    Introduction/background: This article presents the advantages of using project management in an enterprise. The article is developed on the basis of a literary review including the results of the author's own research. Aim of the paper: The goal of the article is to identify the main advantages for the introduction of project management in an enterprise. Materials and methods: The method of writing the article is a literary review, which was made on the basis of research materials from international scientific journals. As an example, the author considers the public sector of the Republic of Kazakhstan. Results and conclusions: Based on the literature review described in the article, the results obtained from the implementation of project management at enterprises allow to reveal in more detail the advantages of using project management. However, the existing problems faced by some enterprises still remain a barrier to achieving certain goals of the enterprises themselves. Based on the author's own research, the article examines the indicators of the implementation and use of project management on the example of the public sector of Kazakhstan. Problems in the implementation and use of project management in the public sector are based on the lack of necessary national standards, qualified specialists and not high involvement of the state authorities in the implementation of project management. According to these problems, recommendations are given that can help solve some problems and improve the overall project management system in the public sector.

    Goal – the purpose is to identify the nature and content of technical regulation as a legal measure for ensuring environmental safety of consumer goods (works, services). Research methodology – general research philosophical and logical methods of analysis and synthesis, deduction and induction, description and comparison; modern specific research methods attributed to jurisprudence – a formal legal method, a comparative legal method, and legal modelling. Score/results – the research deepens scientific understanding of the correlation between consumer and environmental protection; it identifies the goals, nature and content of technical regulation measures aimed at securing the safety of consumer goods (works, services); the author introduces a number of proposals for improving both Eurasian and national Belarusian legislations. Originality/value – the research presents one of the first comprehensive legal studies of technical regulation support that ensures the safety of consumer goods (works, services), serving as a framework for theoretical conclusions concerning the nature and content of such support and practical recommendations to improve legislation.

    Opis:
    W referacie omówiono definicje oraz metody praktycznej realizacji jednostki długości. Ponadto w referacie przedstawiono zmodernizowane stanowisko państwowego wzorca jednostki długości. W szczególności opisano budowę, zasadę działania oraz charakterystyki metrologiczne syntezera częstotliwości optycznych. W referacie przedstawiono również metodę obliczeniową oraz zaprezentowano wyniki przykładowych pomiarów przeprowadzonych na zmodernizowanym stanowisku państwowego wzorca jednostki długości.
    The definition and methods for practical realization of the length unit provided by CIPM are described in the paper. The stabilized radiation sources of standard wavelengths used in the laboratory before the modernization are presented with a description of the iodine stabilized He-Ne laser. Moreover, the modernized station of the national standard of length is realized. The principle of operation, the construction, the method for measurement, metrological characteristic of the optical frequency synthesizer (a new generation of optical frequency standards - Nobel Prize for prof. Theodor W. Hänsch in the field of quantum physics in 2005) are described and presented in block diagrams and illustrations. The method for result calculations from the frequencies measured during calibration is also demonstrated with exemplary results of the measurements using the national standard of length. The validating measurements were carried out by comparison of the results of iodine stabilized He-Ne laser calibration with those obtained from another NMI during the international comparisons.

    Przedstawiono modele obciążenia śniegiem dachów, zastosowane w normach, a także niektóre opublikowane modele teoretyczne. Można wyróżnić dwa rodzaje modeli obciążenia śniegiem dachów: multiplikatywny, będący iloczynem wartości charakterystycznej obciążenia śniem gruntu i kilku współczynników, oraz addytywny, który stanowi sumę kilku wielkości. Przedstawiono pokrótce modele międzynarodowe, CEN i ISO, a także kilku państw: USA, Kanady, Japonii i Ukrainy. Omówiono także kilka modeli teoretycznych.
    The paper deals with the different models of snow loads on roofs being in use in several codes of practice as well as some conceptual models published by their authors. In general, two main models can be distinguished: multiplicative and additive. The first is more popular, especially in codes and standards, including Eurocode. The second model, presented in the ISO Standard, has been adopted in South Korea and partially in Japan. Models used in American Standard (ASCE), Canadian and Ukrainian are presented in some details. Conceptual models are sometimes rather sophisticated and difficult to practical use. In this context Eurocode for snow loads seems to be clearer.

