This theoretical study explores the flipped classroom concept as an innovative teaching method within higher education. The main aim is to present the benefits and limits of implementing the flipped classroom in the Czech higher educational context. The authors evaluate problematic areas of implementing the flipped classroom based on a content analysis of research studies from selected European countries and specify possible bottlenecks affecting its implementation in the Czech university environment. Referring to the results, the flipped classroom concept promotes student-centred learning, the activation and development of students’ competence to learn, but its effective implementation in the university environment is contextually conditioned.

Opis:
Many incidents have occurred because organisations have failed to learn from lessons of the past. This means that there is room for improvement in the way organisations analyse incidents, generate measures to remedy identified weaknesses and prevent reoccurrence: the learning from incidents process. To improve that process, it is necessary to gain insight into the steps of this process and to identify factors that hinder learning (bottlenecks). This paper presents a model that enables organisations to analyse the steps in a learning from incidents process and to identify the bottlenecks. The study describes how this model is used in a survey and in 3 exploratory case studies in The Netherlands. The results show that there is limited use of learning potential, especially in the evaluation stage. To improve learning, an approach that considers all steps is necessary.

This paper describes a method to accomplish 'a pre-planned guided search of interesting and known knowledge and information sources for decision making in public health medicine', i.e. a search protocol. The protocol is based around a knowledge base of known information and knowledge sources. These sources have been useful in earlier public health studies. The database of sources is maintained and updated as a consequence of each new study on which the search protocol is used. The paper outlines how the protocol has been created, built and tested. The results of using the protocol on five different public health studies are presented and analysed.

Considering that this research is still ongoing, this paper focuses on the presentation of the conceptual framework and its interconnection with the methodological strategy for the empirical study that aims to study the learning transfer to the workplace of professional military education in the context of the Portuguese Armed Forces. Factors related to the trainees’ individual characteristics, the organisational context, the courses design, the organisational learning culture, the organisational commitment and the expectations of career development, as well as the relationships established between these factors and the intention to transfer, throughout the lifelong learning process, will be discussed. The empirical study will be carried out at three junctures - before the training, at the end of the training and three to six months after the training. The study is conceptually based on Holton’s Holistic HRD Research and Evaluation (1996), Ajzen’s Theory of Planned Behaviour (1991), Watkins and Marsick’s model of learning organisations (1993, 1996) and Meyer and Allen’s (1991) concept of organisational commitment. The study will be developed using a mixed strategy (quantitative/qualitative), applying a hypothetical-deductive and inductive reasoning, in which a longitudinal research design with a transversal component will be followed. The data collection for the empirical study will be done through a questionnaire, individual semi-structured interviews and discussion groups about the results.

Reflective practice has become an influential concept in the evaluation field. A greater use of reflective practice is advocated in reference to both evaluators’ own professional development, and as a means to enhance dialogue, stakeholders’ involvement and organisational learning in the evaluation process. The aim of the paper is to examine the evaluation endeavour from the latter perspective, i.e. to present evaluation approaches which offer the opportunity for collaborative reflective practice. To this end, evaluation as reflective practice is discussed at three levels: (1) the organisational level – the model of single, double and triple-loop learning is discussed in reference to formative, summative and developmental evaluation, (2) the evaluator’s level – different roles performed by the evaluator are considered from the point of view of promoting collaborative reflective practice, and (3) the broader socio-political level, in relation to the concept of civil society, as evaluation can contribute not only to a greater rigour and effectiveness of public spending but to social empowerment, to appreciating diversity or building trust (improving democratic policy-making).
Zagadnienia refleksyjnej praktyki stanowią ważny obszar zainteresowań w dziedzinie ewaluacji. Zaleca się jej szersze wykorzystanie zarówno w odniesieniu do samodoskonalenia zawodowego ewaluatorów, jaki i jako środek wzmocnienia dialogu, zaangażowania interesariuszy i uczenia się organizacyjnego w procesie ewaluacji. Celem artykułu jest ukazanie procesu ewaluacji właśnie z tej drugiej perspektywy, czyli zaprezentowanie takich podejść stosowanych w ewaluacji, które sprzyjają praktyce refleksyjnej opartej na współpracy. Ewaluacja jako praktyka refleksyjna jest rozważana na trzech poziomach: (1) organizacji – w tym celu model uczenia się w pojedynczej, podwójnej i potrójnej pętli odniesiono do trzech podstawowych typów ewaluacji: formatywnej, sumatywnej i rozwojowej, (2) ewaluatora – różne role odgrywane przez ewaluatora są rozpatrywane z punktu widzenia promowania refleksyjnej praktyki wśród głównych odbiorców ewaluacji (interesariuszy), oraz (3) szerszego socjopolitycznego poziomu – w odniesieniu do społeczeństwa obywatelskiego, ponieważ ewaluacja może przyczyniać się nie tylko do większej dyscypliny i efektywności wydatków publicznych, lecz także do wzmocnienia zaangażowania społecznego, docenienia różnorodności czy budowania zaufania (wsparcia demokratycznego procesu tworzenia polityki).

