The richness of animated and unanimated nature in Japan is legally protected and for this reason nearly 22% of the country is currently totally or partially excluded from the economic activity. Opis:
Results of supplementary hydrogeochemical analyses, conducted in the Kampinos National Park (KPN), its buffer zone and in the reserve “Bielany Forest” (“Las Bielański”) allowed revising the location of monitoring points and proposing a basic set of analyses of quality, ground-water level. This set includes measurements of physical-chemical parameters enabling to assess water quality and to define causes and consequences of groundwater chemical composition changes. Analyses of the water level monitoring results and selected hydrogeochemical indicators allows for assessment at antopopressure intensity. The survey results led to suggesting necessary range of physical-chemical tests and frequency of monitoring in affected areas under different antropopressure level.

The article outlines certain issues regarding land management within protected wildlife areas, such as national parks, nature reserves, landscape protection areas, NATURA 2000 areas, documentation sites, ecological areas, natural and scenic complexes. It discusses the regulations governing the establishment and management of such areas, the restrictions on land use, the principles of their economic use, as well as nature protection aims within the studies of spatial development, at the local and regional level. Ecologically protected areas in Poland represent a significant natural potential with a rich variety of nature forms and compose the structures of the ECONET network or the World Network of Biosphere Reserves. These areas frequently neighbour or surround each other. Sometimes, they are exposed to adverse influences from outside (the industry, the cities, transport), excessive tourism, or fire hazard. The existing restrictions and regulations regarding nature resources management, incorporated into conservation plans drawn up for national and landscape parks, nature reserves, or for other protected areas, become integral elements of local spatial development plans. The owner of a property situated in a transition (buffer) zone or in an protected area can demand this property to be repurchased or exchanged if there exist significant restrictions or difficulties concerning its use. Distinctive management principles are established then for protected areas and objects which safeguards them against misuse.

The Certificate of a National Geopark was awarded to the Karkonosze National Park, along with its buffer zone, in September 2010. Geodiversity of the Karkonosze Mountains, subject to the comprehensive assessment in 2008-2009, resides mainly in the variety of geological, mineralogical and geomorphological phenomena. In addition, the legacy of mining and mineral prospecting is abundant. Many of the natural phenomena make the Karkonosze Mountains an exceptional area in Poland, and are of outstanding value if considered within the European context. The value of abiotic nature of the Karkonosze is promoted through multiple activities in the field of geotourism and ecological education, including construction of an extensive network of geosites, marked tourist paths, and educational trails with information boards. Further promotion of geodiversity of the Karkonosze is carried out in cooperation with the adjacent Krkonošský narodní park on the Czech side of the mountains, aiming at an establishment of a bilateral Polish-Czech Geopark Krkonoše/Karkonosze, within the framework of the European Geopark Network.

The aim of the study was to analyze butt rot incidences in silver fir stands of selected nature reserves and national parks. The study included 11 stands in Carpathian forests and for comparison 4 stands outside the Carpathians. To identify butt rot in fir trees, we used the non-invasive method of acoustic tomography. We tested 30 randomly selected fir trees in each of the 15 stands using Picus Sonic tomography to determine butt rot occurrence and to assess the proportion (%) of healthy wood in cross-sections of the tree trunk. The results indicate significant differences in the frequency of butt rot in silver fir at the individual level as well as the population level. This variability in frequency was not dependent on geographical location of the investigated stands.

Between 2009 and 2013, research was conducted in the commune offices for the Podlaskie voivodeship which have large areas of protected Natura 2000 sites. The research is repeated every few years and widened to include new communes. The aim of the research was to determine the influence of the protected areas on the economic conditions of the communes. It is widely assumed that protected areas generate income for communes, however the communes claim that they incur large additional costs. The surveyed communes were critical of obligatory legal requirements in relation to the protected areas. It was argued that there are problems with obtaining natural resources and with the establishment of new summer resorts, residential and farm buildings and infrastructure; as well as the use and management of the site. The communes’ benefits incidental to the ownership of the protected area are not clear. As part of the benefits, the protected areas offer an opportunity for tourism development. According to the communes, protected areas generate losses in which the estimated losses are several times higher than the potential income. Studies indicate that the conservation cost factor should be considered in terms of financing the communes from the state budget.

The purpose of this article is to evaluate the possibilities of touristic development of the La Lopé National Park and to indicate the most important barriers and limitations of the area exploitation. For this purpose a SWOT method was applied. This assignment presents the situation as of the end of 2014. The majority of the up-to-date data was collected during the mission, the purpose of which was to observe the region, and which was organized by Université Omar Bongo in Libreville and Warsaw University. The La Lopé National Park has a significant touristic potential which is very poorly used. The diagnose of the reasons for that can be an indicator for attempts to rationally use the resources of the region and present an appropriate development strategy.

