Opis:
The selection of potential trading partners in new-generation free trade agreements is primarily is above all about economic criteria (market potential, economic growth). This was emphasized in the new strategy of the European Union’s common trade policy in 2006. The first trade agreement of this type which was concluded by the European Union with South Korea fits well into this scheme. Korea is a dynamically developing Asian country, at the same time it is an important trade partner of the EU. The purpose of the article is to show the genesis, main provisions and meaning of new-generation trade agreements which were concluded by the European Union with third countries. In empirical research, the first such agreement – with South Korea – was used. Due to the limited volume of the article, the analysis of the significance of the agreement for EU-South Korean trade relations was mainly limited to trade in goods.
Główną przesłanką negocjowania umów o wolnym handlu nowej generacji, o których mowa w strategii rozwoju wspólnej polityki handlowej Unii Europejskiej z 2006 r. jest kryterium ekonomiczne (potencjał rynku, wzrost gospodarczy) w doborze potencjalnych partnerów handlowych oraz de facto odejście od multilateralizmu na rzecz bilateralizmu. Pierwsza umowa handlowa tego typu zawarta przez Unię Europejską z Koreą Południową dobrze wpisuje się w ten schemat. Korea jako dynamicznie rozwijające się państwo azjatyckie, jest ważnym partnerem handlowym UE. Celem artykułu jest ukazanie genezy, głównych postanowień oraz znaczenia umów handlowych nowej generacji zawieranych przez Unię Europejską z państwami trzecimi. W badaniach empirycznych posłużono się pierwszą taką umowę podpisaną przez UE – z Koreą Południową. Ze względu na ograniczoną objętość artykułu, w analizie znaczenia porozumienia dla unijno-południowokoreańskich relacji handlowych ograniczono się do obrotów towarowych.

Obowiązująca od połowy 2018 r. ustawa o wspieraniu nowych inwestycji, kilkakrotnie już nowelizowana, istotnie zmienia warunki wsparcia inwestorów, w porównaniu z inwestycjami realizowanymi na terenie specjalnych stref ekonomicznych. Obie formy wsparcia mogą być stosowane równolegle, nawet w odniesieniu do tego samego przedsiębiorcy, który inwestuje na różnych obszarach, tzn. w specjalnej strefie ekonomicznej oraz na innym prawnie wyodrębnionym obszarze. Celem artykułu jest analiza i ocena regulacji prawnych warunkujących wydanie decyzji o wsparciu oraz stosowanie instrumentu wsparcia mającego postać zwolnienia z opodatkowania dochodów uzyskanych z nowej inwestycji. Wykazano, że łączne spełnienie dwóch warunków umożliwia zwolnienie z opodatkowania dochodów wygenerowanych z nowej inwestycji — mowa tu o prowadzeniu działalności wymienionej w decyzji o wsparciu na obszarze wskazanym w tej decyzji. Ściśle z nimi jest związane zastrzeżenie, że wartość zwolnienia podatkowego nie może przekroczyć limitu pomocy publicznej przysługującej temu podatnikowi. Ustanawiając powyższe warunki ustalono, że zwolnienie z opodatkowania ma charakter przedmiotowy, a nie podmiotowy, gdyż nie obejmuje innych dochodów osiąganych przez podatnika. Przyjęcie przez ustawodawcę szerokiej definicji pojęcia „nowa inwestycja” sprawia, że w jednakowym stopniu powinny być wspierane inwestycje w pełni nowe oraz inwestycje polegające na rozbudowie lub modernizacji należących do danego przedsiębiorcy już uprzednio istniejących środków trwałych.
The Act on supporting new investments, in force since mid-2018, and amended several times, has significantly changed the conditions for supporting investors, in comparison to investments carried out in special economic zones. Both forms of support can be used concurrently, even in relation to the same entrepreneur who invests in different areas, i.e. in a special economic zone and in another legally separated area. The purpose of this article is to analyze and assessed legal regulations which determine the issuance of a decision on support and the application of the support instrument in the form of tax exemption of income obtained from a new investment. It has been shown that the joint fulfilment of two conditions allows for the exemption from taxation of income generated from a new investment, i.e. conducting business activity specified in the decision on support in the area indicated in this decision. The reservation that the value of the tax exemption may not exceed the limit of public aid due to this taxpayer is closely related to them. By identifying the above conditions, it was established that the tax exemption is objective, not subjective, as it does not cover other income earned by the taxpayer. The adoption by the legislator of a broad definition of the term "new investment" means that completely new investments and investments consisting in the expansion or modernization of already existing fixed assets belonging to a given entrepreneur should be equally supported.