Financial knowledge is an extremely important element not only of functioning and development, but more importantly of managing financial processes at local government level. Considering the progressing reforms of the national public finance system and the resulting consequences (legal, financial, as well as managerial) for shaping the financial management of the LGU’s, and also globalisation processes and the dynamic development of the financial services’ market, it is natural to require managers of the local government subsector of public finance to have thorough financial knowledge - current and interdisciplinary knowledge that would most importantly be reliable and practice-based. Constant changes of regulations, growing demands in budget management, progressing restrictions as concerns LGUs’ debt-raising capacity require not only current, “static” financial knowledge expected when executing statutory tasks, but also “dynamic” knowledge based on strategic planning, i.e. knowledge based on modern financial instruments.

The author presents the essence and assumptions of organisational learning in the German academic debate. The origins and development of the discourse date back to the 1960s and 1970s and the Anglo-Saxon circles. However, the stage of expansion into Europe started only in 1980s. This article refers to the achievements of the scholars whose names appear in the context of learning and organisation. It also shows many aspects of the discourse, which results from focusing on the issues of organisational learning by representatives of many fields of study. The analysis does not present the uniform phenomenon, however, it indicates the direction of evolution of this concept in the period from its inception until now, as well as encourages own reflection in this regard.
Autorka prezentuje istotę i założenia organizacyjnego uczenia się w niemieckiej debacie naukowej. Geneza i rozwój dyskursu sięgają lat 60/70. i kręgu anglosaskiego. Faza ekspansji na tereny Europy rozpoczęła się jednak dopiero w latach 80. W artykule znaleźć można odwołanie do dorobku naukowców, których nazwiska pojawiają się w rozważaniach w kontekście uczenia i organizacji. Uwidacznia się w nim także wieloaspektowość prowadzonego dyskursu, co związane jest z zogniskowaniem wokół problematyki organizacyjnego uczenia się przedstawicieli wielu dyscyplin naukowych. Przeprowadzona analiza nie prezentuje jednorodnego zjawiska, wskazuje jednak na kierunek ewolucji tej koncepcji, w okresie od jej powstania do czasu obecnego, jak również pozwala na czerpanie impulsów do własnych przemyśleń w tym zakresie.

