    W artykule podjęto próbę przedstawienia problematyki związanej ze stosowanymi podziałami przestrzennymi (terytorialnymi) Rzeczypospolitej Polskiej, w szczególności akcentując podziały specjalne, wojskowogeograficzne i operacyjne. Celem zasadniczym było zidentyfikowanie tych podziałów i ich złożonej różnorodności w kontekście potencjalnego ich wpływu na aspekt praktyczny funkcjonowania sfery bezpieczeństwa (obronności). Specyficzną rolę w tych relacjach odgrywają podziały wojskowo-geograficzne i operacyjne. Dlatego też zostały poddane analizie w kontekście ich zastosowania i percepcji. Uporządkowanie tak nakreślonego obszaru badawczego możliwe jest poprzez udzielenie odpowiedzi na główny problem badawczy wyrażony w postaci pytania – jakie znaczenie mają podziały przestrzenne (terytorialne) w działalności instytucji systemu bezpieczeństwa państwa? Dekompozycja tego problemu umożliwiła wygenerowanie pomocniczych problemów składowych: Jakie podziały przestrzenne są stosowane w Polsce? Jakie podziały przestrzenne są stosowane w siłach zbrojnych Polski? Jaki jest wpływ podziałów przestrzennych na działania systemu bezpieczeństwa (obronności)? W wyniku przeprowadzonych analiz określono szereg relacji oddziaływania stosowanych podziałów przestrzennych oraz zaproponowano kierunki rozwiązania zidentyfikowanych wad dotyczących ich efektywnego wykorzystania.
    The article attempts to present the issues related to the spatial (territorial) divisions of the Republic of Poland, in particular by emphasizing special, military-geographical and operational divisions. The main goal was to identify these divisions and their complex diversity in the context of their potential impact on the practical aspect of the functioning of the security (defense) sphere. Military-geographical and operational divisions play a specific role in these relations. Therefore, they have been analyzed in terms of their application and perception. Organizing the research area outlined in this way is possible by answering the main research problem expressed in the form of a question - what is the significance of spatial (territorial) divisions in the activities of the state security system institutions? The decomposition of this problem made it possible to generate auxiliary component problems: What spatial divisions are used in Poland? What spatial divisions are used in the Polish Armed Forces? What is the impact of spatial divisions on the operation of the security (defense) system? As a result of the conducted analyzes, a number of relations of the impact of the spatial divisions used were determined and the directions of solving the identified defects concerning their effective use were proposed.

    Badania dotyczące problematyki operacyjnej w ludowym Wojsku Polskim wciąż są dalekie od kompletności. Wiele ważnych zagadnień pozostaje nieodkrytych, a znane przejawy planowania wojennego są bardzo trudne do osadzenia w odpowiednim kontekście i do interpretacji. Prowadzi to często do formułowania pod adresem badaczy usiłujących zgłębić tę tematykę zarzutów niezrozumienia faktycznego znaczenia badanych dokumentów. Celują w tym byli oficerowie LWP, uczestniczący w całym procesie, mający niejednokrotnie bardzo dobrą orientację w zasobie przechowywanym w wojskowej sieci archiwalnej. Do powstania w 2016 r. Wojskowego Biura Historycznego dostęp do tych akt był bardzo ograniczony i utrudniony. Niniejszy tekst stanowi próbę opisania znaczenia korpusu źródeł dokumentujących od 1958 r. zadanie prowadzenia studiów operacyjnych Zachodniego Teatru Działań Wojennych. Przyczyny i przebieg tego procesu nie zostały dostatecznie wyjaśnione w literaturze tematu, a przybliżenie początków i założeń jest niezbędne do osadzenia zachowanych dokumentów we właściwym kontekście procesu planowania wojennego w Siłach Zbrojnych PRL.
    Research on the operational issues of the Polish People’s Army is still far from complete. Many key issues remain obscure and the known elements of war planning are very difficult to match with the relevant context and interpretation. This often leads to accusations being levelled against the researchers working on these topics that they misunderstand the significance of the investigated documents. Former Polish People’s Army officers excel in this regard; they take part in the whole process, often very well-versed in the resources held in the network of military archives. Until the Military Historical Office was created in 2016, access to those files had been restricted and difficult to access. The text represents an attempt to describe the significance of the corpus of sources which are components of the operational studies on the Western Theatre of War Operations conducted since 1958. The causes and the course of that process have not been satisfactorily explained in literature on the subject; presenting the beginnings and objectives of that task is necessary in order to set the preserved documents in the relevant context of war planning in the Armed Forces of the Polish People’s Republic.

