The article deals with the issue of the relationship between the Church and politics, honing in on specific elements of Polish thinking concerning the security of the Polish nation, namely the contribution of Christian thought, the Church’s concern for independence and the sovereignty of Poland. In Poland, attempts to ring-fence the spheres of religion and politics, on the grounds of being at opposite poles, prove a threat to national security. The Church from the beginning of the Polish state has participated in the processes of creating national security, especially in the ideological aspect, by shaping national identity, patriotic attitudes, promoting national history and systematic encouragement to engage for the common good.

Biorąc pod uwagę ogromną dynamikę dzisiejszego świata dokonując interpretacji aktów prawnych nie można ograniczać się do ich literalnego brzmienia. Warto posługiwać się wykładnią dynamiczną, która pozwala uwzględnić rzeczywisty stan rzeczy, chyba, że sprzeciwia się temu wyraźnie brzmienie przepisu. Jednocześnie nie należy zapominać o innych regulacjach prawnych dotyczących problematyki bezpieczeństwa co nieraz powoduje sporą trudność interpretacyjną. Gwałtowny rozwój technologii teleinformatycznych pod koniec XX w. stał się przyczyną znacznego zmniejszenia odległości między ludźmi. Informacje dotychczas zdobywane w mozolny sposób stają się dostępne w krótkim czasie zarówno dla tych dla których stanowią one źródło wiedzy, jak i dla tych którzy traktują je jako narzędzie przeciwko innym. Umiejętnie prowadzona polityka bezpieczeństwa informacyjnego staje się zatem gwarantem bezpieczeństwa militarnego, finansowego, gospodarczego, zarówno w skali lokalnej, jak i na arenie międzynarodowej, co znajduje odpowiedź w opracowanych i wdrażanych przez państwo polskie strategiach oraz programach rządowych w zakresie bezpieczeństwa informacyjnego. Założeniem niniejszej publikacji jest ukazanie braku istnienia regulacji prawnych jednoznacznie sankcjonujących funkcjonowanie sformalizowanej struktury organizacyjnej o nazwie: system bezpieczeństwa narodowego przy jednoczesnym wskazaniu, że przyczyną powstania polityki antycyberterrorystycznej jest również brak istnienia odpowiednich mechanizmów i regulacji w tym zakresie, w związku z czym mamy do czynienia z procesem instytucjonalizacji. Należy więc stwierdzić, że polityka antycyberterrorystyczna Polski jest nie tylko odpowiedzią, ale i naczelnym wyzwaniem dla poprawnego funkcjonowania systemu bezpieczeństwa narodowego RP. W niniejszej publikacji Autorka rozważa zmianę struktury aparatu państwowego odpowiedzialnego za sprawy wewnętrzne. Stara się przedstawić czytelnikowi wady i zalety zmian, jakie jej zdaniem są konieczne w polskiej rzeczywistości.
Taking also into account the enormous dynamics of today's world, interpretation of legal acts cannot be limited to their literal interpretation. It is worth to use a dynamic one that allows to take into account the actual state of affairs, unless the wording of the provision is clearly opposed. At the same time, it is important not to forget about the others legal regulations concerning safety issues which often cause considerable interpretation difficulties. The rapid development of information and communication technology at the end of the twentieth century has led to a significant reduction in distance between people. The information so far obtained in a laborious manner becomes available in a short time both for those for whom they are a source of knowledge and for those who treat it as tool against the others. A well-guided information security policy is thus becoming a guarantor of military, financial and economic security, both locally as well as internationally, which is reflected in governmental strategies and governmental programs in information security. The purpose of this publication is to show the absence of legal regulations that explicitly sanction the functioning of a formal organizational structure called the national security system while indicating that the cause of anti-cyberterrorist policy is also the lack of appropriate mechanisms and regulations in this regard, so we are dealing with process of institutionalization. It should be stated that the anti-terrorist policy of Poland is not only an answer but also a major challenge for the proper functioning of the national security system of Poland. In this publication the Author discusses the change in the structure of the state apparatus responsible for internal affairs. The Author tries to present to a reader the advantages and disadvantages of the changes which in her opinion are necessary in Polish reality.

On the basis on the analysis of documents, journalism and the group’s activity, as well as the activity of other right-wing organizations (or nationalistic organizations) the author intends to describe the impact of this phenomenon on the national security of Poland and Polish citizens - in Poland and Ukraine.

