Polish Families (LPR), Self-Defence (Samoobrona) and Palikot’s Movement (Ruch Palikota, now: Your Move) – have achieved political relevance. The analysis of their road to parliament helps to cap-ture the specificity of the success of genuinely new parties in Poland. The factors that affect high electoral support for the aforementioned three parties were: advantageous configuration in Polish party system, strong leadership and articula-tion of new issues or neglected demands (exploitation of new community division and filling an ideological niche). The fate of LPR and Samoobrona confirms that the last factor seems to be crucial for the success of genuinely new party.

The history of states situated in Central and Eastern Europe in nineteenth and twentieth centuries differs significantly from the history of contemporary than western democracies. In nineteenth century, when the majority of states in Western Europe have shaped their own models of horizontal and vertical division of powers, states in Central and Eastern part of the continent have fought for their political position in the context of larger, complex states or didn`t exist at the map of the world at all. The short period of peace between the First and the Second World War has allowed for some experiments with democratic institutions and procedures, but there was no time for their consolidation. After the Second World War that part of Europe has fallen under the influence of the Soviet Union, losing the chance to implement political solutions known by the Western Europeans for more than 150 years. The democratic transition, started symbolically in 1989, has allowed to undertake new efforts to establish democratic orders in states of Central and Eastern Europe. However, the horizontal division of powers was far more important than the reflection on necessity of vertical organization of the public authority. Mentioned problems have decisively caused difficulties in defining relations between political centres and peripheries in states of the Central and Eastern Europe. But it does not mean that politically significant processes in these states are taking place only in political centres and their only actors are state-wide-parties. For that reason the main aim of this paper will be to justify the necessity of scientific research concerning regional and ethnoregional parties as well as proto-parties in Central and Eastern Europe.

Uzbekistan, so as other Central Asian Republics, turned into turbulent times in the beginning of 1990’s. After collapsing USSR, 5 Republics gained its independence. The whole region was very well-known from its religiosity. However, besides the fact that Islamist movements and parties were banned on any political activity and had no right to act as an opposition within the system of Uzbekistan, they have emerged subsequently especiallly in this country. The modern history of Uzbekistan is full of radical Islamic political and social movements. From the very beginning of the Republic, Islam Karimov, its first and the only one till now president, rules though and solidly. He was the biggest opponent of any Islamic initiative which showed up and tried to damp it down immediately. The aim of this study is to explore all the Islamist parties and movements which have been raised in Uzbekistan between 1990 and 2012. Which of them were and still remaining crucial and have the impact on Uzbek political and social life. The Author is trying to investigate the reasons and circumstances that led Islamist movements to arise and effectively influence on Uzbekistan political arena.
