    The aim of the article is to discuss the Norwegian Model of hydrocarbon management and its impact on building a just and equal society. Since 1972, the model has been based on the separation of policy, commercial, and regulatory functions. Within each area there is state-controlled institution with its own distinct role. This model of separation of duties is however combined with other unique features which cannot be easily copied by other counties. These include a long tradition and high level of democratic co-operation, intergovernmental checks and balances, socio-democratic traditions of strong public involvement, mature institutional capacity (mainly a competent bureaucracy) and highly developed model of co-operation between government, business and research institutions.

A close-knit bound between this sector and further links of logistics providers is perceivable on daily basis. Any turnaround has a significant impact on the whole supply chain and its management. Awareness of market fluctuations and knowing its strongest players helps to conceptualize the strategy of optimization and prepare for unpredictable.     Maritime and coastal areas are the lifeblood of many countries. They are vital to the prosperity of countries because they provide trade routes, regulate the climate, are a source of organic and inorganic resources and energy, and provide a place for the public to live and relax. Increasingly, however, there are divergences and barriers to the use of marine areas. On the one hand, available and developed technology and knowledge enable increasingly improved use of the sea. On the other hand, the combined effect of these activities leads to conflicts of interest and the deterioration of the marine environment. The purpose of this study is to analyze the feasibility of using automatic identification system (AIS) maritime traffic data, in terms of its suitability, to correctly assess the utilization of the potential of a specific fleet within the offshore shipping industry. In addition, the authors undertake the task of determining to what extent activities relating to the GPS position of the ship, ship type (i.e., cargo or passenger), ship status (i.e., aground, anchored, moored, not under command, restricted maneuverability, underway sailing, or underway using its engine), ship draught, service speed, total engine power, and deadweight constitute areas and methods for optimizing the use of the offshore fleet under all the conditions previously described that limit this optimization. Given the stated goal, this paper uses both a literature review procedure and statistical methods to conduct a comparative analysis.

Państwami chcącymi rozszerzyć swoją strefę wpływów na terytorium Uzbekistanu są przede wszystkim Rosja oraz Chiny, które podejmują szereg działań zmierzających do budowy swojej pozycji na rynku wewnętrznym państwa. Proces dążenia do rozszerzenia strefy wpływów można zaobserwować m.in. w przemyśle energetycznym Uzbekistanu. Celem artykułu jest przedstawienie rosyjsko-chińskiej rywalizacji w sektorze naftowo-gazowym, która z jednej strony charakteryzuje się rosyjską obroną strefy wpływów w byłej republice radzieckiej, z drugiej zaś chińską ekspansją gospodarczą realizowaną w ramach projektu Nowego Jedwabnego Szlaku. W artykule przeanalizowano uwarunkowania geograficzne oraz energetyczne państwa, dokonano charakterystyki sektora naftowo-gazowego, a także ukazano działalność czołowych rosyjskich i chińskich koncernów, które mają olbrzymi wpływ na funkcjonowanie sektora energetycznego Uzbekistanu.
    Due to historical conditions, its strategic geographic location and its significant energy resources, particularly natural gas, oil and uranium, Uzbekistan plays an important role in international politics. Countries wishing to expand their sphere of influence on the territory of Uzbekistan are primarily Russia and China, which take a number of measures to build their position in the internal market of the country. The process of seeking to expand the sphere of influence can be observed, among others, in the energy industry of Uzbekistan. The aim of the article is to present the Russian-Chinese rivalry in the oil and gas sector, which is characterized on the one hand by the Russian defense of its sphere of influence in the former Soviet republic, and on the other hand by the Chinese economic expansion realized within the framework of the New Silk Road project. The article analyzes the geographical and energy conditions of the country, characterizes the oil and gas sector, as well as shows the activities of leading Russian and Chinese companies that have a huge impact on the functioning of the energy sector of Uzbekistan.

    The present paper provides an overview of the current state and future trends of the offshore sector worldwide, as well as the relationship between the oil and gas (O&G) and the wind power industry offshore. Study on the offshore energy transition basis on review of literature, reports, and outlooks of main energy agencies, classification societies, and main offshore companies - their pathways and ambitions. A comparative analysis of the oil prices to their extraction at sea. Analysis of new build and scrapped drilling units, and their utilization. This is followed by correlation analysis between the emergence of new projects in O&G and wind farms offshore. The new and cheaper technology, and ambitions to reduce greenhouse (GHG) emission to zero levels, favor renewable. The results disclose that the main O&G companies start investing in renewable technologies. The offshore energy transition has already begun and accelerating. Nevertheless, full transition will take a while, as the global power demand is still too high to be covered only by a renewable source of energy. The number of annual O&G assets decommissioning is double in size compared to the new projects, and Mobile Offshore Drilling Unit (MODU) utilization average of 60%. Offshore wind develops dynamically, and the forecasts show that this trend stands at the same high level to cross a number 100 GW produced from offshore wind globally in 2025, but there is a visible lack of Mobile Offshore Wind Power Service Operations Units (MOWU). If well planned there is room for mutual benefits between O&G and wind within the offshore sector due to re-orientation measures.