Among the many issues that were raised in the White Book on National Security of the Republic of Poland (WBNSRP), there were also those related to the functioning of a Common Security and Defence Policy (CSDP). Its importance for the security of Poland was indicated, as well as the need on the part of EU Member States to broaden collaboration in the sphere of security and defence. The key problems occurring in the context of CSDP were also emphasised and their causes indicated. The aim of the article is to present the factors responsible for the weakening of CSDP effectiveness, ones taken into account in the White Book, and subsequently to present a Framework for their analysis in the light of further scholarship.

The aim of this paper is to show the evolution of the perception of the threats to the security of the Republic of Poland. The text is based on an analysis of the Polish national security strategies for the 21st century, and in particular, on the document of 2014. This will allow to draw conclusions about the makers of the Polish security strategies connected with different political parties. Moreover, thanks to this, the Author will be able to evaluate these documents and try to answer the question concerning the right direction of the Polish national security policy and its instruments. In this way, he will refer to the self-sufficiency of defense and the Polish Special Forces.

The author discusses the issue of terrorism in the article, referring to both the analysis of this concept and related behaviors. Its aim is, first of all, to analyze the possible terrorist threat and review the most important threats that appear in the documents of the National Security Strategy of the Republic of Poland and the White Book of National Security of the Republic of Poland. The author also attempts to answer the question whether Poland is free from this type of threats.

Celem artykułu jest określenie roli ataszatów obrony (wojskowych) we współczesnej polityce zagranicznej Polski w zakresie obronności i bezpieczeństwa państwa. Na wstępie zostały przedstawione podstawy prawne (międzynarodowe i krajowe), zasady oraz struktura działalności wojskowych placówek dyplomatycznych. Attaché obrony stoi „na pierwej linii frontu”, reprezentując swój kraj za granicą i odpowiada za współpracę dwustronną między państwami. Nie jest łatwo nim zostać, liczą się kompetencje, wysokie kwalifikacje oraz znajomość języków obcych. Chcąc rozumieć specyfikę zadań i funkcji „dyplomatów w mundurach”, autorka przeprowadziła wywiady z osobami bezpośrednio zaangażowanymi w tworzenie dyplomacji wojskowej RP. Jest to rozwijająca się dziedzina dyplomacji, a jej rola polega na dostarczaniu decydentom politycznym wszechstronnej wiedzy z miejsca pobytu attaché o wszystkich aspektach – od militarnego, poprzez polityczny, ekonomiczny, społeczny, aż po kulturalny i medialny – mogących wpływać na kształt bezpieczeństwa państwa.
The aim of the article is to define the role of defence (military) attachés’ offices in contemporary Polish foreign policy in the field of defence and security of the state. In the introduction, the legal bases (international and national), principles and structure of military diplomatic missions were presented. The defence attaché stands “on the front line” representing their country abroad and is responsible for bilateral cooperation between states. It is difficult to become one, because competences, high qualifications and the knowledge of foreign languages are important. In order to understand the specifics of the tasks and functions of “diplomats in uniforms” the author conducted interviews with people directly engaged in the creation of military diplomacy of the Republic of Poland. This is a developing field of diplomacy, and its role is to provide political decision-makers with comprehensive knowledge of the attaché’s place of residence - from military, through political, economic, social, to cultural and media aspects - which can influence the shape of the state security.

