    In the paper modelling and calculations of an asymmetrical multi-bolted connection at the operational stage are presented. The physical model of the joint is based on a flexible flange element that is connected with a rigid support by means of linear spring elements, which substitute bolts. Between the flange element and the support, the linear Winkler model of a contact layer is taken into consideration. The multi-bolted system is preloaded and then subjected to an eccentric normal load. Influence of nonlinearity of the contact layer between joined elements on computational values of bolt forces has been investigated. Results of calculations for several different values of the joined element’s thickness are pointed out.

    In the article, application of a Markov process for modelling the process of transport means operational state changes whose duration times can be estimated by Erlang distribution is presented. The research object is a system of city bus transport operation, used in a selected agglomeration. A homogenous Markov process was assumed a mathematical model of the process of transport means operation. Transformation of a stochastic process, for which distributions of random variables denoting duration times of the states are Erlang distributions, into a stochastic process characterized by exponential distribution of the state duration times, was performed at the costs of the state space extension. The use of a homogeneous Markov process for mathematical modelling of the operation process was dictated by the fact that the process reflects adequately, from the point of view of the research goal, the real operation process. In order to illustrate the process, a hypothetical, simplified calculation example was provided. Reliability of technical objects needs to be maintained at appropriate level, which is the responsibility of the repair and maintenance subsystem ensuring. This subsystem consists of two subsystems. The main tasks of the mobile emergency teams include providing vehicles, that is, buses that are outside the depot with the serviceability state as quickly as possible or hauling damaged buses to technical service stations.

    Opis:
    Ship operational state is a sequence of temporary values of state variable parameters expressing the properties of a particular object and which are recognised as significant for a specific problem. They are the key elements of the operational tasks and essential to determining the Energy Efficiency Operational Indicator for a specialised vessel. In that case, the method refers directly to specific operational states and their significance for a particular operational task in the time function. Based on the surveys conducted on a population of people employed by the ship owner and involved in the ship operation, one has analysed the significance of the operational states for that vessel. The differentiated perception of the operational states of the subjected vessel results from, inter alia, the tasks performed by the responders as their duties, their experience and the level of their engagement in the ship operation. A qualitative and quantitative analysis of the states enables to conduct the planning process in terms of operational tasks of the specialized ship for effective and efficient operation.

    In the paper modelling and calculations of an asymmetrical bolted flange connection at the operational stage are presented. A computational model of the system is proposed, which makes it possible to analyze any preloaded bolted flange connection subjected to an eccentric normal load. Results obtained from the calculations are compared with described experimental research.
    W pracy przedstawiono modelowanie i obliczenia asymetrycznego kołnierzowego połączenia śrubowego w stanie eksploatacyjnym. Model fizyczny połączenia jest zbudowany z odkształcalnego kołnierza mocowanego do nieodkształcalnej ostoi za pomocą elementów hybrydowych, modelujących śruby. Pomiędzy elementami łączonymi wprowadzono nieliniową warstwę sprężystą typu winklerowskiego. Zaproponowano model połączenia umożliwiającego analizę dowolnego kołnierzowego połączenia śrubowego, wstępnie naprężonego i obciążonego zewnętrznie mimośrodowo siłą normalną. Uzyskane wyniki obliczeń porównano z wynikami wykonanych badań doświadczalnych.

    The article presents the possibility to control the real operation process of an arbitrary device installed in the marine power plant based on the four-state semi-Markov process, being the model of the process, which describes the transition process of operational states of the device (ek , k = 1, 2, 3, 4), and the transition process of its technical states (sl , l = 1, 2, 3). The operational states ek (k = 1, 2, 3, 4) have the following interpretation: e1 – active operation state resulting from the task performed by the device, e2 – state of ready-to-operate stop of the device, e3 – state of planned preventive service of the device, e4 – state of unplanned service of the device, forced by its damage. Whereas the interpretation of the technical states sl (l = 1, 2, 3) is as follows: s1 – state of full serviceability of the device, s2 – state of partial serviceability of the device, and s3 – state of unserviceability of the device. All these states are precisely defined for the ship main engine (SG). A hypothesis is proposed which justifies the use of this model to examine real state transitions in marine power plant device operation processes. The article shows the possibility to make operating decisions ensuring a rational course of the device operation process when the proposed model of this process and the dynamic programming method based on the Bellman’s principle of optimality are applied. The optimisation criterion adopted when making operating decisions is the expected profit to be gained as a result of functioning of the device in the time interval [τ0 , τm], being the sum of the expected profit gained in interval [τ0 , τ1 ] and to be gained in interval [τ1 , τm].

    To meet the challenges in cybersecurity, the state and its bodies must develop classified instruments that will enable the acquisition of data without the active involvement of private sector entities. These programs are installed on a user’s device without their consent to collect and send information about the operating system and any information contained therein. It is not the purpose of this article to analyse the admissibility of using tools typical for criminal activities in the digital world for ensuring state and citizen security. My interest here is to consider what substantive, procedural and institutional guarantees must be met to ensure a balance between the protection of human rights and basic procedural guarantees (such as the presumption of innocence) and the effectiveness of activities in cyberspace.