    The article presents the results of use of the proposed economic and mathematical apparatus to develop scenarios that provide for the partial or complete elimination of contradictions associated with the pricing policy between oil and gas production and the production of refined products. In the output we noted changes in the material consumption of products of the oil and gas sector of Ukraine. We corrected a certain contradiction between the extractive and processing enterprises of the oil and gas sector. This is related to the uneven distribution of value added between them, which allows extractive enterprises to make a profit, while processing enterprises are at a breakeven point. This situation, as we have seen, also distorts the results of the real assessment of resource efficiency in this sector of the economy. Thus, the research is aimed at developing scenarios that provide for a gradual decrease in the price of extractive products and its simultaneous growth in processing so that the corresponding impact on the economy was minimal. The first scenario envisaged a reduction in the price by –10% for the products of oil and gas companies with a simultaneous increase in the price of refining so that the average share of value added in the country as a whole was not decreased, taking appropriate adjustments of resource efficiency indicators into account. The second scenario was based on the need for deeper price adjustments in the oil and gas sector. Thus, the reduction of the price of products at the extractive enterprises at the level of –20% and its increase it in processing while maintaining the national average share of value added was envisioned. The third scenario provided for the equalization of material consumption in production and processing due to the price factor.
    W artykule przedstawiono wyniki wykorzystania opracowanych zależności ekonomicznych do budowy scenariuszy, które pozwalają na częściowe lub całkowite wyeliminowanie sprzeczności związanych z polityką cenową między wydobyciem ropy i gazu a produkcją produktów rafinowanych. Uzyskano między przedsiębiorstwami wydobywczymi i przetwórczymi tego sektora. Wiąże się to z nierównomiernym rozkładem wartości dodanej między nimi, co pozwala przedsiębiorstwom wydobywczym na osiąganie zysków, podczas gdy przedsiębiorstwa przetwórcze znajdują się na progu rentowności. Pokazano, że taka sytuacja zniekształca również wyniki rzeczywistej oceny efektywności wykorzystania zasobów w tym sektorze gospodarki. W związku z tym badania mają na celu opracowanie scenariuszy zakładających stopniowy spadek cen produktów wydobywczych i jednoczesny wzrost cen produktów przetworzonych, przy minimalizacji wpływu tych zmian na gospodarkę. Pierwszy scenariusz zakłada obniżenie ceny o 10% na produkty firm wydobywczych ropy i gazu przy jednoczesnym wzroście ceny produktów ich rafinacji, tak, aby średni udział wartości dodanej w kraju nie zmniejszył się, biorąc pod uwagę odpowiednie dostosowanie wskaźników efektywnego gospodarowania zasobami. Drugi scenariusz opiera się na potrzebie głębszych korekt cen w sektorze ropy i gazu. Przewidziano w nim obniżenie ceny produktów w przedsiębiorstwach wydobywczych o 20% i zwiększenie cen produktów przetworzonych, przy zachowaniu średniego krajowego udziału wartości dodanej. Trzeci scenariusz zakłada wyrównywanie zużycia materiałów w produkcji i przetwórstwie ze względu na cenę.

    The distribution of net profit is one of the basic problems of the financial strategy of companies. The amount of retained earnings affects the level of investment and the pace of their development, whereas the level of dividends translates into stock prices. Therefore, it is assumed that maintaining the right proportions in the distribution of net profit into the retained part and the part transferred to the shareholders will translate into the company’s value. The first part of the paper contains theoretical considerations on macroeconomic, microeconomic and the capital market determinants influencing companies’ distribution of net profit. A large group of microeconomic factors – long-term trends in changes of net profit, shareholder structure, the company’s life cycle and its investment opportunities – as well as a selection of financing sources facilitating the attainment of the optimal capital structure are discussed. The most important macroeconomic factors include the economic situation, the level of inflation, sector specifics and the situation on the stock market. The authors present the results of empirical research in which they assume that the dividend yield of companies from the oil and gas sector influences the value of the company depending on the level of investments shaping the book value of shares, and that the dividend yield affects the duration of the return on capital expressed as the price to net profit ratio, and thus the level of company risk. The calculated Pearson linear correlation coefficients show an insignificant influence of the dividend yield on the value of companies from the oil and gas sector. This value is determined by a number of other factors. The study is based on statistical data for 2010–2020 derived from Warsaw Stock Exchange Yearbooks.
    Podział zysku netto jest jednym z podstawowych problemów strategii finansowej spółek. Wielkość zysku zatrzymanego wpływa na poziom inwestycji i tempo rozwoju spółek. Równocześnie poziom dywidend przekłada się na ceny akcji na giełdzie. Zakłada się więc, że zachowanie właściwych proporcji w podziale zysku netto na część zatrzymaną i część wytransferowaną do akcjonariuszy przełoży się na wartość spółki. W pierwszej części artykułu zaprezentowano rozważania teoretyczne na temat determinant makro- i mikroekonomicznych oraz rynku kapitałowego warunkujących podział zysku netto w spółkach. Spośród licznej grupy czynników mikroekonomicznych prezentowanych w literaturze omówione zostały długookresowe tendencje w zmianach wielkości zysku netto, struktura akcjonariatu, cykl życia spółki i jej możliwości inwestycyjne oraz dobór źródeł finansowania w celu osiągnięcia optymalnej struktury kapitału. Najważniejsze czynniki makroekonomiczne to: koniunktura gospodarcza, poziom inflacji, specyfika sektorowa oraz koniunktura na rynku giełdowym. Część druga artykułu zawiera wyniki badań empirycznych, w których założono, że stopa dywidendy spółek sektora paliw i gazu wpływa na wartość spółki zależną od poziomu inwestycji kształtujących wartość księgową akcji oraz że stopa dywidendy wpływa na okres zwrotu kapitału wyrażony relacją ceny do zysku netto i tym samym na poziom ryzyka spółki. Obliczone współczynniki korelacji liniowej Pearsona wykazały nieznaczny wpływ stopy dywidend na wartość spółek sektora paliw i gazu. Wartość ta jest kształtowana przez szereg innych determinant. Do badań wykorzystano dane statystyczne za lata 2010–2020 zaczerpnięte z Roczników Giełdowych.