    Under conditions of aggravation of external and internal contradictions of economic character, importance of increase of the state national security level, an urgent need of search of system algorithm for construction of integral paradigm of economic security appears. The main trend of further economic development of society is the connection of economic security of the state and the welfare economy of society in a single target function, which fully reveals and realizes the economic potential of the state and society. The level of the country’s welfare is the basis for making certain government decisions in the socio-economic sphere. It has been noted that economic security of welfare is ensuring the protection of interests and creating favorable conditions for ensuring a high standard of living and welfare of society in the implementation of the State Strategy for Economic Security. The place of economic security of welfare in the system of national security has been determined - the high level of its realization is a springboard for strengthening and further development of other components of the country’s economic life. Improvement of the public administration efficiency is one of the conditions for ensuring sustainable socio-economic development of the country, region and raising of living standards of the population.

    The study analyses answer given to three questions part of a nationally representative survey on linguistic attitudes towards written grammatical norms. These questions are aimed at gathering information about the possible attitudes of modern Bulgarians towards the magnitude distance between the Bulgarian written standard language and oral speech. Another aim of the study is to explore respondents‘ preferences concerning the question of synchronization between the two existing language forms - written and oral. The survey clearly shows that more than 61% of respondents are of the opinion that the differences between the Bulgarian written and spoken language should be decreased, respectively, there needs to be a process of convergence and equalization of the two language codes. The study applies the hyper-square method in order to explore which socio-demographic factors have a major influence on respondents‘ attitudes. The domineering view (69% of the respondents) is that oral speech should be in line with the Bulgarian written standard language, consequently, grammatical rules should be followed and taken on board when speaking. Finally, the chi-square method is applied when defining the factors which determine the respondents‘ attitudes. The study introduces the idea that conservative attitudes are likely to appear amongst Bulgarian adults as they have the idea of decreasing the differences between the Bulgarian written and oral language by finding a way of synchronizing them.

    The Controller Area Network (CAN) bus standard was developed in the 1980s and is in widespread use in automobile, vehicular, aviation, and other networks. The CAN bus was introduced in the maritime environment with the adoption of the National Marine Electronics Association (NMEA) 2000 standard in the late-1990s. Many papers have been written about the CAN bus protocols and security vulnerabilities but there is sparse literature about use of the CAN bus in the maritime environment. Part I of this paper is a technical overview, describing CAN bus standards and operation, with particular attention to its use with the NMEA 2000 maritime communications standard. Part II of this paper describes security vulnerabilities in terms of loss of confidentiality, integrity, or availability of information (such as eavesdropping, denial-of-service, and spoofing), and mitigations specific to the maritime environment.

    The article presents the current information concerning the safety against derailment of railway vehicles that was collected on the basis of European standards, studies of committee ORE, UIC leaflets, Technical Specifications for Interoperability and national regulations. The essence of the safety factor against derailment, the way for its computational designation and the methodology of experimental studies are described.

    The purpose of the paper was to verify the efficacy of the proposed tree health assessment method involv− ing the assessment of the defoliation level and calculation of errors of this assessment for fir, beech, pine, larch and indigenous oak species growing on the Chełmowa Góra in the Świętokrzyski National Park. Standard errors and maximum total errors calculated at α=0.05 and αz=0.0167 (jointly, three defoliation classes were analysed) did not exceed 5% and 13%, respectively. Application of the simple random sampling design allowed, in a simple manner, to improve assessment accuracy by way of additional sampling of the most endangered or valuable tree species.

