Opis:
This paper seeks to explain the potential impact of new forms of media accountability in the digital age (i.e. media blogs and media criticism via Twitter and Facebook), as well as the failure of many traditional instruments of media self-regulation (i.e. press councils and media journalism) from a theoretical perspective. North’s theory of institutions will be employed to analyze why traditional instruments of media self-regulation often cannot successfully monitor and sanction deviation from professional standards in journalism. Drawing on institutional economics, a media accountability model including the audience in the digital age will be developed as an alternative. Th is audienceinclusive model may prove more effective in the long term, as ‘costs of complaint’ sink, and the utility function of the new ‘digital media critics’ may result in a more effective media criticism. The paper concludes with implications for media policy.

Opis:
The article provides an overview of the Technology Assessment (TA) methods and procedures that have been used over the last forty years. Two typologies of methods are presented: the first is based on the project targets, the second reflects the origin of the method. Within the first group heuristic methods, methods of the future prediction and evaluation methods are discussed. The second group involves the economy derived methods, politically oriented methods and methods that come from the tradition of systems theory and systems analysis. Advantages and disadvantages of the methods in both groups are outlined. Finally the author presents optimal ways of methodological adjusting a technology assessment process to a problem, the order profile and the situation of the project contractor. A universal scheme integrating various methods and allowing to compensate their weaknesses is also discussed.

Opis:
Participatory budgeting as a tool of deliberative democracy is more and more popular in Polish cities. Literature review shows that there is no one the best procedure. Comparing with the typology of participatory budgeting based on European perspectives, the most of Polish cities has chosen model similar to ‘Porto Alegre adapted for Europe’. The weakest link of the Polish approach is to put too much efforts on the projects contest and much less on good-quality deliberation. The case study presented in the last part of the paper shows that each next edition of participatory budgeting contributes to raising awareness and better understanding of the urban development challenges and it should lead to changes the procedures from voting approach to participatory governance approach.

Opis:
Participatory planning theory, as a system of planning which is sensitive to the aspirations of citizens and protects public interest and values, is present in Serbian planning practice for more than a decade. It has legal basis and methodology modeled on global experience, but it is still very much reactionary model - thus it failed to fulfil its primary purpose, which is to include the citizens in the planning process from the very beginning. This article will address the current overview of the planning process in Serbia. It will briefly explain the legislative framework of public participation in spatial development, the steps in plan drafting process in which citizens are included and the political background of this process. It is important to mention the existing models of informing citizens and show why they work so poorly. It will also give a brief overview on the structure and work of the committee for approval of the plans. This summarizing of the current situation will show the problem of indifference of citizens to engage in the planning process as a coherent group with problems, visions and goals about their city. It will also address inadequate models of informing the citizens and almost non-existing models of active participation of citizens in the planning process. Besides the review of the current state, this article will feature a description of participation techniques from a literature review on the subject of participatory planning that can be applied in Serbia. Shifting the scale from national to municipality level, this article will also depict the opportunities and administrative constraints when it comes to drafting a spatial plan on a local scale, on the example of municipality of Požega. This is one of the rare examples of good practice when it comes to the communication of municipality and its inhabitants involved in the planning process.