    Georgia, deprived of its own hydrocarbon resources, relies exclusively on the import. It has abstained from purchasing those from the Russian Federation for political reasons, which, combined with the lack of LNG terminal infrastructure, has led to the factual monopolization of crude oil and natural gas supplies from Azerbaijan. For geopolitical reasons, Georgia remains the only export route for Azerbaijan for these resources. Easy access to those resources due to its position as a transit state has an impact on the tempo of energy transformation in Georgia. On the one hand, the significantly lower than expected dynamics of the development of renewable energy sources, and on the other hand, the growing role of Azerbaijani national companies in the market of liquid fuels and natural gas in Georgia, are visible consequences of the emergent status quo.
    Pozbawiona własnych złóż surowców węglowodorowych Gruzja zdana jest na import. Zaniechanie z przyczyn politycznych ich zakupów w Federacji Rosyjskiej oraz braki infrastrukturalne (w tym brak terminalu LNG) doprowadziły do faktycznej monopolizacji dostaw ropy naftowej i gazu ziemnego z Azerbejdżanu. Z powodów geopolitycznych Gruzja pozostaje dla Azerbejdżanu jedyną drogą eksportową tych surowców. Łatwy dostęp do nich – z racji zajmowania pozycji państwa tranzytowego – nie pozostaje bez wpływu na tempo transformacji energetycznej w Gruzji. Znacząco niższa niż należałoby się tego spodziewać dynamika rozwoju OZE z jednej strony, a z drugiej rosnąca na znaczeniu rola azerbejdżańskich spółek narodowych na rynku paliw ciekłych i gazu ziemnego w Gruzji są dostrzegalną konsekwencją powstałego status quo.

    Artykuł przedstawia najważniejsze problemy związane z produkcją, przesyłem gazu ziemnego oraz ropy naftowej w państwach Zachodniego Turkiestanu, czyli byłej radzieckiej Azji Środkowej, obejmującej Kazachstan, Uzbekistan, Turkmenię, Tadżykistan oraz Kirgizję. Kraje te, ze względu na obecność wielkich złóż surowców, znalazły się w kręgu zainteresowań rosyjskich firm energetycznych, koncernów zachodnich oraz zmagającej się z deficytem gazu ziemnego i ropy naftowej ChRL. Z czasem to właśnie „Państwo Środka” okazało się najbardziej zdeterminowanym graczem, skutecznie starającym się o dostęp do surowców energetycznych Turkiestanu. Autor artykułu analizuje możliwości rosyjsko – chińskiej współpracy w zagospodarowaniu tych złóż. Ta rosyjsko – chińska rywalizacja ma również istotne znaczenie dla europejskiego rynku paliw. Perspektywa realizacji projektów przesyłu turkmeńskiego gazu ziemnego i kazachskiej ropy do Europy oddala się, co umacnia pozycję Federacji Rosyjskiej w europejskim sektorze energetycznym
    The article presents the most important issues concerning the natural gas and crude oil production and transportation in the post-Soviet countries of Central Asia (Western Turkestan), that is to say in Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan, and Kyrgyzstan. Since these countries have serious energy resources, they became a point of attention for Russian and Western energy sector companies and also for China. Due to the economic growth in China and growing demand for energy, this power proved to be the most influential player. The paper shows the perspectives of Russian-Chinese rivalry about energy resources as well as the possibilities of cooperation between Moscow and Beijing.