Opis:
Climate change poses a great threat to humanity, and since the construction industry is one of the biggest contributors to global warming, it is essential to impose change on this particular sector. The revitalisation process, being in a way the recycling of the built environment, provides a sustainable solution. Additionally, the revitalisation of brownfields in particular is crucial to the continuity and preservation of the urban texture, which in turn are vital for reshaping the urban identity of post-industrial cities. This review article outlines the genesis of deindustrialisation and revitalisation processes and their correlation and impact on the environment. By providing examples of successfully executed projects, it aims to prove that brownfield revitalisation is an essential tool for the transformation of former industrial settlements into attractive and sustainable cities.
Zmiany klimatu stanowią poważne zagrożenie dla ludzkości, a ponieważ budownictwo w znacznym stopniu przyczynia się do globalnego ocieplenia, konieczne jest narzucenie zmian w tej branży. Proces rewitalizacji, będący niejako recyklingiem środowiska zbudowanego, stanowi zrównoważone rozwiązanie. Dodatkowo szczególnie rewitalizacja terenów poprzemysłowych ma kluczowe znaczenie dla ciągłości i zachowania tkanki miejskiej, co z kolei jest niezbędne do ponownego kształtowania miejskiej tożsamości miast postindustrialnych. W niniejszym artykule przeglądowym nakreślono genezę procesów deindustrializacji i rewitalizacji, przeanalizowano ich korelację oraz wpływ na środowisko. Poprzez przykłady zrealizowanych z sukcesem projektów artykuł ma na celu udowodnienie, że rewitalizacja terenów poprzemysłowych jest niezbędnym narzędziem przekształcania dawnych miast przemysłowych w atrakcyjne, zrównoważone miasta.

The ornate dog tick (Dermacentor reticulatus) can be found in the temperate zones of Eurasia. Its area of occurrence is divided into east and west distributions, although the area as a whole is expanding. The initial east-west division was most probably associated with the varied climatic profile of Europe, for example, the range of specific mean winter and summer temperatures: the region where D. reticulatus is absent is characterized by mean winter temperatures between 0°C and 5°C and thin snow cover. The present expansion may be the effect of climate change. The mean temperatures in Europe have increased, the vegetation season has lengthened and positive trends in the number of wet days can be seen. Consequently, northern Europe has become warmer and wetter over the last century. human activity can also influence the spread of D. reticulatus. The liquidation of habitats suitable for D. reticulatus and the eradication of their hosts can play a role, as can changes in agricultural land use, environmental protection and the spread of international tourism and trade. In summary, the expansion of D. reticulatus into new areas could be the synergistic effect of many favourable factors.

Opis:
Purpose: The main purpose of this paper is to identify new opportunities for the development of rural areas. A contribution to this should be the combination of modern tools and technologies that affect the improvement of the quality of life and the possibility of creating new jobs in rural areas. Design/methodology/approach: The paper employs the desk research method in the form of an analysis. The analysis of the available literature on the subject on smart villages and the examples of smart villages described in the paper rendered it possible to establish the facts, verify the data and present the results. Findings: The considerations presented in the article indicate that a key element in smart villages is smart human resources that respond to challenges and changes occurring in rural areas. In order to make a real change in a given area, collective action is required rather than individual, and, depending on incentives and local circumstances, these initiatives may prioritise economic, social or environmental issues - or a combination thereof. Practical implications: A common space for development and shared commitment of the rural population enables building social ties as an integral functioning of Smart Villages. Social implications: The needs of the rural community should always come first and the implemented solutions should be adjusted according to these needs, bearing in mind what resources that a given community has. Originality/value: The article is an original approach to the search for intelligent solutions that are meant to improve the development of rural areas and make life easier for rural residents.

Proper management of rainwater in cities has a significant impact on improving the environmental conditions: the microclimate of a city by regulating the water cycle and reducing heat islands; developing of biodiversity; increasing health and well-being of residents. The aim of the article was to present the possibilities of improving the environmental conditions in compact urban development areas – those that additionally contribute to the shaping of architecture, and thus combine the ecological, functional, and aesthetic benefits. The article draws attention to the synergy of climate change and the new way of developing urban areas, which was presented on the example of specific solutions functioning on the transformed urban area: Clichy-Batignolles in central Paris – recognized as a model for environmental solutions, labelled Éco-Quartier. The mentioned conditions and solutions were related to the possibility of shaping urban form, with the obligation to discharge some or all of the rainwater on the building plot. On the basis of the calculations made for the runoff ratio in individual quarters, it was found that it is possible to maintain a compact urban structure and effectively manage rain water provided that appropriate engineering and urban solutions are applied. These solutions can have an architectural value. The conclusions from the analyses can be used to formulate guidelines for other European cities, which are increasingly faced with the problem of water scarcity and uncontrolled flooding.

