Opis:
The aim of the paper is the comparison of 2007 and 2014 National Security Strategies focusing on the role of Armed Forces in the system of National Security. Moreover, the author tries to verify the need for changes in relation to the current international situation in Central and Eastern Europe. The parts of this analysis are related to the given chapters of the strategies. The article indicates the reasons and presents conclusions resulting from the changes incorporating in the current document. Moreover, the author analyses the legitimacy of adjustments in the context of current threats to the security of Poland and Europe.

The Russian factor poses a real threat to the national security of Ukraine and Poland. The Russian expansion includes the dismemberment of the Ukrainian and Polish territories and formation of weak, non-viable and quasi-public entities there which would be dependent on Moscow. One of the important features of Russian strategy is to undermine national unity of Ukrainian and Polish societies within the countries, neutralize strategic partnership between our countries and to provoke a new Ukrainian-Polish conflict. Russia’s neo-imperialist policy is substantiated by A. Dugin's neo-Eurasian geopolitical doctrine. The analysis of the doctrine makes it possible to forecast the Russian policy towards Ukraine, Poland, European Union and the USA and to work out an effective counterstrategy. Deepening the Ukrainian-Polish equal partnership and joint efforts to neutralize and dismantle Russian imperial social system should become the response to common threat to the national security of Ukraine and Poland. Without taking such drastic measures the national security of Ukraine, Poland and other countries will always be at constant threat.

Baltic Sea, as an area of strategic importance for Russia’s policy toward Europe, has become a place of showcase of Russia’s military might. Its primary purpose is to show the international community the level of determination Russian authorities express to make national interests of the Federation included in the global politics. The number of incidents which cannot be a ground for military action on a larger scale – even according to Russian conventions – requires a politico-military response by regional supranational organizations. The response should take the form of smart-power strategies and the formula of military involvement must go beyond purely defensive action in response to enemy action. Hence, it is necessary to determine the scope of comprehensive EU and NATO operations (due to the need to protect the territorial sovereignty of Sweden and Finland) to offset the forms of Russian incidental activities in a way that does not elevate political tension in the region. Such a reaction is possible through effective impact on forms of activities on the waters of the Baltic Sea, which are important for Russia, notably shipping. The European Union, and the European Maritime Safety Agency (EMSA) in particular, has appropriate instruments to create an effective impact. On the other hand, the role of the North Atlantic Treaty should be to prepare and conduct systematic and comprehensive operations which limit the possibility of encroaching on the treaty territory and protect the member states against Russia applying instruments of hybrid war.

Recent years the growing confrontation between the Russian Federation, the United States, and the EU is accompanied by Moscow’s searching the alternative allies for its diplomatic support. Iran is called one of such allies today. The Russian-Iranian relations are interesting both in terms of sectoral and geographical fields. The region of Central Asia is of particular importance. The need to consider such aspects is explained by the strengthening of Iran’s position in Central Asia as a direct zone of Russian interests in a sense of its economic, cultural, and religious presence.

The article deals with the problem of national security in the contemporary world which is greatly influenced by the process of globalization and digitalization. The paper highlights the role of national security in modern state building. The following issue has been of great interest to many outstanding scientists worldwide especially since the beginning of the XXI century. However, the subject matter of national security in the system of public administration has not been clearly defined yet. Therefore, the paper analyzes the approaches to define national security and points out its distinctive features. Moreover, it emphasizes the fact that at the level of national, regional and global relations the concept of national security is often associated with security strategies. Thus, the article puts emphasis on the predominant characteristics that help to distinguish between these two concepts. In addition, the research clarifies the characteristic features of national security as well as state security. Security, like many other categories of social sciences, does not have a conclusive definition. What is more, the category of security has an interdisciplinary significance. Therefore, scientists define it in accordance with the subject matter and the specifics of cognition and research. Nevertheless, many outstanding scholars view security as an anthropocentric category related to man’s socialessence and value. Accordingly, security presupposes having freedom from the risk, danger and the threat of change to the worse. Most scientists agree that security is a constituent of every aspect of human life. Consequently, security issues consideration is of great significance. All in all, nowadays it is greatly important to achieve a state of security as our globalized society frequently leads to different challenges and dangers. The results of the research contribute to better understanding of the issue and make it possible to introduce effective mechanisms of public administration in the field of national security.

