The paper presents a model for risk analysis regarding marine traffic, with the emphasis on two types of the most common marine accidents which are: collision and grounding. The focus is on oil tankers as these pose the highest environmental risk. A case study in selected areas of Gulf of Finland in ice free conditions is presented. The model utilizes a well-founded formula for risk calculation, which combines the probability of an unwanted event with its consequences. Thus the model is regarded a block type model, consisting of blocks for the probability of collision and grounding estimation respectively as well as blocks for consequences of an accident modelling. Probability of vessbl colliding is assessed by means of a Minimum Distance To Collision (MDTC) based model. The model defines in anovel way the collision zone, using mathematical ship motion model and recognizes traffic flow as a non homogeneous process. The presented calculations address waterways crossing between Helsinki and Tallinn, where dense cross traffic during certain hours is observed. For assessment of, a grounding probability, a new approach is proposed, which utilizes a newly developed model, where spatial interactions between objects in different locations are recognized. A, ship at a seaway and navigational obstructions may be perceived as interacting objects and their repulsion may be modelled by a sort of deterministic formulation. W artykule przedstawiono model oceny ryzyka w transporcie morskim, w aspekcie kolizji statków oraz wejść na mieliznę. W modelu przyjęto jeden typ statków, tankowce do przewozu ropy naftowej, z uwagi na fakt, iż w przypadku wystąpienia kolizji lub kontaktu z dnem statek ten może stanowić bardzo poważne zagrożenie dla środowiska. W pracy przedstawiono dwa nowatorskie podejścia do modelowania prawdopodobieństwa wystąpienia powyższych wypadków. Model do oceny prawdopodobieństwa kolizji statków definiuje w nowy sposób strefę kolizji, w oparciu o właściwości manewrowe statku oraz jego hydrodynamikę. Intensywność ruchu morskiego na analizowanym akwenie modelowana jest w oparciu o proces niestacjonarny, w przeciwieństwie do istniejących modeli. Model oceny prawdopodobieństwa wejścia na mieliznę wykorzystuje model grawitacyjny, który wyznacza bezpieczny obszar manewrowy dla danego statku i danego akwenu. W modelu tym statek i otaczające go płycizny traktowane są jako masy, wzajemnie na siebie oddziaływujące. Obydwa modele wykorzystują dane o ruchu statków zarejestrowane w systemie automatycznej identyfikacji statków (AIS). Analiza ryzyka przeprowadzona została dla dwóch wybranych akwenów w Zatoce Fińskiej. Jako konsekwencje wypadku przyjęto model kosztów, skonstruowany w oparciu o dane statystyczne z międzynarodowego funduszu IOPCF, który pokrywa koszty w związku z rozlewem olejowym na morzu.

Such sophisticated kind of vessels was built specifically for Arctic oil export terminals operating in extremely harsh climate. Special types of vessels were introduced to cover rescue operations in Arctic.
W artykule omówione zostały zagadnia związane z przewozem ropy naftowej przez tankowce specjalnie zaprojektowane do żeglugi w wysokich szerokościach geograficznych, przy estremalnie niskch temperaturach i zalodzeniu morza. Ten nowoczesny typ statków zostal zbudowany dla obslugi arktycznych termiali naftowyvh, dzialajacych w ekstremalnie trudnych warunkach. Powstaly też specjalne statki do przeprowadzania operacji ratowniczych w Arktyce.

Maritime education and training (MET) are under constant pressure from the maritime industry, characterized by extremely rapid development. Due to the high risk in the transport and handling of crude oil, seafarers employed on oil tankers are required to have skills and competencies well above the minimum education standards set by the International Maritime Organization (IMO) and the International Convention on Standards of Training, Certification and Watchkeeping (STCW). Therefore, tanker companies should provide additional training for their employees to ensure the fundamental goals of zero‐accident rates and reduce human error to a minimum. This especially applies to seafarers at the management level, who must have the competence and knowledge to operate oil tankers at the highest professional level. This paper examines the current challenges in education and the required competencies of seafarers at management levels concerning the rapid growth and development of the tanker industry. In addition, some shortcomings regarding the current form of education and training have been considered, and recommendations for the future upgrade of the education and training system for seafarers at the management level are provided.

The safety of the tanker during the loading operations carried out in the oil terminal is influenced by many factors. Based on the observations of port personnel and weather analyses in that area it was found that for Naftoport one of the most important factors affecting the security of the tanker is the wind, and more precisely – its direction and speed. Less important are accompanying waves and generated by it variable and periodic wind current. In this selected area of the Baltic Sea the direction and speed of wind change very dynamically depending on the activity of pressure patterns, which are very closely related to the occurrence of seasons. For the purpose of the article simulations were carried out of variable wind speeds, from directions causing the breakaway of the ship from the jetty, with an application of the model of the tanker in the least favourable load condition. The results obtained – the load in the mooring ropes from simulation tests were compared with the requirements of the OCIMF (Oil Companies International Marine Forum), determining the methodology of performing calculations of these forces for the selected type of tanker.

The economical development of the world is based on transportation system. More than half of the products transported all over the world are carried by sea. Sea transportation is made with different kind of ships, as bulk carriers, cargo vessels, container ships, tankers. Ships are managed by people. In group or as individual, anybody can make errors. In maritime area these errors have as results accidents and disasters. Many of these events affect especially the environment. As 80% of necessary petroleum products are transported by sea, the risk of a major environment disaster caused by human errors is high. Anyway, over 99% of petroleum cargo transported by sea is carried without incidents. This paper presents the effects of human errors, mostly cases that involved tankers, which were produced in the navigation and operational processes.

Opis:
This article deals with a very important problem, i.e. with the safety of shuttle tankers at sea. The author presents systems and mechanisms observed at these types of vessels which have great influence on safety both during loading and discharging operations, as well as at sea. A dynamic positioning system was introduced together with its subsystems and their role in increasing safety. Another issue discussed in this article is the problem of oil pollution during cargo handling operations and sea pollution resulting from accidents of tankers. This article also covers some problems connected with training of crew of these specialized vessels, operating the instruments and equipment installed on them and also with the maritime infrastructure. Some problems connected with navigation observed in some regions of the world were also discussed here. Transport of oil close to the coast is a branch of oil transportation in full swing. Each even the minor failure results in serious consequences for people, for vessels and for the environment. Constant development of new technologies used on shuttle tankers and constructing new vessels equipped with the most modern technical solutions aims at minimizing the risk of situations threatening people's life, situations dangerous for the vessel and the marine environment.

Opis:
Ship Inspection Report Programme (SIRE) addresses concerns about sub-standard shipping in oil industry. As a part of the risk assessment physical inspection of the oil tanker is performed by accredited SIRE inspector and resulting report is available to charterers, ship operators, terminal operators and government bodies. In this article SIRE inspection is described and compared with other non-mandatory and mandatory inspections on oil tankers. Some potential consequences of tanker over-inspections are discussed.