The paper presents the last part of the results of the short-term inventory of fungi species in the Biebrza National Park and synthesises all the data gathered during two surveys, including the information published by other authors. The main body of research is focused on a survey of macrofungi identified with morphologybased methods. In case of some specimens molecular technics have been applied. In total 346 macrofungal taxa (21 belonging to ascomycetes and 325 to basidiomycetes) were found during the survey, including 186 species unobserved during the previous inventory in 2012. As a result of previous and ongoing studies, the current number of macrofungi recorded from the Biebrza National Park reached 508 species. Among them eight taxa are newly reported for Poland (Conocybe velutipes var. nitrophila, Entoloma caeruleum, E. plebejoides, Inocybe rennyi, I. vulpinella, Pholiota pityrodes, Pholiotina utricystidiata, and Tomentella pilosa). The next seven species (Bovista paludosa, Fistulina hepatica, Ganoderma lucidum, Geastrum schmidelii, Inonotus obliquus, Tulostoma kotlabae, and Xerocomus parasiticus) are protected by law and 95 species belong to red-listed species. The results of two intensive, but relatively short-term survey clearly indicate the Biebrza National Park as a hot spot of macrofungi and suggest the need to undertake extended and regular inventories also in other Polish national parks.

Ecological information concerning 292 fungal taxa is reported as a result of two surverys in the Biebrza National Park. Most data presented come from the 5-day all-fungi inventory of the Polish Mycological Society in 2013, and 47 species were recorded during studies in the Biele Suchowolskie fen in 2008/2009. In total, 27 species of zygomycetes, 232 ascomycetes (including anamorphs) and 27 basidiomycetes (mainly Pucciniales). Additionaly some representatives of fungi-like organisms from Stramenopiles (4 species) and Dictyostelia (2) were identified. Fungal groups included were the same as in the previous survey in 2012: 190 taxa associated with plants, 15 with animals, 8 with fungi and 71 isolated from soil, plant debris and animal excrements. The most numerous were anamorphic ascomycetes (159 species). Nineteen species have not been previously known from Poland and 31 species are rare (1–3 localities). For the Biebrza National Park 197 species (67.5%) are new.

Wraz ze wzrostem gospodarczym, który zapoczątkowany został wejściem Polski do Unii Europejskiej, rozpoczął się proces rozwoju polskiej infrastruktury, z którym wiąże się znaczny wzrost zapotrzebowania na surowce drogowe, głównie na kruszywa naturalne piaskowo-żwirowe. Wychodząc naprzeciw tym potrzebom Państwowy Instytut Geologiczny–Państwowy Instytut Badawczy, na zlecenie Ministra Środowiska, wykonał weryfikację wcześniej wyznaczonych perspektyw surowcowych tej kopaliny pod kątem wyznaczenia obszarów prognostycznych dla udokumentowania nowych złóż. PIG-PIB, w ramach realizacji tematu Mapa Geośrodowiskowa Polski w skali 1:50 000, prowadzi w tym celu prace, które uwzględniają zarówno konflikt z zagospodarowaniem terenu, obszary chronione przyrodniczo (w tym Natura 2000) i obiekty dziedzictwa kulturowego, uniemożliwiające lub utrudniające eksploatację złóż, ale także czynnik ekonomiczny związany z kosztem i opłacalnością transportu, jak i obowiązujące kryteria bilansowości dla złóż kopalin drogowych i budowlanych. Upon accession to the European Union, economic growth became accelerated in Poland, resulting in a boost in infrastructure development. This led to a marked growth in demand for natural sand-gravel aggregates and other raw materials used in road construction. To meet the demand for suitable raw materials, the Ministry of Environment commissioned the Polish Geological Institute–National Research Institute to start a re-evaluation of earlier raw material prognoses assessments in order to delineate prognostic areas for development of new resources. The re-evaluation has been conducted by the PGI-NRI within the frame of the compilation of the Geoenvironmental Map of Poland at the scale of 1:50 000, making it possible to identify potential conflicts with land-use plans as well as already established NATURA 2000 and other natural heritage conservation designations and more or less continuous built up areas which preclude or at least impede exploitation of mineral raw materials. The analyses also covered economic factors related to costs of transport and the current economic criteria of mineral resources and reserves. At the first stage of the project (between 2008 and 2012) the re-evaluation was conducted in 432 prognostic areas with a total area of over 33 thousands of hectares. According to the current economic criteria of sand-gravel aggregate deposits there were estimated resources of over 5 mld tons, of which around 3 mld tons of aggregates were suitable for road investments and over 2 mld tons of aggregates were suitable for construction. Opis:
Microbotryum bistortum, M. dianthorum, M. superbum and M. langerheimii, rare species of smut fungi are reported from new localities in Poland, mostly in protected areas. Dianthus superbus subsp. superbus is a new host for M. superbum observed. Taxonomical status of M. carthusianorum and M. superbum is discussed in the paper.
Grzyby z rodzaju Microbotryum Lév. są obecnie zaliczane do podgromady Pucciniomycotina, gdzie wchodzą w skład rzędu Microbotryales R. Bauer & Oberw. W Polsce dotychczas odnotowano 28 gatunków z tego rodzaju. Są to wyspecjalizowane patogeny roślin atakujące głównie pylniki, rzadziej słupki, nasiona i liście. Zachodzące w ostatnich latach zmiany w taksonomii wymagają dostosowania nazewnictwa i przejrzenia dotychczas zebranych materiałów. Rozmieszczenie tych grzybów w Polsce jest słabo poznane. Nieliczne stanowiska wielu gatunków tych grzybów były podawane z niektórych parków narodowych i rezerwatów przyrody. Również zakres żywicieli jest w Polsce niedostatecznie poznany. W niniejszej notatce zostały przedstawione informacje o czterech gatunkach tych grzybów: Microbotryum bistortarum, M. dianthorum, M. superbum i M. lagerheimii.

