    The purpose of this paper is to analyze operational competitiveness by two core factors, i.e. manufacturing strategy and transformational leadership with technology level. In additional, CFI models in sense and respond (S&R) method are introduced to optimize strategic adjustments, which give supports in fast strategic decision-making process. The analysis results of case study show that leaders in automobile companies in Malaysia should deeply develop their leadership by inspirational motivation, intellectual stimulation and building trust and confidence etc. to improve operational competitiveness. Agile operations strategy should be utilized towards automobile enterprises in Malaysia in order to be competitive under dynamic and tightrope business situations.

    How to ensure that the various levels of the organization are operating in accordance with a common strategy? According to the Hallberg committee’s Preparedness and comprehensive security report [1] the key challenges the public sector organization faces lies in finding new ways of operating horizontally across various levels of administration. This paper aims to develop the preparedness in the target organization by strategy’s resource-based identification for implementing sustainable competitive advantages to the public sector’s management system. The research methods used are a case study and surveys, which were connected by the analytical hierarchy process based form and two sense and respond (S&R) based forms. The longitudinal data for the surveys were collected in two phases and analyzed with the balanced critical factor index method [2] and transformational leadership indexes (TLI) with technology levels [3]. The BCFI & TLI method identifies and clarifies the unit’s development and risk factors. According to [4] during the process of sense and respond, it is important to develop an operational strategy adjustment system by utilizing critical factor evaluation. As [5] describes in her dissertation if there were clear goals defined for the quality of the (public) services the natural choice of the approach in the purpose of evaluation for accountability would be the goal-attainment evaluation. The innovative findings lay the groundwork for the decision makers to focus efforts and readjust the operations of the target organization in order to achieve operational sustainable competitive advantage (OSCA).

    The paper aims to determine how projects carried out as part of Poland’s National Development Plan for 2004-2006 have influenced the competitiveness of enterprises. The analysis applies to the situation in this area as of the end of December 2007. The authors use available research results including Regional Development Ministry reports on the implementation of operational programs and reports evaluating these programs. The analysis covers the results of selected measures undertaken as part of the following operational programs: Sectoral Operational Program Improvement of the Competitiveness of Enterprises, Integrated Operational Program of Regional Development, and Sectoral Operational Program Human Resources Development. The authors zeroed in on projects financed with the use of structural funds and identified measures with the greatest influence on the competitiveness of enterprises. The analysis involved issues such as the scope of assistance, the effectiveness of applying for regional funds, the structure of beneficiaries for structural funds, indicators of implementation, the influence of individual projects on the operations and competitiveness of enterprises, and the opinions of entrepreneurs about access to structural funds. The analysis showed that, despite the possibility of obtaining additional funds for development, the competitiveness of Polish enterprises has remained almost unchanged. The problem is that companies benefitting from structural funds account for a small percentage of the total number of enterprises operating in Poland, the authors say. The analysis made in the paper confirms that EU structural funds have made a difference-but mainly at the microeconomic level. They have benefited specific enterprises rather than the economy as a whole. Overall, the authors conclude, many positive changes have taken place in businesses that have used EU funds to boost their competitive potential.

    The paper examines the process of absorbing European Union funds earmarked for Polish enterprises for 2004-2006. The research is based on an in-depth analysis of statistical data obtained by institutions responsible for managing EU programs in Poland as well as the country’s Central Statistical Office (GUS). Reports, opinions and surveys prepared by Polish business executives were also taken into consideration. In the paper, Ostaszewskachecks if Polish companies benefitting from EU funds were in a position to absorb these funds properly and use them to build their competitive advantage. She notes that too few enterprises in Poland have taken advantage of EU funds. Besides most these funds have been invested in non-innovative projects, she says. On the plus side, Ostaszewska says, preliminary calculations show that all the EU funds earmarked for Polish enterprises for the 2004-2006 period have reached their beneficiaries, which means there is no threat that Poland could lose part of the EU support. Polish enterprises are only beginning to learn how to put EU structural funds to good use, Ostaszewska notes. This means that some mistakes in the 2004-2006 programming period were inevitable, she says. In the years ahead, Polish businesses should be able to learn from their mistakes and absorb new funds in a better way-one that will be more beneficial for the economy as a whole, Ostaszewska concludes.

