Opis:
This paper presents the rationale behind performing an analysis of Internet resilience in the sense of maintaining a connection of autonomous systems in the presence of failures or attacks — on a level of a single country. Next, the graph of a network is constructed that represents interconnections between autonomous systems. The connectivity of the graph is examined for cases of link or node failure. Resilience metrics are proposed, focusing on a single autonomous system or on overall network reliability. The process of geographic location of networking infrastructure is presented, leading to an analysis of network resilience in the case of a joint failure of neighboring autonomous systems.

W artykule podjęto rozważania nad koordynacją sieci dystrybucji w kontekście zwiększenia odporności na zakłócenia w przepływach wyrobów gotowych. Wskazano, jakie wyzwania stoją przed przedsiębiorstwami flagowymi koordynującymi przepływy materiałowe w sieci dystrybucji. W sieci dystrybucji wyrobów hutniczych rozważono dwa modele przepływu – z centrum serwisowym oraz z centrum logistycznym. W dwóch studiach przypadku zastosowano taką samą procedurę: badania dzienniczkowe realizowane przez 3 miesiące w celu identyfikacji zakłóceń, analizę przyczynowo-skutkową oraz analizę FMEA.
In the article considering above the coordination of the distribution network in the context increasing the resilience in flows of finished products was taken. For that purpose an influence of megatrends on the structure of the supply chain was considered. New challenges for flag enterprises that coordinating material flows in the distribution network were identified. In the distribution network of steel products two models of the flow were considered − with the service centre and with the logistic centre. At two case studies a same procedure was applied: diary panel (identification purpose of disruptions), analysis causally − consecutive and analysis FMEA.

Based on a review of different analytical frameworks, it is suggested to run a table top cyber wargame when trying to analyse the effects of closed national networks being imposed in the near future. Th e scope of the wargame is to extract results to show how the resilience of an open national network differs from a closed national network. It is self-evident that the formation process of resilience is different between the diverse systems. The proposed wargame is a two-sided cyber table top wargame. The wargame is based on at least two blue teams, at least one red team and a control team (namely a white team). One blue team is located in the closed national networks and its system relies on closed national network infrastructure. The other blue team operates its system within open network society. By designing, constructing and executing the proposed cyber wargame we argue it is possible to find these differences and similarities as well. Current research improves cyber situation awareness and proposes a direction to be followed when trying to understand the changing circumstances of the cyber space. It also suggests how the research resources could be directed when trying to improve the situation awareness of the closing process.

The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

Purpose: This article attempts to identify the impact of social capital factors on the resilience of governance networks. Design/methodology/approach: Achieving the research goal is based on the questionnaire survey conducted among 199 public servants in Polish counties examined with the stepwise regression analysis. Findings: The results point out that the importance of social capital is different, depending on the resilience dimension. When considering coping with threats only, relational dimensions of social capital are of fundamental importance. In adaptation to new operating conditions, the relational dimension still dominates, but a structural dimension factor also appears. When resilience links to transformation, all types of social capital are needed. Originality/value: These results add value to resilience theory in public governance by identifying the impact of social capital on the resilience of public governance networks.

In the paper the energy sector as a critical infrastructure is presented and basic terminology concerned with the energy critical infrastructure is given. The interactions and connections between critical infrastructures are described and the effects of power disruptions to other critical infrastructures are highlighted. Next, presented terminology and taxonomy refer to climate change and resilience to climate change of electric cable critical infrastructure. Finally, taxonomy of electric cable critical infrastructure network in Baltic Sea Region is given, especially in terms of climate change and resilience to climate change. Opis:
The article discusses an example of the use of graph search algorithms with trace of water analysis and aggregation of failures in the occurrence of a large number of failures in the Water Supply System (WSS). In the event of a catastrophic situation, based on the Water Distribution System (WDS) network model, information about detected failures, the condition and location of valves, the number of repair teams, criticality analysis, the coefficient of prioritization of individual network elements, and selected objective function, the algorithm proposes the order of repairing the failures should be analyzed. The approach proposed by the authors of the article assumes the selection of the following objective function: minimizing the time of lack of access to drinking water (with or without prioritization) and minimizing failure repair time (with or without failure aggregation). The algorithm was tested on three different water networks (small, medium, and large numbers of nodes) and three different scenarios (different numbers of failures and valves in the water network) for each selected water network. The results were compared to a valve designation approach for closure using an adjacency matrix and a Strategic Valve Management Model (SVMM).

The Baltic Sea basin is analyzed and Baltic Sea main geographical and climatological parameters are presented. The Baltic Sea environmental impacts of human activity and the ways of their consequences protection are discussed. The set of critical infrastructure networks at Baltic Sea and its seaside is identified and critical infrastructures and their operation environment methodology is introduced. The integrated management system of safety and security of Baltic Sea area critical infrastructure networks is proposed as a new research project continuing HAZAD project subjects and its core aims and description are presented. The project research team conception is created and partner cooperation added values are addressed. Seven main steps of project implementation are suggested. Moreover, the appropriate and wide references are given.

Opis:
Cities that seek new development factors in the era of knowledge-based economies and global competition increasingly often turn to culture and the development of the so-called creative industries. The mobilization of endogenous resources leads both to the demarcation of new paths of development and the preservation of continuity through reference to the tradition, skills, and ethos proper to a given area. The author addresses the question in terms of the concept of urban resilience, using the example of two post-industrial cities: Katowice and Saint-Étienne, which are struggling with a lack of positive image and limited access to external resources. He recounts the city authorities’ strategies and attempts to assign them to models of development through culture described in the literature. He devotes considerable space to the tactic of supra-local networking and to cooperation within the framework of international networks. He attempts a critical description of the actual role of culture in the processes of revitalizing selected cities. He claims that culture has a large role to play as a factor enhancing the participation of the inhabitants and thus to the endogenous development of the city. The ability to change the path of development while preserving the cohesion of the process with a city’s historical and cultural heritage testifies, in the author’s opinion, to the existence of a potential for resilience.
