Lean Manufacturing is a profound system designed to enhance every manufacturing industry's efficiency by reducing waste through internationally recognized tools and techniques. Enterprises of all sizes and industries strive to adopt Lean Manufacturing (LM) concepts to maximize their resources, such as personnel, facilities, materials, and operating schedules, to be economically effective. There are several models for implementing Lean philosophy in enterprises. The conducted research is aimed at reviewing and conceptualizing the LM system implementation framework in the enterprises in Central and Eastern Europe. The analysis was based on the results of surveys conducted in micro, small, medium and large enterprises, mainly in production, trade and service organizations. As a result, among others, the main premises, methods and benefits of implementing the LM system, thus identifying the specificity of the concept in the context of the size of enterprises and the industry from which they come, were indicated. The originality is the analysis of the effectiveness, efficiency and productivity of Lean activities, distinguishing the size of the organization from the group of micro, small, medium and large organizations (MSME). The research results show that the LM implementation model in enterprises from Central and Eastern Europe is based on the Shingo model.
Produkcja szczupła to rozbudowany system zaprojektowany w celu zwiększenia wydajności każdej branży produkcyjnej poprzez redukcję odpadów dzięki uznanym na arenie międzynarodowej narzędziom i technikom. Przedsiębiorstwa niezależnie od wielkości i branży starają się przyjąć koncepcje Lean Manufacturing (LM) , aby zmaksymalizować swoje zasoby, takie jak personel, obiekty, materiały i harmonogramy działania, aby były ekonomicznie efektywne. Istnieje kilka modeli implementacji filozofii Lean w przedsiębiorstwach. Realizowane badania mają na celu dokonanie przeglądu i konceptualizacji ram wdrożeń systemu LM w przedsiębiorstwach w Europie ŚrodkowoWschodniej. Analizę oparto na wynikach z badań ankietowych przeprowadzonych w mikro, małych, średnich i dużych przedsiębiorstwach, głównie w organizacjach produkcyjnych, handlowych i usługowych. W rezultacie wyłoniono m. in. główne przesłanki, sposoby oraz korzyści z wdrożeń systemu LM identyfikując dzięki temu specyfiki koncepcji w kontekście wielkości przedsiębiorstw oraz branży z których pochodzą. Oryginalnością jest przeanalizowanie skuteczności, efektywności oraz wydajności działań Lean w rozróżnieniu na wielkość organizacji z grupy mikro, małych, średnich i dużych organizacji (MSME). Wyniki badań skazują że model wdrożenia LM w przedsiębiorstwach z Europie Środkowo-Wschodniej oparty jest na modelu Shingo.

The issue of knowledge management of organization employees is a relatively new area of scientific interest. This increase results from the growing complexity and complexity of the organization and its environment, which directly translates into an increase in the demand for new knowledge, attitudes and behaviors necessary to maintain or improve the quality of services provided. A company that uses the processes of acquiring, processing, sharing, disseminating and implementing organizational knowledge in a conscious and methodical manner becomes an "intelligent organization". This article adopts the definition of an intelligent organization, according to which an intelligent organization smoothly modifies its attitudes and behaviors, adequately to the acquired knowledge and changes in the external environment. Due to the fact that specialized processes related to the creation, creation and transfer of knowledge take place in it, learning of all its members is facilitated. Shaping employees' attitudes, understood as a conscious influence in order to consolidate or change them so that they are conducive to the safe operation of building objects, should be of significant importance for every organization. Attitude is related to behavior, which is the most elementary form of human activity, which is externally observable. The issue of shaping organizational attitudes and behaviors is connected with the necessity to consider the factors that trigger the process of change. It is important to diagnose whether the engine of changes is the person with a specific attitude or elements from his environment. The article presents a theoretical introduction, the results of diagnostic tests and the results of the research, proposed actions shaping the attitudes and behavior of employees regarding the safe operation of buildings, based on the example of Komunalny Przedsiębiorstwo Komunikacyjne sp. z o.o.

Supply chain activity control is an essential part of Supply Chain Management (SCM), ensuring compliance with customer requirements. This paper presents a case study into the control of SCM activities. The study analysed two areas involving two different SC links associated with order picking, and outsourced truck freights, respectively. The studied company had problems with these links. An approach based on developing a KPI (Key Performance Indicator) was proposed to address the issues. Consequently, different affected processes were analysed and characterised, considering the relevant data for defining a KPI. Then, strategies and methods were devised for data collection and processing regarding the system’s current state. Finally, tools were designed to facilitate the interpretation of the system’s current state and thus, pave the way for the decision-making process on corrective measures.