    Głównym tematem artykułu są świadczenia niemieckiego systemu zabezpieczeń emerytalnych i ich adekwatność na tle zmian od lat 50. Na początku przedstawiono powstawanie głównych założeń polityki emerytalnej, od wprowadzenia „dynamicznej emerytury” w 1957 r. aż do najnowszych reform emerytalnych. Główny nacisk kładziony jest na podstawowe zasady normatywne dominujące w danym czasie w niemieckiej polityce emerytalnej. Następnie opisano budzące duże kontrowersje w bieżącej debacie kwestie adekwatności świadczeń niemieckiego systemu zabezpieczeń emerytalnych, które pokazano w ujęciu wielowymiarowym. Analiza prowadzi do ambiwalentnych wniosków – rozwój zabezpieczeń emerytalnych oraz wzrost gospodarczy doprowadziły w ciągu ostatniego półwiecza do tego, że osoby starsze doświadczyły dużego awansu w ogólnospołecznej piramidzie dochodów. Jednakże reformy przeprowadzone na początku nowego tysiąclecia spowodowały, że powszechny system ubezpieczeń emerytalnych jest w coraz mniejszym stopniu w stanie spełniać swoje pierwotne podstawowe założenie, którym było zabezpieczenie standardu życia. Ogólnie rzecz biorąc, w ostatnich latach emerytury osób starszych nie nadążają za powszechnym rozwojem płac. Dzisiaj w Republice Federalnej Niemiec ubóstwo wśród osób w podeszłym wieku jeszcze nie jest palącym problemem, jednakże wiele przemawia za tym, że w przyszłości zdecydowanie się to zmieni.
    The main subject of the article are German retirement pension payments and amounts and their adequacy given the changes in force since the 1950s. Initially is presented the main premises of retirement policy from the introduction of the ‘dynamic retirement pension’ in 1957 right up until the very latest retirement pension reforms. The main emphasis is placed on the basic normative principles functioning at a given time within German retirement policy. Next described are the questions – highly controversial in the current debate, of the adequacy of German retirement pension payments: this being shown through a multidimensional approach. Analysis has resulted in ambivalent conclusions – the development of retirement insurance schemes as well as economic growth over the course of the last half a century has resulted in older people experiencing a noticeable improvement in their positioning within the general income pyramid of society. However, the reforms carried out at the beginning of the new millennium mean that the current system of retirement pensions is increasingly less able to fulfil its primary premise, which was to protect the standard of living. Generally speaking in recent years the retirement pension payments of old people are not keeping up with the general growth in pay levels. Although poverty amongst the old is not a grave problem at the moment in Germany a lot points to this situation changing in the future.

    W artykule przedstawiono problem opracowania rzeczowego w Bibliografii Lubelszczyzny. Jest to bibliografia regionalna o charakterze ogólnym, której początki sięgają 1963 r. Opracowanie rzeczowe jest istotnym elementem opisu dokumentów kwalifikowanych do bibliografii. Stosowanie norm bibliograficznych i standardów w tej materii stanowi o poprawności bibliografii, jej sprawności informacyjnej i ułatwia przeszukiwanie. Zasadniczą kwestią jest sprostanie oczekiwaniom użytkowników, dostosowywanie bibliografii do ich oczekiwań i zmieniającej się rzeczywistości. W artykule przeanalizowano kolejne tomy i bazy Bibliografii Lubelszczyzny pod kątem stosowania norm i standardów w opracowaniu rzeczowym. W konkluzji stwierdzono, że Bibliografia Lubelszczyzny w ciągu swojej blisko pięćdziesięciopięcioletniej historii była prowadzona zgodnie z aktualnymi standardami, z dbałością o poprawność, łatwość dostępu i wygodę użytkownika.
    This article presents the issue of the preparation of subject indexes in the Bibliography of the Lublin Region. This is a regional bibliography of a general nature, the beginnings of which date back to 1963. The preparation of subject indexes is an essential element in the description of documents qualified for a bibliography. The application of bibliographical norms and standards in this matter determines the correctness of a bibliography and its informational efficiency, and facilitates searching. The fundamental issue is to meet the expectations of the users, adjust the bibliography to their expectations and the changing reality. The article analyses the subsequent volumes and databases of the Bibliography of the Lublin Region with regard to application of norms and standards in the preparation of subject indexes. It is stated in the conclusion that in its almost fifty years of history the Bibliography of the Lublin Region was maintained in accordance with the current standards, with care for correctness, ease of access and the convenience of the user.
    В статье рассматривается вопрос предметной обработки в Библиографии Люблинского региона. Это региональная библиография, имеющая общий характер, начала которой относятся ещё к 1963 г. Предметная обработка является существенным элементом описания документов, квалифицирующихся в библиографию. Применение библиографических норм и стандартов имеет решающее значение для правильного оформления библиогрфии, её информационной точности и упрощает поиск. Основополагающим вопросом является удовлетворение ожиданий пользователей, адаптация библиографии к их ожиданиям и изменяющейся действительности. В статье проанализированы поочерёдно все тома и базы Библиографии Люблинского региона с точки зрения применения норм и стандартов предметной обработки. В заключении утверждается, что Библиография Люблинского региона на протяжении своей около пятидесятипятилетней истории составлялась согласно актуальных стандартов, с заботой о точночти, легкости поиска информации и удобстве для конечного пользователя.