Opis:
Organisational ambidexterity, the ability of the organisation to maintain dual attention on exploitation (processing and refining the core production) and exploration (prospecting activities for new opportunities and innovation) to support sustainable growth, has been widely applied in a business organisation. However, the concept of organisational ambidexterity applied in public and nonprofit organisations currently facing unprecedented challenges in carrying out their mission is not much researched. Under the new reform, a public organisation is not only expected to accomplish the mission but also is expected to be innovative. This study aims to fill in the gap by exploring the strategy of the Indonesian super body organisation known as Komisi Pemberantasan Korupsi (KPK) or Corruption Eradication Commission in achieving organisational ambidexterity. This body is commissioned as in most comparative studies of corruption between countries; Indonesia is on the top of the pyramid. Confirmatory Factor Analysis (CFA) is tested on 200 Indonesian Corruption Eradication Commission officers to confirm the underlying factors. The dynamic interactions among management innovation, organisational adaptation, organisational design, and organisational learning to organisational ambidexterity are examined with path analysis. The research shows the significant impact of all variables as causes for organisational ambidexterity. The model is expected to provide the model for government institutions on managing organisational ambidexterity in line with delivering accountability of mandate fulfilment to respective stakeholders by particular reference to business organisations' concept.
Ambidexterity organizacyjne - zdolność organizacji do utrzymywania podwójnej uwagi na eksploatacji (przetwarzanie i uszlachetnianie podstawowej produkcji) i eksploracji (poszukiwanie nowych możliwości i innowacji) w celu wspierania zrównoważonego rozwoju - znalazła szerokie zastosowanie w organizacji biznesowej. Jednak to, w jaki sposób koncepcja ambidexterity organizacyjnej jest stosowana w organizacjach publicznych i non-profit, które obecnie stoją przed bezprecedensowymi wyzwaniami w realizacji swojej misji, nie jest zbyt wiele zbadane. W ramach nowej reformy od organizacji publicznej oczekuje się nie tylko realizacji misji, ale także innowacyjności. Niniejsze badanie ma na celu wypełnienie luki poprzez zbadanie strategii indonezyjskiej organizacji nadrzędnej znanej jako Komisi Pemberantasan Korupsi (KPK) lub Komisja ds. Zwalczania Korupcji w osiąganiu obustronności organizacyjnej. Organ ten jest zlecany, jak w większości badań porównawczych korupcji między krajami; Indonezja znajduje się na szczycie piramidy. Confirmatory Factor Analysis (CFA) jest testowana na 200 funkcjonariuszach Indonezyjskiej Komisji ds. Zwalczania Korupcji w celu potwierdzenia podstawowych czynników. Dynamiczne interakcje między innowacjami w zarządzaniu, adaptacją organizacyjną, projektowaniem organizacyjnym i uczeniem się organizacji w zakresie ambizręczności organizacyjnej są badane za pomocą analizy ścieżki. Badania wskazują na istotny wpływ wszystkich zmiennych jako przyczyn ambidexterity organizacyjnej. Oczekuje się, że model zapewni instytucjom rządowym model zarządzania obustronnością organizacyjną zgodnie z zapewnieniem rozliczalności realizacji mandatu odpowiednim interesariuszom poprzez szczególne odniesienie do koncepcji organizacji biznesowych.

The purpose of this article is to provide a framework for reflection, by describing the role of quality management on organisational learning in Moroccan certified SMEs. After presenting a theoretical revue related to our main question, we will show the results of an exploratory study based on three different qualitative study methods (documentary study, semi-directive interviews and non-participating observation) conducted on an agro-food SME. This analysis was carried out in two stages: first, by studying the specificity of the deployment of quality management in this SME, and then by examining the place of quality management in the dynamics of organisational learning and knowledge development.
Celem opracowania jest dostarczenie ram do refleksji poprzez opisanie roli zarządzania jakością w organizacyjnym uczeniu się w certyfikowanych marokańskich MŚP. Po przedstawieniu teoretycznego przeglądu związanego z głównym pytaniem, pokazano wyniki badania eksploracyjnego opartego na trzech różnych metodach badań jakościowych (badanie dokumentów, wywiady półdyrektywne i obserwacja nieuczestnicząca) przeprowadzonych w MŚP z branży rolno-spożywczej. Analiza ta została przeprowadzona w dwóch etapach: najpierw poprzez zbadanie specyfiki wdrażania zarządzania jakością w tym MŚP, a następnie poprzez zbadanie miejsca zarządzania jakością w dynamice organizacyjnego uczenia się i rozwoju wiedzy.