As the maritime transport of containers continues to grow and container ships change in terms of design and construction, it is important to ensure the appropriate level of safety for this type of transport. Over the decades, the size and cargo capacity of container ships have been changing, and so have their manoeuvring restrictions and required stability criteria. It seems that changes in the regulations, technological development and increased stability requirements are not yielding satisfactory results – the causes of container ship accidents continue to show similar patterns. The present article refers to the problem of ensuring safety in sea container transport, with a particular focus on cargo processes. Its purpose is to determine cause-and-effect relations leading to the loss of containers at sea, and to develop a model of loading that could significantly raise the level of safety of container transport. The article provides a general description of threats to ships related to weather conditions, loading methods or stability limitations. A statistical analysis of the occurrence of damage and/or loss of cargo from container ships was carried out and the risk of cargo loss was assessed on the basis of data from 2015‒2019. A Pareto diagram was used for this purpose. The authors present the concept of the container ship loading model, which may contribute to increasing the safety of shipping in the future.

This paper tests the applicability of deep reinforcement learning (DRL) algorithms to simulated problems of constrained discrete and online resource allocation in project management. DRL is an extensively researched method in various domains, although no similar case study was found when writing this paper. The hypothesis was that a carefully tuned RL agent could outperform an optimisation-based solution. The RL agents: VPG, AC, and PPO, were compared against a classic constrained optimisation algorithm in trials: “easy”/”moderate”/”hard” (70/50/30% average project success rate). Each trial consisted of 500 independent, stochastic simulations. The significance of the differences was checked using a Welch ANOVA on significance level alpha = 0.01, followed by post hoc comparisons for false-discovery control. The experiment revealed that the PPO agent performed significantly better in moderate and hard simulations than the optimisation approach and other RL methods.
W artykule zbadano stosowalność metod głębokiego uczenia ze wzmocnieniem (DRL) do symulowanych problemów dyskretnej alokacji ograniczonych zasobów w zarządzaniu projektami. DRL jest obecnie szeroko badaną dziedziną, jednak w chwili przeprowadzania niniejszych badań nie natrafiono na zbliżone studium przypadku. Hipoteza badawcza zakładała, że prawidłowo skonstruowany agent RL będzie w stanie uzyskać lepsze wyniki niż klasyczne podejście wykorzystujące optymalizację. Dokonano porównania agentów RL: VPG, AC i PPO z algorytmem optymalizacji w trzech symulacjach: „łatwej”/„średniej”/ „trudnej” (70/50/30% średnich szans na sukces projektu). Każda symulacja obejmowała 500 niezależnych, stochastycznych eksperymentów. Istotność różnic porównano testem ANOVA Welcha na poziomie istotności α = 0.01, z następującymi po nim porównaniami post hoc z kontrolą poziomu błędu. Eksperymenty wykazały, że agent PPO uzyskał w najtrud- niejszych symulacjach znacznie lepsze wyniki niż metoda optymalizacji i inne algorytmy RL.

The choice of the operator involves taking risks, especially when changing the way logistics is handled (e.g. from your own warehouse and distribution network to external – outsourced). The aim of the article is to present the most important factors that directly and indirectly influence purchasing decisions made by customers of logistics operators. In order to correctly determine the parameters of the selection of a logistics service provider in terms of quality, it is necessary to define quality requirements criteria that allow to meet specific KPIs (Key Performance Indicators) to measure the satisfaction of the final recipient of the goods. The main goal of the article is to answer the question of how to define criteria to be relevant to customer expectations and how they affect final purchasing decisions in the context of choosing the operator to provide logistics services. In order to illustrate the full picture of the studied environment, as well as to maximally facilitate and encourage respondents to participate in the study, surveys were used mainly in the form of Internet, mostly containing closed and several open questions. The research was based on three research groups: logistics operators, customers of logistics operators and final recipients of services of logistics operators. In the individual groups, the survey invited: 1) about 80 companies from European logistics operators; 2) approx. 150 companies from Central and Western Europe dealing in production and trade according to the classification of economic activity; 3) over 2,000 people who have declared to buy various goods with delivery to the address indicated.