    The insufficient financial resources and difficulties in obtaining financing are a significant barrier to the development of innovative activities in small- and medium-sized enterprises. Therefore, financial assistance allowing the implementation of innovative solutions is important for these companies. Such an opportunity is provided by the EU funds which are distributed in Poland through various programmes, including operational programmes. One of the most important operational programmes supporting innovative projects is the Smart Growth Operational Programme, which aims to raise the innovativeness of the Polish economy by increasing R&D expenditures borne by enterprises. The aim of the paper is to analyse and evaluate the possibilities of supporting innovative activities of small- and medium-sized enterprises in the framework of the Smart Growth Operational Programme. The realisation of this aim has required an analysis of the priority axes of the programme as regards the capacity to support innovative activities of SMEs and the evaluation of the assistance provided.
    Istotną barierą rozwoju działalności innowacyjnej w małych i średnich przedsiębiorstwach są niewystarczające środki finansowe i trudność w ich pozyskaniu. Dlatego dla tych przedsiębiorstw ważne jest wsparcie finansowe pozwalające na wdrażanie innowacyjnych rozwiązań. Taką możliwość dają środki unijne, które w Polsce są dystrybuowane za pomocą różnych programów, w tym programów operacyjnych. Jednym z ważniejszych programów operacyjnych wspierających projekty o charakterze innowacyjnym jest Program Operacyjny Inteligentny Rozwój, którego celem jest wzrost innowacyjności polskiej gospodarki poprzez zwiększanie nakładów na B+R ponoszonych przez przedsiębiorstwa. Celem artykułu była analiza i ocena możliwości wsparcia działalności innowacyjnej małych i średnich przedsiębiorstw z Programu Operacyjnego Inteligentny Rozwój. Realizacja tego celu wymagała analizy osi priorytetowych programu w zakresie możliwości wspomagania działalności innowacyjnej MŚP oraz oceny udzielonego wsparcia.

    This article presents the algorithm for ranking projects submitted to the Operational Programme Innovative Economy. Projects that have a positive opinion was the analysis due to the substantive criteria (optional and mandatory), pass to the next stage of the assessment - the assessment panel of experts who analyze individual projects at an angle of innovation and competitiveness. On the basis of the criteria adopted by experts emerge projects that in the highest degree meet the required assumptions.
    Niniejszy artykuł przedstawia algorytm rankingowania projektów zgłaszanych do Programu Operacyjnego Innowacyjna Gospodarka. Projekty, które pozytywnie zaopiniowano, po analizie, ze względu na kryteria merytoryczne (fakultatywne i obligatoryjne), przechodzą do kolejnego etapu oceny – oceny Panelu ekspertów, którzy analizują poszczególne projekty pod katem innowacyjności i konkurencyjności. Na podstawie przyjętych kryteriów eksperci wyłaniają te projekty, które w najwyższym stopniu spełniają wymagane założenia.

    W artykule przeprowadzono analizę realizacji projektów mikro, małych i średnich przedsiębiorstw (MMŚP) bezpośrednio dofinansowywanych w ramach działania 1.2 Regionalnego Programu Operacyjnego województwa śląskiego na lata 2007-2013. Analizę przeprowadzono w przekroju: ilościowym, wartościowym, sektorowym projektów, a także z punktu widzenia osiągania wskaźników docelowych Programu. Zidentyfikowano obszary pozytywnych zmian, a także obszary problemowe, jak również czynniki, przyczyny i trendy zaobserwowanych zjawisk. Szczególną uwagę poświęcono realizacji projektów przyczyniających się do wzrostu konkurencyjności MMŚP przez innowacyjne wdrożenia produktowe i technologiczne oraz w zakresie podjęcia prac badawczorozwojowych.
    In the article the analysis of projects of micro, small and medium enterprises (MSMEs) directly funded under Measure 1.2 of the Regional Operational Programme of the Silesian Voivodeship for years 2007-2013. The analysis was conducted in the section of quantity, value, sectoral projects, and also from the point of view of achieving the target indicators of the Program. Identified areas of positive change, as well as problem areas, as well as factors, causes and trends observed phenomena. Particular attention was allocated projects contributing to the competitiveness of MSMEs through the implementation of innovative product and technology and for taking research and development.
