Niniejszy artykuł zwiera informacje dotyczące rozmiarów i kosztów zjawiska wypadków drogowych w Polsce, jego psychospołecznych skutków oraz działań na rzecz pomocy ofiarom wypadków.
    People often experience unexpected and difficult situations to cope with. Some of them represent traumatic experience. This kind of situation includes a motor vehicle accident (MVA). Road accidents are recognized as a today's public health problem. It is not only evidenced by the great number of road accident victims (families, witnesses, rescue teams) but also another consequences experienced by these victims. This paper presents statistics and costs of road accidents in Poland, provides information about psychosocial consequences of MVA and also show activities aimed at helping victims of MVA.

    Although the occurrence of road accidents and the number of road accident casualties in almost all Polish voivodeships has decreased over the last few years, the rate of this change varies considerably from region to region. To provide a better understanding of such a tendency, panel data regression models are proposed to conduct this pilot research which evaluates the relative performance of Polish regions in terms of their road traffic safety. Panel data are multi-dimensional data which involve measurements over time. In the research, a voivodeship is a unit analysed at a group level, whereas a year is a unit analysed at a time level. A two-way error component regression model has been applied to survey the impact of regressors, the group effects, and time effects on a dependent variable. The analysis has been conducted using data acquired from the Statistics Poland Local Data Bank website, as well as from the General Directorate for National Roads and Motorways. The panel data from 16 regions in Poland and the 2012–2018 period have been investigated. The examined models refer to road traffic safety indices defined based on the following characteristics: the number of road accidents, the number road fatalities, and the number of people injured. The results of all the three models indicate a negative effect as regards the GDP per capita, (car) motorisation rate, the indicator of government expenditure for current maintenance of national roads, and the road length per capita. A positive association has been found between the truck motorisation rate and the indicator of local government expenditure on roads. The impact of the region’s urbanisation indicators on road safety is ambiguous as, on the one hand, its increase causes a reduction in the road accident and accident injury indices, but, on the other hand, it produces a rise in the accident fatality index. In the models, the significance of time effects has been identified; a decreasing time trend suggests a general improvement in road safety from year to year. Most of the group effects have turned out to be highly significant. However, the effects differ as regards both the road accident and the accident injury indices in magnitude and direction.

    The pre-hospital transport of victims of road accidents in Morocco by basic ambulances concerns the majority of the population of victims requiring urgent care. It also constitutes the common service that benefits the entire population of victims, in terms of pre-hospital care. The objective of this contribution is to develop a model for calculating the costs of pre-hospital transport of road accident victims using Time-Driven Activity-Based Costing (TDABC). This model could be effective in better understanding how consumption occurs and how resources are administered and distributed within the pre-hospital care service portfolio. The qualitative research approach that we have adopted in the context of this study has enabled us to map and identify all the activities and tasks carried out in the process of pre-hospital transport of road accident victims. The model obtained is flexible enough to adapt to the various situations of pre-hospital transport of road accident victims by basic ambulances. The application of this model in the Moroccan context, delimited in a well-defined round trip (civil protection - accident site - hospital - civil protection) demonstrates that the said model is valid for cost calculation. The calculations made (217.47 MAD, 224.31 MAD, 225.45 MAD and 226.59 MAD) allow us to identify the possible cases of victims transported by basic ambulance. However, the TDABC, applied to the pre-hospital transport of road accident victims, has some limitations, in particular the estimation of time which is the main key to the allocation of the consumed resources. The results show that the TDABC promotes a better knowledge of all the processes related to the pre-hospital transport service. It allows making visible the value of the costs of the victims of road accidents in the selected patient population. Indeed, when the model is used in the set of routes (black points), decision makers are able to see, on the one hand, the variation of costs between similar pre-hospital transport services and different routes for the same transport services and, on the other hand, the value of the costs of each category of road accident victims' population.

