    This paper sets out a new reconstruction of indigenous rights as a field of sociological research. Questioning the dominant pluralist paradigm in such inquiry, it claims that indigenous rights are primarily the results, not of socially embedded customs, but of interactions between international law and national law. It then proceeds to explain that, to capture such rights, a focus on social integration and national citizenship is required. It uses this framework to explain indigenous rights as elements of a global legal order that facilitates the construction of citizenship, especially in societies in which citizenship has been subject to deep strain.

    The article presents an analysis of military law in the legal system of the Republic of Poland. On the one hand, it is a very specialized area of law, and on the other, it is a very extensive field regulated in several hundred national legal acts of varying importance (universally and internally binding), as well as by international law. The author attempts to organize the subject matter of military law and to specify its elements divided into subject-specific blocks. At the same time, in order to ensure a better understanding of the nature of military law, the article discusses the role of the Armed Forces of the Republic of Poland in times of peace, crisis, and war.The author used critical analysis of literature on legal science and security sciences, and source materials: mainly acts of universally binding law (the Constitution, acts, and regulations), as well as acts of internally binding law (instructions, ordinances, resolutions, decisions, guidelines, and agreements of various state authorities).

    Opis:
    The main aim of this article is to show how changes in the political and legal system taking place in Poland in recent decades have contributed to the presence of national and ethnic minorities in the public space of the country, as well as how the different minorities could or were able to use the favourable formal and legal transformations. The huge disparity in various manifestations of this public presence (bilingual names of places, offices, schools, the use of an auxiliary language, social and political activity, education, historical heritage) between nationalities is caused by many diverse reasons. Certainly, the favorable factors include the relatively large size and territorial concentration, but the activity shown by activists and local communities, as well as the internal integration of communities may also be considered decisive factors. It is owing to these circumstances, that some of the so-called historical used legal changes to become permanent parts of the public space in Poland.
    Głównym celem artykułu jest pokazanie, w jaki sposób zmiany systemu politycznego i prawnego zachodzące w Polsce w ciągu ostatnich dekad wpłynęły na obecność mniejszości narodowych i etnicznych w przestrzeni publicznej kraju, oraz na ile poszczególne mniejszości mogły lub potrafiły wykorzystać sprzyjające im przekształcenia formalnoprawne. Bardzo duża dysproporcja w różnorakich przejawach tej publicznej obecności (dwujęzyczne nazwy miejscowości, urzędów, szkół, stosowanie języka pomocniczego, działalność społeczna i polityczna, oświata, dziedzictwo historyczne) pomiędzy poszczególnymi narodowościami jest spowodowana zróżnicowanymi przyczynami. Z pewnością do sprzyjających czynników należy relatywnie duża liczebność i koncentracja terytorialna, ale decydująca jest też aktywność działaczy i lokalnych społeczności oraz wewnętrzna integracja danej zbiorowości. Dzięki tym uwarunkowaniom niektóre tzw. historyczne mniejszości, wykorzystując zmiany prawne, stały się trwałą częścią przestrzeni publicznej w Polsce.

Autor podejmuje próbę usystematyzowania przedmiotowego zakresu prawa bezpieczeństwa narodowego w kontekście podziału bezpieczeństwa na określone dziedziny: bezpieczeństwo polityczne, militarne, ekonomiczne, ekologiczne, społeczne, kulturowe, publiczne, powszechne oraz informacyjne. Ponadto autor charakteryzuje źródła prawa bezpieczeństwa narodowego, a także wskazuje czy prawa bezpieczeństwa narodowego można uznać za odrębną gałąź prawa.
    The article presents an analysis of the national security law in the system of law of the Republic of Poland. The author attempts to systematize the subject scope of the national security law in the context of the different field of security: political, military, economic, ecological, social, cultural, public, and informational. In addition, the author characterizes the sources of national security law, and indicates whether national security law can be considered a separate branch of law.