    Problematyka studiów operacyjnych, czy też planowania wojennego, w okresie II Rzeczypospolitej budzi ograniczone zainteresowanie badawcze praktycznie od momentu zakończenia klęską kampanii polskiej 1939 r. Autor postanowił przeanalizować dotychczasowy dorobek historiografii polskiej – nie ograniczając się przy tym tylko do literatury powstałej po 1989 r. – na ten temat, a przy okazji wskazać na luki badawcze, które oczekują na wypełnienie. Artykuł jest więc syntetycznym opracowaniem całego problemu planowania wojennego w latach 1921–1939 i zarazem tekstem z zakresu historii historiografii. Obraz, jaki wyłania się z wyżej zarysowanego stanu badań nad polskim planowaniem operacyjnym, nie pozostawia złudzeń: zagadnienie to ciągle posiada dużo luk badawczych. Wpływ na to mają braki w archiwaliach, które można jednak w pewnym stopniu uzupełnić poprzez kwerendę w innych zespołach akt w Centralnym Archiwum Wojskowym Wojskowego Biura Historycznego. Nie mniejszym problemem jest rozproszenie zasobu archiwalnego, którego spora część znajduje się w Moskwie i w Londynie. W obecnej sytuacji politycznej korzystanie z moskiewskiego archiwum jest niemożliwe i co gorsza trudno jest nawet oszacować, jak długo ta sytuacja będzie miała miejsce.
    The issue of operational studies, or war planning, during the Second Polish Republic has aroused limited research interest since the end of the Polish campaign of 1939 that ended with defeat. This paper analyses the current achievements of Polish historiography regarding this topic – not limiting itself only to the literature created after 1989 – whilst also highlighting gaps in the research that need filling. The article presents, on the one hand, a synthetic study of the entire problem of war planning between 1921–1939 and, on the other a text in the field of historiography. The picture that emerges from the above-mentioned state of research concerning Polish operational planning leaves no doubt that this subject still has many research deficiencies. This is due to gaps in the archives, which can, however, be supplemented to some extent by other records held in the Central Military Archives of the Military Historical Office (Wojskowe Biuro Historyczne). Another problem concerns the dispersion of the archival resources, a large part of which are located in Moscow and London. Due to the current political climate, it is impossible to use the Moscow archive and, regrettably, it is difficult to estimate how long this situation will last.
    Das Thema der operativen Studien bzw. der Kriegsplanung in Zeiten der Zweiten Polnischen Republik hat praktisch seit der Niederlage des polnischen Feldzugs von 1939 nur ein begrenztes Forschungsinteresse geweckt. Der Autor hat sich entschlossen, die bisherigen Ergebnisse der polnischen Historiographie (unter Berücksichtigung der auch nach 1989 erschienen Literatur) zu diesem Thema zu analysieren und gleichzeitig Forschungslücken aufzuzeigen, die es zu schließen gilt. Der Aufsatz ist somit einerseits eine synthetische Studie über die gesamte Problematik der Kriegsplanung in den Jahren 1921–1939 und gleichzeitig ein Text zur Geschichte der Historiographie. Das Bild, das sich aus dem oben skizzierten Stand der Forschung zur polnischen Operationsplanung ergibt, lässt keine Illusionen zu: dieses Thema weist noch viele Forschungslücken auf. Dazu tragen auch die Defizite in den Archiven bei, die jedoch bis zu einem gewissen Grad durch Abfragen in anderen Aktenbeständen des Zentralen Militärarchivs des Militärhistorischen Büro (Wojskowe Biuro Historyczne) geschlossen werden können. Nicht minder problematisch ist die Streuung der Archivbestände, von denen sich ein großer Teil in Moskau und London befindet. In der gegenwärtigen politischen Situation ist die Nutzung des Moskauer Archivs unmöglich. Die Ungewissheit über die Dauer dieses Zustands ist allerdings um Einiges prekärer.

