Statistics show that the new Italian emigration presents a plurality of directions: alongside the resumption of flows in the direction of the more traditional destinations, there are now migratory currents in the most diverse directions, including areas that are weak or lagging behind Italy. This novelty opens new interesting questions for the sociology of migration. This contribution highlights the necessity to face the study of “mobility” through interpretative approaches capable of grasping the pluralistic material and immaterial “spaces” designed by the new migratory trajectories. Therefore, we explore the South-South direction, which has remained at the margins of research and debate, trying to add a new piece to the increasingly complex picture of the Italian presence abroad. In the first part of the paper we will focus on some theoretical and demographic aspects considered relevant for the study of the new Italian emigration, with the aim of bringing out the complexity of the phenomenon. In the second part, after a brief methodological note, the results of a qualitative research carried out on the new Italian emigration to Athens will be presented in order to grasp its specific aspects.

The article recapitulates basic information on contemporary Polish international migrations. First, consecutive waves of migration of the 1980 are presented, followed by later developments of the late 1980s and 1990s of the twentieth century, up to the beginning of the twenty first century being a result of the political consequences of the enlargement of the EU (namely Poland’s joining the Europen Union and the subsequent Schengen agreement in 2004). After that certain ‘push factors’ occurring in Central and Eastern Europe are being described and the term: ‘individual factors’ is introduced. The main goal of the analysis presented in the article was to propose a possible strategy for answering questions regarding different intensiveness of the emigration from Central and Eastern European countries, bearing in mind that the quality of life in individual states – sources of that emigration – were comparable. In the analysis, available data from the Eurostat, government statistics, and sociological surveys were used.
Artykuł zbiera podstawowe informacje na temat zjawiska współczesnych polskich emigracji. We wprowadzającej części artykułu dokonano zestawienia kolejnych faz emigracji, po to by następnie zająć się interpretacją uwarunkowań i źródeł jej najnowszych fal po 2004 r. Na podstawie rekonceptualizcji podstawowych założeń XIX-wiecznej teorii migracji omówiono czynniki wypychające w Europie Środkowej i Wschodniej, aby wprowadzić pojęcie „czynników indywidualnych”. Celem analizy jest przedstawienie możliwej strategii odpowiadania na pytania dotyczące przyczyn migracji w naszym regionie, rekapitulującej zarejestrowane różnice w odpływie siły roboczej z poszczególnych krajów. Analiza oparta jest na zestawianiu danych statystycznych pochodzących z dostępnych publikacji naukowych, publicznych statystyk oraz badań opinii publicznej.

This paper is based on research conducted within LINEE (Languages in a Network of European Excellence), a project co-funded under the 6th framework programme by the European Commission, which investigates aspects of multilingualism and linguistic diversity in Europe. The particular project part this paper is embedded within explores the impact of new migration on officially bi- or trilingual regions in Europe. This refers to Wales in United Kingdom, the autonomous region of Valencia in Spain and the canton of Grisons in Switzerland. The research was conducted by a team of researchers, namely: Prof. Clare Mar-Molinero, Dr. Dick Vigers and Dr. Darren Paffey (Centre for Transnational Studies, University of Southampton); Dr. Verena Tunger (Department of Linguistics, University of Bern) and myself.
Niniejszy artykuł odnosi się do badań przeprowadzonych w ramach obszaru polityki językowej projektu badawczego LINEE (Languages in a Network of European Excellence) współfinansowanego przez 6. Program Ramowy Komisji Europejskiej. Skupia się on na badaniu wpływu „nowej” migracji w dwu- i trzyjęzycznych regionach w Europie. Po rozszerzeniu UE w 2004 roku Wielka Brytania była jednym z niewielu krajów, które nie nałożyły żadnych restrykcji ograniczających swobodny napływ pracowników z nowych krajów członkowskich. To w dużej mierze zwiększyło mobilność siły roboczej, czego efektem był znaczny przepływ pracowników z Polski do różnych części tego kraju. Dotychczasowe ruchy migracyjne skierowane były przede wszystkim do dużych wielojęzycznych miast. Ostatnio w związku z procesami ekonomicznymi i społecznymi takimi jak turystyka czy outsourcing napływ imigrantów zaczął docierać do obszarów peryferyjnych – terenów rolniczych, które do tej pory nie doświadczyły zjawiska imigracji na tak szeroką skalę. Tę tendencję można również zaobserwować na rolniczych obszarach w Walii. Przykładem jest choćby miasteczko Llanelli (ok. 45 000 mieszkańców), do którego w ostatnich latach przybyło około cztery tysiące polskich imigrantów. Tak znaczny napływ imigrantów stanowić może wyzwanie dla instytucji rządowych zajmujących się opieką społeczną, kwestiami imigracji oraz integracji. Jednak sytuacja w Walii charakteryzująca się asymetrią językową z dominującym językiem angielskim i mniejszościowym walijskim, widzianym jako peryferyjny zarówno w oczach władz brytyjskich, jak i imigrantów, wydaje się jeszcze bardziej złożona. Niniejszy artykuł podejmuje próbę zbadania “nowych” wzorów migracji polskich imigrantów na miejskich i rolniczych obszarach Walii w świetle konceptualizacji i implementacji polityki językowej w omawianym regionie. Na podstawie analizy wywiadów jakościowych przeprowadzonych wśród polskich imigrantów w czasie badań terenowych w październiku 2008 r. oraz marcu 2009 r., jak również analizy danych z polskich for internetowych oraz blogów bada on wpływ bieżących tendencji migracyjnych na umiejętności językowe, nabywanie języka, zatrudnienie, jak również nastawienie wobec języka dominującego i mniejszościowego.

