    Opis:
    To make decisions and exercise managerial control over the degree of input utilization, and produce desired outputs, it is important to assess the efficiency and effectiveness of the municipality-owned public transit service operators. This study uses the Data Envelopment Analysis approach to assess the efficiency and effectiveness of the public transit companies operated by the city administration in Addis Ababa. The size of the fleet and the total number of personnel serve as inputs, and covered vehicle kilometers and the number of passengers carried annually serve as outputs. Based on secondary information gathered from each firm, the technical efficiency and operational effectiveness of service providers are then examined. The study's findings show that the Anbessa city bus was efficient in using resources to produce output in 2019/20 and 2021/22, but wasteful in other years. In the same way, the Sheger City Bus was efficient in 2017/18 and 2021/22 but ineffective in all other years. However, the aggregate findings show that both research's efficiency levels are rising annually. Besides, with mean scores of 0.85 and 0.874, respectively, Anbessa and Sheger Bus were technically flawed. On the other side, operational effectiveness reveals that the Anbessa city bus was only effective in 2021/22. Furthermore, the Sheger city bus' effectiveness result has improved and started to be effective in 2017/18, 2018/19, and 2021/22. In conclusion, the Anbessa and Sheger city buses' efficiency and effectiveness ratings improved year over year and peaked in 2021/22. Hence, to support the business and boost its operational capabilities, the city administration should encourage public bus transit operators in the city and offer subsidies and other incentives to them based on their existing performance.

    This paper proposes a solution to a certain two-alternative problem of aviation transportation optimal organization in conditions of uncertainty of the subjective preference functions. Conditional optimization of the objective functional containing the entropy of the individuals’ operational effectiveness functions preferences is carried out in the framework of the simplest variational problem. The advantages of the described optimization approach are demonstrated in the generalized terms of the operational effectiveness functions for aviation transportation organization.

    This paper proposes a solution to a certain macroeconomic model. A multi-alternative problem of aviation transportation optimal organisation in conditions of uncertainty of the subjective preference functions is considered. Conditional optimisation of the objective functional containing the entropy of the individuals’ operational effectiveness functions preferences is carried out in the framework of the simplest macroeconomic problem. The principle of the Solow and Cobb-Douglas models, similar to the approach adopted for the estimation of economic growth, is modified with the subjective entropy maximum principle. The advantages of the described optimisation approach are demonstrated in the generalised terms of the operational effectiveness functions for aviation transportation organisation.

    Theoretical and methodological aspects of global competitive advantage for Ukrainian agricultural industries are considered in the article. Pre-conditions for the application of competitive strategies were highlighted. The trends in the development of efficient economic mechanisms of competitiveness motivation in export-oriented industries were analyzed.
    Рост уровня интегрированности мировой экономики сопровождается интенсификацией потоков технологий, товаров и экономических ресурсов, движущихся через национальные границы. Интенсивность таких процессов зависит от различий в уровнях экономических переменных: товары и услуги перемещаются более интенсивно в связи с разными уровнями цен, а финансовый капитал перетекает в результате различий в уровнях процентных ставок и доходов. Следствием процесса интернационализации является рост объемов факторов производства зарубежного происхождения – иностранных инвестиций, технологий, консультативных услуг. При таких условиях необходимы новые подходы к решению проблем развития агропромышленного комплекса, учитывая конкурентные стратегии участников мирохозяйственных связей.

    Transformacja systemu szkolnictwa wyższego, która jest realizowana w Polsce w ostatnich latach ma na celu nie tylko dostosowanie kształcenia do Zasad Bolońskich, ale również ma podnieść jakość usługi jaką jest nauczanie na studiach wyższych. Wysoki poziom jakości kształcenia w zdecydowanym stopniu wpływa bowiem na sprawność funkcjonującej administracji publicznej w stanach normalnych oraz w sytuacjach kryzysowych.
    The article presents the theoretical frame work relating to the quality of education at higher education institutions. The author pays attention to the transformation of the system of higher education, which began in Poland a couple of years ago and which aims at adjusting the Polish education system to the Bologna principles and at improving the quality of higher education. The high quality of education has a considerable impact on the operational effectiveness of public administration under normal conditions and in crisis situations. The empirical research presented in the article confirms the validity of the assumption made. The final conclusions provide guidelines for higher education institutions and for the heads of public administration within the system of the management of the state.

