    The main aim of this paper is to present the general safety analytical models of complex multistate technical systems related to their operation processes including operating environment threats. In the case of critical infrastructure, the determination of its safety function and its risk function, which graph corresponds to the fragility curve are defined. Moreover, its mean lifetime up to the exceeding a critical safety state and the moment when its risk function value exceeds the acceptable safety level and the critical infrastructure and its components intensities of degradation and the coefficients of operation process including operating environment threats influence on the critical infrastructure and its components intensities of degradation are introduced as the other significant safety indicators. The proposed models are given for multistate series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series, series-“m out of k”, “mi out of li”-series, seriesconsecutive “m out of k: F” and consecutive “mi out of li”: F”-series systems.

    W artykule omówiono problematykę posadowienia farm wiatrowych w kontekście stwarzania zagrożeń dla żeglugi i rybołówstwa. Obecność farm wiatrowych na morzu tworzy obszar w formie wyznaczonego pola oraz wraz z konieczną strefą ochronną ogranicza dostęp do tego obszaru również dla turystyki rekreacyjnej czy sportów wodnych. Stanowiąc nową, sztuczną przeszkodę wodną, mimo jej budowy poza tradycyjnymi szlakami wodnymi (torami wodnymi), stwarza szereg zagrożeń. Wyróżniono zagrożenia bezpośrednie i dodatkowe, wskazujące, że kolizje statków z infrastrukturą farm wiatrowych są możliwe. Prowadzi się badania naukowe szacujące ryzyko wypadkowe na wybranychakwenach morskich między statkami a sztucznymi przeszkodami wodnymi. Omówiono zagrożenia wypadkowe podczas eksploatacji turbin wiatrowych z danymi statystycznymi trzech państw europejskich. Przy posadowieniu pól farm wiatrowych z dala od szlaków żeglugowych oraz obecnym wyposażeniu technicznym statków możliwe jest zmniejszenie ryzyka powstania niebezpiecznych sytuacji pomiędzy tymi obiektami lub zmniejszenie skutków kolizji lub podobnych zdarzeń. Niewątpliwie obecność na morzu farm wiatrowych pogarsza bezpieczeństwo żeglugi, ogranicza dostęp do niektórych obszarów, jednak posadowienie farm wiatrowych na morzu jest rozwiązaniem kompromisowym (powoduje mniejszy opór społeczny), pozwalającym na rozwój energetyki wiatrowej.
    Paper discussed the problem of wind farm localization at sea will cause to the threats for shipping and fishing. The wind farm located at sea forms an area with the necessary protective zone limits the access into the area for recreational tourism and water sports. Providing new, artificial water barrier and past building outside the shipping or fishing routes the wind farm creates many threats. It was distinguished direct and additional threats, showing that collisions between vessels and wind farm infrastructure are possible. It is conducted scientific research for estimating the risk of accidents on chosen sea areas between vessels and artificial water obstacles. It was discussed the risk of accidents during wind farm operation process on the statistical data received in three European countries. It is possible decreasing the risk of dangerous situations arising between those objects or decreasing the ships’ collisions effects and consequences if the farm localization is far from shipping routes and progressively better present vessel technical equipment. Undoubtedly presence of the wind farms at sea worsens the shipping safety, constricts the access to some areas but localization the wind farm at sea is a compromise solution (it makes smaller social resistance) allows for the development of wind farms energy production.

    Przejęcie Krymu przez Rosję w 2014 r. i konflikt zbrojny na wschodzie Ukrainy, w których to wydarzeniach istotną rolę odegrały rosyjskie formacje specjalnego przeznaczenia, upowszechniły termin wojna hybrydowa. Stąd też pojawiła się rosnąca liczba definicji wojny, konfliktu i zagrożeń hybrydowych, jednocześnie w dyskusji naukowej i publicznej stawiane jest pytanie – dlaczego państwa rozwinięte okazały się wrażliwe na nieregularną formę walki zbrojnej, stosowaną przez przeciwnika nieprzestrzegającego reguł prawa międzynarodowego lub szukającego nisz nieobjętych prawem międzynarodowym. Tymczasem poszukiwanie definicji wojny hybrydowej jest poszukiwaniem odpowiedzi na pytanie jak sytuacja międzynarodowa po zimnej wojnie, nowe technologie, asymetria świata, komercjalizacja i globalizacja wpływają na sposób i proporcje wykorzystania metod oraz środków prowadzenia walki. Siły operacji specjalnych są przygotowane do przeciwdziałania takim zagrożeniom. W spektrum ich operacji mieści się nie tylko wojna niekonwencjonalna, ale też rodzaje działań, definiowane jako kontrterroryzm i działania przeciwpowstańcze, które w pewnym zakresie mogą być odpowiedzią na zagrożenia hybrydowe. Równocześnie Wojska Specjalne są istotnym elementem strategii sojuszniczych, jak też narzędziem w ramach operacji ekspedycyjnych. Otwartą i odrębną kwestią, która wymaga poddania eksploracji, jest rola Wojsk Specjalnych w ramach narodowych i samodzielnych działań obronnych, w tym formy współdziałania z obroną terytorialną.
    The overtaking of Crimea by Russia in 2014, and the armed conflict in the east of Ukraine, in which Russian special forces played an important role, promoted the use of the term hybrid warfare. Hence, a number of definitions of war, conflict and hybrid threats has appeared, and in the scientific and public debate a question is being asked - why have the developed countries proved to be sensitive to the irregular form of the armed struggle, used by the enemy which is not respecting the rules of the international law or is looking for niches not covered by the international law. However, the search for the definition of a hybrid war is the search for an answer to the question how the international situation after the Cold War, new technologies, the asymmetry of the world, commercialization and globalization affect the way and proportions of use of the methods and means of combat. Special operation forces are prepared to counter such threats. Within the spectrum of their operations not only the unconventional warfare is included, but also the types of actions defined as counterterrorism and counterinsurgency, which to some extent may be a response to the hybrid threats. At the same time the special forces are an important element of the strategy of alliance, as well as a tool in the context of expeditionary operations. An open and separate issue that requires exploration is the role of Special Forces within the framework of national and defense operations, including forms of cooperation with the territorial defense.