On September 2015 Russian Federation began intervention in Syria acting on behalf of Bassâr al-’Assad against Islamic State and other rebels who are fighting against Syria Arab Republic. This decision had been influenced by Russia’s objective reasons as well by particular interests of its administration. The main aim o f this article is to analyze national interests regarding Russian Federation’s intervention in Syria which are defined by author as: survival o f the state, political autonomy, economic prosperity and sense o f self-esteem o f state-society complex. The author also discusses particular interests o f Russian administration which he considers as being in accordance with national interests. Threads mentioned in the article consists of: historic relations between states, economic interests, an impact o f the intervention on Russian internal and foreign policy, the seaport in Tartüs and Russian citizens in Syria.

The article is focused on public diplomacy viewed as the instrument of soft power of the state and the ability to persuade and create reputation as well as cultural and institutional attractiveness. Moreover, the paper emphasizes the importance of the correct formation of priorities and values of the state, and skillful national branding. The authors pay a particular attention to the foreign policy of the Republic of Finland in the context of public diplomacy service. Hence, developmental phases of the Finnish public diplomacy were given. In addition, a special attention was paid to the functional features of public authorities with reference to public diplomacy viewed as an important factor in international relations and the national interest protection of Finland. Therefore, the spheres of public diplomacy such as the cultural, educational-scientic, public, or digital diplomacy of Finland are under analysis, too. Additionally, the means and methods of public diplomacy, including those practiced in Ukraine were under particular attention. Thus, a special emphasis was put on the national brandmark and international position of the State. Based on the conducted empirical research which conrms the necessity of further cooperation between Ukraine and Finland, aimed at implementation of public diplomacy tools, there were given recommendations concerning the execution of the means and methods of "soft power".

The article found that the Ukrainian diaspora was an integral component of Ukrainian ethnic integrity. Numerous public, cultural and educational institutions created by emigrants in their places of residence stood guard over Ukrainian national interests and, despite all obstacles, conducted fruitful cooperation with Ukrainians in the Motherland. In order to preserve and develop the Ukrainian language, representatives of the diaspora paid great attention to the release of the Ukrainian printed word into the world. Due to total censorship in the Ukrainian SSR, Ukrainians abroad contributed to the publication abroad of many Ukrainian works that were banned in Ukraine. By means of international tourism, international student exchange, and world radio broadcasting, contacts between Ukrainian and foreign youth were gradually established, and the spheres of communication expanded. The main task of the Ukrainian diaspora was to preserve the ethnic and cultural identities of the Ukrainian nation, and consolidate the scattered emigration forces for the sole purpose of preparing a political and professional basis for the acquisition of an independent, cathedral Ukrainian state.

Czy RFN to współczesny hegemon Europy? Czy też może pełni rolę stabilizatora, konserwatysty lub też europejskiego rewizjonisty? Te pytania nurtują nie tylko państwa członkowskie UE, ale także samych Niemców, którzy częstokroć sami o sobie mówią jako o „połowicznym hegemonie” właśnie, zbyt silnym, by nie dominować, i zbyt słabym, by zdominować. Niniejszy artykuł stanowi więc próbę spojrzenia zarówno na pozycję, jak i na rolę, jaką odgrywają obecnie Niemcy w konstruowaniu UE. Za podstawę prowadzonych rozważań przyjęto teorię realizmu, która to nie tylko sprawdza się w badaniach nad przywództwem międzynarodowym, ale także w sposób niezmiernie wyraźny je zarysowuje i prezentuje.
Is the Federal Republic of Germany the modern Hegemon of Europe? Does it rather play the role of the Stabilizer, the Conservative or the European Revisionist? This question is frequently asked not only by the Members States of the European Union, but also the Germans themselves, who often claim to be the “semi-Hegemon” – too strong not to dominate and too weak to dominate at the same time. This article presents an overview on the position and the role Germany is currently playing in the construction of the UE. The assumptions are based on the theory of realism, which can be used not only for research on international leadership, but also outlines and presents it in an explicit way.