Today, ecological safety is considered as one of the most important elements of non-military type of security. In the aspect of national security, human environment protection is also taken into consideration in the context of national interests. This approach certainly adds importance to the issue of environmental protection. The analysis of basic literature and strategic documents in the scope of national security conducted within the frameworks of this publication showed that environmental protection is treated there as an important interest, surpassing even other important aspects of security, still, it is not a vital national interest which is of the highest importance. On one hand, one can state that the need of environmental protection has been positively appreciated; on the other hand, accepting this hierarchy of national interests may not be satisfactory to some of the authors. It is in contradiction with the settlements of science, and, especially, natural sciences which confirmed a long time ago that the survival of all organisms, including humans, is dependent on a (good) state of the natural environment. Therefore, the question concerning ecological security and the connected environmental protection postulate arises: is it an important or vital national interest? The attempt of answering this (title) question constitutes the research problem of the publication. Its subject is ecological safety from the perspective of sciences of (national) security, humanities and, to some extent, natural sciences – more precisely, biology and, especially, its integral part – ecology. The objective of the publication is showing the issues of ecological security in the aspect of national interests – from the broader and comprehensive perspective. The author of this publication supposes that realization of vital interests is connected with a positive state of the natural environment which determines ecological security and all life processes of the planet. Therefore, referring to the foundations of biology and ecology seems to be unavoidable as all the environmental issues are inseparably connected to these sciences. On this basis, one may assume that ecological security is of greater significance than important interests, inferior to the vital ones. Thus the possibility of recognizing ecological security (natural environment protection) as vital national interest.
Bezpieczeństwo ekologiczne uznawane jest współcześnie za jeden z najważniejszych elementów niemilitarnej odmiany bezpieczeństwa. W aspekcie bezpieczeństwa narodowego ochrona środowiska przyrodniczego człowieka ujmowana jest również w kontekście interesów narodowych. Ujęcie takie z pewnością dowartościowuje problematykę ochrony środowiska. Analiza podstawowej literatury oraz dokumentów strategicznych z zakresu bezpieczeństwa narodowego dokonana w niniejszej publikacji uświadamia, że ochrona środowiska ujmowana jest w nich jako interes ważny, przewyższający nawet inne istotne aspekty bezpieczeństwa, ale jednak nie żywotny interes narodowy, który ma rangę najwyższą. Z jednej strony można stwierdzić, że potrzeba ochrony środowiska została pozytywnie dowartościowana, ale z drugiej strony przyjęcie takiej hierarchii interesów narodowych może też niektórych autorów nie zadowolić. Przeczy ona bowiem ustaleniom nauki, zwłaszcza nauk przyrodniczych, które już dawno temu potwierdziły, że przetrwanie wszelkich organizmów, w tym i ludzkich, uzależnione jest (od dobrego stanu) środowiska przyrodniczego. Zatem pojawia się tutaj pytanie o bezpieczeństwo ekologiczne i związany z nim postulat ochrony środowiska, czy stanowi on (ono) w istocie ważny czy może żywotny interes narodowy? Próba odpowiedzi na to (tytułowe) pytanie, stanowić będzie problematykę badawczą rozpatrywaną w niniejszej publikacji. Jej przedmiotem zaś będzie bezpieczeństwo ekologiczne ujmowane w aspekcie nauk o bezpieczeństwie (narodowym), nauk humanistycznych oraz do pewnego stopnia nauk przyrodniczych, a dokładniej biologii, zwłaszcza zaś stanowiącej jej integralną część – ekologii. Celem publikacji jest ukazanie problematyki bezpieczeństwa ekologicznego w aspekcie interesów narodowych – z perspektywy szerszej i całościowej. Autor niniejszego tekstu przypuszcza, że realizacja interesów żywotnych powiązana jest z pozytywnym stanem środowiska przyrodniczego, które warunkuje bezpieczeństwo ekologiczne, jak i wszelkie procesy życiowe przebiegające na naszej planecie. Nawiązanie zatem do podstaw biologii i ekologii wydaje się być nieuniknione, ponieważ wszelka problematyka środowiskowa jest z naukami tymi nierozerwalnie związana. Na tej podstawie można przyjąć założenie, że bezpieczeństwo ekologiczne przekracza wagę interesów ważnych, ustępujących tym żywotnym. Istnieje zatem możliwość uznania bezpieczeństwa ekologicznego (ochrony środowiska przyrodniczego) za żywotny interes narodowy.

Since the United Nations Security Council’s declaration that a disease outbreak may be considered a threat to the stability and security of state, the widespread use of the term “health security” has begun. This paper presents the concept of health security along with its threats, with particular focus on the new phenomena related to globalisation which contribute to the occurrence of new health threats. The threats to Poland’s health security are divided into internal and external. Internal ones may occur when the authorities do not meet the health needs of society. However, policymakers from industrialized countries put emphasis on protecting the population from external health security threats, especially from those that may become cross-border threats.

Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.