Though it is laborious to examine the culture of the school, researchers have been endeavouring to empirically apprehend it since the 1960’s. A variety of research jobs have been carried out, of various starting points, ways of materialisation, and conclusions. The present text indicates a way of classifying these studies according to the purposes they had been assigned. Though the list of examples is not entirely complete nor is the classification definite, a conclusion is clear and evident: in most cases, the culture of the school is not examined in order to grasp this culture itself. Much more often, the culture of the school is examined as a starting point, a pre-condition, or a tool to explore another object of the researcher’s interest outside the culture itself, such as the quality and evaluation of the school’s overall performance, the quality of the learning process, or the school’s developmental potential.

The underlying assumption of this study is that it is possible to define some principles of strategic management. These principles, called strategic orientations, influence and direct the activities of an organisation and are intended to ensure its viability and superior performance. So far, studies into strategic orientations that set out to explain different levels of organisational performance prove that each type of strategic orientation can have a positive impact on business performance. The purpose of this study is to discuss the key aspects of the three strategic orientations - entrepreneurial, market and organizational learning, outlining the relationship between them and the consequences of their choice on the development of the organization. In addressing entrepreneurial, market and learning orientations, the study has described some of the relationships between orientations and their effect on organisational performance. This has allowed us to identify areas of future studies on strategic orientations – that is to say, their integration, the effect of their configurations on organisational performance in different environments, and internal factors underlying strategic orientations.
U podstaw opracowania leży założenie o możliwości zdefiniowania zasad strategicznego zarządzania, wpływających na zachowania organizacji i skoncentrowanych na realizację celów oraz na zapewnienie wysokiego poziomu sprawności funkcjonowania określanych mianem strategicznych orientacji. Dotychczasowe badania nad strategicznymi orientacjami, pozwalające na wyjaśnianie odmiennych poziomów rezultatów osiąganych przez organizacje, udowadniają, że każdy z rodzajów strategicznych orientacji może wywierać korzystny wpływ na osiągane przez organizacje rezultaty działalności biznesowej. Celem opracowania jest przeprowadzenie dyskusji nad kluczowymi aspektami trzech orientacji strategicznych, tj.: przedsiębiorczej, rynkowej i organizacyjnego uczenia się, zarysowanie relacji pomiędzy nimi i konsekwencji ich wyboru na rozwój organizacji. W opracowaniu odnosząc się do orientacji przedsiębiorczej, orientacji rynkowej orientacji i orientacji na organizacyjne uczenie się wskazano na relacje między poszczególnymi orientacjami i ich wpływ na rezultaty organizacji. Pozwoliło to na identyfikację obszarów, w których powinny być realizowane przyszłe badań nad strategicznymi orientacjami – integrację orientacji, wpływ konfiguracji strategicznych orientacji na efektywność organizacji w różnych warunkach otoczenia, wewnętrzne uwarunkowania strategicznych orientacji.

Purpose: The aim of this article is to analyse the theoretical views and results of empirical research concerning the relation between organisational learning (OL) and organisational performance (OP). Methodology: The study was carried out through extensive literature research, including relevant literature review from databases such as ProQuest, Elsevier, Emerald and EBSCO (the phrases: “organisational learning”, “learning organisation” and “organisational performance” were searched in the keywords, titles or abstracts). Findings: From a theoretical point of view, the relation between OL and OP is neither obvious nor clear, but the analysis of the empirical studies allows one to assume that OL has an essential impact on OP. However, differences in the strength of the relation were shown and some contradictions related to the presence of the relation between OL and selected (mostly financial) performance aspects identified. Furthermore, the article discusses the significant differences and inconsistencies in the methods of measuring OL, measuring OP, selecting contextual factors and adopted methods of data analysis. Implications: Inconsistencies and gaps found in the studies of the relationship between OL and OP made it possible to designate the direction for promising further research. Value: The article presents valuable insight through its in-depth, critical analysis of the organisational learning and organisational outcomes. First and foremost, this indicates that the formula of the previous empirical studies does not allow for the development of precise solutions pertaining to organisational learning management for the benefit of OP improvement.