This article presents a review and analysis of the new sociological theories of migration and integration that have developed since the 1990s, including transnationalism, liquid migration and incomplete migration, as well as new concepts of multiculturalism, assimilation, integration and adaptation to transnational spaces. The paper postulates and justifies the need for better integration of migration studies with more general sociological theory. On the one hand, migration studies should be more embedded in general sociological theory. On the other hand, the achievements of migration studies should be employed by sociologists to a greater degree. This seems to be particularly advisable in the context of the emergence of the new metaparadigm of mobility, as opposed to settlement. As a result, the role of migration as a key research problem and theories pertaining to an emerging mobile society is increasing.

O Brasil está inserido em uma dinâmica migratória enquanto origem, passagem e destino de mo-vimentos migratórios. Nesse contexto, o aumento dos números de entrada em comparação com a segunda metade do século XX, a diversidade de origem desses migrantes, o fechamento de fron-teiras de antigos hostlands e a facilidade de entrar no país, aliado com a notoriedade que adqui-riu no Sistema Internacional nos últimos anos, fez com que o país se deparasse com uma nova realidade. O governo Rousseff deparou-se com um cenário no qual surgem os primeiros reflexos da entrada de haitianos, além de outros grupos, como os sírios e venezuelanos, além de localida-des asiáticas e africanas, as quais também tiveram um aumento na entrada de seus nacionais no Brasil. Essa situação teve continuidade durante a gestão de Temer e evidenciou a inadequação da política migratória brasileira, impondo aos governos a tomada de medidas no sentido de pro-curar estabelecer um viés de atuação pautado nos direitos humanos e nos ditames constitucio-nais. A metodologia utilizada recorre à literatura acadêmica pré-existente junto à coleta e análise de documentos oficiais, além de reportagens de veículos midiáticos que versem sobre o tema nos âmbitos nacional e internacional.
Brazil is inserted in a migratory dynamic of origin, passage and destination of migratory movements. In this context, the increase of entry numbers compared to the second half of the twentieth century, the diversity of origin of these migrants, the closing of borders of former host countries and the ease of entering the country, combined with the notoriety acquired on the in-ternational stage in recent years, has forced the country to face a new reality. The Rousseff gov-ernment faced emerging reactions to the entry of Haitians, as well as other groups that had en-tered Brazil in larger numbers, such as the Syrians and Venezuelans, as well as Asians and Afri-cans. This situation continued during Temer’s administration and it evidenced the inadequacy of Brazilian migration policy; it forced governments to take measures to try to establish a plan of action based on human rights and constitutional dictates. The methodological approach was to consult pre-existing academic literature, as well as collect and analyze official documents and media reports on the subject, both national and international.

