    Niniejszą pracę poświęcono rozwojowi i metodologicznym podstawom koncepcji tworzenia mechanizmu zarządzania wydajnością przedsiębiorstwa. Opisuje model wdrażania analizy porównawczej wydajności przedsiębiorstwa, który zawiera sekwencję operacji, co umożliwia połączenie kilku kluczowych funkcji zarządzania i jasno dzieli proces zarządzania wydajnością na kilka kroków. Dostarcza bezpośrednie i zwrotne informacje w celu zapewnienia ciągłości procesu zarządzania wydajnością. Autor proponuje organizacyjny mechanizm redukcji czasu i środków wdrażania procesu zarządzania wydajnością przedsiębiorstwa, który polega na organizacji oddziałów i regionalnych agencji badań porównawczych (BBA i RBA). Systemy BBA i RBA są funkcjonalnie komplementarne i przyczyniają się do przyspieszonego rozwoju różnych gałęzi przemysłu i regionów: RBA podnoszą poziom rozwoju innowacyjności wydajnych przedsiębiorstw; BBA podnoszą do tego poziomu mniej rozwinięte przedsiębiorstwa przemysłu.
    This paper is devoted to the development and methodological ground of a conception of making the mechanism of enterprise performance management. It describes a model of implementation of performance benchmarking on the enterprise includes the sequence of operations, which enables to connect together several key management functions, and clearly divide the performance management process into several steps. It provides both direct and feedback to ensure continuity of performance management process. Author proposes an organizational mechanism to reduce the time and resources to implement the process of enterprise performance management that consists in an organization of the branch and regional benchmarking agencies (BBA and RBA). The BBA and RBA systems are functionally complement each other, and contribute to the accelerated development of various industries and regions: RBA increases the level of innovation development of efficient enterprises; BBA raises to this level remaining, less-efficient enterprises of the industry.

    Achieving high competitiveness of Ukraine and ensuring a decent living standard is only possible if a flexible intellectual-innovation strategy development and effective mechanism for its implementation are developed. Today, the definition of strategic goals and objectives of innovative development of Ukraine becomes especially relevant. The innovation model of development should focus on instrumental support for the implementation of the intellectual potential of innovative resident enterprises. The purpose of the article is to define priority directions and improve the strategy of intellectual-innovative development of the national economy, and build an innovative development model for achieving high scientific and technical competitiveness of Ukraine. The structural and logical scheme of the research is determined, the methods of economic research used allowed to sufficiently characterize the strategy of intellectual-innovative development of the national economy on the basis of economic analysis, data comparison, and modeling. The article describes the directions, tasks, and goals of intellectual-innovative development. The dynamics of 2015-2019 scientific-technological and innovative development indicators of the national economy is analyzed. Peculiarities of innovative development and the main restraining factors of regional development are singled out. The analysis of normative-legal acts of scientific-technological and innovative development allowed the authors to single out intellectu-ally innovative vectors of the national economy development. A long-term strategy of intellectual-innovative development of Ukraine is proposed. The innovative model of development of national economy, methods, means, direct and indirect organizational-administrative and financial-credit levers of influence on innovative development of Ukraine are schematically described.

    The purpose of the article is to analyze the public administration mechanisms of electronic petitions (e-petitions), scientific and theoretical justification of recommendations to Ukrainian authorities on their improvement. The paper analyzes the approaches to defining the essence of the concepts of individual and collective e-petitions. The mechanisms of e-appeals (e-petitions) at the national and local levels have been studied. A comparison of the mechanisms of formation and submission of e-petitions in the Ukrainian legislation has been made. It is proposed to improve the interaction of national and local levels by redirecting petitions from local authorities to national executive bodies. The main shortcomings of the existing mechanism of public administration of e-petitions at the national level have been identified. In the process of analyzing the shortcomings of the organizational and legal mechanism, foreign experience and its possibility use in Ukraine were taken into account. Considering the identified shortcomings should further increase the level of civil society involvement in public administration of public affairs and, as a consequence, accelerate the democratization of Ukrainian society and Ukraine as a full member of the European community. In order to assess the level of availability of the electronic individual petitions tool, a study of the official web resources of central and local executive bodies was conducted and ways to improve the practical implementation of the e-petition tool in order to increase its accessibility were identified. The main identified shortcomings are: staffing issues (personnel quality); accessibility and transparency of e-democracy tools for citizens; lack of a unified approach to the implementation of e-appeals (petitions); lack of bottom-up redirection mechanisms; low civil society awareness of public authorities’ responsibilities and powers; lack of mechanisms for imperative execution of e-petitions, etc. Based on the analysis of international experience of implementation of e-appeals (e-petitions), the ways to improve national legislation have been proposed and the recommendations for central authorities, local governments and civil society organizations have been developed to improve the organizational and legal mechanism of public administration of e-democracy tools (electronic individual and collective petitions). The main ones are as follows: amendments to a number of legislative acts, including the conceptual and strategic level; taking into account the imperative implementation of e-petitions; actualization of the issue of administrative and criminal liability for non-compliance with the requirements of the legislation regarding the implementation of e-petitions.