    The article fits into the issues of increasing effectiveness processes in today's companies. It attempts to present possibilities that company can benefit from by gathering and using knowledge to manage company's operational activity effectively. The purpose of the article is to show relation between the application of the operational controlling tools in the company and results achieved by current operations. Tests conducted in the company introducing operational controlling in its operations allowed to confirm hypothesis that the application of the operational controlling system has a direct impact on results of operational growth of an entity. Indicated relation was observed in eight out of nine analysed company's branches. Testing dependencies was conducted as a comparison of operational financial performance of each branch, both before and after introducing of the operational controlling system.
    Artykuł wpisuje się w problematykę zwiększania efektywności procesów w dzisiejszych przedsiębiorstwach. Stara się ukazać możliwości jakie płyną dla przedsiębiorstwa z zebrania i wykorzystania informacji do efektywnego kierowania działalnością operacyjną przedsiębiorstwa. Celem artykułu jest ukazania związku pomiędzy zastosowaniem narzędzi controllingu operacyjnego w przedsiębiorstwie, a osiąganymi przez niego wynikami w działalności bieżącej. Badania przeprowadzone na przedsiębiorstwie wprowadzającym controlling operacyjny w swojej działalności pozwoliły na potwierdzenie hipotezy, że zastosowanie systemu controllingu operacyjnego ma bezpośredni wpływ na wzrost wyniku operacyjnego jednostki. Wskazaną zależność zaobserwowano w ośmiu z dziewięciu analizowanych oddziałów firmy. Badanie zależności przeprowadzone zostało jako porównanie operacyjnych wyników finansowych poszczególnych oddziałów zarówno przed jak i po wprowadzeniu systemu controllingu operacyjnego.

    Subject and purpose of work: This paper aims to assess the operational efficiency of public higher vocational schools in the Lublin Region. Materials and methods: The assessment was based on the non-parametric method of data envelopment analysis (DEA) using the standard CCR-O model. Results: In most of the analysed models (E, N, O series), the public higher vocational schools in the Lublin Region were found to have improved their efficiency in 2019 relative to 2017. Conclusions: E-series models are very susceptible to changes, both in terms of inputs and effects. This gives the possibility of a significant impact on the increase in the assessment of the effectiveness of investigated units DMUs. N-series models demonstrate the importance of aggregation and quality of source data for the results of performance assessment. Class O models justify the need to look for and compare the use of other DEA model variants in the study of the effectiveness of public higher vocational schools.
    Przedmiot i cel pracy: Celem opracowania jest ocena efektywności funkcjonowania publicznych uczelni zawodowych z regionu województwa lubelskiego. Materiały i metody: Do opracowania materiału zastosowano nieparametryczną metodę DEA (ang. data envelopment analysis) w standardowym modelu CCR-O. Wyniki: W większości analizowanych modeli (seria E, N, O) odnotowano poprawę oceny efektywności badanych państwowych wyższych szkół zawodowych regionu lubelskiego w 2019 roku w stosunku do 2017 roku. Wnioski: Modele klasy E są bardzo podatne na zmiany, zarówno w obszarze nakładów, jak i efektów. Daje to możliwość istotnego wpływu na wzrost oceny efektywności działania badanych jednostek DMU (ang. Decision Making Unit). Modele serii N wykazują istotność kwestii agregacji i jakości danych źródłowych dla wyników oceny efektywności. Modele klasy O uzasadniają konieczność poszukiwania i porównywania zastosowania innych wariantów modelu DEA w badaniu efektywności publicznych uczelni zawodowych.