    Operational control is one of the most important powers of the state police services, including, since 2018, the State Protection Service (Służba Ochrony Państwa – SOP). The analysis of the title issue presented in the article leads to the conclusion that the shape of the operational control, which is a novum in the security service, which is the SOP, does not differ from the solutions used in regulating the operational powers of other Polish services, both in terms of the principles and procedure of applying control operational, and the (technical) ways of using this power in practice.

    EU funds are an opportunity for many players to develop their business and expand the range of services conducted. Sometimes, however, projects carried out by beneficiaries are a breach of rules, as in accordance with article 8 paragraph 3 of Commission Regulation (EC) No 800/2008, it is assumed that any assistance to entrepreneurs under the regulation may be granted only in case the act exerts the so-called incentive effect. Hence it can be concluded that the incentive effect is a kind of guarantee that the support is essential and necessary for the subject, and without it, the investment would not be executed. The concept of the incentive effect has not been given its legal definition, but in practice it is assumed that the effect is met if the beneficiary before the investment (the applicant for funding) does not take actions related to the investment for which they request funding. However, some beneficiaries are not aware of the fact that the work undertaken or activities related to the planned investment infringe the principle of incentive and exclude the possibility to obtain funding. Often, controlling procedures against managing and intermediate bodies, as well as implementing institutions, find their final act in court. Processing the complaint, administrative courts make the interpretation of the case, with special attention to when and in what circumstances violation of the incentive effect may have occured and whether the managing authority has made a fair and impartial evaluation of the project, implementing transparent rules.

    Zarówno metody matematyczne jak i symulacyjne mają ograniczenia jeśli chodzi o ocenę stacjonarnej dostępności operacyjnej. Te pierwsze zakładają, że popyt jest niezależny od systemu operacyjnego, co może skutkować niedoszacowaniem dostępności operacyjnej. Te drugie wymagają dużej liczby prób, aby uzyskać wyniki o wystarczającym stopniu ufności w warunkach wcześniej określonych scenariuszy. Niniejszy artykuł zajmuje się problemem określenia stacjonarnej dostępności operacyjnej na podstawie modeli matematycznych. Proponowany model bierze pod uwagę wiele czynników, wliczając w to pasywację systemu, specyfi kację wymagań, parametry projektowe systemu, liczbę działających systemów, czas realizacji oraz czas obsługi. Artykuł przedstawia metodę aproksymacji dostępności operacyjnej. Użyty przykład ilustruje związek pomiędzy wyżej wspomnianymi czynnikami. Doświadczenia numeryczne pokazują, że model ten jest zgodny z wynikami symulacji Monte Carlo, potwierdzając realność i racjonalność proponowanej metody.
    Both mathematical and simulation methods have limitations for evaluation of stationary operational availability. The former assumes that demand is independent of the operating system, which can result in underestimation of the operational availability. The latter requires a large number of trials to obtain the results with a suffi cient degree of confi dence under the pre-specifi ed scenarios. This paper addresses the issue of determining the stationary operational availability based on mathematical models. The proposed model considers many factors including system passivation, mission requirements, system design parameters, the number of working systems, lead time, and maintenance time. An approximation method to the operational availability is given. Specifi c example is used to illustrate the relationship among the aforementioned factors. Numerical experiments show that the model agrees well with Monte Carlo simulation results and the feasibility and rationality of the proposed method are validated.

    The article presents selected problems of the activities of the Polish political police in 1919-1939. The author disscused organizational changes and the operational work model of this formation and presented methods of activity, especially confidential intelligence, surveillance and observation. Much attention was devoted to issues of cooperation with informants and informers. Applicable principles in this respect were discussed. Attention was paid to the selection of secret colleagues. The problem of assessing the credibility of the materials they provide was highlighted. The basic tasks of the political police were discussed, taking into account existing security threats. It was noted that their the scope of tasks changed depending on the guidelines of state authorities.

    The paper brings a critical analysis of the assumptions on which K. Ajdukiewicz (1934) based his considerations concerning the theory of meaning and proposes to look at these problems from a new research perspective.     Opis:
    The aim of the article is to draw attention to the basic issues related to the functioning of the newly created State Protection Service in place of the Government Security Bureau that had been operating so far. The reasons for creating a new formation, which were included in the explanatory memorandum of the bill, were also presented. The attention was paid to the powers to conduct operational and reconnaissance actions, which were granted to the new formation. In addition, it was mentioned that the regulations allowing for the termination of the official relations of the officers and employees of the Government Protection Bureau had been adopted if they had not received an offer of further service or work.
    Celem artykułu jest zwrócenie uwagi na podstawowe zagadnienia związane z funkcjonowaniem nowo utworzonej Służby Ochrony Państwa w miejsce dotychczas działającego Biura Ochrony Rządu. Przedstawione zostały przyczyny utworzenia nowej formacji, zawarte w uzasadnieniu do projektu ustawy. Zwrócono uwagę na przyznanie nowej formacji uprawnień do prowadzenia czynności operacyjno-rozpoznawczych. Ponadto wspomniano o przyjęciu unormowań pozwalających na wygaśnięcie stosunków służbowych funkcjonariuszy i pracowników BOR w przypadku, gdy nie otrzymali oni propozycji dalszej służby lub pracy.