    Opis:
    The subject of the research is cross-country comparisons of models of organizational and economic mechanism of regulation (OEMR) of processes of production of fundamental scientific knowledge (FSK) during the organization of basic scientific research (FSR) by academic institutions. The ultimate goal of the development of OEMR and the task of conducting FSR is formulated. The hypothesis about the possibility of effective implementation of OEMR FSR in the case of clear definition of subjects and forms of regulation is substantiated. The thesis on the expediency of structuring OEMR FSR with the separation of levels of systematization of scientific knowledge as an object of regulation, conceptual components, subject content of FSK subsystems, elements of the FSK formation cycle in the process of solving partial cognitive problems of fundamental scientific theories (FNT), functional levels principles and criteria for ensuring the effectiveness of non-monotonic abductive FSR, distinguishing tools for providing analytical and regulatory functions. The research method is to generalize the features of national models of public regulation of FSR, which differ in proportions and combination of methods of direct administration and create conditions for independent choice of subjects of directions and options of R&D under the influence of dynamic updating of axiological concept of FSR. There are methods of using power competencies to form and use basic research competencies of FSR subjects in the field of FSR production – direct administrative influence, formal-mechanistic solidarity of subjects within the functioning of academic research networks, external value orientation and motivation of FSR subjects. The list of methods of stimulating innovative renewal of practical and transformative competencies in the field of FSK functioning includes methods of indirect regulatory influence, contractual solidarity of FSR subjects within the functioning of voluntary/temporary professional research networks, internal value and identification orientation of FSR subjects, global standards of practical and transformative competencies of FSR subjects in the field of FSK formation. The result of the study is to identify the main types of models with a detailed description of the practical principles of the implementation of FSR in the countries that represent them. The difference in the potential of FSR implementation depends on the ability of national institutions to organize the processes of conducting cyclical program research in order to increase the background design knowledge of the most universal nature.

    The article is devoted to consideration of existing theoretical and practical approaches to the determination of factors influencing the efficiency of organizational-economic mechanism of the enterprise investment projects. Analyzed existing approaches of Ukrainian and foreign authors and a classification of the factors influencing the formation and functioning of organizational-economic mechanism of investment projects, which provides for the separation of the impacts on regulated and unregulated. Identify and describe the characteristics of the proposed classification.

    В статье приведена концептуальная модель формирования эффективного организационно-экономического механизма использования деградированных и малопродуктивных сельскохозяйственных земель. Для достижения стратегических целей модели рекомендуется комплексное сочетание административных, организационных и экономических инструментов. Акцентируется внимание на создании государственного экологического фонда и введении сервитута сохранения.
    The article presents a conceptual model of the formation of an effective organizational and economic mechanism for the use of degraded and unproductive agricultural land. To achieve the strategic goals of the model, a complex combination of administrative, organizational and economic tools is recommended. The emphasis is made on creation of a state ecological fund, introduction of conservation easement and ecological propagation.

    The paper describes network governance as a composite phenomenon, where three coordination mechanisms are mobilized in different proportions according to intentional manager's behaviors. The quest for better compositions is shown here as a typical optimization problem, subject to environment influence. In order to better understand optimal composition the author suggests that resource based view of the firm and the evolutionary perspective are more useful than neo-institutional economics.
