    Opis:
    This paper presents an analysis of groundwater from the intakes “Park” and “Motława” situated in Tczew (Poland). These water intakes have varied hydrological conditions and volume of utilized resources (wells). In this area, the deepest drillings extend to 180 m (cretaceous stage) with 20% being constituted by tertiary-quaternary formations with depths ranging from 60 to 63.7 m. The distribution of water from the intakes depended on the population to which it was supplied and the average production of water ranged from 5,802.4 to 7,591.5 m3 per day on “Motława” intake and from 3,196.3 to 4,125.4 m3/day on “Park” intake and did not exceed the production capacity specified by the regulations. In 1994–2009, analyses of water intended for consumption from the above-mentioned intakes in Tczew were performed by testing the water reaction and the content of ammonium ions and chlorides. In the period of the studies, the permissible reaction was not exceeded and the concentrations of ammonium ion and chlorides were on a relatively steady level.

    Opis:
    Celem opracowania jest przedstawienie modelu kontroli wykonania zadań, który polega na badaniu poszczególnych elementów zdolności operacyjnej. Dokumentami stanowiącymi punkt odniesienia w procesie kontrolnym są Program rozwoju Sił Zbrojnych RP, plany pochodne oraz programy operacyjne. Proponowane podejście ma zapewnić kompleksowe badanie projektów realizowanych przez polską armię w dziedzinie obronności.
    The objective of the article is to present the performance audit model concerning the examination of specific elements of operational capacity. The documents referred to include the Programme for Development of the Polish Armed Forces, related plans and operational programmes. The approach suggested in the article aims to ensure a comprehensive examination of projects implemented in the defence sector related to preparing the Polish Armed Forces for performance. Currently, they have to do more tasks and, simultaneously, make an effort to reach the desired operational capacity and to maintain that already available. In accordance with the assumptions of the Ministry of Defence, over the next years the number of soldiers is to increase to 300,000. At the same time, the expenditure on financing defence related needs is to reach 3 percent of the gross domestic product this year (as compared to 2.2 percent in 2022), and it is to stay at this level in the future. Apart from the budgetary expenditure, the Defence Ministry has extended its financial capacity by establishing the Fund for Armed Forces Support (Polish: Fundusz Wsparcia Sił Zbrojnych) to be operated by the National Economy Bank (Polish: Bank Gospodarstwa Krajowego, BGK). In accordance with its objectives, the Fund will be financed with, among others, state treasury securities, bonds issued by BGK and secured by the State Treasury, and payments from the profits of the National Bank of Poland (Polish: Narodowy Bank Polski, NBP). Within the Fund for Armed Forces Support, the Ministry of National Defence is planning to spend additional PLN 69 billion on technical modernisation of the Polish Armed Forces only in the years 2022–2023. Considering the above key assumptions of the Ministry, and the challenges that the Polish Armed Forces are facing, is seems necessary for the Supreme Audit Office to look for optimal tools to apply in its audits of the defence sector, so as to guarantee the effectiveness and efficiency of NIK as an active participant in the process of state improvement.

    Opis:
    Purpose: Management in local governments always depends on the budget possibilities of these entities. Local governments are obliged to perform many public tasks, but they do not always have adequate financial resources. The basic aim of the paper is to examine the management of the operational and investment activity of LGUs in Poland. Design/methodology/approach: The main objective of the study is to systematize the basic concepts and analytical indicators used to quantify the level of operational and investment activity of local governments. The research period covered the years 2012-2017. The paper attempts to verify the main research hypothesis: “The management of operating activity and investments in LGUs in Poland depends on the financial resources generated by these entities at the current and property level.” The main research hypothesis is complemented by 4 detailed hypotheses. The analysis covered in particular 7 groups of indices. Findings: The conducted preliminary and vertical analysis of the budget economy made it possible to indicate the major trends and directions of changes in incomes, budget expenditures and the financial result of the budgets of LGUs at the operational and property level in 2012-2017. Incomes and budget expenditures escalated over the period studied, although in 2015-2016, incomes grew faster than expenditures and, consequently, the budgets of LGUs in Poland showed a budget surplus. Management of operational and investment activity of LGUs is determined, among others, by their financial possibilities and development potential. Unfortunately, after 2015, both the operational and total potential for the development decreased in the units studied. In 2016, the units implemented very moderate investment policies, even though their capability of self-financing was quite high. The revival of the investment activity occurred in 2017. Research limitations/implications: It is possible to continue the research in the following years. Practical implications: It is possible use of research by public sector entities. Social implications: Information on managing operational and investment activities of local government units in Poland. Originality/value: A synthetic approach to the management of operational and investment activities of LGUs in Poland in a selected period of time.

    The authors take into consideration the process of translating demand forecasts (or sale plans) into production plan. In the first part of the paper the characteristics and parameters of a aggregate planning are summarized. The main part contains the proposal of integer programming model which supports aggregate planning decisions. In the proposed model production quantities, timing of inputs, inventory levels and workloads are considered. The last part of the paper contains the presentation of computational result obtained by using the introduced model.

    W artykule przedstawiono przypadek nietypowego oddziaływania termicznego w analizie nośności hali grafityzacji, która eksploatowana jest w bardzo trudnym środowisku, ze względu na procesy technologiczne związane z grafityzacją wyrobów zachodzącą w temperaturze około 3000°C. Dodatkowym czynnikiem wpływającym niekorzystnie na trwałość konstrukcji nośnej obiektu są incydentalne zjawiska erupcji w trakcie procesu grafityzacji. Opisano sposób szacowania poziomu temperatury w trakcie wybuchu materiału pieca grafityzacji oraz procedurę przyjętą do analizy nośności elementów dźwigara stalowego konstrukcji dachu hali. Podsumowano także sformułowane zalecenia i wnioski odnośnie poziomu bezpieczeństwa użytkowania obiektu oraz wymaganych prac naprawczych i wzmacniających.
    This article describes a case of atypical thermal action in an analysis of the load capacity of an industrial building used for graphitization, which functions in a very difficult environment in view of the technological processes relating to the graphitization of products, which takes place at a temperature of around 3000°C. An additional factor having an adverse effect on the durability of the load-bearing structure involves incidences of the phenomenon of eruption during the graphitization process. A description is given of a method for estimating the level of temperature during explosion of the material of the graphitization furnace, and of the procedure adopted for analysing the load capacity of the steel girder elements of the roof structure. Conclusions and recommendations are also presented regarding the safety of use of the building and required repair and reinforcement works.

    The paper presents current problems related to the load-bearing capacity of the axle with a stub size Ø120×179 mm, used in the axle systems of 1XTa freight wagons and their variants as well as the Y25 wagon family. The guidelines for strength calculations of these axles based on the current European regulations were provided. Operational problems are also presented, which can increase or decrease the durability of the wheelset axles.
    W artykule przedstawiono aktualnie występujące problemy związane z nośnością eksploatowanej osi o wymiarach czopa Ø120×179 mm, zastosowaną w układach biegowych wagonów towarowych typu 1XTa wraz z odmianami oraz rodziny Y25. Przedstawiono wytyczne do obliczeń wytrzymałościowych ww. osi w oparciu o aktualnie obowiązujące przepisy europejskie. Zaprezentowano również problemy eksploatacyjne, które mogą zwiększyć lub zmniejszyć trwałość osi zestawu kołowego.