    Since 1989, the central bank in Poland is the National Bank of Poland, whose activity is regulated by the Act on the National Bank of Poland. According to the regulations of this Act and in connection with the functioning of the national currency in Poland, ie the Polish zloty, the central bank conducts the entire monetary policy in Poland. The National Bank of Poland, using its instruments of domestic monetary policy, may influence economic processes within the framework of countercyclical intervention in order to activate economic processes, affecting the amount of circulating money in the economy and changing the cost of money borrowed in loans by commercial banks to economic entities. In this way, in the situation of a significant slowdown in the country's economic growth caused by the global financial crisis, the National Bank of Poland runs anti-crisis, interventionist monetary policy. Such activities have already been carried out by central banks in many other countries in the past. Despite the fact that the financial market, like other markets, is built according to the classic model of the market mechanism, in which two sides of the market interact, ie demand and supply, and the subject of trading is cash in cash or contained in various financial instruments, it is particularly institutionalized and regulated market.
    Od 1989 roku bankiem centralnym w Polsce jest Narodowy Bank Polski, którego działalność unormowana jest Ustawą o Narodowym Banku Polskim. Zgodnie z regulacjami tej Ustawy oraz w związku z funkcjonowaniem w Polsce waluty krajowej tj. polskiej złotówki bank centralny prowadzi całokształt polityki monetarnej w Polsce. Narodowy Bank Polski wykorzystując swe instrumenty krajowej polityki monetarnej może wpływać na procesy gospodarcze w ramach antycyklicznego interwencjonizmu celem aktywizowania procesów gospodarczych, wpływając na ilość cyrkulującego pieniądza w gospodarce i zmieniając koszt pieniądza wypożyczanego w kredytach przez banki komercyjne podmiotom gospodarczym. W ten sposób w sytuacji znacznego spowolnienia wzrostu gospodarczego kraju wywołanego globalnym kryzysem finansowym Narodowy Bank Polski prowadzi antykryzysową, interwencjonistyczną politykę monetarną. Tego typu działania prowadzone były już niejednokrotnie przez banki centralne w wielu innych krajach w przeszłości. Mimo tego, że rynek finansowy tak jak i inne rynki zbudowany jest według klasycznego modelu mechanizmu rynkowego, w którym współgrają ze sobą dwie strony rynku, tj. popyt i podaż a przedmiotem obrotu jest pieniądz w formie gotówkowej lub zawarty w różnych instrumentach finansowych to jednak jest to rynek zinstytucjonalizowany i uregulowany prawnie.

    Rynek finansowy w Polsce tworzą instytucje i zasady obrotu rynkowego uregulowane normatywami prawnymi ustaw i rozporządzeń określanych regulacjami prawa finansowego. Głównym segmentem podmiotowym rynku finansowego w Polsce jest system bankowy, który wzorem modelu zachodniej bankowości został w 1989 roku ukształtowany w strukturze dwuszczeblowej z podziałem na bankowość centralną i komercyjną. Główną instytucją rynku międzybankowego i pośrednio także całego rynku finansowego jest bank centralny. Bank centralny stosując instrumenty finansowe polityki pieniężnej reguluje ilość pieniądza w gospodarcze narodowej. Do tych instrumentów zalicza się wpływ na wysokość stóp procentowych na rynku międzybankowym, operacje otwartego rynku, operacje kredytowodepozytowe oraz kształtowanie rezerwy obowiązkowej banków komercyjnych. Stosowanie i funkcjonowanie tych instrumentów polityki pieniężnej jest ściśle uregulowane prawnie. Mimo tego, że rynek finansowy tak jak i inne rynki zbudowany jest według klasycznego modelu mechanizmu rynkowego, w którym współgrają ze sobą dwie strony rynku, tj. popyt i podaż a przedmiotem obrotu jest pieniądz w formie gotówkowej lub zawarty w różnych instrumentach finansowych to jednak jest to rynek szczególnie zinstytucjonalizowany i uregulowany prawnie
    The financial market in Poland consists of institutions and rules of market trading regulated by legal norms defined by financial law regulations. The main element of the banking sector in Poland is the banking system. It was structured in 1989 in a two-tier structure with a division into central and commercial banking modelled after the western banking model. The central bank is the main institution of the banking market and indirectly also of the entire financial market. It regulates the amount of money in the national economy using monetary policy instruments. These instruments include the impact on interest rates on the banking market, open market operations, lending and deposit operations and the shape of the reserve requirement of commercial banks. The application and functioning of these monetary policy instruments is strictly regulated by law. Despite the fact that the financial market, like other markets, is built according to the classic model of the market mechanism, in which two sides of the market interact, i.e. demand and supply, and the subject of trading is money in cash or contained in various financial instruments, this market is a particularly institutionalized and regulated market.

    The aim of this article is to dispel any nomenclatural confusion related to the notion of FSRU. Sometimes FSRUs are classified as ships or vessels; sometimes as stationary units. The article will attempt to explain in which case FSRUs may be classified as ships. This article describes one of the most persistent legal problems in Polish maritime law, which is the FSRU implementation in the Baltic Sea. The application of FSRU solutions was analysed in relation to LNG maritime transport. This analysis is concerned only with a fragment of wider theoretical considerations about the placement of the definition of the ship in different national legal systems as well as the importance of translation and correct understanding of the words denoting the ship or the vessel.
