    W artykule omówiono założenia Krajowej Polityki Miejskiej, będącej dokumentem określającym zasady poprawy zdolności miast i obszarów zurbanizowanych do kreowania zrównoważonego rozwoju, tworzenia miejsc pracy oraz do poprawy jakości życia mieszkanców.     The paper discusses assumptions of the National Urban Policy, which is a document defining rules to improve the capacity of cities and urban areas to create sustainable development create jobs and improve the quality of life of residents. The advantages and disadvantages of this document and suggestions for its improvement have been defined.

    W pierwszej części artykułu omówiono dwie podstawowe koncepcje ekonomiczne, będące podstawą polityki państwa w przedmiotowej sferze, tj. liberalizm i interwencjonizm. Idea liberalizmu została uznana, za podstawę uwolnienia wolnego rynku transportowego, znosząc bariery dostępu między podmiotami transportowymi. Narzędziem takich zmian stały się odpowiednie regulacje, w rozumieniu określenia sposobu postępowania dla osiągnięcia danego celu. Autorzy podali zestawienie regulacji według założonych kryteriów i elementy ich podziału. Odniesiono się ponadto do określonych skutków wprowadzenia liberalizmu do praktyki gospodarczej tj. do zjawiska konkurencji bez ograniczeń. Oznacza to potrzebę ingerencji zewnętrznej, a zatem interwencjonizmu państwa, aby zapewnić zintegrowany, zrównoważony rozwój transportu poprzez właściwe proporcje międzygałęziowe. W drugiej części artykułu omówiono wybrane regulacje prawne, które są warunkiem „sine qua non” funkcjonowania rynku transportowego z punktu widzenia liberalizacji. Akty prawne przedstawione zostały w układzie chronologicznym (od okresu transformacji w Polsce), jak też podano fundamentalne dla transportu samochodowego regulacje wspólnotowe jako wiążące dla regulacji krajowych. Za jedne z istotnych przyjęto „pakiet drogowy” z 2009 r. Jako szczególne narzędzie regulacyjne omówiono konwencję celną TIR. Artykuł został zakończony próbą podkreślenia istoty regulacji prawnych, dla wielu sfer działania rynku transportowego ogółem, jak i dla jego uczestników. Chodzi przede wszystkim o wymogi w zakresie skuteczności oddziaływania przyjętych regulatorów na ich odbiorców.
    The first part of the article discusses two basic economic underlying concepts of the state policy in the said sphere, i.e. liberalism and interventionism. The idea of liberalism has been recognized as the basis for the release of the free transport market, abolishing access barriers between the transport entities. The appropriate regulations have become a tool of such changes, understood as determining the course of action in order to achieve a given objective. The authors provided a summary of regulations arranged according to the established criteria and the elements of their division. The reference was also made to the specific effects of the introduction of liberalism to the economic practice, i.e. to the phenomenon of competition without restrictions. This means the need for external interference and, therefore, a state intervention to provide integrated, sustainable development of transport through the proper intermodal proportions. The second part of the article discusses some legal regulations that are a "sine qua non" condition of the transport market functioning from the point of view of liberalization. The legal Acts have been presented in chronological order (from the Poland’s transformation period), as well as the Community regulations, fundamental to the road transport as binding to the domestic regulations. As one of the most important ones was regarded the "road package" of 2009. As a special regulatory tool was discussed TIR customs convention. The article concludes with an attempt to highlight the essence of legal regulations for many spheres of activity of the transport market in general, and for its participants. It is all about, first of all, the requirements for effectiveness of the regulations adopted on their recipients.

    Niniejszy artykuł stanowi próbę oceny wpływu dwóch priorytetowych programów realizowanych przez UE w obszarze transportu lotniczego – programu legislacyjnego dotyczącego jednolitej europejskiej przestrzeni powietrznej (SES) oraz programu modernizacji technicznej europejskiego systemu zarządzania ruchem lotniczym (SESAR) – na bezpieczeństwo i obronność państw członkowskich. Mimo iż programy te nie mają bezpośredniego zastosowania w odniesieniu do strony wojskowej, wiele opracowanych w toku ich rozwoju przepisów prawnych i rozwiązań operacyjno-technicznych oddziałuje pośrednio na działalność lotnictwa wojskowego i innych wojskowych użytkowników europejskiej przestrzeni powietrznej. Autor analizuje relacje między normami prawnymi z zakresu SES a działalnością wojskową w państwach członkowskich UE, wskazuje na potrzebę współpracy władz lotnictwa cywilnego z władzami wojskowymi (na poziomie politycznym, operacyjnym i technicznym) oraz na możliwe korzyści wynikające z tej współpracy dla obu stron.
    The aim of this article is to assess the impact of two priority programmes implemented by the EU in the area of air transport on the security and defence of EU Member States. The two programmes under considerations include: the legislative programme on the Single European Sky (SES) and the programme of the technical modernization of the European air traffic management system (SESAR). The above programmes do not directly apply to the military air transport and yet a variety of legal provisions and operational and technical solutions created in the course of their development indirectly influence the activities of military aviation and other military users of the European airspace. The paper examines the relationship between legal standards from the scope of the SES and military activities in EU Member States. It highlights the need for cooperation of civil aviation authorities with relevant military authorities (at the political, operating and technical level). It also notes the possible benefits of this cooperation for both parties.
