    Opis:
    The key objective of no-reference (NR) visual metrics is to predict the end-user experience concerning remotely delivered video content. Rapidly increasing demand for easily accessible, high quality video material makes it crucial for service providers to test the user experience without the need for comparison with reference material. Nevertheless, the QoE measurement is not enough. The information about the source or error is very important as well. Therefore, the described system is based on calculating numerous different NR indicators, which are combined to provide the overall quality score. In this paper, more quality indicators than are used in the QoE calculation are described, since some of them detect specific errors. Such specific errors are dificult to include in a global QoE model but are important from the operation point of view.

    The paper presents different no reference (NR) objective metrics addressing the most important artefacts for raw (source) video sequences (noise, blur, exposure) and those introduced by compression (blocking, flickering) which can be used for assessing quality of experience. The validity of all metrics was verified under subjective tests.

    Opis:
    The paper proposes a No-Reference (NR) quality assessment measurement originally developed for H.264, used for High Efficiency Video Coding (HEVC). In particular, authors present an investigation of NR metrics to objectively estimate the perceptual quality of a set of processed video sequences. The authors take into account typical distortions introduced by the block-based coding approaches like HEVC codec. The underlying processing used for the quality assessment considers the blockiness caused by the boundaries of each coded block and the blurring as a lack of spatial details. The correlation between the NR quality metrics and the well-known and most widely used objective metric, the Video Quality Model (VQM), is performed to validate the quality prediction accuracy based on the provided scores. The Pearson correlation coefficients obtained stand for promising results for different types of videos.

    High dynamic range imaging systems can offer a more complete representation of scene, aiming to capture all brightness information of a visible range of scene, even in extreme lighting conditions.This paper proposes a no-reference quality metric for high dynamic range image (HDRI), in which a combination of tensor decomposition and curvature analysis is used to construct an efficient featureset that is sensitive to degradation levels of patches in HDRIs. Tensor decomposition maintains the majority of color information of an HDRI, and the geometric structure information of the HDRI is then extracted by a curvature analysis. A quality-related label feature matrix is subsequently defined and obtained by using a feature set and a sparse dictionary with quality-related labels. Then, the multi-dimensional local feature set of the HDRI is determined from the quality-related label feature matrix. Finally, the local feature set and other global feature set are pooled to predict the quality of the HDRI. The prediction performance of the proposed metric is verified by three public test databases, and the experimental results indicate that both its Pearson linear correlation coefficientand Spearman rank-order correlation coefficient are better than those of other no-reference metrics.The proposed metric produces statistically better assessment results, implying a higher consistency with human visual perception.

    Przedmiotem artykułu jest analiza instrumentów prawa międzynarodowego, które określają standard minimalnego wynagrodzenia za pracę. Autorka zwraca uwagę na konwencje Międzynarodowej Organizacji Pracy nr 26, 99 i 131, które bezpośrednio odnoszą się do minimalnego wynagrodzenia za pracę. Zdaniem autorki międzynarodowy standard minimalnego wynagrodzenia za pracę jest również pośrednio kształtowany przez inne instrumenty Międzynarodowej Organizacji Pracy, które dotyczą szeroko rozumianych praw pracowniczych. W tym kontekście należy wskazać na akty prawne w dziedzinie rokowań zbiorowych, zakazu dyskryminacji w zatrudnieniu, konsultacji trójstronnych, inspekcji pracy, a także ochrony wynagrodzenia. Autorka uważa, że przepisy prawa międzynarodowego analizowane całościowo wymagają od państw członkowskich podjęcia wszechstronnych działań zmierzających do zagwarantowania w praktyce minimalnego wynagrodzenia.
    The topic of the article is the analysis of the instruments of international law that determine the minimum wage standard. Author points out the conventions of the International Labour Organization Nos. 26, 99 and 131 that directly refer to minimum wage. In author’s opinion, international standard of minimum wage is also indirectly formed by other instruments of the International Labour Organization that concern broadly understood workers’ rights. In this context the legal instruments on collective bargainings, prohibition of discrimination in employment, tripartite consultations, labour inspection and wage protection should be indicated. Author is of the opinion that provisions of international law, taken together, require Member States to undertake comprehensive actions aimed at safeguarding minimum wage in practice.