The main aim of the article is to characterise and analyse EU military operations, taking into account their objectives, assumptions, successes as well as their limitations and weaknesses. The author focusses his research on EU activities in Sub-Saharan Africa. The following research questions were posed: - what is the specificity and characteristic features of EU military crisis management operations; - to what extent and in what direction are military operations launched by the EU evolving; - in what way do EU military operations influence the perception of the EU as a civilian and normative power and affect the development of the EU as a security actor; - what are the main limitations and weaknesses of EU military operations and what is their future in EU foreign policy? The author applied the following research methods: factorial, comparative, scenario, quantitative, and qualitative analysis. The main conclusion is that the EU's military operations and its military training missions should solely be perceived as one of the elements (measures) in EU foreign policy. As has been indicated in the title of the article, they are “a tool in the EU's foreign policy toolbox”.

Simultaneously with a decreasing sea ice cover in the Arctic region an increase in ship traffic is experienced in these waters, meaning a higher probability of accidents and incidents to occur. The capability to handle emergency situations for shipowners, operators and rescuers in a cold climate environment are heavily affected by the risks present in polar waters and depends on limited emergency response resources covering extremely large areas. In 2017, the International Code for Ships Operating in Polar Waters (The Polar Code) was adopted by the International Maritime Organization (IMO), applicable for the Arctic and Antarctic regions. The goals of the functionally based regulation are to provide for safe ship operations and the protection of the polar environment, by addressing risks present in polar waters and to ensure these are mitigated sufficiently. A qualitative pilot study, with individual expert interviews, has been conducted in order to examine the Polar Code's implications for safe ship operations in the Arctic region. The study concludes that the discussions raised in the aftermath of the Polar Code has led to an increase in focus and a strengthen consciousness about hazards and risks associated with polar water ship operations and additional measures required to mitigate these. Further, the implementation of the Polar Code is considered as a milestone by establishing an international regulation, mandatory for polar water ship design and for voyage planning. However, the study points out that the main principle of the Polar Code is risk-based, meaning the performance of safe ship operations are depending on those subjects to the regulation, to conduct thorough operational risk assessments covering all actual hazards, and to ensure that those are mitigated sufficiently. In this regard, authority presence is found crucial, to validate the adequacy and the dimensioning of the implemented measures. Warehouse and inventory management is a recurring issue in many of the different supply chains in diverse industries, where the constant changes in the markets have a direct impact on the management of warehouses and inventories, either generating over-stocks or shortages. This paper presents a case study on warehouse and inventory management control. The company under study was having problems in this area, where over-stocks were generated frequently, leading to various incidents, such as having to store finished and packaged product in unsuitable places, with the associated risk of deterioration. To deal with this problem, control tools based on the KPI (Key Performance Indicator) concept were developed. To this end, the corresponding problem and the information management process within the Supply Chain department had to be analyzed. In this case, it was observed that the databases were not synchronized, therefore strategies were proposed to systematize the collection and updating of data. In addition, to summarize the information, we proceeded to the implementation of an interactive form that facilitates the visualization and interpretation of the evolution of the process, and to be able to apply an efficient control on it, and thus to propose corrective actions supported by evidence.

Purpose: The main purpose of this study was to present the possibilities of using the competence matrix in the prioritizing of manufacturing activities. Design/methodology/approach: The article discusses one of the enterprise’s human resource management instruments, which are competence matrices. Competence development model of enterprise was presented and model of using technological competences was discussed. Findings: The way of using competence matrices, as a tool to support task scheduling that is carried out by direct production employees in the area of discrete processes, was presented. The author showed, that competence matrices can enable the identification of competence gaps and thus be a tool for planning the training needs of employees, recruitment and selection of employees, making decisions about transfers and building a remuneration system. Research limitations/implications: An important condition for the successful implementation of solutions based on competence matrices is the correct determination of the level of required and expected technological competence and prior declaration of the list of technological operations. Practical implications: The solution described above, consisting in the use of technological competence matrices in the area of production planning, has been used in the calculation algorithms of the IPOsystem™ application. It is a product of the Polish company UiBS Teamwork Sp. z o.o. Originality/value: The use of competence matrices in prioritizing production tasks is undoubtedly a new issue. It is an indicator of the level of organization’s maturity, which results from the need to adapt production enterprises to changing environmental conditions.