Opis:
The purpose of the article is to examine the Russian threat to Ukraine’s state sovereignty and its impact on Poland’s national security; to underline that Russia intends to take revenge for its defeat in the Cold War, to regain control over the former Soviet Union republics, to defeat the USA and EU, and to establish control in the territory of the Eurasian continent. The research hypothesis is that the main purpose of Russia’s foreign policy is the reconstruction of a neo-imperial state, Ukraine’s reintegration into the post-Soviet space, and ensuring Russia’s domination in the region. The research task was completed using the research methods of a detailed study of sources and literature and a critical analysis of the information available to the author. Conclusions: Russia is trying to take revenge for its defeat in the Cold War, to regain control over the former Soviet Union republics, to defeat the West, and to establish control over the Eurasian continent. Russia considers Ukraine and Poland as dangerous agents of Atlanticism. That is why the Russian Eurasian geopolitical project aims for the Ukrainian and Polish states to be neutralized in a radical way. To this end, Russia has started a “hybrid war” against Ukraine. Poland and the Baltic countries will be the next targets of Russian aggression. It is profitable for Russian neo-imperialism to destroy trust and the strategic partnership between Poland and Ukraine, and to act in accordance with the divide-and-conquer algorithm. In such circumstances, Ukraine and Poland need to work out a new “Doctrine of restraining Russia’s aggression,” to pursue gradual and coordinated policy for the sake of the victory over Russian neo-imperialism and the dismantlement of the Russian imperial social system. The article describes the peculiarities of the modernization of the Russian imperial system at the present stage, analyzes the content of the Russian neo-imperialistic policy against Ukraine, Poland and the West, the reasons for the failure of Ukraine to neutralize Russian expansion, and also shows possible geopolitical consequences for the national security of Poland in the event of the successful implementation of Russia’s geopolitical strategy.
Celem badawczym artykułu jest prześledzenie znaczenia tzw. rosyjskiego czynnika jako elementu wpływającego na suwerenność Ukrainy i na bezpieczeństwo Polski. Postawiona hipoteza zakłada, że głównym celem rosyjskiej polityki zagranicznej jest neoimperializm, a częścią tej koncepcji jest reintegracja Ukrainy do przestrzeni silnych wpływów Rosji oraz zapewnianie sobie przez Federację Rosyjską dominującej pozycji w regionie. Problem badawczy został rozwiązany dzięki zastosowaniu metod jakościowej analizy źródeł, krytycznej analizie prac naukowych (od klasycznych do najnowszych), analizie informacji oraz dyskursu politycznego. Konkluzje: Rosja prowadzi politykę rewanżu za porażkę w „zimnej wojnie”, politykę zmierzającą do ponownej kontroli nad byłymi republikami ZSRR i ustalenia swoich wpływów nad obszarem euroazjatyckim. Rosja postrzega Ukrainę i Polskę jako niebezpiecznych dla siebie „agentów” wpływów amerykańskich. Wychodząc z tego geopolitycznego założenia Ukraina i Polska musi, według Rosji, zostać politycznie zneutralizowana. Z tego powodu Rosja zaczęła prowadzić przeciwko Ukrainie „wojnę hybrydową”. Następnym obiektem tej wojny będzie prawdopodobnie Polska i kraje nadbałtyckie. Dla rosyjskiego neoimperializmu korzystne jest podważanie zaufania i strategicznego partnerstwa pomiędzy Polską i Ukrainą, w imię zasady „dziel i rządź”. Polska i Ukraina w takich warunkach powinny opracować nową doktrynę „powstrzymania agresji Rosji” prowadzącą do konsekwentnej i skoordynowanej polityki hamowania rosyjskiego neoimperializmu i demontażu imperialistycznego systemu społecznego w Rosji. W artykule przeanalizowano cechy modernizacji rosyjskiego systemu imperialistycznego, neoimperialistyczną politykę wobec Ukrainy, Polski i Zachodu oraz przyczyny niepowodzeń Ukrainy w neutralizacji rosyjskiej ekspansji, a także wyjaśniono ewentualne geopolityczne skutki dla bezpieczeństwa Polski w przypadku sukcesu w realizacji geopolitycznej strategii Rosji.

In accordance with the provisions of the contemporary Constitution of the Republic of Poland, the President watches over the observance of the Constitution, protects the sovereignty and security of the state, the inviolability and indivisibility of its territory. Within these competences the Constitution provided the President with an advisory body for security assurance which is the National Security Council. This article concerns the role of the above mentioned authority under the national law, its organization, mode of operation and powers. The tasks of the Head of the National Security Office as Secretary of the Council and the composition and priority objectives of the Council meetings during the respective Presidencies were presented.

Opis:
Artykuł traktuje o przygotowaniach obronnych państwa, ich przesłankach, okolicznościach oraz zasięgu. Celem usystematyzowania wiedzy dokonano analizy pojęć stanowiących podstawę studiów nad bezpieczeństwem. Wyjaśniono różnice znaczeniowe terminów „bezpieczeństwo narodowe” i „bezpieczeństwo państwa”. Dokonano charakterystyki obowiązujących aktów doktrynalnych, uzupełniających lukę systemu prawnego w dziedzinie bezpieczeństwa narodowego. Przeprowadzona została całościowa analiza przygotowań obronnych państwa z uwzględnieniem ich umiejscowienia w systemie bezpieczeństwa narodowego i systemie obronnym państwa.
The article is devoted to the security preparations, their presumptions, circumstances and spheres. In order to systematize the knowledge the author analyzed basic terms which are basic for security studies. The author explains differences between such concepts as: “state security” and “national  security”. The article presents the characteristic feature of doctrinal documents which fill the blank space concerning national security in Polish legal system.