Opis:
Realization of a national interests is a leading through the country political-economy actions based on a possessed national strategy. In Polish reality the role of leading strategy should be played by a long-term development plans. Now strategy - Long-time National Development Strategy Poland 2030 is one of them. It defines detailed in some, defined by country, areas of its actions and indicate the way of achieve them. In case of Polish sea interest, we should admit that they are not strictly related with sea economy and in a much higher degree are determinate in sectors strategy, energetic, environment and regional development. Achieving them is conditioned by ability to use it’s own potential and due to limited possibility in impact on sea areas, also in use already existing or arising supranational arrangements. Independent leaded by Poland actions should be concentrate in Baltic Sea. Important target should be correlation polish national interests with regional cooperation plans. It should be concentrate in sailing security issue, especially oil tankers and incorporate polish ports into system of transporting commodities form Asia to Europe and combating organized crimes. We should admit that, the most important target of polish presence on others water reservoirs is partial assumption of liability for polish transport of LNG gaze security by UE and NATO. That is why committed ourselves in UE action, including combating immigrations (BRODEX project) is necessary.

Після розпаду СРСР регіональні держави Кавказу зіткнулися з серйозними політичними і економічними проблемами. Слід зазначити, що деякі фундаментальні проблеми, що існують врегіоні, можуть бути пов’язані з різними історичними і соціальними чинниками, які можна аналізувати в рамках проблем, пов’язаних з країнами третього світу. Останні події в регіоні,включаючи територіальні суперечки, економічні та військові кризи, безпеку і стратегічні інтереси в регіоні, привернули увагу великих регіональних і глобальних гравців, таких як США,ЄС, Російська Федерація, Туреччина, Іран, Ізраїль, Пакистан, Чечня і Саудівська Аравія. Наприклад, США розглядають регіон Кавказу і Каспійського моря як область своїхстратегічних, економічних і життєво важливих інтересів. Ісламська Республіка Іран (ІРІ) як південний сусід країн Кавказу вважається одним з головних регіональних гравців. Історичні,політичні, культурні та географічні зв’язки з країнами регіону, крім першорядних і нагальних питань, є найбільш фундаментальними факторами регіональної політики Ірану. Більш того, засновані на ідеології і засади внутрішньої і зовнішньої політики ІРІ підготували грунт дляподальших відносин, конфронтації, конфліктів і коаліцій з країнами регіону.
Following the collapse of the USSR, regional states of the Caucasus faced serious political and economic problems. It needs to be mentioned that some of the fundamental problems existing in the region can be traced back to various historical and social factors that can be analyzed under the issues related with the Third world countries. Recent developments in the region including territorial disputes, economic and military crisis, security and strategic vacancy in the region has caught the attention of major regional and global players like the USA, EU, Russian Federation, Turkey, Iran, Israel, Pakistan, Chechnya and Saudi Arabia. For instance, the USA see the Caucasus and Caspian Sea region as its strategic economic interests, and vital areas. The Islamic Republic of Iran (IRI) as the southern neighbor of Caucasus countries is considered as one of the major regional players. Historical, political, cultural and geographical links with regional countries beside prime and vital issues is of the most fundamental effective factors in regional policies of Iran. Furthermore based ideologies and principals over IRI’s domestic and foreign policies have paved the ground for further relationships, confrontation, conflicts and coalitions with regional countries.

The article is about Turkish-Russian relationshps in the context of Syrian conflict. The article is devoted to the analysis of the essense of this cooperation.
Статья посвящена турецко-российским отношениям на фоне сирийского кризиса. Известно, что этот конфликт приобрел ожесточенный характер из-за противоречивых причин, что впоследствии привело к кризису между сторонами. Одновременно цепь событий показала, что как Турция, так и Россия вынуждены сотрудничать согласно логике Реалполитик. Эта статья также появящена анализу сущности этого сотрудничества.

The article is devoted to the study of the place, role and regulatory framework of economic security, identifying it as a key component in the national security system of Ukraine. The theoretical and methodological approaches to defining the categories of “economic security” and “national security” have been examined in this article. Objects and subjects of economic security of the state have been defined; the basic threats to economic security have been allocated. The purposes of the economic security system and the measures that must be provided to achieve it have been formed. It has been noted that the national security today is an important attribute of foreign, domestic and military policy of the state. A special place in the system of acts dealing with the ensuring of economic security the program constituent documents have, namely: strategies, concepts, doctrines that constitute a system of officially accepted views in the state, as they are constituent. Indicators of economic security have been identified, which are the most important indicators of the business situation in the economy and the effectiveness of the economic policy of the state. The national economic interests which are necessary to be considered at decision-making on maintenance of economic safety have been listed. 106 Valeriy Hnatenko Ensuring of the economic security is achieved through the development and implementation of a set of measures aimed to neutralize threats to economic security. The article outlines the main directions of the state policy in the field of economic security of the country.