    Plan przerzucenia migrantów do Unii Europejskiej rosyjsko-białoruskie służby nazwały operacją „Śluza”. Polegała ona na tym, że tysiące migrantów próbowało nielegalnie przedostać się do Unii Europejskiej przez litewsko-białoruską, łotewsko-białoruską i polsko-białoruską granicę. W przestępczy proceder zaangażowane były białoruskie przedsiębiorstwa państwowe, pośrednicy, przemytnicy, biura turystyczne i nielegalne biura finansowe. Wszystkie te grupy zarabiały na przemycaniu ludzi przez granicę. W efekcie polską granicę forsowało coraz więcej uchodźców. Dzięki przytomnej reakcji Polski białoruska operacja nie była skuteczna w 100%, natomiast z całą pewnością odniosła sukces w skonfliktowaniu Polaków w sprawie przyjmowania migrantów. Stanowiła również ogromne wyzwanie dla służb odpowiedzialnych za bezpieczeństwo granicy, w szczególności dla Straży Granicznej. Koszt tych działań to 25 milionów złotych w samym miesiącu wrześniu 2021 r. I nie chodzi tu o wydatek na budowę zapory na granicy z Białorusią, bowiem był on znacznie wyższy. W artykule opisano genezę, przebieg i cel operacji „Śluza” oraz zagrożenia towarzyszące temu procederowi. Przeanalizowano techniki, które stosuje Białoruś oraz przedstawiono strategię obraną przez Polskę w celu zażegnania kryzysu. Opracowanie pozwala zrozumieć, co działo się na polsko-białoruskiej granicy w latach 2021-2022. Opisuje również działania podjęte przez Straż Graniczną, Ministerstwo Obrony Narodowej i Policję w celu ochrony polskiej granicy. Celem opracowania było zaakcentowanie najważniejszych kwestii dotyczących przyczyn, przejawów i zagrożeń wynikających z operacji „Śluza” oraz sposobów i efektów jego rozwiązania. W opracowaniu przedstawiono także stanowisko rządu Rzeczypospolitej Polskiej wobec uwarunkowań i sposobów rozwiązania tego kryzysu. Istotnym wątkiem było także omówienie przebiegu i konsekwencji operacji „Śluza” dla państw nadbałtyckich sąsiadujących z Polską.
    The Russian-Belarusian services called the plan to transfer migrants to the European Union “Operation Lock”. It consisted in the fact that thousands of migrants tried to enter the European Union illegally through the Lithuanian-Belarusian, Latvian-Belarusian and Polish--Belarusian border. Belarusian state-owned enterprises, brokers, smugglers, tourist offices and illegal financial offices were involved in the crime. All of these groups made money by smuggling people across the border. As a result, the Polish border was forced by more and more refugees. Thanks to the conscious reaction of Poland, the Belarusian operation was not 100% effective, but it was certainly successful in confronting Poles over the admission of migrants. It was also a huge challenge for the services responsible for border security, in particular for the Border Guard. The cost of these activities is PLN 25 million in September 2021 alone. And it is not about the cost of building a dam on the border with Belarus, as it was much higher. The article describes the genesis, course and purpose of the Operation “Lock” as well as the threats accompanying this procedure. The techniques used by Belarus were analyzed and the strategy chosen by Poland to deal with the crisis was presented. The study allows you to understand what happened on the Polish-Belarusian border in the years 2021-2022. It also describes the measures taken by the Border Guard, the Ministry of National Defense and the Police to protect the Polish border. The aim of the study was to emphasize the most important issues concerning the causes, symptoms and threats resulting from the operation “Lock” as well as the methods and effects of its solution. The study also presents the position of the government of the Republic of Poland towards the conditions and methods of solving this crisis. An important topic was also the discussion of the course and consequences of the Operation “Lock” for the Baltic states neighboring Poland.