In the post-communist era, the European migration space changed significantly. It has become characterised predominantly by temporary labour migration and new forms of circular, return and onward migration which are collectively theorised as ‘liquid’. The 2004/2007 eastward expansion of the EU resulted in the re-emergence of large-scale East-West intra-EU migration; however, Czechia continues to have one of the lowest levels of emigration among EU member-states in Central and Eastern Europe (CEE). This article analyses Czech migration to New Zealand, which constitutes a considerable portion of overall Czech emigration. It is hypothesised that this flow can be understood as an example of ‘liquid’ migration beyond the EU to a distant settler society. Data from Immigration New Zealand and Stats NZ are examined to identify the trends, patterns and sociodemographic profile of Czech-to-New Zealand migration; other secondary sources provide a preliminary sketch of the motivations behind (and lived experiences of) Czech migrants in New Zealand. The study finds that this migration is increasing – mostly for temporary work, holidaying or visiting friends and relatives – and one of the largest, youngest and most recently arrived migrant groups from the CEE EU-10 countries. It is concluded that Czechia’s comparatively high standard of living may be an explanatory factor behind the relatively large flow of its people to New Zealand and that further qualitative investigation is needed to elucidate the motivations and diverse experiences of individual Czech migrants. The article ultimately contributes to comparative migration studies by exploring a potentially unique case of liquid migration to a traditional settler society.

One of the concomitants of migration is the danger posed by armed conflicts which are transposed from the country of origin of the migrants to the territory of the receiving country. The article analyses this issue by presenting the current situation in Germany. It discusses the conflict between the Turks and Kurds which took place in the 90s and the danger posed by the radicalisation of Muslim communities, especially the Salafis. Several internal threats can be identified: the recruitment of foreigners and German nationals to fight for the Islamic State, the return of welltrained terrorists who are willing to continue jihad in Germany, and also the so-called individual jihad, that is terrorist attacks committed by people not affiliated with any organization. The current situation is responsible for a rise in ‘anti-Islamic’ feelings and the inception of such new movements as PEGIDA, LeGIDA or HoGeSa (Hooligans Against Salafi s), which in turn leads to further rioting and unrest. The State defends against this threat by increasing the surveillance of suspects, banning the activities of radical organisations, counteracting recruitment, blocking collection of money, restricting freedom of movement abroad and so on. However, due to the peculiarity of radical movements and the nature of their activities, it is necessary to implement a more comprehensive strategy, as even the best integration programmes fail to succeed.

With the increase in global spatial mobility the importance of migration policy (including integration policy) is increasing day by day, both in developed countries and new market economies. In the course of the research on migration policy various measures were constructed. Even though the particular measures relate to different areas of migration policy, they do not refer to the effectiveness of migration policy. The aim of this study is to assess the effectiveness of the integration of immigrants into the labour market in the countries that belong to the Organisation for Economic Co-Operation and Development (OECD) and to analyse the relationships between these effects and the integration policy adopted by the individual countries. The TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method and the CRITIC (Criteria Importance Through Intercriteria Correlation) method were used in the research. The results indicate that the highest effectiveness of migration policy in terms of integration of immigrants into the labour market was reported in the following OECD countries: Iceland, Switzerland and New Zealand. The results also suggest that the higher the level of integration policy restrictiveness in a given country, the worse the effects in terms of integration of immigrants into the labour market that were noticed by this country.

In this paper I analyze the materialization and public debate over the “Polish Migration Policy – current stage and the recommended actions” document, and the parts regarding the integration of immigrants in particular. I apply a neoinstitutional theoretical framework which allows me to conceptualize the mechanisms of the Europeanization process, and show that the integration policy is mainly developed by imitating the instruments promoted by the European Commission. I study imitation by applying the notions of translation and editing. This allows me to understand how the imitated model is adapted in the local context. The non-governmental organizations which commented on the document perceived the European model as suited for imitation. The public debate over the “Migration Policy of Poland” contributed to further strengthening and adaptation of the imitated model.

In the panorama of international migration statistics, there is a progressive growth of registrations of Italian citizens residing abroad. In particular, the steady increase in consular registrations based in the People’s Republic of China is striking. The expression “new emigrations” is an increasingly recurrent among scholars to highlight the quantitative and qualitative changes that have characterised Italian emigration abroad in recent years. The choice to emigrate depends on many factors, the very definition of new emigration calls into question aspects of the debate that imply a careful evaluation of the different components that characterize its profile. Which dimensions, above others, act on the choice to emigrate? Which aspects characterize the profile of Italians who decide to undertake an emigration experience in the People’s Republic of China, albeit temporary? New Italian migration in Shanghai is a Skilled Migration? In this article, we will focus on some results of a qualitative research conducted on the new Italian emigration to China1. More precisely, in the following pages we try to bring out which dimensions act in the choice to emigrate and which aspects characterize the profile of Italians who decide to emigrate to Shanghai.

