The author reports on a Session of the Government Experts Committee which was held on April 13—24, 1970 in Paris to work out a draft of convention on means of prohibiting and preventing the illic it import, export and transfer of ownership of cultural property. At the Committee’s sessions representatives of 60 countries were present, among them those of Poland. 109 amendments have been submitted to the draft which finally was adopted by 45 votes against 2 abstentions. The draft has to be submitted to the UNESCO General Meeting to be voted once again at its XVI Annual Session this autumn. The above draft generally lists the categories to which cultural properties may be classified, however, it leaves to member countries the question of decisions a s to detailed classification o f cultural property in accordance with the local laws in force. The draft suggests that the individual countries ought call into being their own organizations fo deal with preservation of cultural property (where they have still not been created) at the same time recommending to provide such organizations with the suitable financial means enabling them to fu lfill the tasks put before them. It also proposes an introducing of universally respected export certificates without of which no cultural property could be exported or imported by the country interested. The draft puts on the member countries an obligation to issue the acts that w ill prohibit their museums and similar cultural institutions to purchase cultural properties coming from thefts in museums or other state owned buildings as well as to provide the sanctions for violating this prohibitory measure. It has been clearly stated in the draft that any exports of cultural property as a direct or intermediate result of occupation of the country’s territory by a foreign power should be considered untolerable. The draft provides the participation o f UNESCO in accomplishing o f tasks set by convention and in particular of those in the field o f education and information, consultations and expert examinations, as well as in coo rd in a tion and „goodwill se rv ic e s”. Though too much general and in some respects not precise enough a s to its character, which the faults may potentially lead to difficulties to apply the convention in practice, the draft as compared with the 1954 recommendations represents an important step towards the improvement of international relations in the field of imports and exports of cultural property.

Według powszechnego poglądu limity obrotu gotówkowego zmniejszają liczbę dokonywanych oszustw podatkowych, brak jest jednak przekonujących danych liczbowych uzasadniających takie stwierdzenie. W artykule postawiono odwrotną tezę, zgodnie z którą limity obrotu gotówkowego nie dają żadnej gwarancji ewidencjonowania pełnego obrotu przez podatników, jednocześnie nie mają żadnego wpływu na oszustwa podatkowe przeprowadzane przez zorganizowane grupy przestępcze z wykorzystaniem rachunków bankowych. Ponadto przedstawiono poziom i obowiązujące limity obrotu gotówkowego w Polsce oraz k rajach członkowskich Unii Europejskiej (UE).
It is a common perception that cash turnover limits reduce the number of tax frauds made, but there are no convincing figures to support this claim. The article presents the opposite thesis, according to which cash turnover limits do not provide any guarantee of recording the full turnover by taxpayers, and at the same time have no impact on tax fraud carried out by organized crime groups when using bank accounts. Moreover, the level of cash turnover in Poland and the EU is presented, as well as the applicable cash turnover limits in Poland and the EU member states.

Przedstawiono znaczenie obrotu ziemią rolniczą w Polsce, ze szczególnym uwzględnieniem jego przestrzennego zróżnicowania. Zakres analizy obejmuje obrót ziemią zdefiniowany w wąskim znaczeniu, uwzględniający tylko zmiany własnościowe we władaniu ziemią. Analiza wykazała, że obrót rynkowy dominował w północno-zachodnich regionach Polski, gdzie stanowił 72-76% wszystkich transakcji gruntami rolnymi. Powierzchnia gruntów znajdujących się w obrocie stanowiła 2-5% powierzchni użytków rolnych ogółem. W Polsce południowej obrót rynkowy był najmniej rozwinięty - powierzchnia gruntów sprzedanych wynosiła 0,6%.
The aim of the paper is to introduce the importance of agricultural land turnover in Poland with particular consideration of its regional differentiation. The analysis covers land turnover defined in narrow scope, including only ownership changes of land possession. The analysis shows, that market turnover dominated in north-west regions of Poland and amounted 72-76% of total agricultural land transactions. The area of farmland covered with market turnover amounted 2-5% total area of agricultural land. In south of Poland market turnover was the least developed - the share of soled farmland was 0,6% of total area.