Purpose: The aim of the paper is to analyse the problems connected with the design of operation processes realised within an organisation in the ISO 9001:2015 implementation process. Design/methodology/approach: Critical literature analysis. Analysis of international literature from main databases and Polish literature and legal acts connecting with the researched topic. Findings: Design and development planning refers to identifying the stages and controls for the stages to design and develop products. Stages that are appropriate for product development are decided by a design team. An organisation is required to plan and develop its design and development activities as a process. The goal of this process is to ensure that the realisation of the product or service will be according to their specification. The design and development processes, operations, activities and controls shall be planned in accordance to several requirements. The organisation should implement the planned arrangements at appropriate stages to verify that the product and service requirements have been met. The release of products and services to the customer shall not proceed until the planned arrangements have been satisfactory completed, unless otherwise approved by a relevant authority and as applicable by the customer. Originality/value: Detailed analysis of all subjects related to the organisation of design in ISO 9001:2015.

Background: The objective of this research is to identify the relationship between green logistics operations, national economic and environmental indicators in a panel of 42 selected global ranked logistics countries over the period from 2007 to 2018. The study aims to expand the domain of green logistics from the micro/firm level to the macro level. Methods: This research paper has used a summary OLS (Ordinary Least Squares) method to test hypotheses. From 2007 to 2018, data panels for 42 countries were downloaded from the World Bank website. Results: The findings of this study indicate that in selected panel countries, the green logistics business has a positive and statistically significant relationship with foreign direct investment inflows, renewable energy consumption, and energ demand. On the other hand, there is a significant negative correlation between CO2 emissions and green logistics. In addition, foreign direct investment and renewable energy are the driving factors of the green logistics business and also promote environmental sustainability. Conclusions: This research paper provides insights into the relationship between green logistics operations and economic and environmental sustainability. In addition, the scope of this research paper is much broader than previously published research papers, in which researchers discovered the relationship between green logistics and corporate performance. However, this research paper focuses on the macro level to understand the link between green logistics and national size indicators.
Wstęp: Celem pracy jest zidentyfikowanie zależności pomiędzy operacjami zielonej logistyki wskaźnikami ekonomicznymi i ekologicznymi w oparciu o panel 42 wybranych krajów z globalnego rankingu logistycznej w okresie od 2007 do 2018. Badanie to w szczególności rozszerza domenę zielonej logistyki z poziomu mikro czy poszczególnych przedsiębiorstw do skali makro. Metody: W celu testowania hipotez zastosowano metodę OLS (najmniejszych kwadratów). Dane dotyczące wybranych 42 krajów zostały pobrane ze strony internetowej Banku Światowego dla okresu od 2007 do 2018. Wyniki: Uzyskane wyniki pokazują statystycznie istotną i pozytywną współzależność z bezpośrednimi zagranicznymi inwestycjami, konsumpcją energii odnawialnej oraz popytem na energię w analizowanych krajach. Z drugiej strony emisja CO2 oraz zielona logistyką są istotnie negatywne ze sobą skorelowane. Dodatkowo, FDI oraz źródła energii odnawialnej są kluczowymi czynnikami wspomagającymi operacje zielonej logistyki, która prowadzi do zrównoważonego rozwoju pod względem ekologicznym. Wnioski: Prezentowana praca daje wgląd w zależności pomiędzy operacjami zielonej logistyki a ekonomicznym i ekologicznym rozwojem zrównoważonym. Dodatkowo, praca ta ma znacznie szerszy zakres niż wcześniejsze prace dotyczące tej tematyki, w których to zostały przedstawione zależności pomiędzy zieloną logistyką a działalnością firmy. Prezentowana praca skupia się ma poziomie makro w celu uchwycenia zależności pomiędzy zieloną logistyką a wskaźnikami na poziomie krajowym.