My aim is to present the museum as an element of the public sphere as well as to present its opportunities and limitations in generating a public debate concerning migration. The problem of migration and multiculturalism is so important in the current social context that, despite its difficult political connotations, it cannot be omitted by museums, especially if we consider museums as an element of a public sphere. The concept of New Museology became a symbol of challenges which contemporary museums are facing. Adopting assumptions of the New Museology in the practice of museums is a visible marker of a public character of museums and it does not let them distance themselves from the politics. Museums are understood as public institutions which can include democratic principles and relations in their actions. In my opinion the museum can assure the space for inclusive forms of citizens’ activity, and the sheer co-participation in cultural practices supports democratic ideas. Museums have plenty of tools supporting the development of a dialogue between cultures, cultural and social integration, creating the atmosphere of mutual respect and understanding of different worldviews. Such actions can be an effective tool in the fight with the exclusion of certain communities from the possibility of taking part in benefits and resources offered by the society – in the cultural, economic, social and political dimensions. In this article I explore how everyday activity of the museum can support the civic culture in six different dimensions: knowledge, values, trust, space, practices and identity.

The study aims to describe a history and original forms of pre-muslim Persian New Year-Novruz, as well as its changes affected by migration experience of the original holders. We are interested in its role in creating community identity in the case of the Afghan diaspora in Slovakia. The findings suggest that in the new environment, there is a number of changes in the formal side-the absence of certain habits, their simplification and rationalization, the incorporation of major culture elements. In a term of significance, this holiday takes a new relevance and reflects the degree of the community integrity.

Dotyczy ona krajów, które są często dużo słabiej ekonomicznie rozwinięte niż kraje Europy czy Ameryki. Jak pokazują jednak dane dotyczące rozwoju technologii w tych krajach czy jej wykorzystania (np. w masowych ruchach społecznych z przełomu pierwszej i drugiej dekady XXI w.), obywatele tych krajów nie są „cyfrowymi analfabetami”. Podobnie jest z migrantami przybywającymi z tych krajów. Dlatego media cyfrowe, a szczególnie takie narzędzia jak smartfony, mogą być wykorzystane w międzykulturowym dialogu oraz pomocy migrantom na różnych etapach ich migracyjnej wędrówki. Dotyczy to zwłaszcza etapu podejmowania decyzji, wędrówki do wybranego kraju czy aklimatyzacji w kraju docelowym. Powstało szereg takich pomocy (przede wszystkim aplikacji na smartfony), które jednak nie dotyczą w równym stopniu wszystkich trzech etapów życia migranta.
The text concerns the possibilities of intercultural communication offered by modern digital media. It analyses the possibilities of its development on the example of the problem of mass migration to Europe. It concerns countries that are often much less economically developed than European or American countries. However, as the data on the development of technology in these countries show or its use shows (e.g. in mass social movements from the turn of the first and second decades of the 21st century), the citizens of these countries are not “digital illiterates”. The same applies to migrants coming from these countries. That is why digital media, and especially tools such as smartphones, can be used in intercultural dialogue and to help migrants at various stages of their migration journey. This applies especially to the stage of decision making, migration to a selected country or adaptation in the destination country. A number of such aids were created (primarily smartphone applications), which, however, do not apply equally to all three stages of a migrant’s life.

This paper is based on the first analysis of the 25 narrative interviews collected from March to November 2018 in small local communities in the Lower Silesia Region. All narrators belong to the families that were transferred from the former Yugoslavia in 1946 to the western lands which were incorporated to Poland. The socio-cultural conditions are significant for local development, so I present some features of localism after 1989 when the state transformation processes started. Next, I discuss the narrators’ self-identity dilemmas and make an attempt to conceptualize “migrating biography” as one of the features of living in a postmodern world. The aim of the whole project, but not described in this article, is to reveal the intergenerational adult learning processes seen from the insider’s perspective, as well as to describe such lives in a psychosocial and cultural context.

The paper examines the development of education systems and international migrations in selected new Member States. The countries are Estonia, the Czech Republic and Slovakia. The paper focuses on various elements in the development of education systems making people able to cope with competition on global labour markets. The outcomes of these developments largely regulate the supply of labour and consequently its international demand. Some statistics on international migration and integration of migrants in global labour markets are presented. The aim of this paper is to raise questions about relevant issues to be paid attention to in studies focusing on education and international migrations rather than to try to give any straightforward solutions.