Purpose of the article: The aim of the paper was to show connections between the instruments of cashless payments and economic growth. The goal was to find the answers to the following research questions: What is the current share of payments with the use of particular forms of cashless payments in total payments?; What forms of cashless payments are connected with economic growth measured by real GDP per capita in the group of countries of Central and Eastern Europe and Western Europe?; What is the relation between the value of cashless payments and economic growth measured by real GDP per capita in the group of countries of Central and Eastern Europe and Western Europe?Research methods: Spearman’s rank correlation.Research results: The authors have found that the highest share in terms of the number of payments in total payments in the countries of Central and Eastern Europe constituted payments with the use of payment cards, then, the payments with the use of a transfer order. Whereas, in the countries of Western Europe, apart from the fact that high percentage of payments in total constituted payments with the use of payment cards and transfer orders, more and more payments are made with the use of the instruments of e-money. Examining mutual relationships, information about correlational connections that occur between economic growth measured by GDP per capita and value of payments with the use of some instruments of cashless payments was obtained. The main conclusion that can be drawn after data analysis is positive relationships between the value of payments with the use of a transfer order, payment card and economic growth found both in the countries of Central and Eastern Europe and the countries of Western Europe. In the countries of Western Europe, the payments with the use of a direct debit turned out to be insignificant, whereas the payments with the use of instruments of e-money were significant. Taking into account the force of relationships, it can be said that higher positive correlation is shown by the value of payments with the use of a transfer order with reference to real GDP per capita in the countries of Western Europe (0.80). In the countries of Central and Eastern Europe, it is only 0.48. Mutual connections between the value of payments with the use of payment cards and economic growth are similar in both groups of countries. What is interesting, high impact on real GDP per capita – about 0.80 – is shown by the payments with the use of instruments of e-money. This study may represent a contribution to further research, that is, an analysis of cause-and-effect relationships in the field of cashless payments and economic growth, including division of countries in terms of, for example, the level of wealth.Added value: Analysis of current literature on the impact of cashless payments on economic growth and an empirical analysis.

Systematics of Real Estate Tenders in Poland - a Comparative Analysis of Detailed ProceduresThis article presents the tender as a tool of real estate transactions and systematizes public tenders of real estate to the light of the legislation in force in Poland. The main part of the thesis is the analysis of detailed procedures based on a comparison of selected characteristics of real estate auctions organized by various public bodies in relation to the regulations contained in Real Estate Management Act in 1997. In addition, the article shows tender operations carried out by State-owned enterprises, the company created as a result of commercialization, including the Polish State Railways. Indicates the need for the unifi cation of certain aspects of these tenders and proposed changes in the law.

Research into the current needs of people regarding the place of abode is mostly justified at the relevant level of socio-economical development. It can fulfill the prospect of cognitive functions, but can also find an application in practice: in identification of the advantages of various places of abode, evaluation and rating of real estate, and in the process of rational shaping of the space where man functions. As sociologists stress - the needs of people and socio-economical development change, influenced by conditions of abode, a module propagated by mass media, family and friends and also by the possibilities of their being carried out. That is why a group of about 600 clients of Łódź real estate agencies interested in a change of their living area was researched. These people, facing an important decision in their lives, very carefully analyze their needs. It is possible to guess that opinions achieved by way of questionnaire survey are deeply thought over, and because of this they are worth paying attention to. They record the current needs of the inhabitants of such a big city as Łódź.

Handel bronią i amunicją zazwyczaj jest kojarzony bądź z działalnością państwa (sił zbrojnych), bądź organizacji przestępczych. Na rynku broni i amunicji funkcjonują jednak także legalnie działające prywatne podmioty gospodarcze ściśle kontrolowane przez organy państwa. Kontrolę tych podmiotów umożliwiają przepisy zawarte zarówno w akcie rangi ustawowej, jak i w kilku aktach wykonawczych. Nakładają one na przedsiębiorców nie tylko obowiązek uzyskania koncesji, lecz także prowadzenia szczegółowej ewidencji obrotu i przekazywania ściśle określonych informacji wyznaczonym organom państwa. Dzięki sprawnemu obiegowi informacji państwo dysponuje możliwością wglądu w działalność sprzedawców i nabywców, ograniczając tym samym możliwość niekontrolowanego przepływu broni i amunicji oraz jej dostępność na czarnym rynku. Autor dokonuje szczegółowego przeglądu przepisów dotyczących sposobu ewidencjonowania obrotu bronią i amunicją oraz przekazywania informacji właściwym organom. Omawia także konsekwencje, jakie mogą ponieść przedsiębiorcy nieprzestrzegający obowiązków ewidencyjnych i informacyjnych. Autor proponuje również rozwiązania, które nie tylko mogą ułatwić wykonywanie omawianych obowiązków, lecz także usprawnić kontrolę działalności koncesjonowanej.
Arms and ammunition trade is usually associated either with activities of the State (armed forces) or criminal organizations. However, on the market of arms and ammunition there are also legally functioning, private business entities, which are strictly controlled by the authorities of the state. This control is enabled by a number of provisions contained in both - the act of statutory rank, as well as in several implementing acts. They impose on entrepreneurs, not only the obligation to obtain a license, but also keep detailed records of trade and transfer of specific information to designated authorities of the state. Through efficient cycle of information, the state has the power to inspect activities of sellers and buyers, thereby limiting the possibility of uncontrolled movement of arms and ammunition as well as its availability on the black market. The author provides a thorough review of the provisions concerning methods of registering arms and ammunition trade as well as providing information to competent authorities. Also discussed are consequences to be suffered by entrepreneurs not complying with registration and information obligations. The author also proposes solutions that not only facilitate exercising discussed obligations, but also improve the control of licensed activities.