Opis:
Currently, Industry 4.0 is considered as the essential improvement of business processes that could improve the lean management along with high organizational support and effective supply chain practices. Thus, the aim linked with the current article is to examine the role of Industry 4.0 in the business processes and its impact on lean management. The purpose also includes the investigation of mediation impact of supply chain operations reference model (SCORM) among the nexus of the role of Industry 4.0 in business process and lean management along with the examination of moderating role of organizational support among the nexus of SCORM and lean management. The researchers and questionnaires have selected the quantitative method of data collection have been used to gather the data from the respondents, while smart-PLS has been executed for analysis purpose. The results revealed that positive association had been found among the nexus of the role of Industry 4.0 in the business processes and lean management. The results also exposed that SCORM is positively mediating among the nexus of the role of Industry 4.0 in the business processes and lean management while organizational support positive moderated among the nexus of SCORM and lean management. These findings provided the guidelines to the policymakers that they should enhance their focus on the implementation of Industry 4.0 in the organization that could lead the organization towards success.
Obecnie Przemysł 4.0 uważany jest za zasadnicze usprawnienie procesów biznesowych, które mogłoby usprawnić szczupłe zarządzanie przy jednoczesnym wysokim wsparciu organizacyjnym i efektywnych praktykach łańcucha dostaw. Zatem celem związanym z niniejszym artykułem jest zbadanie roli Przemysłu 4.0 w procesach biznesowych i jego wpływu na lean management. Celem jest również zbadanie wpływu mediacyjnego modelu referencyjnego operacji łańcucha dostaw (SCORM) na splot roli Przemysłu 4.0 w procesach biznesowych i szczupłym zarządzaniu, wraz z badaniem moderującej roli wsparcia organizacyjnego w powiązaniu SCORM i lean zarządzanie. Badacze i kwestionariusze wybrali ilościową metodę zbierania danych, która została wykorzystana do zebrania danych od respondentów, natomiast smart-PLS został wykonany do analizy. Wyniki ujawniły, że pozytywny związek został znaleziony wśród splotu roli Przemysłu 4.0 w procesach biznesowych i szczupłym zarządzaniu. Wyniki pokazały również, że SCORM pozytywnie pośredniczy w powiązaniu roli Przemysłu 4.0 w procesach biznesowych i szczupłym zarządzaniu, podczas gdy wsparcie organizacyjne jest moderowane pozytywnie wśród powiązań SCORM i lean management. Ustalenia te dostarczyły wskazówek dla decydentów, że powinni oni skupić się na wdrażaniu Przemysłu 4.0 w organizacji, która może poprowadzić organizację do sukcesu.

The priority of the maritime transport operation is a high level of security, which must be constantly monitored by shipowners with a security management system. The origin of the International Code for the Management of Safe Ship Operations and Pollution Prevention and the revised guidelines for the administration of the ISM Code by administrations, the first formal mandatory standard for safety management and pollution prevention goes back to the early 1980s. Arrangement of safe ship management and operation and consequent minimization of errors human being by far the most common cause of marine disasters is its main. The shipowner's and ship's certification procedure for the Safety Management System (SMS) is in line with Regulation (EC) No 336/2006 [1] of the European Parliament and the Council of Europe of 15 February 2006 on the implementation of the ISM Code in the Community, together with the Commission's amendment European Union of June 16, 2008. The documentation contains a developed Safety Management System adapted to the conditions of a given shipowner. All elements of the system must be documented, and, above all, the duties must be described in the organizational structures. Documentation must indicate how management supervises activities at various levels, employee participation and individual management representatives in individual processes, and how the safety management system is constantly improved. The shipowner maintains a security management system in line with the requirements of the Code and complies with the requirements of the certification system. The amount of information and the speed of changes taking place in the environment makes it necessary to introduce a system of information management and channels of their flow not only within the organization, but also in communication with third parties. Proper management of information resources increases the efficiency and effectiveness of the system. In the publication, the possibility of a formalized description of information flow in a well-functioning shipowner's safety management system.

In striving to maximize profits, maximize safety and to meet environmental requirements, management decisions being made in surface mining industry should always be optimal. Operations research, as a discipline supporting the decision-making processes helps to achieve this. In this paper, basic issues related to operations research in open-pit mining are explained. Significance of the operations research is emphasized, presenting the wide range of its applications in open-pit mining industry.
Dążąc do maksymalizacji zysków, maksymalizacji bezpieczeństwa oraz spełnienia wymagań środowiskowych, decyzje zarządcze podejmowane w górnictwie odkrywkowym powinny być zawsze optymalne. Badania operacyjne - jako dyscyplina wspierająca procesy decyzyjne, pomagają to osiągać. W artykule wyjaśniono podstawowe zagadnienia dotyczące badań operacyjnych w branży górnictwa odkrywkowego oraz podkreślono ich znaczenie, przedstawiając szeroki wachlarz zastosowań.
