Opis:
The term “weapons of mass destruction” (WMD) has no unified meaning in international relations. The paper presents different ways of defining WMD and focuses on US literature and legislation. The author analyses WMD definitions in terms of their adequacy, unambiguity and accuracy.
Termin „broń masowego rażenia” nie posiada w stosunkach międzynarodowych ujednoliconego znaczenia. Artykuł prezentuje rozmaite sposoby definiowania tego terminu, przede wszystkim koncentrując się na piśmiennictwie oraz prawodawstwie amerykańskim. Autor dokonuje analizy poszczególnych definicji z punktu widzenia ich adekwatności, jednoznaczności i precyzji.

W artykule omówiony został przebieg reform prowadzonych w ostatnich latach w rosyjskich siłach zbrojnych ze szczególnym uwzględnieniem programów modernizacji technicznej. Au-tor przedstawił uwarunkowania wpływające na aktualny stan Sił Zbrojnych Federacji Rosyjskiej oraz trudności we wdrażaniu założeń realizowanego obecnie dziesięcioletniego Państwowego Programu Uzbrojenia 2020. Celem publikacji jest znalezienie odpowiedzi na pytanie, czy obserwowany trend wzrostowy w zakresie inwestycji w rosyjskie siły zbrojne i rozwój ich potencjału ma szansę się utrzymać oraz wskazanie jakie może to stanowić zagrożenie dla bezpieczeństwa Polski.
The article presents the reforms which have recently been carried out in the Russian Armed Forces, with special attention paid to technical modernization programmes. The author de-scribes the factors which have influenced the current situation of the Russian Armed Forces and the difficulties connected with the implementation of the ten-year State Armament Program 2020.

The article “Status and prospects of the U.S. military presence in Europe in the second decade of the twenty-first century”, analyzes the involvement of U.S. armed forces in Europe in this period. It is an important topic because of the changes that the U.S. administration announced in past few years. Additionally, worth to consider, because the events in Ukraine can produce a new approach to this issue. The author tries to answer, among others, the following questions: How the U.S. Military involvement looks like in Europe at the beginning of the first decade of the twenty-first century? What are and were the U.S. administration’s plans for the military presence in Europe and in the world? What impact on the decisions of the United States has the situation in Ukraine ? Analysis and answers to the above questions led the author to a number of conclusions and these in turn allowed to outline several scenarios for further U.S. military presence in Europe.

Opis:
This article discusses the nuclear deterrence potential of the United States of America. The aim of the publication is to answer the question about changes which have been occurring in American nuclear arsenals in recent years. The author discusses the historical background and the factors affecting the current state of the US nuclear triad. The article describes all the components of the triad, that is land-based nuclear weapons located on board strategic nuclear submarines and carried by strategic bombers. The main ways of delivery of nuclear weapons used operationally are discussed and their future, in accordance with the plans of the US administration. An attempt is made to highlight recently intensified activities aimed at maintaining and modernising weapon systems currently held and new weapons designs planned for implementation. This is of great importance, on one hand, due to the dynamic changes in the international security environment, and on the other hand due to the financial constraints which US armed forces are currently subjected to.

The paper discusses the events of 2005–2015, when the international community decided that Iran’s nuclear programme can also serve military purposes, and endeavoured to impose a strict control over this programme. The diplomacy of the European Union was exceptionally active in this area, in particular its three strongest members: France, Germany and the United Kingdom. Given the protests of Iran and its accelerated work within the programme, there emerged the option of confrontation (including military conflict) or compensation offered to Iran in return for its abandoning nuclear ambitions. Over several years of negotiations, concluded by an agreement in July 2015, the EU was able to exert a strong politico-economic pressure on Iran on the one hand, and offer it advantageous terms of cooperation in the field of nuclear research on the other.

Autor przeprowadza analizę trzech rodzajów zbrodni: ludobójstwa, przeciwko ludzkości oraz wojennych z punktu widzenia możliwości ich popełnienia na skutek użycia broni nuklearnej. Artykuł składa się z: wprowadzenia (podrozdziały: broń masowego rażenia a broń nuklearna oraz międzynarodowe prawo karne), merytorycznego rozwinięcia oraz podsumowania, gdzie zaprezentowane zostały wnioski z przeprowadzonych badań.
The author conducts the analysis of three kinds of crimes: genocide, crimes against humanity and war crimes from the point of view of the possibilities of their committing as a result of the use of nuclear weapon. The article consists of: introduction (sub-chapters: weapon of mass destruction vs. nuclear weapon, international criminal law), substantive analysis and summary where the conclusions after conducted research were presented.