    Opis:
    In the Act on Museums, Chapter 3, the National Register of Museums is pointed out as an official list to be entered by those institutions which represent both a high standard of their cultural activity and a great importance of their collections. The relevant Ordinance – in accordance with the Act – is to specify the manner in which the Register should be run, the application form for candidates, the mode and conditions of entering it, and the control procedures. However, the Ordinance reveals neither the requirements museums should meet nor the criteria of their assessment; only the application form contains the range of issues which are to be analysed. It is a bit like taking part in a contest without the general terms. The categories used for the evaluation are known from the application form, but there is no reference to any goals, the museums should strive for, or criteria that serve for their either positive or negative final assessment. Even though the members of an evaluation committee are distinguished specialists, who undoubtedly are able to assess the standard of museum performance, an assessment without criteria will always be purely subjective and immeasurable. In countries like e.g. the United Kingdom there are accreditation systems which allow to have the high standard of museum performance certified. The accreditation schemes that are officially in use specify the requirements for museums in a clear manner, leaving no doubt which constituent is being assessed and what criterion is used for it. It also has a positive impact on unification of management in museums, and indicates the direction they should take for improving the quality of their performance. These standards refer both to the strategic issues in relation to the management of the museum as an organisation and its collection, and to the experience it offers to their visitors.
    W Ustawie o muzeach w rozdz. 3. mowa jest o Państwowym Rejestrze Muzeów, do którego wpisywane są instytucje o wysokim poziomie merytorycznej działalności i dużym znaczeniu zbiorów. Rozporządzenie w sprawie Rejestru ma – zgodnie z Ustawą – określać sposób jego prowadzenia, wzór wniosku o wpis, warunki i tryb dokonywania wpisów oraz okoliczności kontroli. Rozporządzenie nie wskazuje jednak wymagań wobec muzeów ani kryteriów ich oceny, a jedynie we wzorze wniosku podaje zakres zagadnień, jakie poddawane są analizie. Sytuacja przypomina nieco udział w konkursie bez regulaminu – na podstawie rubryk z formularza zgłoszeniowego znane są oceniane kategorie, nie ma jednak żadnego odniesienia do celów, do jakich muzeum ma dążyć, ani kryteriów, według których instytucja zostanie oceniona pozytywnie bądź negatywnie. Choć w skład komisji kwalifikacyjnej wchodzą osoby będące wybitnymi specjalistami, które bez wątpienia są w stanie ocenić poziom muzeum, to jednak ocena pozbawiona kryteriów staje się czysto subiektywna i niemierzalna. W krajach takich, jak np. Wielka Brytania istnieją systemy akredytacji pozwalające na staranie się o uzyskanie poświadczenia wysokiego poziomu działania muzeum. Obowiązujące w nich schematy akredytacji w jasny sposób określają wymagania, jakie musi spełniać muzeum, nie pozostawiając wątpliwości co do tego, jaki element jest oceniany i według jakiego kryterium. Wpływa to również pozytywnie na ujednolicenie zarządzania w muzeach i wyznacza instytucjom kierunek, w którym mają dążyć w celu podwyższenia jakości. Tego typu standardy odnoszą się zarówno do zagadnień strategicznych, związanych z zarządzaniem muzeum jako organizacją i zbiorami muzealnymi, jak i do muzealnej oferty dla publiczności.