Celem artykułu jest analiza możliwości prowadzenia przez polskie parki narodowe działalności gospodarczej jako źródła przychodów. Zagadnienie to jest relatywnie mało rozpoznane w polskiej literaturze przedmiotu3. W artykule wskazano na okoliczności uniemożliwiające osiąganie przez parki narodowe bezpośrednio przychodów z prowadzenia działalności gospodarczej, tym samym dowodząc iluzoryczności zapisów związanych z tym zagadnieniem w znowelizowanej ustawie o ochronie przyrody. W opracowaniu wykorzystano materiały źródłowe w postaci opracowań Głównego Urzędu Statystycznego, danych Ministerstwa Środowiska oraz Najwyższej Izby Kontroli. W celu możliwie wszechstronnego i obiektywnego przedstawienia wieloaspektowej problematyki wykorzystano właściwą tematycznie literaturę przedmiotu oraz akty prawne.
The primary funding source for national parks in Poland, as elsewhere in the world, is the public budget, donations in particular. Due to limitations of public funds, a chance to increase funding for national parks could be found in market sources, including the income from the economic activity. A record about the business opportunities for national parks was present in the revised Nature Conservation Act. The aim of the article is to analyse the current situation of business opportunities for Polish national parks. The article indicated the circumstances which prohibit the direct conduct of economic activities by Polish national parks.

Parki narodowe pełnią ważną funkcję w edukacji przyrodniczej, która to ma na celu popularyzowanie idei ochrony przyrody, jak również podnoszenie poziomu świadomości ekologicznej. Tworzone w parkach narodowych muzea przyrodnicze, ośrodki dydaktyczne, wyznaczane ścieżki dydaktyczne i szlaki turystyczne umożliwiają poznawanie najważniejszych walorów przyrodniczych danego obszaru, a jednocześnie są główną formą zagospodarowania turystycznego wykorzystywaną w działalności edukacyjnej. Ponadto organizowane imprezy edukacyjne w postaci warsztatów, konkursów czy rozmaitych wydarzeń cyklicznych stanowią jedne z podstawowych produktów turystycznych oferowanych przez parki narodowe. Celem przeprowadzonych badań było poznanie opinii turystów odwiedzających Białowieski Park Narodowy na temat prowadzonej przez niego działalności edukacyjnej oraz oceny tej działalności przez osoby z niej korzystające. Badania przeprowadzono metodą sondażu diagnostycznego z wykorzystaniem ankiety jako narzędzia.
National parks play an important role in environmental education, which aims to popularize the idea of nature conservation, as well as raising environmental awareness. Created in national parks natural history museums, educational centers, educational paths and trails provide to explore the most important natural values of the area, and at the same time are the main form of tourist infrastructure used in educational activities. In addition, educational events organized in the form of workshops, competitions and various periodic events are one of the main tourist products offered by national parks. The aim of this study was to investigate the opinion of tourists visiting Bialowieza National Park on the educational activities conducted by Park and evaluation of the activities which they benefit. The study was performed by diagnostic survey using a questionnaire as a tool.

Specialized authorities in the field of environmental protection have existed since the beginning of the creation of the system of organization of environmental services and the amount of them has been steadily widening. This has been particularly evident in case of nature conservation law which is a part of environmental law. The fact of existence of authorities having specialized knowledge is particularly important in the context of new environmental tasks resulting from the implementation of European Union legal norms often using professional knowledge. The purpose of this article is to present the specialized authorities functioning in the field of nature conservation, the scope of taking advantage of their professional knowledge potential. The article also aims at taking of trial of assessment of adopted regulations accuracy concerning the division of tasks and competences of public authorities with regard to administration of forms of nature  conservation, as well as presenting de lege ferenda comments aiming at nature conservation tasks performing more effectively.

Threats such as the proliferation of weapons of mass destruction, international terrorism, transnational organized crime, illegal migration, piracy, escalation of inter and instra-state conflicts are constantly gaining internsity, including new regions and countries. Regional threats to international security are increasing, and their negative effects may cause global impact. This state of affairs forces us to reassess the level and impact of threats to Ukraine’s life interests, to define strategic priorites for national security policy and to indicate how to improve the machanisms for implementing these priorites.

In Poland, the stormy discussion on the future of the Białowieża Forest has been ongoing already for a long time. The disputes are mostly focused on seeking answers to two questions: how to protect these unique forest ecosystems and whether forest management threatens their naturalness. The discussion has grown stronger after the recent, enormous outbreak of Ips typographus in the Forest. The Białowieża Forest has been managed for years with no negative effect. However, antagonists of foresters blame forest management for degradation of the Forest’s ecosystems, which is caused by favoring the economic value of timber expected to be harvested in keeping with the management plans of 3 forest districts located in the Białowieża Forest. At any rate, such assumption, has nothing to do with reality. During this discussion the idea to extend the national park for all the Białowieża Forest revived. In this paper, we reviewed the economic, social and ecological dimensions which should be taken into consideration before making a decision on extending the Białowieża National Park. It should be underlined that the Park’s area is already under the strict protection; furthermore, 2/3 of the area of neighboring managed forests are under legal protection (the nature reserves, NATURA 2000, the so-called reference forests, etc.). All things considered, we cannot find any reasonable purpose (ecological, financial or social) for expanding the Park’s area from 10 500 ha (present status) to 62 500 ha (after extension). Also, we are convinced that sustainable forest management conducted in managed parts of the Białowieża Forest, which comprises the fulfillment of all forest functions and services, should not be perceived as a threat to naturalness of the Forest’s ecosystems.