    Wypadki drogowe stanowią poważny problem współczesnego świata. Są jedną z głównych przyczyn wszystkich urazów, które to stanowią trzecią przyczynę zgonów na świecie. Każdego roku na drogach świata ginie około miliona osób (dorosłych i dzieci), a kilkanaście milionów zostaje rannych. Umieralność z powodu obrażeń poniesionych w wyniku wypadków drogowych stanowi 2,2% wszystkich zgonów na świecie. W artykule przedstawiono epidemiologię wypadków drogowych w Polsce w latach 1990-2009 ze szczególnym zwróceniem uwagi na główne problemy bezpieczeństwa ruchu drogowego w Polsce związane z niebezpiecznymi zachowaniami jego uczestników (nieprzestrzeganie przepisów ruchu drogowego). W latach 1990-2009 na polskich drogach wydarzyło się ponad milion 61 tysięcy wypadków, w których zginęło prawie 126 tys. osób, a ponad 1 mln 336 tys. zostało rannych. Pomimo różnorakich działań, które są podejmowane w celu poprawy bezpieczeństwa na polskich drogach liczba rannych i zabitych na skutek wypadków drogowych jest w dalszym ciągu bardzo duża, a straty ponoszone przez społeczeństwo wysokie. Aby poprawić stan bezpieczeństwa na drogach naszego kraju konieczne jest kontynuowanie wielokierunkowych działań mających na celu systematyczne podnoszenie poziomu bezpieczeństwa ruchu drogowego.
    Road accidents are a serious problem of the modern world. They are one of the main causes of injuries and the third most frequent cause of death. Every year, about one million people, adults and children, die on the roads and several millions get injured. The mortality rate due to injuries from road accidents is 2.2% of all deaths in the world. This research presents the epidemiology of road accidents in 1990-2009 with particular emphasis on the key issues of road safety in Poland, related to the dangerous behaviour of road users (disregard of traffic rules). There were over 1,061,000 accidents with 126,000 fatalities and over 1,336,000 casualties on Polish roads between 1990 and 2009. Despite the various measures taken to improve safety on Polish roads, the number of dead and wounded in car accidents is still large, and losses borne by the society are high. To improve safety on Polish roads, it is necessary to continue multi-action plans to systematically improve road safety.

W modelach przyjęto, że wykładnik jednej z potęg jest sklejaną funkcja czasu. Modele opracowano dla obszaru Polski i poszczególnych województw. Opracowano kryteria oceny modeli i dokonano ich oceny.
    The paper proposes a method of constructing of power models of number of road accidents in Poland as a function of the number of vehicles and population. The model assumes that the exponent of one of the powers is a spline function of time. Models have been developed for the Polish and for the individual voivodships. Developed criteria for evaluating models and made their evaluation.

    The paper is about the idea of establishment of road safety education center to improve road users behavior, which is in line with the National Road Safety Policy till 2020 of government of Poland. Through this center various educational activities, programs, European Union projects for road safety were launched since 2003. The authors have introduced those programs, showing their effectiveness as well have mentioned about future plan for expansion to achieve Vision Zero. The paper presents modern and effective approach to education today by setting up designed science centrums. The idea of implementing new technologies, innovative tools, laboratories, workshops in the long-lasting process of education to road safety hazards for main risk factors will improve road users behavior for reducing high number of road injuries and fatalities. It is important work from injury prevention point of view especially because the Poland government’ s interest in road safety. This center can be a model of innovative road traffic education for other countries.
    Artykuł przedstawia ideę utworzenia centrum edukacyjnego w zakresie poprawy bezpieczeństwa ruchu drogowego, zgodną z polityką państwa przyjętą w Narodowym Programie Bezpieczeństwa Ruchu Drogowego 2020. Realizowane edukacyjne programy i inicjatywy, europejskie projekty od 2003 r. są przedstawione w artykule, a ich efektywność wpływa na osiągnięcie Wizji Zero. Artykuł przedstawia nowoczesne i efektywne podejście do edukacji przez tworzenie centrów nauki. Zaangażowanie nowoczesnych technologii, innowacyjnych urządzeń, warsztatów i zajęć laboratoryjnych w długotrwały proces edukacji dotyczącej najważniejszych problemów bezpieczeństwa ruchu drogowego wpłynie na zmianę zachowań uczestników ruchu i zmniejszenie wysokiej liczby ofiar śmiertelnych i poszkodowanych wypadków drogowych. To ważny projekt z punktu widzenia prewencji oraz zainteresowania polskiego rządu problematyką bezpieczeństwa ruchu drogowego. Opisany model może być przykładem realizacji nowoczesnej edukacji w ramach BRD dla innych krajów.