Opis:
The authors see the roots of the present euro-zone crisis in three pillars of market fundamentalism on which the construction of the European Economic and Monetary Union is founded: 1) separation of a common monetary policy from national fiscal policies of individual member countries; 2) the goal of government budget equilibrium which is believed to provide macroeconomic stability of each member country and of the EU as a whole; 3) allowing for a new form of mercantilism by tolerating permanent current account surpluses of some member countries at the expense of current account deficits of other EMU countries. Tight fiscal and monetary policies during business crisis aggravate fiscal disequilibrium. Widespread budget deficits follow mainly from chronic imbalances of private savings exceeding private investments, with all negative consequences for economic dynamics and employment, rather than from loose fiscal policies. Policy measures aimed at reducing taxes, combined with cuts in wage rates and social benefits, stimulate neither investment nor employment, but increase the gap between private savings and private investment. The policy of modern mercantilism consists in keeping inflation rate below the European Central Bank inflation target by keeping the rate of growth of wages below that of labour productivity. This improves the competitive position of countries following such policy against their trading partners and helps the EMU net-export countries solve the problem of their surpluses of private savings over private investments. At the same time, the euro-zone permanent net-import countries cannot defend their competitive position through depreciation of their national currencies. Such a policy turns to be ineffective; in the long run it may be also harmful for net-export countries, undermining the very existence of the EMU, and possibly of the EU as a whole. It is claimed that continued existence of the euro-zone requires not only a common fiscal policy but also measures that would force all EMU member countries to follow the ECB inflation target.
Авторы усматривают источник современного кризиса зоны евро в следовании трем принципам рыночного фундаментализма, на которые опирается конструкция Европейского экономического и валютного союза: 1) разделение совместной денежной политики и фискальной политики, проводимой правительствами отдельных стран-членов; 2) стремление к уравновешиванию бюджета, что должно обеспечить макроэкономическую стабильность отдельных стран-членов и ЕС в целом; 3) допущение своеобразного меркантилизма посредством терпимости к устойчивому положительному сальдо на текущем счету платежного баланса одних стран ЕС за счёт дефицитов в других странах ЕС. Политика ужесточения фискального и денежного режима, осуществляемая в периоды кризиса, усугубляет фискальное неравновесие. Повсеместное наличие бюджетных дефицитов вытекает не столько из слишком свободной фискальной политики, сколько из хронического превышения величины частных сбережений над частными инвестициями, со всеми отрицательными последствиями для экономической динамики и занятости. Одновременно политика понижения налогов, а также понижения зарплаты и социальных пособий, отнюдь не стимулирует инвестиций и занятости, а только увеличивает отрыв сбережений от инвестиций. Политика современного меркантилизма состоит в сохранении роста отечественных цен ниже инфляционной цели, установленной Европейским центробанком посредством торможения роста зарплаты по отношению к росту производительности труда. Это улучшает конкурентную позицию стран, проводящих такую политику по отношению к зарубежным конкурентам и одновременно позволяет странам, являющимся экспортерами нетто решить проблему отрыва сбережений от инвестиций. В свою очередь страны, являющиеся импортерами нетто, лишены нормального средства защиты от конкуренции, каким при сохранении отечественных валют была бы депрециация валюты. Такая политика в более длительной перспективе неэффективна, она приводит к потерям также в странах, являющихся экспортерами нетто и может завершиться распадом зоны евро и даже всего Евросоюза. Сохранение зоны евро требует, по мнению авторов, не только установления совместной фискальной политики, но и решений, обеспечивающих соблюдение всеми странами Экономического и валютного союза инфляционной цели Европейского центробанка.