    W ostatnich latach dokonał się znaczny postęp w stanie wiedzy na temat różnych aspektów planowania operacyjnego w ludowym Wojsku Polskim. Powstanie w 2016 r. Wojskowego Biura Historycznego przyczyniło się do ułatwienia dostępu do materiałów archiwalnych. Dzięki temu wiele szczegółowych zagadnień stało się obiektem analizy historyków, wymagają one jednak ciągłych i pogłębionych badań. Przykładem takiego zagadnienia są studia operacyjne Zachodniego Teatru Działań Wojennych. Ta tematyka stała się jak do tej pory obiektem szerszego zainteresowania jedynie kilku naukowców. W kontekście tego realizowanego przez Zarząd I Operacyjny Sztabu Generalnego Wojska Polskiego zadania wciąż trudno o konsensus, jeśli chodzi o jego znaczenie i rolę w całokształcie planowania operacyjnego ludowego Wojska Polskiego. Nie ulega wątpliwości, że od momentu zainicjowania studiów w 1957 r. strona polska przywiązywała do niego dużą wagę, niewspółmierną do zainteresowania innych państw-stron Układu Warszawskiego. Efektem tego były liczne zabiegi o konsultacje i porównanie sposobów realizacji studiów. Niniejsze opracowanie zawiera edycję czterech sprawozdań, dokumentujących konsultacje na temat studiów operacyjnych dokonane przez stronę polską z „bratnimi” armiami Czechosłowacji, Związku Sowieckiego i Węgier w latach 1970–1976.
    In recent years, significant progress has been made regarding our understanding of various aspects of operational planning in the Polish People’s Army. The establishment of the Military Historical Bureau in 2016 contributed to facilitating access to archival materials. Thanks to this, many detailed issues have become the object of analysis by historians, but they require continuous and in-depth research. An example of such an issue are the operational studies of the Western Theater of Military Operations. The subject matter concerning them has so far become the object of wider interest to only a few researchers. In the context of the task carried out by the First Operational Directorate of the General Staff of the Polish Army, it is still difficult to reach a consensus as to its importance and role in the overall operational planning of the Polish People’s Army. There is no doubt that from the moment studies were initiated in 1957, the Polish side attached great importance to them, disproportionate to the interest shown by other members of the Warsaw Pact. This resulted in numerous requests for consultations and a comparison of the ways in which studies were carried out. This article uses four reports that document consultations on operational studies carried out by the Polish side with the „fraternal” armies of Czechoslovakia, the Soviet Union and Hungary between 1970–1976.
    In den letzten Jahren wurden erhebliche Fortschritte beim Verständnis verschiedener Aspekte der operativen Planung in der Polnischen Volksarmee erzielt. Die Einrichtung des Militärhistorischen Büros im Jahr 2016 hat dazu beigetragen, den Zugang zu Archivmaterial zu erleichtern. Dadurch sind viele Detailfragen zum Gegenstand der Analyse durch Historiker geworden, die jedoch eine kontinuierliche und tiefgreifende Forschung erfordern. Ein Beispiel für ein solches Th ema sind die operativen Studien über das westliche Kriegsschauplatz. Deren Th ematik ist bisher nur für wenige Forscher von größerem Interesse. Im Zusammenhang mit der Aufgabe der Ersten Operativen Verwaltung des Generalstabs der polnischen Armee ist es immer noch schwierig, einen Konsens über ihre Bedeutung und Rolle in der gesamten Operationsplanung der polnischen Volksarmee zu finden. Es besteht kein Zweifel daran, dass die polnische Seite seit dem Beginn der Studien im Jahr 1957 ihnen große Bedeutung beimaß, die in keinem Verhältnis zum Interesse der anderen Mitglieder des Warschauer Paktes stand. Dies führte zu zahlreichen Konsultationsanfragen und zu einem Vergleich der Art und Weise, wie die Studien durchgeführt wurden. Dieser Artikel stützt sich auf vier Berichte, die Konsultationen über operative Studien dokumentieren, die von der polnischen Seite mit den „brüderlichen” Armeen der Tschechoslowakei, der Sowjetunion und Ungarn zwischen 1970 und 1976 durchgeführt wurden.

    Conclusions from past armed conflicts indicate that in basic military operations, especially when the military objective is to capture or maintain a specific area, terrestrial troops will play a decisive role, although their success will largely depend on the tasks carried out by other types of armed forces. Individual types of armed forces operate in a different environment and have different characteristics, but each of them performs a unique function, which it implements to achieve a common goal. It is basically a means to achieve the expected final state by achieving the synergy effect of all types of armed forces. The evolutionary nature of the security environment puts significant demands on land forces in terms of their ability to conduct operations in complex technical, meteorological and combat conditions. In view of the above, modern terrestrial forces are distinguished by their full motorisation, their ability to function in a network-centric environment and multi- faceted cooperation with other types of armed forces. The article attempts to locate the above attributes of land forces in the hypothetical operating environment of the future.

    This paper presents the results of experimental and numerical studies on reliability and monitoring issues of railway infrastructure in terms of safety and operation. The state of knowledge concerning methods of assessing track condition, in particular rail joints used in continuous welded rail track of railway lines is described. Experimental results of rail joints used in track transition zones and the results of numerical studies/tests of the rail vehicle-track model are outlined. It is demonstrated, basing on the analyses of the experimental results, that not only should the rail joints used in continuous welded rail track be diagnosed during their acceptance, but also during their operation. It is proven that the currently used methodology for testing welded rail joints applied during acceptance testing of contact track is not fully correct and leads to misinterpretation of the measurement results. Moreover, the results of numerical simulation tests presented in this paper confirm the possibility of diagnosing the condition of rail joints by any vehicle passing over such a track equipped with a suitable system.
